का.आ. 2752 (अ).- शहरी विकास मंत्रालय , भारत सरकार , नई दिल्ली के अधीनस्थ कार्यालय , लेखन सामग्री नियंत्रक, भारत सरकार , लेखन सामग्री कार्यालय , कोलकाता को केन्द्रीय सिविल सेवा ( वर्गीकरण , नियंत्रण और अपील ) नियम 1965 , ( जिसे इसमें इसके पश्चात् उक्त नियम कहा गया है) के निबन्धनों में भारत सरकार लेखन सामग्री कार्यालय में समूह ' ख 'पदों की बाबत नियुक्ति प्राधिकारी के रूप में नियुक्त किया गया है और उसे अनुशासन प्राधिकारी की शक्तियां भी प्रदत्त की गई है और समूह ' गं 'और समूह ' घ ' पद ( उन्नत करके बहुकृत्य कर्मचारी के रूप में समूह ' ग ' ) की बाबत अपील प्राधिकारी घोषित किया गया है ;
और भारत सरकार , लेखन सामग्री कार्यालय , कोलकाता में लेखन सामग्री नियंत्रक का पद, तत्समय पदधारी की अधिवर्शिता पर सेवानिवृति के परिणामस्वरूप 1 अप्रैल , 2011 को रिक्त हो गया था और कुछ और समय इसी प्रकार रिक्त रहने की संभावना है ;
और श्रीमती गरिमा सिंह , उप सचिव, शहरी विकास मंत्रालय को भारत सरकार , लेखन सामग्री कार्यालय , कोलकाता में लेखन सामग्री नियंत्रक का कार्यभार दिया गया है;

और भारत सरकार , लेखन सामग्री कार्यालय , कोलकाता में लेखन सामग्री नियंत्रक के पद के नियमित पदधारी के अभाव में भारत सरकार , लेखन सामग्री कार्यालय , कोलकाता में सुचारू रूप से कार्य संचालन के लिए लेखन सामग्री नियंत्रक द्वारा अब तक प्रयुक्त समूह ख 'पदों की बाबत नियुक्ति प्राधिकारी, अनुशासनिक प्राधिकारी और समूह ग 'और समूह घ 'पदों की बाबत अपील प्राधिकारी के कृत्यों के पालन की व्यवस्था करने के लिए इंतजाम करना अत्यावश्यक है ।
अतः अब, उक्त नियमों के नियम 9 के उप नियम ( 2 ) , नियम 12 के उप नियम ( 2 ) और नियम 24 के उप नियम ( 1 ) के खंड ( ii ) के अनुपालन में राष्ट्रपति, श्रीमती गरिमा सिंह , शहरी विकास मंत्रालय में उप सचिव को, भारत सरकार लेखन सामग्री कार्यालय , कोलकाता में , लेखन सामग्री नियंत्रक के पद पर नियमित नियुक्ति तक या अगले आदेशों तक , जो भी पहले हों , भारत सरकार , लेखन सामग्री कार्यालय, कोलकाता में लेखन सामग्री नियंत्रक में निहित समूह ख ' पदों की बाबत, नियुक्ति प्राधिकारी , अनुशासनिक प्राधिकारी और समूह ग ' और समूह घ 'पद (उन्नत करके बहुकृत्य कर्मचारी के रूप में समूह' ग ' ) की बाबत अपील प्राधिकारी की शक्तियों का प्रयोग करने के लिए प्राधिकृत करते है ।

NOTIFICATION
New Delhi , the 20th November, 2012
S.O. 2752 (E ) . WHEREAS, the Controller of Stationery, Government of India Stationery Office , Kolkata , a Subordinate Office of Ministry of Urban Development, Government of India , New Delhi has been declared as the appointing authority and has also been conferred with the powers wers of disciplinary authority in respect of Group 'B' posts and appellate authority in respect of Group 'C' and Group 'D' posts (upgraded to Group 'C' as Multi Tasking Staff) in the Government of India Stationery Office , Kolkata in terms of the Central Civil Services (Classification , Control and Appeal ) Rules , 1965 ( hereinafter referred to as the said rules);
AND WHEREAS , the post of Controller of Stationery in the Government of India Stationery Office , Kolkata had fallen vacant on the 1st day of Apri , 2011 , consequent upon the retirement on superannuation of the then incumbent and is likely to continue to be so vacant for some time more ;
AND WHEREAS , Smt. Garima Singh , Deputy Secretary, Ministry of Urban Development has been given charge of the Controller of Stationery in the Government of India Stationery Office , Kolkata;

AND WHEREAS , there is an urgent need to make an arrangement to provide for the performance of the functions of the appointing authority, disciplinary authority in respect of Group ' B ' posts and appellate authority in respect of Group 'C' and ' D' posts hitherto exercised by the Controller of Stationery for smooth functioning in the Govemment of India Stationery Office, Kolkata in the absence of a regular incumbent to the post of Controller of Stationery, in the Government of India Stationery Office , Kolkata .
NOW THEREFORE , in pursuance of sub- rule (2) of rule 9 and sub - rule (2) of rule 12 and clause ( ii ) of sub - rule ( i ) of Rule 24 of the said rules , the President hereby authorises Smt. Garima Singh, Deputy Secretary in the Ministry of Urban Development to exercise powers of the appointing authority , disciplinary authority in respect of Group ' B ' posts and appellate authority in respect of Group ' C' and Group 'D' posts (upgraded to Group 'C' Multi Tasking Staff) in the Govemment of India Stationery Office , Kolkata , vested in the Controller of Stationery till the regular appointment is made to the post of Controller of Stationery, in the Government of India Stationery Office , Kolkata or until further orders , whichever is earlier.
