आ.अ. 1 (अ).-यतः , भारत के राष्ट्रपति ने , लोक प्रतिनिधित्व अधिनियम, 1951 ( 195। वा 43 ) की धारा 12 के अधान जारी और तारीख 2 जनवरी, 2012 को भारत के राजपत्र में प्रकाशित अधिसूचना द्वारा राष्ट्रीय राजधानी क्षेत्र दिल्ली राज्य की विधान सभा के निर्वाचित सदस्यों से यह अपेक्षा की है कि 27 जनवरी , 2012 को डॉ. कर्ण सिंह के अवसान पर उनकी सेवानिवृत्ति के कारण राज्य सभा में होने वाली रिक्ति को भरने के लिए दिल्ली राज्य से उस सदन के लिए एक सदस्य को निर्वाचितं कर दें :-
अतः , अब , उक्त अधिनियम की धारा 39 की उप- धारा ( 1 ) और धारा 56 के अनुसरण में भारत निर्वाचन आयोग एतद्वारा :----
(अ) उक्त निर्वाचन के संबंध में :-
9 जनवरी , 2012 ( सोमवार ) (क) नाम निर्देशन करने की अंतिम तारीख-
10 जनवरी , 2012: ( मंगलवार ) (ख ) नाम निर्देशनों की संवीक्षा की तारीख
(ग ) अभ्यर्थिताएं वापस लेने की अंतिम तारीख-
12जनवरी , 2012 ( गुरुवार )
19 जनवरी , 2012 ( गुरुवार ) (घ ) वह तारीख , जिसको यदि आवश्यक हुआ तो मतदान होगा ,-
23 जनवरी , 2012 ( सोमवार ) (ङ ) वह तारीख, जिससे पूर्व निर्वाचन सम्पन्न करा लिया जाएगा
नियत करता है; और
( आ ) 9.00 बजे पूर्वाहन् से 4.00 बज अपराह्न तक का समय , ऐसे समय के रूप में नियत करता है जिसके दौरान यदि आवश्यक हुआ तो, निर्वाचन के लिए उक्त विनिर्दिष्ट तारीख को , मतदान होगा ।

Whereas , the President of India has , by notification issued under Section 12 of the Representation of the People Act, 1951 ( 43 of 1951 ) and published in the Gazette of India on 2nd January, 2012 been pleased to call upon the elected members of the Legislative Assembly ofthe National Capital Terntory ofDelhi to elect one member to the Council ofStates to fill the vacancy in that House to be caused due to the retirement ofDr. Karan Singh on 27th January, 2012 on the expiration ofhis term ofoffice;

Now, therefore, inpursuance ofsub- section ( 1 ) ofSection39 and Section 56 of the said Act, the Election Commission ofIndia hereby :--
(A) appoints with respect to the said election :
(a) the 9thi January , 2012 (Monday), as the last date for making nominations;
(b) the 10th January, 2012 (Tuesday) , as the date for the scrutiny of the nominations ;
(c) the 12th January, 2012 (Thursday) , as the last date for the withdrawal of candidatures;
(d) the 19th January, 2012 (Thursday) , as the date on which a poll shall, if necessary , be taken; and
(e) the 23rd January, 2012 (Monday ) , as the date before which the election shall be completed; and
(B) fixes the hours from 9.00 A.M. to 4.00 P.M. , as the hours during which the poll shall , if necessary, be taken
on the date specified above for the election.

आ.अ. 4 (अ).-लोक प्रतिनिधित्व अधिनियम , 1951 ( 1951 का 43 ) की धारा 22 की उप- धारा ( 1 ) द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए एवं उक्त अधिनियम की धारा 21 के अनुसरण में भारत निर्वाचन आयोग एतद्वारा राष्ट्रीय राजधानी क्षेत्र दिल्ली राज्य सरकार के परामर्श से 2 जनवरी , 2012 को भारत के राजपत्र में प्रकाशित आयोग की अधिसूचना के अनुसरण में राज्य सभा के लिए होने वाले द्विवार्षिक निर्वाचन के संबंध में, [ PI- SEC 3 ( 111) THE GAZETTE OF INDIA: EXTRAORDINARY

(i ) निम्नलिखित सारणी के स्तंभ ( 1 ) में विनिर्दिष्ट अधिकारी को रिटर्निंग आफिसर के रूप में पदाभिहित करना है , तथा;

In pursuance of Section 21 , and in exercise of the powers conferred by sub - section ( 1 ) of Section 22 . ofthe Representation of the People Act. 1951 (43 of 1951 ) , the Election Commission of India , in consultation with the Government ofthe National Capital Territory of Delhi , hereby
(i) designates the officer, specified in column (1 ) of the TABLE below, to be the Returning Officer , and ( ii) appoints the officers , specified in column (2) of the said Table , to be the Assistant Returning Officers to assist the Returning Officer in the performance of his functions ;
