( ii ) न्यायालय के किसी निर्णय , डिक्री या आदेश के होते हुए भी सीलिंग कार्य बन्द करने सहित अनधिकृत कालोनियों, गांव आबादी क्षेत्र तथा इसके विस्तार क्षेत्र जो 31 मार्च , 2002 को 8 फरवरी , 2007 की स्थिति के अनुसार मौजूद थे, की स्थानीय प्राधिकरण द्वारा यथास्थिति बनाई रखी जाएगी ।
का.आ. 213( अ )-यतः दिल्ली विधि ( विशेष उपबंध) अधिनियम, 2007 (2007 का 43 ) ( यहाँ इसके बाद उक्त अधिनियम के रूप में उल्लिखित ) की धारा 3 के निबन्धनों के अनुसार अतिक्रमण अथवा अप्राधिकृत विकास की श्रेणियों के संबंध में स्थानीय प्राधिकरणों द्वारा जारी सभी नोटिस , दिसम्बर , 2008 के 31वें दिन सफ के लिए निलम्बित माने जाएंगे ;
2. अधिनियम के खण्ड 3 में उल्लिखित अतिक्रमण या अप्राधिकृत विकास के विरुद्ध प्रारंभिक कार्रवाई के लिए किसी भी स्थानीय प्राधिकारी द्वारा जारी सभी सूचनाएं निलंबित होंगी और 31 दिसम्बर , 2008 तक कोई भी दांडिक कार्रवाई नहीं की जाएगी ।
और यतः उक्त अधिनियम की धारा 3 की उप- धारा ( 3 ) के उपबंधों के निबन्धनों के अनुसार अधिनियम की धारा 3 की उप- धारा (1) में उल्लिखित अतिक्रमण अथवा अप्राधिकृत विकास के खिलाफ दाण्डिक कार्रवाई दिसम्बर , 2008 के 31 वें दिन तक के लिए निलम्बित रखीजाएगी;
3. दिसम्बर , 2007 के 5वें दिन से 31 दिसम्बर, 2008 तक की अवधि के दौरान उक्त अधिनियम की धारा 4 में यथानिर्दिष्ट अप्राधिकृत विकास की श्रेणियों के संबंध में स्थानीय प्राधिकरणों द्वारा संगत विधियों के अनुसार कार्रवाई जारी रहेगी और की गई कार्रवाई की मासिक रिपोर्ट आगामी माह के प्रथम सप्ताह के अंत तक सचिव , शहरी विकास मंत्रालय, नई दिल्ली को भेजी जाएगी ।

S.O.213 (E).-Whereas in terms ofSection 3 of The National Capital Territory of Delhi Laws (Special Provisions ) Act, 2007 (43 of2007) (hereafter referred to as 1. ( i) उक्त अधिनियम की धारा 3 में उल्लिखित अतिक्रमण याअनधिकृत विकास के संबंध में अनधिकृत कालोनियों, गांव आबादी क्षेत्र तथा इसके विस्तार क्षेत्र को छोड़कर , न्यायालय के किसी निर्णय , डिक्री या आदेश के होते हुए भी, स्थानीय प्राधिकरण द्वारा सीलिंग कार्य बंद करने सहित जनवरी , 2006 के पहले दिन की यथास्थिति बनाए

the said Act) , all notices issued by the local authorities in respect of the categories of encroachment or unauthorized development mentioned therein shall be deemed to have been suspended till the 31st day of December , 2008 ;
And whereas in terms of the provisions of sub- section (3 ) of Section 3 of the said Act, punitive action, against encroachment or unauthorized development referred to in sub- section ( 1 ) of Section 3 of the Act shall be suspended till the 31st day of December , 2008 ;
Now, therefore , in exercise of powers conferred by Section 5 of the National Capital Territory of Delhi Laws (Special Provisions) Act, 2007 (43 of 2007) , the Central Government hereby issues the following directions to the local authorities to give effect to the provisions of the said Act, namely:
DIRECTIONS
( 1) ( i ) Notwithstanding any judgement , decree , or order of Court, steps shall be taken by the local authority, including desealing, to maintain status quo as on 1st day of January, 2006 in respect of encroachment or unauthorized development referred to in Section 3 of the said Act except in respect of unauthorized colonies , village abadi area and its extension .
[PART II-SEC. 3 ( ii)]
(ii) Notwithstanding any judgement, decree , or order of Court , steps shall be taken by the local authority, including desealing, to maintain status quo, in the unauthorized colonies , village abadi area and its extension, which existed on the 31st day ofMarch, 2002, as on the 8th day of February,2007.
(2) All notices issued by any local authority for initiating action against encroachment or unauthorised development referred to in Section 3 of the Act shall be suspended and no punitive action shall be taken till the 31stday ofDecember , 2008 .
(3) During the period up to 31st December , 2008 w.e.f. 5thday of December , 2007 , action as per relevant laws shall continue to be taken by the local authorities in respect of the categories of encroachment or unauthorized development, as specified in Section 4 of the said Act and amonthly report of the action taken shall be sent to the Secretary, Ministry of Urban Development , New Delhi by the end of the first week of the succeeding month .
