आ.अ. 41 (अ) .-यतः हरियाणा राज्य से लोक सभा में उस राज्य के 4 - हिसार लोक सभा निर्वाचन क्षेत्र से निर्वाचित श्री भजन लाल का स्थान उनके मृत्यु हो जाने के परिणामस्वरूप तारीख 3-6-2011 को रिक्त हो गया है ;
2. यतः इस प्रकार हुई रिक्ति को भरने के प्रयोजन से उप- निर्वाचन कराया जाना है ;
3. अतः , अब , लोक प्रतिनिधित्व अधिनियम , 1951 ( 1951 का 43 ) की धारा 149 की उप - धारा ( 1 ) तथा धाराओं 30 और 56 के अनुसरण में , भारत निर्वाचन आयोग , एतद्वारा-
( क ) हरियाणा राज्य में उक्त 4 - हिसार लोक सभा निर्वाचन क्षेत्र से यह अपेक्षा करता है कि वह 19-10-2011 ( बुधवार ) से पूर्व तथा उक्त अधिनियम के और तद्दीन बनाए गए नियमों और किए गए आदेशों के उपबन्धों के अनुसार लोक सभा में उक्त रिक्ति को भरने के प्रयोजन से एक व्यक्ति निर्वाचित करें ;
(ख) उक्त निर्वाचन के सम्बन्ध में -
(क) नामनिर्देशन करने की अन्तिम तारीख
26-09-2011 (सोमवार ) (ख ) नामनिर्देशनों की संवीक्षा की तारीख
27-9-2011 ( मंगलवार), ( ग) अभ्यर्थिताएं वापस लेने की अन्तिम तारीख
29-09-2011 ( बृहस्पतिवार )
13-10-2011 ( बृहस्पतिवार) ( घ ) वह तारीख , जिसको यदि आवश्यक हुआ तो , मतदान होगा
( ङ ) वह तारीख , जिससे पूर्व निर्वाचन सम्पन्न करा लिया जाएगा
19-10-2011 ( बुधवार ) ( ग ) 8-00 बजे पूर्वाह्न से 5-00 बजे अपराह्न तक का समय , ऐसे समय के रूप में नियत करता है जिसके दौरान यदि आवश्यक हुआ तो , निर्वाचन के लिए उपरोक्त विनिर्दिष्ट तारीख को , मतदान होगा ।

NOTIFICATION
New Delhi , the 19th September, 2011
O.N. 41 (E ) . Whereas , the seat of Shri Bhajan Lal , in the House of the People elected from 4 - Hisar Parliamentary Constituency, in the State of Haryana , has become vacant on 3rd June , 2011 by the reason of his death ; and 2. Whereas , a bye- election is to be held for the purpose of filling the vacancy so caused;
3.Now, therefore, in pursuance of sub - section ( 1 ) of Section 149 and Sections 30 and 56 of the Representation ofthe People Act, 1951 (43 of 1951 ) , the Election Commission of India hereby :-
(A) calls upon the said 4 - Hisar Parliamentary Constituency in the State of Haryana to elect, before the 19th October, 2011 (Wednesday) and in accordance with the provisions of the said Act and the rules and orders made thereunder, a person for the purpose of filling the said vacancy in the House of the People;
(B) appoints , with respect to the said election :-
(a) 26th September, 2011 ( Monday) , as the last date for making nominations ;
(b) 27th September , 2011 (Tuesday), as the date for the scrutiny of nominations ;
(c) 29th September , 2011 ( Thursday) , as the last date for the withdrawal of candidatures ;
(d) 13th October, 2011 ( Thursday) , as the date on which a poll shall , if necessary, be taken; and (e) 19th October, 2011 ( Wednesday) , as the date before which the election shall be completed; and (C) fixes the hours from 8.00 AM to 5.00 PM as the hours during which poll shall , if necessary, be taken on the date specified above , for the bye - election .
