का.आ. 2155(अ) . केन्द्रीय सरकार , खान और खनिज (विकास और विनियमन ) अधिनियम, 1957 की धारा 26 की उप - धारा ( 1 ) के खंड ( क) द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए और भारत सरकार के तत्कालीन ऊर्जा मंत्रालय , कोयला विभाग की अधिसूचना जो संख्यांक का. आ. 594 ( अ ) , तारीख 20 जून , 1988 द्वारा प्रकाशित की गई थी, को उन बातों के सिवाय अधिक्रांत करते हुए जिन्हें ऐसे अधिक्रमण से पूर्व किया गया था या करने का लोप किया गया था यह निदेश करती है कि भरण के लिए कोयला लिग्नाइट और बालू से संबंधित खनन पट्टों की बाबत इसके द्वारा प्रयोक्तव्य उक्त अधिनियम की धारा 5 की उप - धारा ( 2 ) के खंड ( ख ) के अधीन शक्तियां स्थायी समिति द्वारा भी प्रयोग की जाएंगी जो निम्नलिखित से मिलकर बनेगी :-
-अध्यक्ष सचिव (कोयला)
-उपाध्यक्ष श्री यू. कुमार, भूतपूर्व अध्यक्ष- प्रबंध निदेशक , साउथ ईस्टर्न कोलफील्ड्स लिमिटेड ( विशेषज्ञ)
-सदस्य सलाहकार ( पी ) कोयला मंत्रालय
-सदस्य सचिव निदेशक (तकनीकी) कोयला मंत्रालय
2. अध्यक्ष और सदस्यों की पदावधि, उनके अपने-अपने पदों पर उनकी नियुक्तियों के साथ सह विस्तारी होंगी और उपाध्यक्ष की पदावधि, 1 सितम्बर , 2011 से तीन वर्ष के लिए होगी ।

S.O.2155( E).- In exercise of the powers conferred byclause (a) ofsub -section ( 1) of Section 26 ofthe Mines and Minerals (Development and Regulation) Act, 1957 (67 of 1957) and in supersession of the notification ofthe Government of India in the erstwhile Ministry of Energy, Department of Coal published vide number S.O. 594(E) , dated 20th June, 1988 , except as respects things done or omitted to be done before such supersession, the Central Governmenthereby directs that in respect of mining leases relating to coal , lignite and sand for stowing, the powers under clause (b) ofsub - section (2) of Section 5 ofthe said Act and the powers under rule 22 ofthe Mineral Concession Rules, 1960 , exercisable by it, shall also be exercised by a Standing Committee consisting of the following :--
-Chairman Secretary(Coal)
Shri U. Kumar, Ex- Chairman -cum - Managing Director, South Eastern Coalfields Limited
-Vice-Chairman (Expert)
Adviser (Projects) , Ministry of Coal -Member
Director(Technical) ,
-Member Secretary MinistryofCoal
2. The tenure of Chairman and Members shall be co-terminus with their appointment to their respective posts and the tenure ofVice- Chairman shall be three years with effect from 1st September, 2011 .
