फा. सं. पी. 15014/ 1 / 2011 - पीएफए/एफएसएसए आई. खाद्य सुरक्षा और मानक ( पैकेजिंग और लेबलिंग ) विनियम, 2011 का और संशोधन करने के लिए कतिपय विनियम का निम्नलिखित प्रारूप , जिसे भारतीय खाद्य सुरक्षा और मानक प्राधिकरण केन्द्रीय सरकार के पूर्व अनुमोदन से खाद्य सुरक्षा और मानक अधिनियम , 2006 ( 2006 का 34 ) की धारा 23 के साथ पठित धारा 92 की उप- धारा ( 2 ) के खंड ( ट ) द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए , बनाने का प्रस्ताव करती है, उन व्यक्तियों की जानकारी के लिए, जिनके उससे प्रभावित होने की संभावना है धारा 92 की उप - धारा ( 1 ) द्वारा यथा अपेक्षित प्रकाशित किया जाता है और यह सूचना दी जाती है कि उक्त प्रारूप पर उस तारीख से, जिसको इस अधिसूचना की राजपत्र की प्रतियां जनता को उपलब्ध करा दी जाती हैं, तीस दिन की अवधि के अवसान के पश्चात् विचार किया जाएगा;
उक्त प्रारूप विनियम की बाबत यदि किसी व्यक्ति से कोई आक्षेप या सुझाव प्राप्त होते हैं, उन पर प्राधिकरण द्वारा विनिर्दिष्ट अवधिके भीतर विचार किया जाएगा;
आक्षेप या सुझाव , यदि कोई हो, जो ऊपर विनिर्दिष्ट अवधि के भीतर उक्त प्रारूप विनियमों की बाबत किसी व्यक्ति से प्राप्त होते हैं, प्राधिकरण द्वारा विचार किया जाएगा ।
प्रारूप विनियम
1. ( 1 ) इन विनियमों का संक्षिप्त नाम खाद्य सुरक्षा और मानक ( पैकेजिंग और लेबलिंग ) ( दूसरा संशोधन ) विनियम , 2012है ।

( 1) (2) ये राजपत्र में उनके अंतिम प्रकाशन की तारीख को प्रवृत्त होंगे ।
2. खाद्य सुरक्षा और मानक ( पैकेजिंग और लेबलिंग ) विनियम, 2011 में
(क ) ' लेबल लगाना ' से संबंधित विनियम 2.2 में, ' पूर्व-पैक किए गए खाद्यों पर लेबल लगाना ' से संबंधित उप-विनियम 2.2.2 के खंड 3 के उप - खंड ( v ) में, परंतुक के पहले मद ( iii ) के पश्चात् निम्नलिखित अंतःस्थापित किया जाएगा , अर्थात्:-
"( iv) खाद्य वनस्पति तेल , " हाइड्रोजनित वनस्पति तेल सहित वसा और घोषित शेल्फ लाइफ सहित प्रसंस्कृत और पैक किए गए खाद्यों के लेबल पर निम्नलिखित घोषणा होगी :
(i) कुल पार वसा अंतर्वस्तुभार के अनुसार प्रतिशत
(ii) कुल संतृप्त वसा अंतर्वस्तुभार के अनुसार प्रतिशत ";
(ख) ' विनिर्दिष्ट अपेक्षाएं/ लेबल लगाने की रीति पर निर्बंधन ' से संबंधित विनियम 2.4 में' खाद्य तेल और वसा पर लेबल लगाना ' से संबंधि तउप- विनियम 2.4.2 के खंड 4 में, उप- खंड़ (ख) के पश्चात् निम्नलिखित अंत :स्थापित किया जाएगा, अर्थात्:-
"(ग) अंतर्वस्तु पार वसा युक्त अम्ल - भार के अनुसार प्रतिशत और
संतृप्त वसा युक्त अम्ल भार के अनुसार प्रतिशत" ।

(2) They shall come into force from the date of their final publication in the Official Gazette.
FOOD SAFETY AND STANDARDS AUTHORITY OF INDIA
NOTIFICATION
2. In Food Safety and Standards (Packaging and Labelling) Regulations, 2011 ,-
NewDelhi , the 29th November, 2012
(a) in regulation 2.2 relating to ' Labelling ' , in sub -regulation 2.2.2 relating to ' Labelling of Pre-packed Foods ' , in clause 3 , in sub -clause (v) , after item ( iii ) , before the proviso , the following shall be inserted, namely:--
"( iv) Edible vegetable oils , fats including hydrogenated vegetable oils, and processed and packaged foods with declared shelf life will have the following declaration on the label:
(i) Total trans fat content centbyweight = ..per
(ii) Total saturated fat content =........... per centby weight" ;

No. P. 15014/ 1/2011 -PFA/FSSAL-The following draft of certain regulations further to amend the Food Safety and Standards (Packaging and Labelling ) Regulations , 2011 , which the Food Safety and Standards Authority of India, with previous approval of Central Government, proposes to make, in exercise of the powers conferredby clause (k) of sub - section (2) of Section 92 read with Section 23 of Food Safety and Standards Act , 2006 (34 of 2006 ) is hereby published as required by the said sub -section ( 1 ) of Section 92 , for the information of all persons likely to be affected thereby, and notice is hereby given that the said draft regulations shall be taken into consideration after the expiry of a period of thirty days from the date on which copies nf the Official Gazette in which this notification is published , are made available to the public;
(b) in regulation 2.4 relating to ' Specific Requirements /Restrictions on manner of labeling' , in sub - regulation 2.4.2 . relating to 'Labelling of edible oils and fats ' , in clause 4, after sub - clause (b) , the following shall be inserted, namely :-
Any objections or suggestions which may be received from any person with respect to the said draft regulations within the period specified above shall be considered by the Authority;
"(c) Contains Trans fatty acids . byweight, and ..per cent The objections and suggestions which may be received from any person with respect to the said draft regulations, before the expiry ofthe period specified above , shall be considered by the Food Authority.
