सा.का.नि. 722(अ).कोयला खान ( संरक्षण और विकास ) नियम , 1975 का और संशोधन करने के लिए कतिपय नियमों का निम्नलिखित प्रारूप जिसे केन्द्रीय सरकार , कोयला खान ( संरक्षण और विकास ) अधिनियम , 1974 ( 1974 का 28 ) की धारा 18 द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए , बनाने का प्रस्ताव करती है , उक्त अधिनियम की धारा 18 की उप- धारा ( 1 ) की अपेक्षानुसार ऐसे सभी व्यक्तियों की जानकारी के लिए जिनके उससे प्रभावित होने की संभावना है और यह सूचना दी जाती है कि उक्त प्रारूप उस तारीख से जिसको राजपत्र में यह सूचना प्रकाशित की जाती है की तारीख से पैंतालिस दिन की अवधि की समाप्ति के पश्चात् विचार किया जाएगा।
ऐसे आक्षेप या सुझाव जो उक्त प्रारूप नियमों के संबंध में ऐसे किसी व्यक्ति से उपरोक्त पैंतालिस दिन की अवधि समाप्त होने से पूर्व प्राप्त होंगे , केन्द्रीय सरकार द्वारा विचार किया जाएगा ।
आक्षेप या सुझाव यदि कोई हों, सचिव, भारत सरकार कोयला मंत्रालय , शास्त्री भवन , नई दिल्ली-110001 को भेजे जा सकेंगे।
प्रारूप नियम
1. (i ) इन नियमों का संक्षिप्त नाम कोयला खान ( संरक्षण और विकास ) दूसरा संशोधन नियम, 2011 है ।
(ii) ये राजपत्र में अंतिम प्रकाशन की तारीख को प्रवृत्त होंगे ।
2. कोयला खान ( संरक्षण और विकास ) नियम , 1975 के नियम 7 के उप - नियम (2 ) में " कोयला नियंत्रक खान को खोलने , पुनः खोले जाने और समापन किए जाने के संबंध में ऐसी अन्य जानकारियां प्रस्तुत करेगा " शब्दों के स्थान पर , " प्रत्येक स्वामी, अभिकर्ता या प्रबंधक खान को खोलने , पुनः खोले जाने और समापन किए जाने के संबंध में ऐसी अन्य जानकारियां प्रस्तुत करेगा " शब्द रखे जाएंगे ।

NOTIFICATION
New Delhi , the 27th September, 2011
GS.R. 722 (E) -The following draft of certain rules further to amend the Coal Mines (Conservation and Development) Rules , 1975 which the Central Government proposes to make in exercise of the powers conferred by Section 18 of the Coal Mines (Conservation and Development) Act , 1974 (28 of 1974 ) , is hereby published as required by sub - section ( 1 ) of Section 18 of the said Act for the information of all persons likely to be affected hereby and notice is hereby given that the said draft will be taken into consideration on or after the expiry of period of forty five days from the date of the publication of this notification in the Official Gazette .
Any objection or suggestion which may be received from any person with respect to the said draft before the expiry of the aforesaid period of forty five days will be considered by the Central Government .
Objections or suggestions , if any, may be sent to the Secretary to the Government of India, Ministry of Coal , Shastri Bhawan , New Delhi - 110001 .
DRAFT RULES
1. ( i) These rules may be called the Coal Mines (Conservation and Development) Second Amendment Rules , 2011 .
(ii) They shall come into force on the date of their final publication in the Official Gazette.
2. In the Coal Mines (Conservation and Development) Rules , 1975 , in sub rule (2) of rule 7, for the words " The Coal Controller shall furnish " , the words " Every owner , agent or manager shall furnish " shall be substituted.
