सा.का नि 33 (अ).- भारत सरकार द्वारा स्थापित स्वायत्त न्यास .. इंदिरा गाधी राष्ट्रीय कला केंद्र ( आईजीएनसीए ) के घोषणा-पत्र के खड-9 में प्रदत्त शक्तियो का प्रयोग करते हुए, केंद्रीय सरकार एतदद्वारा पूर्व मे जारी की गई अपनी दिनाक 3 अक्टूबर , 2002 की अधिसूचना स 16-15 / 95 - यू एस ( अकादमी ) ( दिनाक 20 मई , 2009 की अधिसूचना स 16-17 / 2008- अकादमी के तहत यथा सशोधित ) में इंदिरा गाधी राष्ट्रीय कला केंद्र के सदस्य-सचिव पद के लिए भर्ती प्रक्रिया को नियत्रित करने वाले निर्धारित नियमों में निम्नलिखित सशोधन करती है-
इदिरा गाधी राष्ट्रीय कला केंद्र ( सदरूय - सचिव ) के भर्ती नियम, 2002 कहे जाने वाले उक्त नियम सबधी सलग्न अनुसूची के कॉलम स 5 , 7 और 12 मे विद्यमान प्रविष्टिया निम्नानुसार प्रतिस्थापित की जाएगी

(1) भारतीय भाषाओ/पुरातत्व/ मानव विज्ञान/ कला इतिहास / नृजाति-विज्ञान / मानविकी/ सूचना प्रौद्योगिकी/ समाज विज्ञान विषय मे स्नातकोत्तर उपाधि।
सीधी भर्ती के लिए आवश्यक शैक्षिक और अन्य योग्यताए
( 11 ) निम्नलिखित क्षेत्रो में 15 वर्ष का अनुभव :

( क ) किसी विश्व विद्यालय में या उच्च शिक्षा के लिए पूर्ण रूप से समर्पित किसी सु -स्थापिल सस्थान में अध्यापन और शोध ।
( क ) किसी विश्वविद्यालय में अध्यापन और शोध या उच्च शिक्षा क लिए समर्पित किसी सु स्थापित सस्थान में अध्यापन और शोध और/अथवा

(ख) प्रसिद्ध जर्नलों में प्रकाशित शोध-पत्र ।
(ख) विश्वविद्यालय/ उच्च शिक्षण के राष्ट्रीय अथवा अतर्राष्ट्रीय संस्थान सहित , किसी बडे सगठन के विभागाध्यक्ष के रूप में प्रशासनिक अनुभव
टिप्पणी . 1 :
(ग ) विश्वविद्यालय/विभाग या उच्च शिक्षण के राष्ट्रीय / अतर्राष्ट्रीय सस्थान के प्रमुख के रूप में प्रशासनिक अनुभव।
( घ ) उच्च श्रेणी के अंतर- विषयक शैक्षिक कार्य में मार्गदर्शन और नेतृत्व पदान करने की क्षमता ।
डाक्टरेट डिग्री, विख्यात जर्नलो में प्रकाशित शोध-पत्र और उच्च श्रेणी के अंतर-विषयक शैक्षिक कार्य में मार्गदर्शन और नेतृत्व प्रदान करने की क्षमता , वांछनीय होंगी।
टिप्पणी. 2:
टिप्पणीः अन्यथा सुयोग्य उम्मीदवारों के मामले में सक्षम प्राधिकारी के विवेक पर योग्यताए, अनुभव और आयु सीमा में शिथिलता दी जा सकती है ।
अन्यथा सुयोग्य उम्मीदवारों के मामले में सक्षम प्राधिकारी के विवेक पर योग्यताएं , अनुभव और आयु सीमा में शिथिलता दी जा सकती है ।

चयन, केद्र सरकार में लागू अनुदेशों/आदेशो के अनुसार गठित की जाने वाली खोज-सह -चयन समिति की सिफारिशों के आधार पर किया जाएगा ।

यदि विभागीय प्रोन्नति समिति का गठन किया गया है तो इसकी संरचना क्या है ।
टिप्पणी जारी विज्ञापन के माध्यम से आवेदन मागे जाएगे और शोध-सह- चयन समिति, प्राप्त हुए आवेदनों और सदस्यों द्वारा खोज प्रक्रिया मे सुझाए गए नामों पर भी विचार करेगी। जब इस खोज-सह - चयन समिति की सयुक्त प्रक्रिया से उपयुक्त उम्मीदवार नहीं मिलता तो खोज-सह- चयन समिति अपने विवेक से केवल खोज द्वारा अथवा पुन विज्ञापन देकर उन रिक्तियों को भरने की प्रक्रिया प्रारंभ करने के लिए नए शिरे से आवेदन आमत्रित कर सकती है ।
यह तत्काल समय से प्रभावी माना जाएगा ।

New Delhi , the 18th January, 2012
G.S.R. 33( E) . In exercise of the powers conferred by clause 9 of the deed of declaration of the Indira Gandhi National Centre for the Arts ( IGNCA) , an autonomous Trust set up by the Government of India, the Central Government hereby makes the following amendments to its earlier Notification No 16-15/95 - US ( Akademies ) , dated 3rd October , 2002 ( as amended vide Notification No 16-17/2008 -Akademies , dated 20th May , 2009 ) , prescribing Rules for regulating the method of recruitment to the post of Member - Secretary , Indıra Gandhi National Centre for the Arts .
Under Col Nos 5 , 7 and 12 of the Schedule annexed to the sand Rules , called the Indira Gandhi National Centre for the Arts ( Member- Secretary ) Recruitment Rules , 2002, the existing entries will be substituted as follows-

1 If a Departmental Promotion Committee exists what is its composition
The selection will be based on the recommendations of the Search- cum-Selection Committee to be constituted in terms of the instructions/ orders of the Central Government in force.

Note: Advertisement will be issued inviting applications and Search-cum-Selection Committee will consider the applications received as also the names which may be suggested by Members In . search mode . Whenever no suitable candidates are found through this combined method of search and selection , the Search- cum-Selection Committee may, in its discretion , decide to proceed further only in the search mode or to re- advertise the vacancy for a de-novo process of applications.
This shall come into effect immediately.
