का.आ. 2267 ( अ ) माननीय उच्चतम न्यायालय ने केन्द्रीय सरकार को तमिलनाडु राज्य बनाम केरल राज्य के मध्य सन् 2006 का मूल वाद सं. 3 के मामले में अपने आदेश , तारीख 18 फरवरी , 2010 , और तारीख 29 मार्च , 2010 द्वारा राजपत्र में अधिसूचना द्वारा माननीय डॉ. ए. एस. आनंद , भारत के भूतपूर्व मुख्य न्यायमूर्ति को अध्यक्ष , अध्यक्ष के परामर्श से तमिलनाडु और केरल राज्य द्वारा नामनिर्दिष्ट प्रत्येक राज्य से एक सदस्य और अध्यक्ष के परामर्श से केन्द्रीय सरकार द्वारा नामनिर्दिष्ट दो तकनीकी सदस्यों को, जो विवाद से संबंधित न हों, से मिलकर बनने वाली सशक्त समिति का गठन करने के लिए निदेशित किया था;
और , सशक्त समिति उसके समक्ष वाद के पक्षकारों द्वारा उठाए सभी विवाद्यकों पर , बिना उन विवाद्यकों तक सीमित किए हुए , जो माननीय उच्चतम न्यायालय के समक्ष उठाए गए थे, सुनवाई करनी थी और अपने गठन से छह मास के भीत्तर , यथा संभव शीघ्र रिपोर्ट प्रस्तुत करनी थी;
और , सशक्त समिति, अधिसूचना सं. का.आ. 992 ( अ ) , तारीख 30 अप्रैल, 2010 द्वारा गठित की गई थी ;
और , माननीय उच्चतम न्यायालय के निदेश पर केन्द्र सरकार ने , अधिसूचना संख्यांक का. आ. 2659( अ ) , तारीख 28 अक्तूबर, 2010 को, सशक्त समिति द्वारा रिपोर्ट प्रस्तुत करने का समय 30 अक्तूबर , 2010 से छह मास की और अवधि के लिए विस्तारित कर दिया; और अधिसूचना संख्यांक का.आ. 910 (अ ) , तारीख 29 अप्रैल , 2011 द्वारा पुनः सशक्त समिति द्वारा रिपोर्ट प्रस्तुत करने की अवधि को 30 अप्रैल , 2011 से छह मास की और अवधि के लिए विस्तारित कर दिया;
और, माननीय उच्चतम न्यायालय ने सन् 2006 का मूल वाद सं. 3 के मामले में अपने तारीख 24 अगस्त, 2011 को आदेश द्वारा सशक्त समिति द्वारा रिपोर्ट प्रस्तुत करने का समय पुनः 29 फरवरी , 2012 तक की अवधि के लिए विस्तारित कर दिया;
अतः अब , केन्द्रीय सरकार , माननीय उच्चतम न्यायालय के उक्त निदेश का अनुपालन करने के लिए सशक्त समिति की अवधि को 29 फरवरी, 2012 तक की अवधि के लिए विस्तारित करती है ।

NOTIFICATION
New Delhi , the 30th September, 2011
S.O. 2267 (E) .-Whereas in the matter of Original Suit No. 3 of2006, between State of Tamil Nadu V/s State of Kerala , the Hon'ble Supreme Court vide its Orders , dated the 18th February, 2010 and the 29th March, 2010 , directed the CentralGovernment to set up by notification in the Official Gazette, an Empowered Committee , comprising of Hon'ble Dr. A.S.Anand, former Chief Justice of India as the Chairman, one Member each to be nominated by State ofTamil Nadu and State of Kerala, in consultation with the Chairman , and two technical experts, not connected with the dispute , to be nominated by the Central Government, in consultation with the Chairman;
And whereas the Empowered Committee was to hear to the parties to the suit on all issues raised before them without being limited to issues that have been raised before the Hon'ble Supreme Court and the Committee was to furnish a report, as far as possible, within a period of six months from its constitution;
And whereas the Empowered Committee was constituted vide notification number S.O. 992(E), dated the 30th April, 2010;
Andwhereas the Central Government , on directions of the Hon'ble Supreme Court , vide notification number S.O, 2659(E) , dated the 28th October, 2010, extended the time for submission ofthe report by the Empowered Committee for a-further period ofsix months with effect from the 30th October, 2010; and again vide notification number S.O. 910 ( E) , dated the 29th April , 2011 , extended the period of submission of report by the Empowered Committee for a further period of six months with effect from the 30th April , 2011 ;
And whereas the Hon'ble Supreme Court in the matter of Original Suit No. 3 of 2006, vide its Order dated the 24th August, 2011 has again extended the time for submission of the report by the Empowered Committee till 29th February, 2012 ;
Now, therefore, for implementing the said directions of the Hon'ble Supreme Court, the Central Government hereby extends the term of Empowered Committee upto 29th February, 2012.
