सा.का.नि. 1 (अ ) पर्यावरण ( संरक्षण ) अधिनियम , 1986 ( 1986 का 29 ) की धारा 6 , 8 और 25 के अंतर्गत प्रदत्त शक्तियों का प्रयोग करते हुए केन्द्र सरकार एतद्वारा उत्पादन, उपयोग , आयात, निर्यात और खतरनाक सूक्ष्म जीव/आनुवंशिक रूप से अभियांत्रिक जीव अथवा कोशिकाओं का भंडारण नियमावली , 1989 में और अधिक संशोधन करने के लिए निम्नलिखित नियम बनाती है :-
1. ( 1 ) ये नियम , उत्पादन , उपयोग , आयात , निर्यात और खतरनाक सूक्ष्म जीव/आनुवंशिक रूप से अभियांत्रिक जीव अथवा कोशिकाएं (संशोधन) नियमावली , 2010 कहे जा सकते हैं ।
(2) ये नियम सरकारी राजपत्र में उनके प्रकाशन की तिथि से लागू होंगे ।
2. उत्पादन , उपयोग , आयात , निर्यात और खतरनाक सूक्ष्म जीव/आनुवंशिक रूप से अभियांत्रिक जीव अथवा कोशिकाओं का भंडारण नियमावली, 1989 में ,--
नियम 4 के उप-नियम ( 3 ) के अंतर्गत खण्ड ( iii ) के लिए निम्नलिखित खण्ड प्रतिस्थापित किए जाएंगे , नामशः
(iii ) "सुविज्ञ सदस्य महानिदेशक भारतीय कृषि अनुसंधान परिषद्, महानिदेशक भारतीय चिकित्सीय अनुसंधान परिषद्, महानिदेशक - वैज्ञानिक और औद्योगिक अनुसंधान परिषद्, महानिदेशक स्वास्थ्यसेवाएं, पौध संरक्षण सलाहकार , पौध संरक्षण निदेशालय , संगरोध और भंडारण , अध्यक्ष, केन्द्रीय प्रदूषण नियंत्रण बोर्ड अथवा उनके प्रतिनिधि , जो संयुक्त सचिव के पद से नीचे के न हों और वैयक्तिक क्षमता में तीन बाह्य सुविज्ञ "।

टिप्पण: उत्पादन , उपयोग , आयात , निर्यात और खतरनाक सूक्ष्म जीव/आनुवंशिक रूप से अभियांत्रिक जीव अथवा कोशिकाओं का भंडारण नियमावली , 1989 को भारत के राजपत्र , असाधारण में दिनांक 5 दिसम्बर , 1989 की संख्या सा.का.नि. 1037( अ ) द्वारा प्रकाशित किया गया था, जो दिनांक 13 सितम्बर , 1993 की अधिसूचना सं. का.आ. 677 ( अ) द्वारा लागू हुआ और तदन्तर दिनांक 14 जुलाई , 2005 कीसा.का.नि. 493 (अ ) , दिनांक 20 सितम्बर , 2006 की सा.का.नि. 616(अ ) , दिनांक 23 अगस्त, 2007 की का.आ. 1519(अ) , दिनांक 25 फरवरी , 2008 की का.आ. 411 ( अ ) , दिनांक 3 अक्तूबर , 2008 की का.आ. 2519( अ ) , दिनांक 17 मार्च , 2009 की का.आ. 800 (अ ) , दिनांक 9 नवम्बर , 2009 की का.आ. 288 ( अ) , दिनांक 5 अप्रैल, 2010की का.आ. 828 ( अ ) और दिनांक 4 अक्तूबर , 2010 की का.आ. 2478( अ) , अधिसूचना संख्याओं द्वारा संशोधित की गई थी ।

NOTIFICATION
New Delhi , the 23rd December , 2010
G.S.R. 1 (E). In exercise of the power conferred under Sections 6 , 8 and 25 ofthe Environment (Protection)Act , 1986 (29 of 1986) the Central Government hereby makes the following rules further to amend the Manufacture , Use , Import, Export and Storage of Hazardous Micro- organisms /Genetically Engineered Organisms or Cells Rules , 1989 .
1. ( 1) These rules may be called the Manufacture, Use, Import, Export and Storage of Hazardous Micro- organism/Genetically Engineered Organisms or Cells (Amendment) Rules, 2010 .
(2) They shall come into force on the date of their publication in Official Gazette .
2. In the Manufacture , Use , Import , Export and Storage of Hazardous Micro-organism/Genetically Engineered Organisms or Cells Rules , 1989, ---
Inrule 4, in sub - rule (3 ), for clause (iii) the following clause shall be substituted , namely :-
(iii) " Expert Members : Director General - Indian Council of Agricultural Research , Director General - Indian Council ofMedical Research, Director General - Council of Scientific and Industrial Research , Director General - Health Services , Plant Protection Advisor, Directorate of Plant Protection , Quarantine and Storage , Chairman , Central Pollution Control Board or their representatives not below the rank of Joint Secretary and three outside experts in individual capacity" .
