सा.का.नि. 785( अ ).-केन्द्रीय सरकार, केन्द्रीय औद्योगिक सुरक्षा बल अधिनियम , 1968 ( 1968 का 50 ) की धारा 22 द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए, केन्द्रीय औद्योगिक सुरक्षा बल , सुरक्षा स्कंध ( अधीनस्थ रैंक ) भर्ती नियम, 2010 करें और संशोधन करने के लिए निम्नलिखित नियम बनाती है , अर्थात्:-
1. ( 1 ) इन नियमों का संक्षिप्त नाम केन्द्रीय औद्योगिक सुरक्षा बल , सुरक्षों स्कंध ( अधीनस्थ रैंक ) भर्ती संशोधन नियम , 2011 है ।
(2) ये राजपत्र में उनके प्रकाशन की तारीख को प्रवृत्त होंगे।
2. केन्द्रीय औद्योगिक सुरक्षा बल , सुरक्षा स्कंध ( अधीनस्थ रैंक ) भर्ती, संशोधन नियम, 2010 में ,-
(क) स्तंभ ( 11 ) के अधीन , प्रविष्टि के स्थान पर निम्नलिखित प्रविष्टि रखी जाएगी, अर्थात्:-
" (क) सीधी भर्ती द्वारा 95 प्रतिशत;
(ख) प्रतिनियुक्ति/आमेलन द्वारा 5 प्रतिशत जिसके न हो सकने पर सीधी भर्ती द्वारा। "
(ख ) स्तंभ ( 12 ) के अधीन प्रविष्टि के स्थान पर निम्नलिखित प्रविष्टि रखी जाएगी , अर्थात्:-
"प्रतिनियुक्ति: केन्द्रीय या राज्य पुलिस संगठनों के ऐसे पदधारी जो सदृश पद या समतुल्य पद धारण कर रहे हैं और श्रेणी में तीन वर्ष नियमित सेवा कर चुके हों।"
टिप्पण 1 : प्रतिनियुक्ति/ आमेलन के आधार पर नियुक्ति के प्रयोजनों के लिए 1 जनवरी , 2006 या वह तारीख जिसको छठे केन्द्रीय वेतन आयोग की सिफारिशों पर आधारित पुनरीक्षित वेतन संरचना विस्तारित की गई है, से पूर्व किसी अधिकारी द्वारा नियमित आधार पर की गई सेवा आयोग की सिफारिशों पर आधारित विस्तारित तत्स्थानी ग्रेड वेतन या वेतनमान में की गई सेवा समझी जाएगी , सिवाए इसके जहां एक सामान्य ग्रेड वेतन या वेतनमान के साथ एक से अधिक पूर्व पुनरीक्षित वेतनमान का एक ग्रेड में विलय किया गया है और जहां यह फायदा के उस पद को विस्तारित होगा जिसके लिए वह ग्रेड वेतन या वेतनमान बिना किसी उन्नयन के सामान्य प्रतिस्थापन ग्रेड है ।
टिप्पण 2 : प्रतिनियुक्ति की अवधि जिसके अंतर्गत या राज्य सरकारों के उसी या किसी अन्य संगठन या विभाग में इस नियुक्ति से ठीक पहले धारित किसी अन्य काडर बाह्य पद पर प्रतिनियुक्ति तीन वर्ष से अधिक नहीं होगीं और किसी मामले में पांच वर्ष से अधिक नहीं बढ़ाया जाएगा । प्रतिनियुक्ति पर नियुक्ति के लिए अधिकतम आयु सीमा आवेदन प्राप्त करने की अन्तिम तारीख को छप्पन वर्ष से अधिक नहीं होगी।

टिप्पण 3 : प्रतिनियुक्ति पर कांस्टेबल ( ट्रेडमैन ) पर आमेलन के लिए तभी विचार किया जाएगा जब वे विभाग में तीन वर्ष की अवधि के लिए सेवा कर चुके हों और यदि उनका सेवा अभिलेख सही हो तथा केन्द्रीय औद्योगिक सुरक्षा बल में प्रतिनियुक्ति पर रहते समय उनकी वार्षिक गोपनीय रिपोर्ट " औसत से नीचे " या " निकृष्ट " ना हो और वे " शेप -1 चिकित्सा " प्रवर्ग में हो।

NOTIFICATION
New Delhi , the 25th October , 2011
S.O. 785 (E). In exercise ofpowers conferred by Section 22 of the Central Industrial Security Force Act, 1968 (50 of1968), the Central Government hereby makes the following rules to amend the Central Industrial Security Force , Security Wing (Subordinate Ranks ) Recruitment Rules , 2010 , namely :-
1.(1) These rules may be called the Central Industrial Security Force Security Wing ( Subordinate Ranks) Recruitment, Amendment Rules , 2011 .
(2) They shall come into force on the date of their publication in the Official Gazette.
2. In the Schedule to the Central Industrial Security Force , Security Wing ( Subordinate Ranks ) Recruitment Rules , 2010,-
(a) for the entry under column 11 , the following entry shall be substituted , namely:-
"(a) 95% by direct recruitment ;
(b) 5% by deputation/absorption failing which by direct recruitment . "
(b) forthe entry under column 12 , the following entry shall be substituted , namely:-
"Deputation: -Officials of the Central or State Police Organizations holding analogous post or equivalent with three years regular service in the grade . "
Note 1: For the purposes of appointment on deputation / absorption basis , the service rendered on a regular basis by an officer prior to the 1st January, 2006 , the date from which the revised pay structure based on the 6th Central Pay Commission recommendations has been extended, shall be deemed to be service rendered in the corresponding grade pay or pay scale extended based on the recommendations ofthe Commission, except where there has been merger of more than one pre - revised scale of pay into one grade with a common grade pay or pay scale , and where this benefit will extend only for the post for which that grade pay or pay scale is the normal replacement grade without any upgradation .
Note 2: The period ofdeputation including the period of deputation in an other ex - cadre post held immediately preceding this appointment in the same or some other organisation or department of the Central or State Governments shall not ordinarily exceed three years and in no case shall exceed five years . The maximum age limit for appointment on deputation shall be not exceeding fifty- six years as on the closing date of receipt of applications .
Note3: Constables (Tradesmen) on deputation will be considered for absorption after they have served for a period of three years in the department and if they have clean service record, and their Annual Confidential Report while on deputation to Central Industrial Security Force is not " Below Average or Poor " and they are in " SHAPE - I medical category".
