सा.का.नि. 54(अ).- राष्ट्रपति, संविधान के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियो का प्रयोग करते हुए और केन्द्रीय सिविल लेखा सेवा आकडे प्रविष्टि आपरेटर श्रेणी ' क' और श्रेणी ' ख' (समूह ' ग' पद) भर्ती नियम, 1994 और केन्द्रीय सिविल लेखा सेवा कम्प्यूटर आपरेटर ( समूह ' ग ' पद) भर्ती नियम , 1995 को , जहा तक उसका संबंध आंकड़े प्रविष्टि आपरेटर श्रेणी " क" आंकड़े प्रविष्टि आपरेटर श्रेणी ' ख ' और कम्प्यूटर आपरेटर के पदो से है , उन बातो के सिवाय अधिक्रांत करते हुए , जिन्हे ऐसे अधिक्रमण से पहले किया गया है या करने का लोप किया गया है , केन्द्रीय सिविल लेखा सेवा मे आकड़े प्रविष्टि आपरेटर श्रेणी 'क' आकडे प्रविष्टि आपरेटर श्रेणी ' ख' और कम्प्यूटर आपरेटर पदो पर भर्ती की पद्धति का विनियमन करने के लिए निम्नलिखित नियम बनाती है , अर्थात्:-
1 . संक्षिप्त नाम और प्रारंभ ( 1 ) इन नियमो का संक्षिप्त नाम केन्द्रीय सिविल लेखा सेवा ( आंकड़े प्रविष्टि आपरेटर श्रेणी ' क' , आंकडे प्रविष्टि आपरेटर श्रेणी ' ख ' और कम्प्यूटर आपरेटर श्रेणी ' ग' पद) भर्ती नियम , 2010 है ।
(2.) ये राजपत्र मे प्रकाशन की तारीख को प्रवृत्त होगे ।
2. परिभाषाएं - इन नियमो मे जब तक कि संदर्भ से अन्यथा अपेक्षित न हो , -
(क) "नियुक्ति प्राधिकारी " का वही अर्थ है जो केन्द्रीय सिविल सेवा ( वर्गीकरण, नियंत्रण औरअपील) नियम , 1965 मे समनुदेशित है,

(ख) "काडर" से क्रमशः आंकड़े प्रविष्टि आपरेटर श्रेणीक, आंकड़े प्रविष्टि आपरेटर श्रेणी-ख और कम्प्यूटर आपरेटर अभिप्रेत है । प्रत्येक मंत्रालय इन नियमों के उपाबंध में यथाविनिर्दिष्ट पदों की कुल संख्या में समाविष्ट आंकड़े प्रविष्टि आपरेटर श्रेणी- क, आंकडे प्रविष्टि आपरेटर श्रेणी- ख और कम्प्यूटर आपरेटर की अपनी-अपनी श्रेणियों में आंकड़े प्रविष्टि आपरेटर श्रेणी- क, आंकड़े प्रविष्टि आपरेटर श्रेणी-ख और कम्प्यूटर आपरेटर का अपना स्वयं का पृथक और स्वतंत्र काडर होगाः
(ग) " सरकार " से भारत सरकार अभिप्रेत है;
(घ) "आयोग " से कर्मचारी चयन आयोग या इन नियमों के अंतर्गत आने वाले कोई अन्य भर्ती करने वाले अभिकरण जिसको सरकार गठित करे , अभिप्रेत है;
(ङ) "महालेखा नियंत्रक " से वित्त मत्रालय , व्यय विभाग , का महालेखा नियंत्रक अभिप्रेत है और जिसके अंतर्गत महालेखा नियंत्रक द्वारा इन नियमो के अधीन शक्तियो का प्रयोग करने के लिए प्राधिकृत किए गए अपर महालेखा नियंत्रक या संयुक्त महालेखा नियंत्रक या उप महालेखा नियंत्रक या सहायक महालेखा नियंत्रक भी हैं;
(च) "मंत्रालय " से भारत सरकार का कोई मंत्रालय अभिप्रेत है और जिसके अंतर्गत इन नियमोंसे उपाबंध में विनिर्दिष्ट मंत्रालय के कोई विभाग या कोई कार्यालय भी है;
(छ) "अनुसूची" से इन नियमों में उपाबंध अनुसूची अभिप्रेत है;
(ज) "सेवा " से केन्द्रीय सिविल लेखा सेवा (समूह ' ग' ) अभिप्रेत है;
(झ) "संगठित लेखा सेवा ' जिसके अंतर्गत सरकार के लेखा और संपरीक्षा विभाग , रक्षा लेखा, रेल लेखा , डाक- तार लेखा की लेखा सेवाएं और दूर संचार लेखा भी है ।
3. पद - संख्या , वर्गीकरण तथा वेतन बैंड और ग्रेडै - वेतनमानः उक्त पदों की संख्या उनका वर्गीकरण और वेतन बैंड तथा ग्रेड वेतन/ वेतनमान होंगें , जो इन नियमो से उपाबद्ध अनुसूची के स्तंभ 2 से स्तंभ 4 में विनिर्दिष्ट हैं।
4. भर्ती की पद्धति , आयु- सीमा, शैक्षिक अर्हताएं: भर्ती की पद्धति , आयु सीमा , शैक्षिक अर्हताएं और उनसे संबंधित अन्य बातें वे होगी जो इन नियमो से उपाबद्ध अनुसूची के स्तंभ 5 से 14 मेंविनिर्दिष्ट हैं ।
5. भारत के किसी भी भाग में सेवा के लिए दायित्व आंकड़े प्रविष्टि आपरेटर श्रेणी-क , आंकड़े प्रविष्टि आपरेटर श्रेणी- ख और कम्प्यूटर आपरेटर का भारत में कही भी सेवा करने का दायित्व होगा।

6. निरर्हता: वह व्यक्ति-
(क) जिसने ऐसे व्यक्ति से जिसका पति या जिसकी पत्नी जीवित हैं , विवाह किया हैं, या
(ख) जिसने अपने पति या अपनी पत्नी के जीवित रहते हुए किसी व्यक्ति से विवाह किया है,
उक्त पद पर नियुक्ति का पात्र नहीं होगा:
परन्तु यदि केन्द्रीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह ऐसे व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छूट दे सकेगी ।
7. शिथिल करने की शक्ति जहां केन्द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है , वहां वह उसके लिए जो कारण हैं , उन्हे लेखबद्ध करके , इन नियमो के किसी उपबंध को किसी वर्ग या प्रवर्ग के व्यक्तियो की बातत , आदेश द्वारा शिथिल कर सकेगी ।
8. व्यावृत्ति : इन नियमो की कोई बात , ऐसे आरक्षण , आयु- सीमा में छूट और अन्य रियायतों पर प्रभाव नही डालेगी , जिनका केन्द्रीय सरकार द्वारा इस संबंध में समय - समय पर निकाले गए आदेशो के अनुसार अनुसूचित जातियो , अनुसूचित जनजातियो , अन्य पिछडे वर्गो , भूतपूर्व सैनिको और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबध करना अपेक्षित है ।

GS.R. 54(E). In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Central Civil Accounts Service Data Entry Operator Grade A and Grade B ( Group ' C ' Posts ) Recruitment Rules , 1994 and Central Civil Accounts Service Computer Operator ( Group ' C ' Posts ) Recruitment Rules , 1995 , in so far as they relate to the posts of Data Entry Operator Grade A, Data Entry Operator Grade B and Computer Operator except as respects things done or omitted to be done before such supersession , the President hereby makes the following rules regulating the method of recruitment to the post of Data Entry Operator Grade A, Data Entry Operator Grade B and Computer Operator in the Central Civil Accounts Service , namely : -
1. Short title and Commencement . ( 1) These rules may be called the Central Civil Accounts Service ( Data Entry Operator Grade A, Data Entry Operator Grade B and Computer Operator Group ' C ' Posts ) Recruitment Rules , 2010 .
(2) They shall come into force on the date of their publication in the Official Gazette .

2. Definitions . In these rules unless the context otherwise .
requires,-
(a) "Appointing authority" shall have the same meaning as assigned to in the Central Civil Services ( Classification, Control and Appeal ) . Rules , 1965 ;
(b) "Cadre " mean the cadre of Data Entry Operator Grade- A, Data Each Entry Operator Grade-B and Computer Operator respectively. Ministry shall have its own separate and independent cadres of the Data Entry Operator Grade-A, Data Entry Operator Grade- B and Computer Operator comprising total number of posts as specified in the Annexure to these rules , in the respective grades of the Data Entry Operator Grade -A, Data Entry Operator Grade - B and Computer Operator ;
(c) "Government" means the Government of India;
(d) " Commission " means the Staff Selection Commission or any other recruiting agency for the cadres covered by these rules , which the Government may constitute ;
( e) " Controller General of Accounts " means the Controller General of Accounts in the Department of Expenditure , Ministry of Finance and includes Additional Controller General of Accounts or Joint Controller General of Accounts or Deputy Controller General of Accounts or Assistant Controller General of Accounts authorised by the Controller General of Accounts to exercise powers under these rules ;
(f) "Ministry " means a Ministry in the Government of India and includes Departments of the Ministry or an Office specified in the Annexure to these rules;
(g) " Schedule" means Schedule annexed to these rules ;
(h) "Service" means the Central Civil Accounts Service (Group 'C');
(i ) "Organised Accounts Services " include the Accounts Services in the Departments of Audit and Accounts , Defence Accounts , Railway Accounts , Post and Telegraph Accounts and Telecom Accounts in the Government.
3. Number of posts , classification and pay band and grade pay/pay scale. The number of posts , their classification and pay band and grade pay/pay scale attached thereto shall be as specified in columns 2 to 4 of the Schedule annexed to these rules .

4. Method of recruitment , age limit , educational qualification , etc. The method of recruitment , age limit , educational qualifications and other matters relating thereto shall be as specified in columns 5 to 14 of the Schedule annexed to these rules .
5. Liability for service in any part of India .- The Data Entry Operator Grade - A, Data Entry Operator Grade - B and Computer Operator shall be liable to serve in any part of India.
6. Disqualification .- No person ,-
(a) who has entered into or contracted a marriage with a person having a spouse living ; or
(b) who, having a spouse living , has entered into or contracted a marriage with any person ,
shall be eligible for appointment to the said post:
Provided that the Central Government may , if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage , and that there are other grounds for so doing , exempt any person from operation of this rule .
7. Power to relax . Where the Central Government is of the
opinion that it is expedient so to do , it may , by order , for reasons to be recorded in writing , relax any of the provisions of these rules with respect to any class or category of persons .
8. Savings . Nothing in these rules shall affect reservations , relaxation of age limit and other concessions required to be provided for the Scheduled Castes , the Scheduled Tribes , Other Backward Classes , ex- Servicemen and other special categories of persons in accordance with the orders issued by the Government from time to time in this regard .
