का.आ. 2026(अ).- केन्द्रीय सरकार ने भारतीय राष्ट्रीय राजमार्ग प्राधिकरण अधिनियम, 1988 (1988 का 68) की धारा 11 के अधीन जारी भारत सरकार के सड़क परिवहन और राजमार्ग मंत्रालय की अधिसूचना संख्यांक का.आ. 78 (अ) तारीख 4 फरवरी , 1999 और अधिसूचना संख्यांक का.आ. 267 (अ) तारीख 30 मार्च 1998 द्वारा उड़ीसा राज्य में राष्ट्रीय राजमार्ग सं. 5 के 0.000 कि.मी. से 27.800 कि.मी. और 61.00 कि.मी. से 200.00 कि.मी. ( भुवनेश्वर से बालासौर सेक्शन ) और 27.800 कि.मी से 61.00 कि.मी ( जगतपुर से चांदीकोल सेक्शन ) तक के खंड को भारतीय राष्ट्रीय राजमार्ग प्राधिकरण ( जिसे इसमें इसके पश्चात् प्राधिकरण कहा गया है) को सौंपा था ;
अतः अब , केंद्रीय सरकार, राष्ट्रीय राजमार्ग फीस (दरों का अवधारण और संग्रहण) नियम, 2008 के साथ पठित राष्ट्रीय राजमार्ग अधिनियम, 1956 (1956 का 48) की धारा 7 द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए , यह अधिसूचित करती है कि उड़ीसा राज्य में राष्ट्रीय राजमार्ग सं. 5 पर चार लेन के भदरक बालासौर सेक्शन , 136.500 कि.मी. से 199.141 कि.मी. ( नया चैनेज 143.635 कि.मी से 80.994 कि.मी तक ) कुल लम्बाई 62.641 कि.मी, के उपयोग के लिए निम्नलिखित सारणी के स्तंभ (2) में विनिर्दिष्ट यांत्रिक यानों पर उपरोक्त सारणी के स्तंभ ( 3 ) में विनिर्दिष्ट आधार दर पर फीस उदगृहीत और संगृहीत की जाएगी और प्राधिकरण को या तो अपने पदधारियों के माध्यम से या संविदाकार के माध्यम से उक्त फीस संग्रहित करने हेतु प्राधिकृत करती है अर्थात्:-

टिप्पणः-
1. वर्ष 2007-08 के लिए स्थानीय निजी यातायात के लिए मासिक पास की दर 150 रुपए ( एक सौ पचास रुपए ) है , जिसको राष्ट्रीय राजमार्ग फीस (दरों का निर्धारण और संग्रहण) नियम, 2008 के उपबंधों के अनुसार प्रत्येक वर्ष पुनरीक्षण किया जाता है ।
2. राजमार्ग सेक्शन पर बहुयात्राओं हेतु पास निम्नलिखित दरों पर प्रदान किया जायेगा अर्थात् : --

दो एकतरफा यात्रा के लिए फीस का डेढ़ गुणा

3. जिस जिले में फीस प्लाजा पड़ता है वहां रजिस्टर किए गए वाणिज्यिक यानों ( राष्ट्रीय परमिट के अधीन चल रहे वाहनों को छोड़कर ) के लिए फीस उस श्रेणी के यानों के लिए निर्धारित दर का 50 % होगा परन्तु ऐसे वाणिज्यिक यानों के उपयोग के लिए कोई उपमार्ग अथवा वैकल्पिक सड़क उपलब्ध न हो।

4. फीस का उद्ग्रहण और संग्रहण निम्नलिखित अवस्थान के पथकर प्लाजा के सामने ऐसे पथकर प्लाजा के लिए विनिर्दिष्ट दूरी के लिए किया जायेगाः-
पथकर प्लाजा का अवस्थान (चेनेज)
लंबाई (कि.मी. म) जिसके लिए फीस संदेय है
सेक्शन 62.641 कि.मी. लम्बाई के लिए ।
फीस का संग्रहण पथकर प्लाजा जो कि 97.96 कि.मी ( नया चेनेज), सेरगढ़ , बालासोर जिला, उड़ीसा राज्य में किया जायेगा।

NOTIFICATION
New Delhi , the 30th August, 2011
S.O. 2026 (E) .-Whereas , by notification of the Government of India in the Ministry of Road Transport and Highways number S.O. 78 (E) , dated the 4th February, 1999, and S.O. 267 (E), dated the 30th March, 1998, issued under Section 11 ofthe National Highways Authority of IndiaAct, 1988 (68 of 1988 ), the Central Government has entrusted the stretch from Km. 0.000 to Km. 27.800 and Km. 61.000 to Km . 200.000 (Bhubaneshwar to Balasore section) and Km . 27.800 to Km . 61.000 ( Jagatpur to Chandikol section) of National Highway No. 5 in the State of Orissa, to the National Highways Authority of India (hereinafter referred to as the Authority ), respectively;
Now, therefore, in exercise of the powers conferred by section 7 of the National Highways Act, 1956 (48 of 1956) , read with the National Highways Fee (Determination of Rates and Collection) Rules , 2008, the Central Government, hereby notifies that there shall be levied and collected fees on category of mechanical vehicles specified in column 2 of the Table , for the use of the four lane Bhadrak - Balasore section from Km Km 136.500- Km 199.141 (new chainage Km 143.635 Km 80.994) total length being 62.641 Kilometers of the National Highway No. 5 in the State of Orissa at the base rate specified in column 3 of the aforesaid Table and authorises the Authority to collect either through its officials or through a contractor , the said fee , namely:-

Note: -
1. The rate of monthly pass for local personal traffic is Rs . 150.00 (One Hundred fifty Rupees) for the base year 2007-08 which is subject to revision every year as per the provisions of the National Highways Fee (Determination of Rates and Collection ) Rules , 2008.
2. For multiple journey on the highway section , passes shall be issued at the following rates , namely;
Amount Payable .

Maximum number of one way journeys allowed.
Two One and half times of the fee for one way journey.
Fifty Two -third of amount of the fee payable for fifty single journeys .

3. Fee for commercial vehicle (excluding vehicles plying under National permit) registered in the district where the fee plaza falls shall be 50% of the prescribed rate for that category of vehicle provided no service road or alternative road is available for use of such commercial vehicles .
4. The fee levied and collected hereunder shall be due and payable at the following toll plaza for the length specified for such Toll Plaza:

The fee shall be collected at the fee plaza situated at Km 97.96 (new chainage) , Sergarh in Balasore District in the State of Orissa .
