का.आ. 187(अ).-विदेश व्यापार नीति , 2009-2014 के पैराग्राफ 1.3 और पैराग्राफ 2.1 के साथ पठित विदेश व्यापार ( विकास एवं विनियमन ) अधिनियम, 1992 ( 1992 की संख्या 22 ) की धारा 5 द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए केन्द्र सरकार , एतद्वारा , समय-समय पर यथा संशोधित निर्यात और आयात मदों के आई टी सी ( एचएस ) वर्गीकरण , की अनुसूची 2 ( निर्यात नीति ) में निम्नलिखित संशोधन करती है :-

यूरोपीय संघ को निर्यात की अनुमति निम्नलिखित शर्तों केअनुसार होगी :
( 1) केपैबिसल द्वारा एक ' पोतलदान निकासी प्रमाण-पत्र ' प्रेषण- वार जारी किया जाएगा जिसमें निर्यातक का नाम और पता, पंजीकृत प्लान्ट का पता , निर्यातक का आयात निर्यात कोड, प्लान्ट अनुमोदन सं. , निर्यात उत्पाद की प्रकृति, मात्रा, बीजक संख्या और तारीख , लदान का पत्तन (पत्तन का नाम ) और गन्तव्य स्थान ।
(2 ) पोतलदान होने के बाद , निर्यातक क्रेता को यूरोपीय संघ की आवश्यकता के अनुसार केपैक्सिल द्वारा प्रेषणवार जारी किया गया उत्पादन प्रक्रिया प्रमाण-पत्र और/या स्वास्थ्य प्रमाण-पत्र भी उपलब्ध करवाएगा ।

(2) पोतलदान होने के बाद, निर्यातक क्रेता को यूरोपीय संघ की आवश्यकता के अनुसार प्रेषण-वार 'स्वास्थ्य प्रमाणपत्र ' उपलब्ध कराएगा जिसमें वेसल का नाम, पोतलदान बिल का नम्बर और तारीख , उत्पादन प्रक्रिया के ब्यौरे दिए गए हों । प्रमाणपत्र केपैक्सिल और क्षेत्रीय पशु संगरोध अधिकारी, पशुपालन विभाग , दुग्ध और मत्स्य विभाग, कृषि मंत्रालय , भारत सरकार द्वारा संयुक्त रूप से जारी किया जाएगा ।
3. अध्याय 23 में तत्काल प्रभाव से क्रम सं0 71 क को निम्नानुसार जोड़ा जाता है : -

प्रतिबंध का स्वरूप
यूरोपीय संघ को निर्यात की अनुमति निम्नलिखित शर्तों के अनुसार होगीः
(1) केपैक्सिल द्वारा एक ' पोतलदान निकासी प्रमाण- पत्र' प्रेषण- वार जारी किया जाएगा जिसमें निर्यातक का नाम और पता, पंजीकृत प्लान्ट का पता, निर्यातक का आयात निर्यात कोड, प्लान्ट अनुमोदन नम्बर, निर्यात उत्पाद की प्रकृति, मात्रा बीजक संख्या और तारीख, लदान का पत्तन (फ्त्तन का नाम) और गन्तव्य स्थान ।
(2) पोतलदान होने के बाद, निर्यातक क्रेता को यूरोपीय संघ की आवश्यकता के अनुसार प्रेषण-वार 'स्वास्थ्य प्रमाणपत्र ' उपलब्ध कराएगा जिसमें वेसल का नाम, पोतलदान बिल का नम्बर और तारीख , उत्पादन प्रक्रिया के ब्यौरे दिए गए हों । प्रमाणपत्र केपैक्सिल और क्षेत्रीय पशु संगरोध अधिकारी, पशुपालन विभाग , दुग्ध और मत्स्य विभाग, कृषि मंत्रालय, भारत सरकार द्वारा संयुक्त रूप से जारी किया जाएगा ।

(2) पोतलदान होने के बाद, निर्यातक क्रेता को यूरोपीय संघ की आवश्यकता के अनुसार केपैक्सिल द्वारा प्रेषणवार जारी किया गया उत्पादन प्रक्रिया प्रमाण पत्र और/ या स्वास्थ्य प्रमाण पत्र भी उपलब्ध करवाएगा।
5. समय-समय पर यथासंशोधित निर्यात और आयात मदों के आई टी सी ( एचएस) वर्गीकरण , की अनुसूची 2 के अध्याय 35 में क्रम सं0 140 क, 140ख और 140ग की नई प्रविष्टि को, तत्काल प्रभाव से निम्नानुसार जोड़ा जाएगा:
