का.आ. 2094(अ) . मुद्रण निदेशक , मुद्रण निदेशालय , भारत सरकार , शहरी विकास मंत्रालय , नई दिल्ली केन्द्रीय सिविल सेवा ( वर्गीकरण , नियंत्रण और अपील ) नियम , 1965 ( जिसे इसमें इसके पश्चात् उक्त नियम कहा गया है ) के अधीन मुद्रण निदेशालयं और उसके अधीन भारत सरकार के निदेशालय के कतिपय समूह ' ख ' पदों और समूह ' ग ' पदों के संबंध में नियुक्ति प्राधिकारी के रूप में घोषित किया गया है और अनुशासनिक प्राधिकारी की शक्तियां भी प्रदत्त की गई हैं;
और मुद्रण निदेशालय में मुद्रण निदेशक का पद , पदधारी के संप्रत्यावर्तन के परिणामस्वरूप तारीख 25 मार्च , 2010 को रिक्त हो गया और कुछ समय तक इस प्रकार पद रिक्त बने रहने की संभावना है;
और श्री ए. के. सिन्हा , संयुक्त निदेशक ( तकनीकी ) को निदेशक ( मुद्रण ) का अस्थायी प्रभार सौंपा गया है ;
और मुद्रण निदेशालय में कतिपय समूह ' ख ' और समूह ' ग ' पद मुद्रण निदेशक के पद के पदधारी की अनुपस्थिति में, नियुक्ति प्राधिकारी न होने के कारण खाली है और परिणामस्वरूप मुद्रण निदेशालय के सहज कार्यकरण में कठिनाइयां उत्पन्न हो रही हैं ;
और नियुक्ति प्राधिकारी के कृत्यों के अनुपालन के लिए, जो मुद्रण निदेशक द्वारा अब तक प्रयोग में लाए जाते हैं , व्यवस्था करने की अति आवश्यकता है ;
और , अब , राष्ट्रपति, केन्द्रीय सिविल सेवा ( वर्गीकरण , नियंत्रण और अपील ) नियम , 1965 के नियम 9 के उप - नियम ( 2 ) और नियम 12 के उप - नियम ( 2 ) के अनुसरण में , श्री ए. के. सिन्हा , संयुक्त निदेशक ( तकनीकी ) को मुद्रण निदेशालय में, जो नियुक्ति प्राधिकारी के रूप में निदेशक ( मुद्रण ) का अस्थायी प्रभार धारण कर रहे हैं और मुद्रण निदेशालय और भारत सरकार के मुद्रणालयों में ऐसे समूह ' ख ' और समूह ' ग ' पदों के संबंध में नियुक्ति प्राधिकारी और अनुशासनिक प्राधिकारी के रूप में इस अधिसूचना के प्रकाशन की तारीख से उस अवधि तक जब तक वह निदेशक ( मुद्रण ) के पद का भार धारण करता है , नियुक्त करती हैं ।

NOTIFICATION
New Delhi , the 16th September, 2011
S.Ó. 2094 ( E) .- Whereas , the Director of Printing , Directorate of Printing , Government of India, Ministry ofUrban Development , New Delhi had been declared as the appointing authority and conferred with the powers of disciplinary authority in respect of certain Group ' B ' and Group ' C ' posts in the Directorate of Printing and the Government of India Presses thereunder, under the Central Civil Services (Classification, Control and Appeal ) Rules , 1965 ( hereinafter referred to as the said rules ) ;
Andwhereas , the post of the Director of Printing in the Directorate of Printing has fallen vacant on the 25th March , 2010 consequent on the repatriation of the incumbent and is likely to continue to be so vacant for some time;
And whereas , Shri A.K. Sinha , Joint Director (Technical ) , has been given temporary charge of the Director (Printing) ;
And whereas , certain Group ' B ' and Group ' C ' posts in the Directorate of Printing are remaining unfilled in the absence of an incumbent to the post of Director of Printing , being the appointing authority, and has resulted in difficulties for smooth functioning of the Directorate of Printing;
And whereas , there is an urgent need to make an arrangement to provide for the performance of the functions of the appointing authority hitherto exercised by the Director of Printing;
Now, therefore , in pursuance of sub - rule (2) of rule 9 and sub - rule (2 ) of rule 12 of the Central Civil Services (Classification , Control and Appeal ) Rules , 1965 , the President hereby appoints Shri A. K. Sinha , Joint Director (Technical ) in the Directorate of Printing , and holding temporary charge of the Director (Printing ) , as , the appointing authority and the disciplinary authority in respect of such Group ' B ' and Group ' C ' posts in the Directorate of Printing and in the Government of India Presses with effect from the date of publication of this notification till the period he holds the charge of the post of the Director (Printing) .
