सं. 1/27/2011 /डीसीएच/समन्वय, भारत सरकार के दिनांक 22 दिसम्बर , 2011 , 27 जुलाई , 2012 और 24 अगस्त , 2012 के समसंख्यक संकल्प के क्रम में डॉ. राजेन्द्र आर. सिंह , 4 , बासवानी मैंशंस , 120 , दिन्शा वाचा रोड , चर्च गेट , मुम्बई -400020 को दिनांक 5 नवम्बर, 2012 से अखिल भारतीय हथकरघा बोर्ड में उपाध्यक्ष नियुक्त किया गया है ।
2. बोर्ड के उपर्युक्त नव नियुक्त अवैतनिक उपाध्यक्ष हथकरघा क्षेत्र में समग्र विकास कार्यक्रम तैयार करने में सरकार को सलाह देंगे । उपर्युक्त उपाध्यक्ष का कार्यकाल बोर्ड के कार्यकाल के समवर्ती अर्थात् 22-12-2011 से दो वर्ष की अवधि के लिए होगा ।
3. यह बोर्ड सामाजिक आर्थिक , सांस्कृतिक और कलात्मक स्वरूप को ध्यान में रखते हुए हथकरघा क्षेत्र में समग्र विकास कार्यक्रम तैयार करने में सरकार को सलाह देगा । यह बोर्ड विशेष रूप से निम्नलिखित उद्देश्यों को प्राप्त करने के लिए सरकार को सलाह देगा :-- (i ) देश की कपड़े की आवश्यकता को अधिकाधिक हथकरघा क्षेत्र से पूरा करना;
(ii ) बुनकरों में बेरोजगार और अल्परोजगार को कम करने और उनके रहन - सहन के स्तर में सुधार लाने के लिए हथकरघा क्षेत्र को और अधिक प्रभावी बनाना;
(iii) हथकरघा की शिल्प परम्परा को बनाए रखना और इसे अधिक बढ़ावा देना;
( iv) देश और विदेशों में हथकरघा वस्त्रों के विपणन में वृद्धि करने के लिए कार्य योजना बनाना;
(v) इस क्षेत्र के लिए विभिन्न राज्य सरकारों/ केन्द्र शासित क्षेत्रों के विकासात्मक प्रयत्नों में प्रभावी समन्वय स्थापित करने के लिए कदम उठाना; और
(vi ) विकास में हुई प्रगति की समय - समय पर समीक्षा करना ।
इसे माननीय वस्त्र मंत्री के अनुमोदन से जारी किया जाता है ।

RESOLUTION
New Delhi , the 22nd November, 2012
No. 1 /27/2011 /DCH / Coordn .--In continuation of Government of India's Resolution of even number dated 22nd December, 2011 , 27th July, 2012 and 24th August, 2012 , Dr. Rajendra R. Singh , 4, Vaswani Mansions , 120, Dinshaw Vacha Road , Churchgate , Mumbai -400020 is appointed as Vice - Chairman in the All India Handloom Board w.e.f. 5th November , 2012 .
2. The above newly appointed Honorary Vice -Chairman of the Board would advise the Government in the formulation of overall development programme in the handloom sector . The Term of the Office of the above Vice - Chairman will be concurrent with the term of the Board, i.e. , a period of two years from 22-12-2011 .
3. The Board will advise the Government in formulation ofthe overall development programme in the handloom sector keeping in view socio - economic, cultural and artistic perspective . In particular, the Board will advise the Government regarding achievement of the following objective :-
(i) to meet the clothing needs of the country progressively from the handloom sector;
(ii) to make handlooms an effective instrument of reducing unemployment and under-employment and achieving higher standard of living for weavers ;
(iii) to preserve and further promote the craft heritage of our handlooms ;
(iv) to devise strategies for expanding markets for handlooms within the country and abroad ;
(v) to take steps for effective co- ordination of the developmental efforts of the various State Governments/ Union Territories in this sector ; and
(vi) to review the progress of development from time to time.
This issues with the approval of the Hon'ble Minister ofTextiles.
