अधिसूचना
1. ( 1 ) इन नियमों का संक्षिप्त नाम औषधि और प्रसाधन सामग्री (सातवां संशोधन ) नियम, 2010 है ।

2. औषधि और प्रसाधन सामग्री नियम , 1945 के नियम 127 के उप-नियम ( 1 ) में,
(1 ) प्राकृतिक रजक से सम्बंधित शीर्ष ( 1 ) के अधीन , " लौह का काला आक्साइड " प्रविष्टि के पश्चात् निम्नलिखित अंतःस्थापित किया जाएगा, अर्थात्:-
"टाइटेनियम डाइआक्साइड लेपित अभ्रक पर्लीसेंट वर्णक "
(2 ) लेक्स से संबंधित शीर्ष ( 4 ) के पश्चात्, निम्नलिखित परन्तुक अंतःस्थापित किया जाएगा, अर्थात्:-
" परन्तु अनुसूची थ के अधीन विनिर्दिष्ट, कतिपय रगों विसंक्रमारी हो सकेंगे जो गैर अभिरंजक होंगे । "
सा.का.नि. 988(अ). औषधि और प्रसाधन सामग्री नियम , 1945 का और संशोधन करने के लिए कतिपय नियमों का प्रारूप केन्द्रीय सरकार ने औषधि तकनीकी सलाहकार बोर्ड के परामर्श के पश्चात् औषधि और प्रसाधन सामग्री अधिनियम , 1940 ( 1940 का 23) की धारा 12 और धारा 33 द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए , प्रकाशित करती है और उक्त धारा की अपेक्षानुसार उन सभी व्यक्तियों की जानकारी के लिए जिनके उससे प्रभावित होने की संभावना है , प्रकाशित किया जाता है और यह सूचना दी जाती है कि उक्त प्रारूप नियमों पर उस तारीख से जिसको भारत के उस राजपत्र की प्रतियां, जिसमें यह सूचना प्रकाशित की जाती है , जनता को उपलब्ध करा दी जाती हैं , पैंतालिस दिन की अवधि की समाप्ति के पश्चात्विचार किया जाएगा ।

X- 11014/04/2010-डीएफक्यूसी ] डॉ. अरुण कुमार पण्डा, संयुक्त सचिव किसी हितबद्ध व्यक्ति से उक्त प्रस्तावित प्रारूप नियमों की बाबत किन्हीं आक्षेपों और सुझावों पर जो विनिदिष्ट अवधि के समाप्त होने से पूर्व , सचिव , भारत सरकार , स्वास्थ्य और परिवार कल्याण मंत्रालय , भारत सरकार , निर्माण भवन , नई दिल्ली-110011 को प्राप्त होंगे , केन्द्रीय सरकार द्वारा विचार किया जाएगा ।
पाद टिप्पण:-मूल अधिसूचना भारत के राजपत्र में अधिसूचना संख्यांक एफ. 28-10/45 - एच ( 1 ) तारीख 21 दिसम्बर , 1945 में प्रकाशित की गई थी और अंतिम संशोधन अधिसूचना संख्या सा.का.नि. 683( अ) तारीख 19-8-2010 द्वारा किया गया ।

DRAFT RULES
MINISTRY OF HEALTH AND FAMILY WELFARE

1. (1 ) These rules may be called the Drugs and Cosmetics (7thAmendment) Rules, 2010.
NOTIFICATION
(2) They shall come into force on the date of their finalpublication in the Official Gazette .

2. In the Drugs and Cosmetics Rules , 1945, in rule 127, in sub-rule (1 ),—
(1) under the heading ( 1 ) relating to Natural colours , after the entry "Black Oxide of Iron " , the following shall be inserted , namely :-
"Titanium dioxide coated mica pearlescent pigments" .
(2) after the heading (4) relating to Lakes , the following proviso shall be inserted, namely:-
"Provided that disinfectants may also contain colours specified under Schedule Q, which are non - staining. "
[F. No. X. 11014/4/2010-DFQC] G.S.R. 988 (E) . The following draft rules further to amend the Drugs and Cosmetics Rules , 1945, which the Central Government proposes to make in exercise of the powers conferred by Section 12 and Section 33 ofthe Drugs and Cosmetics Act , 1940 (23 of 1940) , after consultation with the Drugs Technical Advisory Board, is hereby published for the information of all persons likely to be affected thereby, and the notice is hereby given that the said draft rules shall be taken into consideration on or after the expiry of a period of forty -five days from the date on which the copies of the Gazette of India containing these draft rules are made available to the public;

Foot Note : The principal rules were published in the
Official Gazette vide notification No. F. 28- 10/45 -H(1) dated 21st December , 1945 and lastamended vide notification number G.S.R. 683(E) dated the 19-8-2010.
Any person interested in making any objections or suggestions on the proposed draft rules may do so in writing for consideration of the Central Government within the period so specified through post to the Secretary, Ministry of Health and Family Welfare , Government of India, Nirman Bhawan, New Delhi- 110011.
