सा.का.नि. 2(अ), केन्द्रीय सरकार वस्त्र समिति अधिनियम , 1963 ( 1963 का 41 ) की धारा 22 द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए वस्त्र समिति नियम , 1965 में और संशोधन करने के प्रयोजन से कुछ नियमों का निम्नलिखित प्रारूप , जो कि इनसे संभवतः प्रभावित होने वाले सभी व्यक्तियों की सूचना के लिए उक्त धारा की उप- धारा ( 1 ) के अंतर्गत अपेक्षित अनुसार प्रकाशित करती है तथा इस आशय की सूचना देती है कि नीचे दिए गए प्रस्तावित संशोधन के संबंध में आपत्तियां अथवा सुझाव इस अधिसूचना के प्रकाशन की तारीख से 45 दिनों की अवधि के भीतर वस्त्र मंत्रालय द्वारा प्राप्त किए जाएंगे ।
इस संबंध में आपत्तियां अथवा सुझाव , यदि कोई हों, तो उसे सचिव, वस्त्र मंत्रालय , उद्योग भवन , नई दिल्ली-110107 को भेजें ।
इस प्रकार से विनिश्चित अवधि से पहले उक्त प्रारूप नियमों के संबंध में यदि किसी व्यक्ति से कोई आपत्तियां अथवा सुझाव प्राप्त होते हैं तो उन पर केन्द्रीय सरकार द्वारा विचार किया जाएगा ।
प्रारूप नियम
1. ( 1 ) ये नियम वस्त्र समिति ( संशोधन ) नियम, 2011 कहलाए जाएंगे ।
(2) ये सरकारी राजपत्र में अपने अंतिम रूप से प्रकाशन होने की तारीख से लागू होंगे ।
2. वस्त्र समिति नियम , 1965 के नियम 34 में निम्नलिखित प्रतिस्थापित किए जाएंगे , अर्थात्:-

"34. अध्यक्ष, उपाध्यक्ष और सचिव को शक्तियों का प्रदत्तीकरण :
समिति एक संकल्प के द्वारा नियम 33 के उप-नियम ( 1 ) के तहत अध्यक्ष , उपाध्यक्ष और सचिव को, उचित समझे जाने की सीमा तक इसकी शक्तियां प्रदत्त कर सकती है । "

GS.R. 2(E) . The following draft further to amend the Textiles Committee Rules , 1965, which the Central Government proposes to make in exercise of powers conferred by Section 22 of the Textiles CommitteeAct, 1963 (41 of 1963 ) is hereby published , as required by

sub- section ( 1 ) of said Section for the information of all persons likely to be affected thereby and notice is hereby given to invite objections or suggestions in respect of the proposed amendment as shown below, to be received by theMinistry ofTextiles within a period of45 days from the dateofpublication of this Notification .
Objections or suggestions, if any, may be addressed to the Secretary, Ministry of Textiles , Udyog Bhavan, NewDelhi -110107 .
Any objections or suggestions that may be received from any person with respect to the said draft rules before the period so specified , shall be considered by the Central Government.
DraftRules
1.(1) These rules may be called Textiles Committee (Amendment) Rules ,2011 .
(2) They shall come into force on the date oftheir final publication in the Official Gazette.
[PART II-SEC. 3 (1) ]
2. In the Textiles Committee Rules , 1965 for rule 34, the following shall be substituted , namely :-
" 34. Delegation of Powers to Chairman , Vice- Chairman and Secretary:
The Committee may by a resolution , delegate its powers under sub - rule ( 1 ) of rule 33 to the Chairman, Vice-Chairman and the Secretary to the extent it considers expedient . "
