सं. यू-23013/14/06-एल.डब्ल्यू-इस मंत्रालय के संकल्प संख्या यू-23013/ 19/99 - एल.डब्ल्यू. दिनांक 29 नवम्बर , 2000 का अधिक्रमण करते हुए और ठेका श्रम ( विनियमन एवं उत्सादन ) अधिनियम , 1970 की धारा 5 द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए, केन्द्रीय ठेका श्रम सलाहकार बोर्ड एतद्वारा एक समिति का गठन करती है जो रेल कोच कारखाना , कपूरथला में ठेका श्रम उन्मूलन के प्रश्न पर विचार करेगी ।

3. प्रस्तावित समिति के विचारार्थ विषय निम्नानुसार होंगे:-
" रेल कोच कारखाना , कपूरथला , पंजाब में विभिन्न प्रकार के रेल यात्री कोचों की विनिर्माण प्रक्रिया में ठेका प्रणाली के कार्यकरण का अध्ययन करना और उपयुक्त सिफारिश करना कि उक्त प्रतिष्ठान के उक्त नौकरियों/कार्यों में ठेका श्रमिकों के नियोजन को ठेका श्रम (विनियमन एवं उत्सादन ) अधिनियम, 1970 की धारा10 के उपबंधों को देखते हुए प्रतिषिद्ध किया जाए या नहीं । "
4. समिति का मुख्यालय चंडीगढ़ में होगा। समिति पक्षकारों की नये सिरे से सुनवाई करेगी , अतिरिक्त अनुरोध , यदि कोई हो, प्रस्तुत करने की अनुमति देगी और अपनी रिपोर्ट तीन माह के भीतर प्रस्तुत करेगी ।

No. U-23013 /14/06- LW.-In supersession of this Ministry's Resolution No. 23013/ 19/99 -LW dated 29th November, 2000 and in exercise of the powers conferred by Section 5 of the Contract Labour (Regulation and Abolition) Act, 1970, the Central Advisory Contract Labour Board herby constitutes a Committee to go into the question of abolition of contract labour in the establishment of Rail Coach Factory, Kapurthala.

The terms of reference of the proposed Committee would be as follows :-

" To study the working of contract labour system in manufacturing process of various type of Railway Passenger Coaches in the establishment of Rail Coach Factory , Kapurthala, Punjab and to make suitable recommendations whether or not the employment of contract labour in the above jobs /works in the said establishment be prohibited keeping in view the provisions of Section 10 ofthe Contract Labour (Regulation and Abolition) Act , 1970" .
4.The Headquarters of the Committee will be at Chandigarh . The Committee shall hear the parties afresh , allow submissions , if any and submit its report within three months.

" दुर्गापुर इंडेन बॉटलिंग प्लांट, दुर्गापुर (पश्चिम बंगाल के प्रतिष्ठान में भंडारण , ढेर लगाने, ढेर हटाने , भरने , पुनः भरने , लादने और उतारने , स्थानांतरण , सिलेंडर चढाने , बैरल के निथारण और एलपीजी वितरण के जॉब्स कार्यों में ठेका श्रम प्रणाली के अध्ययन के लिए उक्त प्रतिष्ठान में उपयुक्त जॉब्स कार्यों में ठेका श्रम ( विनियमन एवं उत्सादन ) अधिनियम, 1970 की धारा 10 के उपबंधों को ध्यान में रखते हुए ठेका श्रम नियोजन को निषिद्ध किया जाए अथवा नहीं इसके बारे में उपयुक्त सिफारिशें करना । "
4. इस समिति का मुख्यालय आसनसोल में होगा । यह समिति पक्षकारों की नए सिरे से सुनवाई करेगी , प्रस्तुतीकरण , यदि कोई हो, की अनुमति देगी तथा अपनी रिपोर्ट तीन महीने के भीतर प्रस्तुत करेगी ।

" To study the working of contract labour system in the jobs/works of storage, stacking , de- stacking, filling refilling , loading and unloading , shifting, mounting cylinders, barrels for decantation , and distribution of LPG in the establishments of Durgapur Indane Bottling Plant , Durgapur, West Bengal , afresh and to make suitable recommendations whether or not the employment of contract labour in the above jobs/works in the said establishment be prohibited keeping in view the provisions ofSection 10 of the Contract Labour (Regulation and Abolition) Act, 1970" .
4. The Headquarters of the Committee will be at Asansol . The Committee shall hear the parties afresh , allow submissions, if any and submit its report within three months.

" मुख्य श्रम आयुक्त ( केन्द्रीय ) के दिनांक 11-2-2010 के पत्र सं. 22(9 ) 2005 - एलएस- III के आलोक में हरियाणा सरकार, श्रम और रोजगार विभाग द्वारा जारी अधिसूचना संख्या 13 (4 )/ 84-2 एलएबी , दिनांक 29-11-1985 की जांच पड़ताल करना तथा ठेका श्रम ( विनियमन एवं उत्सादन ) अधिनियम, 1970 की धारा 10 के उपबंधों के अंतर्गत उपयुक्त सिफारिश करना। "
4. इस समिति का मुख्यालय चंडीगढ़ में होगा । यह समिति पक्षकारों की नए सिरे से सुनवाई करेगी , निवेदन , यदि कोई हो, स्वीकार करेगी तथा अपनी रिपोर्ट तीन माह के भीतर प्रस्तुत करेगी ।

" धूल चूना की सफाई और दोषपूर्ण बैंगन से फैली गंदगी की सफाई , नालों की सफाई , गैस क्लीनिंग प्लांट और चूना अलग करने वाले टैंक सभी अन्य सफाई कार्यों , सूअर माउल्ड की आपूर्ति, गैस कटिंग , ब्लास्ट फर्नेस विभाग को ऑक्सीजन सिलिंडर ढोने , बैटरी से उत्पादित वस्तुएं , इकाई की सफाई और मरम्मत , इकाई के पात्रों की सफाई और कोयला व्यापार, सफाई कार्यों, कोक ओवन विभाग के सामानों को लादने उतारने और पुनः गैस भरने , कोयला तोड़ने , कोल स्टाफ प्राप्त करने जिसमें कोक- ब्रीज को उतारना शामिल है, फैली गंदगी की सफाई, सीएचपी इकट्ठा करने और उसकी सफाई , पावर इंजीनियरिंग और वॉयलर विभाग में पम्प सेक्शन चैम्बर की राखों की सफाई , मैकेनीकल इंजीनियरिंग विभाग ( लौह अयस्क ) में स्थायी श्रमिकों के साथ ठेका श्रमिकों के द्वारा किये गये सभी कार्य, एसिड निष्प्रभावी करने वाले प्लांट की देखभाल , 40 " मिल , 34 " मिल , 18 " मिल पर सफाई कार्य और सीविल इंजीनियरिंग (लौह अयस्क विभाग ) में वैगन मरम्मत सोप , स्मीथी सोप, पम्प हॉउस और कोक ओवन में नालों की सफाई, रद्दी का निस्तारन , आपूर्ति और इंडियन आयरन एण्ड स्टील कंपनी लि. , बर्नपुर , पश्चिम बंगाल के, प्रतिष्ठान में लादने और उतारने वाले विभाग में जॉब्स/कार्यों में ठेका श्रम प्रणाली के अध्ययन के लिए उक्त प्रतिष्ठान में उपयुक्त जॉब्स/कार्यों में ठेका श्रम ( विनियमन एवं उत्सादन ) अधिनियम, 1970 की धारा 10 के उपबंधों को ध्यान में रखते हुए ठेका श्रम नियोजन को निषिद्ध किया जाए अथवा नहीं इसके बारे में उपयुक्त सिफारिशें करना । " [भाग I-खण्ड 1 ]

" To study the working of contract labour system in thejobs/ works of " Cleaning of the dust lime and cleaning of spillage from defective wagons , cleaning of drains, gas cleaning plant and lime settling tank, all other cleaning jobs , supply of pig moulds , gas cuttings, carrying of oxygen cylinders in Blast Furnace Department, Battery bye product, cleaning of units and stitching, cleaning of unit vessels and coal handling, cleaningjobs , loading and unloading of materials in Coke oven Department and refuelling , coal breaking , coal stock taking including unloading of coke breeze, cleaning of spillage , pilling and cleaning of CHP, cleaning of ash pump Section chamber in power Engineering and Boiler Department, all jobs in the Department of Mechanical Engineering (Iron and Steel ) done by contract labour alongwith permanent labour, maintenance of acid neutralisation plant, cleaning jobs at 40" Mill , 34" Mill 18" Mill and cleaning at wagon Repair Shop , Smithy shop, Pump House and Drains in Coke Oven in Civil Engineering ( Iron and Steel ) Department, scrap salvage, supplying and levelling in the Loading and unloading Department in the establishment of Indian Iron and Steel Co. Limited, Burnpur, West Bengal , afresh and to make suitable recommendations whether or not the employment ofcontract labour in the above jobs/ works in the said establishment be prohibited keeping in view the provisions ofSection 10 of the Contract Labour (Regulation and Abolition) Act, 1970. "
4. The Headquarters of the Committee will be at Kolkata . The Committee shall hear the parties afresh , allow submissions , if any and submit its report within three months.

सं. यू-23013/01/11- एल डब्ल्यू केन्द्रीय ठेका श्रम सलाहकार बोर्ड, ठेका श्रम ( विनियमन एवं उत्सादन ) अधिनियम, 1970 की धारा 5 द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए, एतद्वारा सैंट्रल मैकेनिकल इंजीनियरिंग रिसर्च इंस्टिटयूट ( सीएमईआरआई ) , दुर्गापुर, बर्दवान , पश्चिम बंगाल के प्रतिष्ठान में ठेका श्रम उन्मूलन के प्रश्न की जांच करने के लिए एक समिति का गठन करता है ।

3. प्रस्तावित समिति के विचारार्थ विषय निम्नवत होंगे :-
" सैंट्रल मैकेनिकल इंजीनियरिंग रिसर्च इंस्टिटयूट ( सीएमईआरआई ) दुर्गापुर , बर्दवान , पश्चिम बंगाल के प्रतिष्ठानों में पर्यवेक्षक और सुरक्षा गार्ड संबंधी नौकरियों/कार्यों में ठेका श्रम प्रथा के कार्यचालन का नए सिरे से अध्ययन करना और इस संबंध में उपयुक्त सिफारिशें करना कि क्या ठेका श्रम ( विनियमन एवं उत्सादन ) अधिनियम , 1970 की धारा 10 के उपबंधों को ध्यान में रखते हुए उक्त प्रतिष्ठान में उपर्युक्त नौकरियों/कार्यों में ठेका श्रमिकों का नियोजन प्रतिषिद्ध किया जाए अथवा नहीं।"
4. इस समिति का मुख्यालय आसनसोल में होगा। यह समिति पक्षकारों की नए सिरे से सुनवाई करेगी , निवेदनों , यदि कोई हों, की अनुमति देगी और दो माह के अंदर अपनी रिपार्ट प्रस्तुत करेगी।

No. U-23013/01/ 11 - LW.- In exercise of the powers conferred by Section 5 of the Contract Labour (Regulation and Abolition) Act, 1970, the Central Advisory Contract Labour Board hereby constitutes a Committee to go into the question of abolition of contract labour in the establishments of Central Mechanical Engineering Research Institute (CMERI) , Durgapur, Burdwan , West Bengal .
2. The composition of the Committee and its terms of reference will be as under :-

" To study the working of contract labour system in the jobs/ works Supervisor and Security Guard, in the establishments of Central Mechanical Engineering Research Institute, (CMERI) , Durgapur, Burdwan, West Bengal, afresh and to make suitable recommendations whether or not the employment of contract labour in the above jobs/works in the said establishment be prohibited keeping in view the provisions of Section 10 of the Contract Labour (Regulation and Abolition) Act, 1970" .
4. The Headquarters of the Committee will be at Asansol. The Committee shall hear the parties afresh, allow submissions , if any and submit its report within two months.
