फा, सं. पी, 15014/1 /2011 - पीएफए/एफएसएसएआई. खाद्य सुरक्षा और मानक ( पैकेजिंग और लेबलिंग ) विनियम, 2011 का और संशोधन करने के लिए कतिपय विनियम का निम्नलिखित प्रारुप , जिसे भारतीय खाद्य सुरक्षा और मानक प्राधिकरण केन्द्रीय सरकार के पूर्व अनुमोदन से खाद्य सुरक्षा और मानक अधिनियम , 2006 (2006 का 34 ) की धारा 23 के साथ पठित धारा 92 की उप- धारा ( 2 ) के खंड ( ट ) द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए , बनाने का प्रस्ताव करती है, उन व्यक्तियों की जानकारी के लिए, जिनके उससे प्रभावित होने की संभावना है , धारा 92 की उप- धारा ( 1 ) द्वारा यथाअपेक्षित प्रकाशित किया जाता है और यह सूचना दी जाती है कि उक्त प्रारुप पर उस तारीख से , जिसको इस अधिसूचना की राजपत्र की प्रतियां जनता को उपलब्ध करा दी जाती हैं , तीस दिन की अवधि के अवसान के पश्चात् विचार किया जाएगा;
उक्त प्रारूप विनियम की बाबत यदि किसी व्यक्ति से कोई आक्षेप या सुझाव प्राप्त होते. हैं, उन पर प्राधिकरण द्वारा विनिर्दिष्ट अवधि के भीतर विचार किया जाएगा ;
आक्षेप या सुझाव , यदि कोई हो, जो ऊपर विनिर्दिष्ट अवधि के भीतर उक्त प्रारूप विनियमों की बाबत किसी व्यक्ति से प्राप्त होते हैं, प्राधिकरण द्वारा विचार किया जाएगा ।
प्रारूप विनियम
(1 ) इन विनियमों का संक्षिप्त नाम खाद्य सुरक्षा और मानक (पैकेजिंग और लेबलिंग ) (दूसरा संशोधन) विनियम , 2012 है ।
(2) ये राजपत्र में उनके अंतिम प्रकाशन की तारीख को प्रवृत्त होंगे ।
2. खाद्य सुरक्षा और मानक (पैकेजिंग और लेबलिंग) विनियम, 2011 में, -
(क) 'लेबल लगाना ' से संबंधित विनियम 2.2 में , ' पूर्व-पैक किए गए खार्थो पर

लेबल लगाना ' से संबंधित उप विनियम 2.2.2 के खंड 3 के उपखंड (v) में, परंतुक के पहले मद ( iii ) के पश्चात् निम्नलिखित अंतःस्थापित किया जाएगा, अर्थात् :--
(iv) खाद्य वनस्पति तेल, हाइड्रोजनित बनस्पति तेल सहित वसा और घोषित शेल्फ लाइफ सहित प्रसंस्कृत और पैक किए गए खाद्यों के लेबल पर निम्नलिखित घोषणा होगी :
(i) कुल पार वसा अंतर्वस्तु =
भार के अनुसार प्रतिशत
(ii ) कुल संतृप्त वसा अंतर्वस्तु = ..भार के अनुसार प्रतिशत" ;
(ख) 'विनिर्दिष्ट अपेक्षाएं/लेबल लगाने की रीति पर निर्बंधन ' से संबंधित विनियम 2.4 में ' खाद्य तेल और वसा पर लेबल लगाना ' से संबंधित उप विनियम 2.4.2 के खंड 4 में , उपखंड (ख ) के पश्चात् निम्नलिखित अंतःस्थापित किया जाएगा, अर्थात्: - " (ग) अंतर्वस्तु पार वसा युक्त अम्ल =.. भार के अनुसार प्रतिशत, और संतृप्त वसा युक्त अम्ल= ... भार के अनुसार प्रतिशत" ;

NOTIFICATION
New Delhi , the 29th November, 2012
F. No. P. 15014/ 1 / 2011 - PFA /FSSAI . The following draft of certain regulations further to to amend the Food Safety and Standards (Packaging and Labelling ) Regulations , 2011 , which the Food Safety and Standards Authority of India , with previous approval of Central Government, proposes to make , in exercise of the powers conferred by clause (k) of sub - section (2) of section 92 read with section 23 of Food Safety and Standards Act , 2006 (34 of 2006 ) is hereby published as required by the said sub - section ( 1 ) of section 92, for the information of all persons likely to be affected thereby ; and notice is hereby given that the said draft regulations shall be taken into consideration after the expiry of a period of thirty days from the date on which copies of the Official Gazette in which this notification is published , are made available to the public;
Any objections or suggestions which may be received from any person with respect to the said draft regulations within the period specified above shall be considered by the Authority:

The objections and suggestions which may be received from any person with respect to the said draft regulations , before the expiry of the period specified above , shall be considered by the FoodAuthority.
Draft Regulations
1. (1 ) These regulations may be called the Food Safety and Standards (Packaging and Labelling) (Second Amendment ) Regulations 2012 ,
(2) They shall come into force from the date of their final publication in the Official Gazette .
2. In Food Safety and Standards (Packaging and Labelling ) Regulations , 2011, -
( a) in regulation 2.2 relating to ' Labelling ' , in sub - regulation 2.2.2 relating to ' Labelling of Pre-packed Foods ' , in clause 3 , in sub - clause (v) , after item ( iii ) , before the provisio, the following shall be inserted, namely: -
" ( iv) Edible vegetable oils , fats including hydrogenated vegetable oils , and processed and packaged foods with declared shelf life will have the following declaration on the label :
(i) Total trans fat content
per cent by weight
(ii) Total saturated fat content = per cent by weight " ;
(b) in regulation 2.4 relating to ' Specific Requirements /Restrictions on manner of labeling ' , in sub - regulation 2.4.2 . relating to ' Labelling of edible oils and fats ' , in clause 4, after sub- clause (b) , the following shall be inserted, namely: -
" (c) Contains Trans fatty acids- percent by weight , and Saturated fatty acids -percent by weight " .
