2 लागत और कार्य लेखाकार विनियम 1959 (जिसे एतद्दश्चात प्रधान विनियम कहा जाएगा) में "केन्द्रीय परिषद" शब्द जहां भी आएं उनके स्थान पर "परिषद" शब्द रखा जाए ।
3. प्रधान विनियम में, विनियम 11 में (क) उप विनियम (1 ) में -
(0) खंड (घ ) में अंक, शब्द " सितबर का 30 वां दिन " के स्थान पर "जून का 30वां दिन" सख्या, शब्दों को रखा जाएगा ।
(ii) खंड (घ) के पश्चात निम्नलिखित परतुक अत स्थापित किया जाएगा, अर्थात:-
1 फा. सं. सीडब्ल्यूआर 1 ) 2012.-लागत एवं कार्य लेखाकर विनियम, 1959 को आगे और सशोधन जिन्हें दि इंस्टीट्यूट ऑफ कॉस्ट एण्ड वर्क्स एकाउंटेट्स ऑफ इण्डिया (जिसे एतपश्चात परिषद कहा गया है) करने का प्रस्ताव करती है, करने के लिए कतिपय विनियमों के निम्नलिखित मसौदे को एतद्वारा प्रकाशित किया जाता है, जैसा कि लागत एवं कार्य लेखाकर अधिनियम, 1959 ( 1959 का 23) की धारा 39 की उप धारा (3) के अंतर्गत अपेक्षित है, ताकि इससे सभावित रूप से प्रभावित होने वाले सभी व्यक्तियों को सूचित किया जा सके और एतद्वारा यह सूचना दी जाती है कि उक्त मसौदे पर उस भारत के राजपत्र की प्रतियो की तारीख से 45 दिनों की अवधि बीत जाने पर या उसके. पश्चात विचार किया जाएगा जिसमें इन मसौदा विनियमों को जनता को उपलब्ध कराने के लिए प्रकाशित किया गया है ।
"बशर्ते कि परिषद सदस्य को युक्तिसंगत सूचना देगी और उसके प्रमाण-पत्र को रद्द करने से पहले सदस्य को सुनवाई का एक अवसर प्रदान करेगी । "
(ख) उप विनियम (2) में, खंड (ख) में संख्या और शब्दों "अक्टूबर का पहली तारीख " के स्थान पर "जुलाई की पहली तारीख" संख्या और शब्दों को रखा जाएगा ।
ऊपर विनिर्दिष्ट अवधि के भीतर उक्त मसौदा नियमों के संबंध में किसी व्यक्ति से प्राप्त किसी आपत्ति या सुझाव पर परिषद द्वारा विचार किया जाएगा ।
4. प्रधान विनियम में, विनियम 20क में मद (क) के स्थान पर निम्नलिखित मद को रखा जाएगा, अर्थात:-(क) "किसी मान्यता प्राप्त बोर्ड या संस्था से 10वीं कक्षा या उसके समकक्ष उत्तीर्ण हो"
आपत्तियां या सुझाव यदि कोई हों, तो सचिव, दि इंस्टीट्यूट ऑफ कॉस्ट एण्ड वर्क्स एकाउंटेंट्स ऑफ इण्डिया, 12 , सदर स्ट्रीट, कोलकाता-700 016 को भेजे जाएं ।
मसौदा विनियम
5. प्रधान विनियमों में, विनियम 20ख में खंड (क) में, मद (ii) को समाप्त किया जाएगा ।
6. प्रधान विनियमों में, विनियम 25 क में-
1.. (1) इन विनियमों को लागत एवं कार्यलेखाकार (संशोधन) विनियम, 2012 कहा जाएगा !
(क) शब्द "प्रारूप ।" के स्थान पर "उचित प्रारूप " शब्दों को रखा जाएगा ।
(2) ये सरकारी राजपत्र में इनके अंतिम प्रकाशन की
तारीख से लागू होंगे ।

(ख) "अपने पूर्व पंजीकरण के अतर्गत" शब्दों के पश्चात "विनियम 41 के उपबंधों के अधीन " शब्दों को अंतःस्थापित किया जाएगा !
7. प्रधान विनियमों में , विनियम 28 ख में, उप विनियम (3) के स्थान पर निम्नलिखित को रखा जाएगा, अर्थात:-
" (3) मौजूदा सी डब्ल्यू ए स्नातक व्यक्तियों द्वारा प्रत्येक वर्ष 30 सितंबर, से पहले वार्षिक अंशदान का भुगतान नहीं किए जाने पर वह व्यक्ति वर्णनात्मकं शब्द "स्नातक सी डब्ल्यू ए " का प्रयोग करने का हकदार नहीं रहेगा
बशर्ते कि इन विनियमों के अंतिम प्रकाशन की तारीख से संस्थान के स्नातक के रूप में कोई और प्रवेश न हुआ हो । "
8. प्रधान विनियमों में, विनियम 30 में शीर्षक "2.परीक्षा में उपस्थित होने की शर्तों" के अंतर्गत खंड (क) को हटाया जाएगा ।
9. प्रधान विनियमों में, विनियम 31 में "इंटरमीडिएट और अंतिम परीक्षाओं" शब्दों के स्थान पर "फाउंडेशन, इंटरमीडिएट, अंतिम परीक्षा, लेखांकन तकनीक पाठ्यक्रम में प्रमाण-पत्र, प्रबंधन लेखांकन या किसी अन्य प्रमाण-पत्र/डिप्लोमा पाठ्यक्रम जो कार्यान्वयन के लिए प्रस्तावित हो" शब्दों को रखा जाएगा ।
10. प्रधान विनियमों में, विनियम 32 में -
(क) उप विनियम (1 ) में "को या उसके पश्चात" शब्दों के स्थान पर "को या किसी के पश्चात " शब्दो को रखा जाएगा
(ख) उप विनियम ( 3) में " संस्थान" शब्द के स्थान पर "परिषद " शब्द रखा जाएगा ।
(ग) उप विनियम (4) में "उपर्युक्त में से किसी" शब्दों के स्थान पर "इनमें से.. किसी " शब्दों को रखा जाएगा ।
(घ) उप विनियम (4) के पश्चात निम्नलिखित परतुक अंतःस्थापित किया जाएगा, अर्थात-
"बशर्ते कि यह विनियम विनियम 41 के उपबंधों के अधीन हो"
11. प्रधान विनियम में, विनियम 33 में उप विनियम (2) में खंड (क) को हटाया जाएगा ।
12. प्रधान विनियम में, विनियम 35, में उप विनियम (3) में (क) "संस्थान " शब्द के स्थान पर "परिषद" शब्द रखा जाएगा ।

(ख) उप विनियम 4 में परतुक के पश्चात निम्नलिखित परंतुक अंतःस्थापित किया जाएगा अर्थात
"बशर्ते यह भी कि यह विनियम विनियम 41 के उपबंधों के अधीन हो"
13. प्रधान विनियम में विनियम 41 , में-
उप विनियम (1 ) के पश्चात निम्नलिखित उप विनियम प्रतिस्थापित किया जाएगा, अर्थात:- (क)
" (1 क) कोई उम्मीदवार जो इंटरमीडिएट या अंतिम परीक्षा के दोनों स्तरों या समूहों में उपस्थित होता है, को इंटरमीडिएट या अंतिम परीक्षा जैसा भी 'मामला हो , में उत्तीर्ण घोषित किया जाएगा । यदि वह एक बार बैठने पर प्रत्येक पेपर में कुल अंकों का न्यूनतम प्रतिशत प्राप्त करता है जिसमें से उसे खंड (1 )के कॉलम || में यथा विनिर्दिष्ट छूट प्राप्त नहीं है और उन प्रश्न पत्रों सहित ऐसे सभी प्रश्न पत्रों के कुल अंकों का समग्र रूप से 50 प्रतिशत प्राप्त करता है जिनमें उसे दोनों स्तरों या समूहों को (पुराने पाठ्यक्रम के अंतर्गत) एक साथ देने पर छूट प्राप्त हुई हो "
(ख) उप विनियम (2) में,-
"परीक्षा परंतुक" शब्दों के पश्चात "जो उस स्तर या समूह के सभी प्रश्न पत्रों में उपस्थित हुआ हो " शब्दों को अंतःस्थापित किया जाएगा ।
(ii) परंतुक के स्थान पर, निम्नलिखित परंतुक रखा जाएगा अर्थातः-
"बशर्ते कि वह उपर्युक्त खंड (1 ) और (ii) में उल्लिखित छूट. या आगे ले जाने के लाभ का हकदार नहीं होगा यदि वह उन प्रश्न पत्रों में उपस्थित हुआ हो जिनमें उसे किसी बाद की परीक्षा में छूट या आगे ले जाने का लाभ मिला हो या वह स्वैच्छिक रूप से ऐसे लाभ को नही लेता है ।
बशर्ते यह भी कि वह अभ्यर्थी उस परीक्षा को या उससे छूट या आगे ले जाने के लाभ का हकदार नहीं होगा जिसमें वह उन्हीं प्रश्नपत्रों या जैसा भी मामला हो, में उस परीक्षा में उपस्थित हुआ हो जिसमें वह छूट या आगे ले जाने के विल्प को वापस लेने के पश्चात उपस्थित हुआ था ।
बशर्ते यह भी कि किसी विद्यार्थी के लिए छूट या आगे ले जाने का कोई लाभ उस छूट या आगे ले जाने के लाभ को प्राप्त करने की अवधि के तुरंत बाद 3 लगातार साल के लिए उपलब्ध रहेगा । " [ भाग III-खण्ड 4]

14. प्रधांन विनियमों में विनियम 44 में उप विनियम (2) में "भंडार, सामग्री, श्रमिक, ओवर हैड आदि" शब्दों के पश्चात "या परिषद द्वारा यथा निर्णित कोई अन्य क्षेत्र अंतःस्थापित किया जाएगा । शब्दों को
15. प्रधान विनियमों में विनियम 48 में निम्नलिखित को प्रतिस्थापित किया जाएगा, अर्थात :
"48 प्रबंधन लेखांकन परीक्षा के भाग-1 के लिए प्रश्न पत्र और पाठ्यक्रम प्रबंधन लेखांकन परीक्षा के भाग 1 के लिए अभ्यर्थियो की परीक्षा परिषद द्वारा यथा निर्णित और अनुमोदित समूहों और विषयों में ली जाएगी । "
16.. प्रधान विनियमों में विनियम 96 में,
(क) "निर्वाचित लेंखा परीक्षक" शब्दों के स्थान पर "नियुक्त लेखा परीक्षक" शब्दों को रखा जाएगा ।
(ख) "निर्वाचन के लिए पात्र" शब्दों के स्थान पर "पुनः नियुक्ति के लिए पात्र" शब्दों को रखा जाएगा ।
17. प्रधान विनियमों में विनियम 97 में, "पुनः निर्वाचन" शब्दों के स्थान पर "पुनः नियुक्ति" शब्दों को रखा जाएगा ।
18. प्रधान विनियमों में विनियम 102. में, उप विनियम (1) में, "कार्य प्रमाण पत्र " शब्दों के स्थान पर "प्रमाण- पत्र" शब्द को रखा जाएगा ।
19. प्रधान विनियमों में विनियम 116 में उप विनियम (2) में -
(क) मद (xiii) के पश्चात निम्नलिखित परंतुकों को अंतःस्थापित किया जाएगा, अर्थात:-
"बशर्ते कि ऐसे कार्यकलापों को करने के लिए परिषद द्वारा पूर्व मंजूरी को छोड़कर क्षेत्रीय परिषदों द्वारा कोई अनुसंधान या संबद्ध कार्यकलाप नहीं किया जाएगा ।
बशर्ते यह भी कि ऐसे कार्यकलापों की मंजूरी देते समय परिषद वह कुल राशि तय करेगी जिसे किसी अनुसधान या अन्य संबद्ध परियोजना के लिए प्रदान किया जाए और समय सीमा तय करेगी"
(ख) मद (xvii) के पश्चात निम्नलिखित परंतुक अंतःस्थापित किया जाएगा, अर्थात -
"बशर्ते कि कोई क्षेत्रीय परिषद किसी विदेशी कार्यक्रम सहित संबंधित क्षेत्र से बाहर किसी स्थान

में प्रत्यक्ष या अप्रत्यक्ष रूप से कोई कार्यकम आयोजित नहीं करेगी । "
20. प्रधान विनियम में, विनियम 117 को हटाया जाएगा ।
21. प्रधान विनियम में, विनियम 118 में निम्नलिखित को प्रतिस्थापित किया जाएगा अर्थात-
" 118 चुनाव का आयोजन-
(1) इस अध्याय में अंतरविष्ट किसी बात के होते हुए भी क्षेत्रीय परिषदों के लिए चुनाव परिषद द्वारा आयोजित किए जाएंगे और क्षेत्रीय परिषदों के चुनाव पर लागत और कार्य लेख्मकार (परिषद के लिए निर्वाचन) नियम 2006 आवश्यक संशोधनो के साथ लागू होंगे
(2) इस अध्याय में कोई उपबंध या लागत और कार्य लेखाकार (परिषद के लिए निर्वाचन) नियम 2006 के उपबंधों से असगत कोई उपबंध उस असंगतता की सीमा तक निष्प्रभावी होगा ।
(3) क्षेत्रीय परिषदों के निर्वाचन के प्रयोजनार्थ परिषद के अध्यक्ष हेतु लागत और कार्य लेखाकार (परिषद के लिए निर्वाचन) नियम 2006 के किसी संदर्भ को क्षेत्रीय परिषद के अध्यक्ष के संदर्भ के रूप में माना जाए । "
22 प्रधान विनियम में विनियम 123 में निम्नलिखित को प्रतिस्थापित किया जाएगा अर्थात
"123 किसी क्षेत्रीय परिषद के अध्यक्ष की शक्तियां और दायित्व (क) किसी क्षेत्रीय परिषद का अध्यक्ष इस अधिनियम या इन विनियमों द्वारा उसे प्रदत्त शक्तियों का प्रयोग करेगा और दायित्वों का निष्पादन करेगा या समय- समय पर क्षेत्रीय परिषद द्वारा उसे प्रत्यायोजित कार्य करेगा ।
(ख) अध्यक्ष, क्षेत्रीय परिषद के समक्ष लाए जाने वाले किसी कार्य या विचारार्थ किसी समिति को निर्देश दे सकता है ।
(ग) यदि अध्यक्ष का पद रिक्त है या यदि अध्यक्ष अपने- पद की शक्तियों का प्रयोग करने या दायित्वो का निष्पादन करने में असमर्थ है तो उपाध्यक्ष उसके स्थान पर कार्य करेगा और अध्यक्ष को प्रदत्त शक्तियों का प्रयोग करेगा और दायित्वों का निष्पादन करेगा । "
23 प्रधान विनियमों में विनियम 127 में उप विनियम (2) में चौथे परंतुकं में " या. स्नातक सी डब्ल्यू ए " शब्दों को हटाया जाएगा ।
24 प्रधान विनियम में विनियम 132 मे निम्नलिखित को प्रतिस्थापित किया जाएगा अर्थात THE GAZETTE OF INDIA : EXTRAORDINARY
" 132निधि से खर्च-
(1) किसी क्षेत्रीय परिषद की निधिंयां क्षेत्रीय परिषद द्वारा लिखित में पूर्व मंजूरी के बिना किसी प्रयोजनार्थ उपयोग नहीं की जाएंगी और उन्हें केवल ऐसे प्रयोजनों हेतु उपयोग किया जाएगा जिनकी क्षेत्रीय परिषद द्वारा स्पष्ट रूप से मंजूरी दी गई हो ।.
(2) किसी क्षेत्रीय परिषद की निधियों के किसी भी हिस्से को तब तक जारी नहीं किया जाएगा जब तक बिल , बीजक और यदि बिल/ बीजक उपलब्ध नहीं है तो सक्षम व्यक्ति द्वारा हस्ताक्षरित वाउचर क्षेत्रीय परिषद के सक्षम प्राधिकारी के समक्ष प्रस्तुत न किए जाएं और ऐसा प्राधिकारी इस बात से संतुष्ट न हो कि खर्च वास्तविक और प्राधिकृत है ।
बशर्ते कि इसकी किसी भी निधि का प्रयोग प्रत्यक्ष या अप्रत्यक्ष रूप से संबंधित क्षेत्र में क्षेत्रीय परिषद के कार्य के संबंध में उनके द्वारा किए गए किसी खर्च के लिए प्रतिपूर्ति को छोड़कर क्षेत्रीय परिषद के सदस्यों या क्षेत्रीय परिषद के अधिकारियों और कर्मचारियों को भुगतान के लिए नही किया जाएगा जब तक कि संबंधित क्षेत्र की प्रादेशिक सीमाओ से बाहर यात्रा या किसी अन्य खर्च सहित खर्च करने के लिए परिषद से लिखित में पूर्व अनुमोदन प्राप्त न किया जाए ।
बशर्ते यह भी कि क्षेत्रीय परिषदों की किसी भी निधि का उपयोग प्रत्यक्ष या अप्रत्यक्ष रूप से किसी विदेश यात्रा या विदेशों में आयोजित किसी कार्यक्रम के भुगतान के लिए नहीं किया जाएगा ।"
25 प्रधान विनियमों में विनियम 136 में उप विनियम (1) में संख्या और शब्द " 31 जुलाई" के स्थान पर संख्या और शब्द " 30 जून" रखे जाएंगे ।
26 प्रधान विनियम में विनियम 137 में निम्नलिखित को प्रतिस्थापित किया जाएगा अर्थात
"137. असाधारण सामान्य बैठकें-(1 ) एक क्षेत्रीय परिषद-
(क) जितनी बार वह आवश्यक समझे उतनी बार; और
(प्र) क्षेत्रीय रजिस्टर के सदस्यों की कुल संख्या के कम से कम 20 प्रतिशत द्वारा लिखित में अनुरोध किए जाने पर कोई असाधारण सामान्य बैठक आयोजित करेगी ।
(2) किसी असाधारण सामान्य बैठक को आयोजित करने के लिए लिखित में किसी अनुरोध में उन उद्देश्यो को विनिर्दिष्ट किया जाएगा जिनके लिए बैठक बुलाई गई है और उस पर सबधित सदस्यों द्वारा हस्ताक्षर किए जाएंगे तथा उसे क्षेत्रीय परिषद के कार्यालय भेजा जाएगा ।

(3) जब कोई अनुरोध उप विनियम (1 ) के अंतर्गत किया जाता है तो क्षेत्रीय परिषद ऐसे अनुरोध के प्राप्त होने के 6 सप्ताह के भीतर असाधारण सामान्य बैठक आयोजित. करेगी । "
27 प्रधान विनियम में विनियम 145 के पश्चात निम्नलिखित को अंतःस्थापित किया जाएगा अर्थात
"145 क. परिषद के निर्देश परिषद समय- समय पर क्षेत्रीय परिषदों को ऐसे निर्देश जारी कर सकती है जिन्हें परिषद इस अधिनियम के उद्देश्यों को पूरा करने और उनके कार्यों का निष्पादन करने के लिए अनुकूल मानती हो और क्षेत्रीय परिषदें ऐसे किसी निर्देश का पालन करने के लिए बाध्य होंगी । "
28 प्रधान विनियम में विनियम 146 के पश्चात निम्नलिखित को अंतःस्थापित किया जाएगा अर्थात -
" 146 क. परिषद के निर्देश परिषद समय- समय पर चैप्टरों को ऐसे निर्देश जारी कर सकती है जिन्हें परिषद इस अधिनियम के उद्देश्यों को पूरा करने और उनके कार्यों का निष्पादन करने के लिए अनुकूल मानती हो और चैपटरों की प्रबंधन समिति ऐसे किसी निर्देश का पालन करने के लिए बाध्य होगी । "

In the principal regulations, in regulation 20A, for item (a), the following item shall be substituted, namely: - "(a) passed Class 10 or equivalent from a recognized board or institution" .

5. In the principal regulations , in regulation 20B , in clause (a), item (ii) shall be omitted.
6. In the principal regulations, in regulation 25A, -
(a) for the word and letter " Form I" , the words " appropriate Form " shall be substituted;
(b) after the words " under his former * registration " the words " subject to the provisions ofregulation 41 " shall be inserted.
F. No. CWR(1 )2012 . The following draft of certain regulations further to amend the Cost and Works Accountants Regulations , 1959 , which the council of the Institute of Cost and Works Accountants of India (hereafter referred to as the Council ) proposes to make, is hereby published , as required under sub-section (3 ) of section 39 of the Cost and Works Accouritants Act , 1959 (23 of1959) , for the information of all persons likely to be affected thereby, and notice is hereby given that the said draftwill be taken into consideration on or after the expiry of period of forty-five days from the date on which the copies of the Gazette of India in which these draft regulations are published are made available to the public.
7. Inthe principal regulations , in regulation 28B, for sub- regulation (3 ) , the following shall be substituted, namely: -
Objections or suggestions , which may be received from any person in respect of the said draft rules within the period specified above, willbe considered by theCouncil;
"(3) Non-payment of anriual subscription by persons who are existing Grad. CWAbefore 30th September of every year will disentitle a person the use of the descriptive letters "Grad CWA" : Provided that there shall be no further admission as a Graduate of the Institute from the date of final publication of these regulations ".

DraftRegulations
8 . In the principal regulations, in regulation 30 , under the heading " 2. Conditions for appearance in the Examination " , clause ( a ) shall be omitted.
1. (1) These regulations may be called the Costand Works Accountants (Amendment ) Regulations , 2012.
(2) They shatl come into force on the date of their final publication in the Official Gazette .
9. Inthe principal regulations , in regulation 31 , for the words " Intermediate and Final Examinations" the words " Foundation , Intermediate, Final Examinations, Certificate in Accounting Technicians Management Accountancy or any other certificate/diploma Course, course as may be proposed for implementation " shall be substituted.
10. Inthe principal regulations , in regulation 32, - 2. In the Cost and 'Works Accountants Regulations,1959 ( hereinafter referred to as the principal regulations) for the words " Central Council" , wherever they occur, the word " Council " shall be substituted.
3. Inthe principal regulations , in regulation 11, -
(a) in sub- regulation (1 ) , for the words " on or after the" the words " on or after any" shall be substituted;

(a) in sub- regulation (1 ), -
(b) in sub- regulation (3) , for the word " Institute" the word "Council" shall be substituted;
(i ) inclause (d) , for the figure , letters and words "30th day of September the figure , letters and words"30th day of June" shall be substituted;
(c) insub- regulation (4) , for the words " any of the above" the words " any of the" shall be substituted;
(ii) after clause ( d) , the following proviso shall be inserted , namely:-

11. in the principal regulations , in regulation 33 , in sub-regulation (2) , clause ( a) shall be omitted 6

12. In the principal regulations , in regulation 35 , -
Candidates for Part I of the Management Accountancy Examination shall be examined in the groups and subjects as may be decided and approved by the Council ." .
16. In the principal regulations , in regulation 96,- (a) for the words " auditors elected " the (a) in sub -regulation ( 3) , for the word "Institute" the word ' Couricil " shallbe sübstituted ; (b) in sub-regulation (4 ), after the proviso, the following proviso shall be inserted, namely - "Provided further that this regulation is subject to the provisions of regulation 41 ".
13. Inthe principal regulations , in regulation 41 , -
words" auditors appointed" shall be substituted ; (b) for the words " eligible for election " the words " eligible for reappointment" shall be substituted;
(a) after sub - regulation ( 1 ) , the following sub- regulation shallbe substituted, namely:-
17. In the principal regulations , in regulation 97, for the word " re-election " the word " re -appointment" shall be substituted.
18. In the principal regulations , in regulation 102 ,for the words " certificate of practice" the word " certificate" shall be substituted .
19. Inthe principal regulations , in regulation 116, in sub- regulation (2 ), - .
" (1A) A candidate , who appears for both the stages or groups of Intermediate or Final examination shall be declared to have passed in the Intermediate or Final examination , as the case may be, if he gets at one sitting the minimum per cent of the total marks in each paper from which he has not obtained exemption as specified in column II of clause ( 1 ) and anaggregate of fifty per cent of the total marks of all such papers including the papers in which he has obtained exemption , taking both the Stages or Groups ( under old syllabus) together . " ;
(a) after item ( xiii) , the following provisos shall be inserted, namely: -
(b) insub- regulation (2)-
(i) after the words " examination buť" the words "who has appeared in all the papers ofthatstage or Group " shall be inserted ;
(ii ) for the proviso , the following provisions shall be substituted, namely:-
"Provided that no research or allied activities shall be conducted by Regional Councils except with the prior sanction ofthe Council for carrying out such activities . Provided further that the Council while sanctioning such activities shall fix the total amount which may be expended for a research or other allied project and shall fix a time frame . "
(b) after item (xvii ) , the following provisos shall be inserted, namely:-
"Provided that he shall not be entitled to the benefit of exemption or carry forward mentioned in clause ( i) and (ii) above if he has appeared for the papers in which he has the benefit of exemption or carry forward in a subsequent examination or voluntarily withdraws such benefit :
"Provided that no Regional Council shall organize any programme , directly or indirectly in a place outside the region concerned including any foreign programme." .
20. In the principal regulations , regulation 117 shall beomitted.
21. Inthe principal regulations, for regulation 118 , the following shall be substituted , namely:
Provided further that the candidate shall not be entitled to the benefit of exemption or carry forward on and from the examination In which he appears for the same papers or as the case may be the examination in which he appears after withdrawal of exemption or carryforward:
"118 Conduct of elections -
Provided also that any benefit of exemption or carry forward shall be available to a student for three consecutive terms immediately succeeding the term in which such exemption or carry forward has accrued ." .
(1) Notwithstanding anything contained in this Chapter, the elections to the Regional Councils shall be held by the Council and the Cost and Works Accountants (Election to the Council ) Rules, 2006 shall apply to the elections to the Regional Councils mutatis mutandis .
(2) Any provision in this Chapter inconsistent with 14. In the principal regulations , in regulation 44, in sub- regulation (2) , after the words " Stores , Materials , Labour , Overhead etc. " the words " or any other area as theCouncil may decide" shall be inserted .
the provisions of the Cost and Works Accountants (Election to the Council ) Rules , 2006 shall , to the extent of such inconsistency, bevoid.
15. In the principal regulations , for regulation 48, the following shall be substituted , namely
"48 Papers and Syllabus for Part I of Management Accountancy Examination:-

construed as a refererice to the Chairman of the Regional Council .
26. in the principal regulatioris , for regulation 137, the following shall be substituted , namely:

"137.,Extraordinary General Meetings. ( 1 ) A Regional Council:
(a) may, as often as it considers necessary ; arıd
(b) shall , on requisition made in writingby at least twenty percent of the total number of members of the regional Register, convene an extra ordinary general meeting.
"123 Powers and Duties of Chairman of a Regional Council (a) The Chairman of a Regional Council shall exercise such powers and perform such duties as are conferred or imposed on him by the Act or these regulations, or as may be delegated to him by the Regional Council from time to time .
(b) The Chairmanı may direct any businessto be brought before Regional Council or any committee for consideration .
(2) Any requisition made in writing for convening an Extraordinary General Meeting shall specify the objects for which the meeting is called and shall be signed by the members making the same and shall be delivered at the office of the Regional Couricil .
(c) Ifthe office of the Chairman is vacant or if the Chairman is unable to exercise the powers or perform the duties of his office, the Vice Chairman shall act in his place and shall exercise the powers and perform the duties of the Chairman.
(3) Wheri a requisition is made under sub - regulation (1) , the Regional Council shall convene an Extraordinary General Meeting within six weeks after the receipt of such requisition." .
23. In the principal regulations , in regulation 127, in sub- regulation ( 2) , in the fourth proviso, the words ' or "Grad . CWA" ' shall be omitted;
27. In the principal regulations , after regulation 145, the following shall be inserted , namely:-

"132Expenditure from furid-
145A. Directions of Council The Council may from time to time issue such directions to the Regional Councils as in the opinion of the Council are conducive to the fulfillment of the objects of the Act and in the discharge of their functioris , and the Regional Councils shall be bound to carryout any such directions" .
(1) The funds of a Regional Couricil shall riot be employed for any purpose without previous sanctiori in writing by the Regional Council and may only be utilized for such pûrposes as may be expressly sanctioried by the Regional Council .
28 In the principal regulations , after regulation 146, thefollowing shall be inserted , namely:
"146A. Directions of Couricil - The Council may from time to time issue such directions to the Chapters as in the opinion of the Council are conducive to the fulfillment of the objects of the Act and in the discharge of their functions , and the Managing Committee of the Chapters shall be bound to carry out any such directioris".
(2) No part of the funds of a Regiorial Council shall be expended uriless , bills , invoices and in the event bills/invoices are not available, vouchers signed by the competent person are produced before the competent authority of the Regional Council and such authority is satisfied thatthe expense is genuine and authorized :
