सा.का.नि. 937(अ).-एतद्वारा राष्ट्रपति, संविधान के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए भारत के महारजिस्ट्रार के कार्यालय और राज्यों और संघ राज्यक्षेत्रों में जनगणना कार्य के निदेशक के कार्यालय [ सहायक निदेशक, जनगणना कार्य ( तकनीकी ) ] का भर्ती नियम , 2001 का अधिक्रमण करते हुए ऐसे अधिक्रमण से पहले इस संबंध में की गई या लोप की जाने वाली कार्यवाही को छोड़कर भारत के महारजिस्ट्रार के कार्यालय और राज्यों और संघ राज्यक्षेत्रों में जनगणना कार्य के निदेशक के कार्यालयों में सहायक निदेशक, जनगणना कार्य ( तकनीकी ) के पद पर भर्ती की पद्धति का विनियमन करने के लिए निम्नलिखित नियम बनाते हैं, अर्थात्:-
1. संक्षिप्त नाम और प्रारंभ. ( 1 ) इन नियमों का नाम भारत के महारजिस्ट्रार के कार्यालय और राज्यों और संघ राज्यक्षेत्रों में जनगणना कार्य के निदेशकों के कार्यालय , सहायक निदेशक, जनगणना कार्य ( तकनीकी ) भर्ती नियम , 2012 होगा ।
(2) ये राजपत्र में प्रकाशन की तारीख को प्रवृत्त होंगे ।
2. पदों की संख्या , वर्गीकरण , पे बैण्ड तथा ग्रेड पे या वेतनमान.-उक्त पद की संख्या , उसका वर्गीकरण और उसका पे बैण्ड तथा ग्रेड पे या वेतनमान वह होगा जो इन नियमों से उपाबद्ध अनुसूची के कालम ( 2 ) से ( 4 ) में विनिर्दिष्ट है ।
3. भर्ती की पद्धति , आयु सीमा , शैक्षिक अर्हताएं आदि. उक्त पदों पर भर्ती की पद्धति, आयु- सीमा , शैक्षिक अर्हताएं और उक्त पद से संबंधित अन्य बातें वे होंगी जो उक्त अनुसूची के कालम ( 5 ) से ( 13 ) में विनिर्दिष्ट हैं ।
4. निरर्हता.-वह व्यक्ति,-
(क) जिसने ऐसे व्यक्ति से , जिसका पति या पत्नी जीवित है , विवाह किया है ; या
(ख) जिसने अपने पति या अपनी पत्नी के जीवित रहते हुए किसी अन्य व्यक्ति से विवाह किया है ,
उक्त पद पर नियुक्ति का पात्र नहीं होगा :

परन्तु यदि केन्द्रीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह ऐसे व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छूट दे सकेगी ।
5. शिथिल करने की शक्ति जहां केन्द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन हैं , वहां वह, उसके लिए जो कारण हैं उन्हें लेखबद्ध करके और संघ लोक सेवा आयोग के परामर्श से इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के व्यक्तियों के बारे में , आदेश द्वारा शिथिल कर सकेगी ।
6. व्यावृत्ति : इन नियमों की कोई भी बात ऐसे आरक्षणों , आयु सीमा में छूट और अन्य रियायतों पर प्रभाव नहीं डालेगी , जिनका केन्द्रीय सरकार द्वारा इस संबंध में समय- समय पर निकाले गए आदेशों के अनुसार अनुसूचित जातियों , अनूसूचित जनजातियों, अन्य पिछड़े वर्गों , भूतपूर्व सैनिकों और अन्य विशेष प्रवर्गों के व्यक्तियों के लिए उपबन्ध करना अपेक्षित है ।

अनिवार्य : (i ) किसी मान्यताप्राप्त विश्वविद्यालय से सांख्यिकी अथवा संक्रिया विज्ञान अथवा गणित ( सांख्यिकी सहित ) अथवा अर्थशास्त्र (सांख्यिकी सहित ) अथवा वाणिज्य शास्त्र (सांख्यिकी सहित ) अथवा नृविज्ञान ( सांख्यिकी सहित ) अथवा समाजशास्त्र (सांख्यिकी सहित ) अथवा जनांकिकी (सांख्यिकी सहित ) में स्नातकोत्तर उपाधि; और ( ii ) सांख्यिकीय आंकड़ों के संग्रहण, संकलन , सारणीकरण और विश्लेषण का तीन वर्ष का अनुभव ।
नोट : आयु सीमा के निर्धारण के लिए निर्णायक तारीख भारत में आवेदकों से आवेदन प्राप्त करने की अंतिम तारीख होगी ( न. कि असम, मेघालय , अरुणाचल प्रदेश, मिजोरम, मणिपुर, नागालैण्ड, त्रिपुरा, सिक्किम, जम्मू व कश्मीर राज्य का लद्दाख डिवीजन , हिमाचल प्रदेश का लाहौल और स्पीति जिला तथा चम्बा जिले का पांगी सब - डिवीजन, अण्डमान और निकोबार द्वीपसमूह अथवा लक्षद्वीप के आवेदकों के लिए. निर्धारित अंतिम तारीख ) ।
शैक्षिक योग्यताएं : नहीं अनिवार्य योग्यताएं : नहीं लेकिन उनके पास किसी मान्यताप्राप्त विश्वविद्यालय की सांख्यिकीअथवा गणित अथवा अर्थशास्त्र अथवा वाणिज्य शास्त्र अथवा समाजशास्त्र अथवा अथवा नृविज्ञान जनांकिकी विषय सहित डिग्री होनी चाहिए ।
नोट 1 अन्यथा रूप से सुयोग्य अभ्यर्थियों के मामले में. संघ लोक सेवा आयोग लिखित में कारण दर्ज करके अर्हताओं को शिथिल कर सकता है ।
नोट 2 : यदि चयन के किसी स्तर पर संघ लोक सेवा आयोग की यह राय बनती है कि अनुसूचित जाति अथवा अनुसूचित जनजाति के अभ्यर्थियों के लिए आरक्षित रिक्तियों को भरने के लिए इन समुदायों के अपेक्षित अनुभवयुक्त अभ्यर्थी पर्याप्त संख्या में मिलने की सम्भावना नहीं है तो इन अभ्यर्थियों के मामले में अनुभव संबंधी अर्हताओं में रियायत लिखित रूप में कारण दर्ज करके संघ लोक सेवा आयोग के विवेकाधीन दी जा सकती है ।
वांछनीय : किसी मान्यताप्राप्त विश्वविद्यालय से जनसंख्या अध्ययन में स्नातकोत्तर डिग्री ।

पदोन्नति या प्रतिनियुक्ति या आमेलन द्वारा भर्ती की दशा में , वे ग्रेड जिनमें से पदोन्नति या प्रतिनियुक्ति या आमेलन किया जाएगा

सीधी भर्ती वाले अभ्यर्थियों और पदोन्नत व्यक्तियों के लिए दो वर्ष
पदोन्नति द्वारा 66.67% जिसके न होने पर प्रतिनियुक्ति द्वारा सीधी भर्ती द्वारा 33.33%
पे बैंड-2 में 9300-34800/-रुपये और ग्रेड पे 4600/- रुपये के वेतनमान में तीन वर्ष की नियमित सेवा सहित सांख्यिकीय अन्वेषक ग्रेड-1 , जिसके न होने पर पे . बैंड-2 में 9300-34800/-रुपये और ग्रेड पे 4600/-रुपये के वेतनमान में सांख्यिकीय अन्वेषक ग्रेड- और पे बैंड -2 में 9300-34800 /-रुपये और ग्रेड पे 4200/-रुपये के वेतनमान में सांख्यिकीय अन्वेषक ग्रेड- II की संयुक्त आठ वर्ष की सेवां सहित सांख्यिकीय अन्वेषक ग्रेड-1 , जिसमें से कम से कम दो वर्ष की नियमित सेवा सांख्यिकीय अन्वेषक ग्रेड-1 की होनी चाहिए ; और
II . ग्रेड में आठ वर्ष की नियमित सेवा सहित पे बैंड -2 में 9300-34800/-रुपये और ग्रेड पे 4200/-रुपये के वेतनमान में अन्वेषक ( सामाजिक अध्ययन ) ग्रेड -1 और जिन्होंने सफलतापूर्वक सांख्यिकीय उपकरण अथवा जनसंख्या परियोजनाएं अथवा जनसंख्या विश्लेषण और अन्य जनांकिकी या जनगणना से संबंधित तकनीकों पर तीन सप्ताह का प्रशिक्षण सफलतापूर्वक पास किया हो ।
नोट : जहां उन कनिष्ठों की नियुक्ति के लिए विचार किया जा रहा हो जिन्होंने अपेक्षित अर्हक अथवा योग्यता सेवा पूरी कर ली हो, उनके वरिष्ठ सहकर्मियों पर भी विचार किया जाएगा बशर्तें कि उनकी वांछित योग्यता अथवा अर्हक सेवा , ऐसी मांगी गई योग्यता अथवा अर्हक सेवा के आधे से अधिक या दो वर्ष , इनमें से जो भी कम हो, से कम नहीं होनी चाहिए और जो अगले उच्च ग्रेड में पदोन्नति के लिए अपने इन कनिष्ठों के साथ ही , जो पहले ही ऐसी योग्यता अथवा अर्हक सेवा पूरी कर चुके हैं, अपनी परीवीक्षा अवधि पूरी कर चुके हैं ।
नोट 2 पदोन्नति हेतु न्यूनतम अर्हक सेवा की गणना करने के लिए , किसी अधिकारी द्वारा छठे वेतन आयोग की अनुशंसाओं के आधार पर संशोधित वेतन ढांचा लागू किए जाने की दिनांक, 01.01.2006 से पूर्व नियमित आधार पर [ भाग II-खण्ड 3 (i) ]

दी गई सेवा को आयोग की अनुशंसाओं के आधार पर लागू किए गए तदनुरूप ग्रेड-पे अथवा वेतनमान में दी गई सेवा माना जाएगा ।
प्रतिनियुक्ति:
केन्द्रीय सरकार अथवा राज्य सरकार के ऐसे अधिकारी :
(क) (i ) जो अपने मूल संवर्ग अथवा विभाग में नियमित आधार पर अनुरूप पद पर हों; अथवा
(ii ) जिन्होंने मूल संवर्ग अथवा विभाग में पे बैंड-2 में 9300-34800/-रुपये और 4600/-रुपये ग्रेड पे अथवा समकक्ष वेतनमान वाले पद पर नियमित आधार पर नियुक्तिके पश्चात ग्रेड में तीन वर्ष की सेवा पूर्ण कर ली हों; अथवा
(iii ) जिन्होंने मूल संवर्ग अथवा विभाग में पे बैंड -2 में 9300-34800/-रुपये और 4200/-रुपये ग्रेड पे अथवा समकक्ष वेतनमान वाले पद पर नियमित आधार पर नियुक्तिके पश्चात ग्रेड में आठ वर्ष की सेवा पूर्ण कर ली हो; और
(ख) ( i ) कालम 7 के अन्तर्गत सीधी भर्ती के लिए निर्धारित शैक्षिक अर्हता और अनुभव रखने वाले; और
(ii ) सांख्यिकीय आंकड़ों के संग्रहण, संकलन , सारणीकरण और विश्लेषण का तीन वर्ष का अनुभव ।
(फीडर वर्ग के विभागीय अधिकारी जो पदोन्नति की सीधी लाइन में हैं, प्रतिनियुक्ति पर नियुक्ति के लिए विचार किए जाने के पात्र नहीं होंगे । इसी प्रकार प्रतिनियुक्त कर्मचारी पदोन्नति पर नियुक्ति के लिए विचार किए जाने के पात्र नहीं होंगे । )
(केन्द्रीय सरकार के उसी अथवा अन्य संगठन अथवा विभाग में इस नियुक्ति से तुरंत पहले धारित किसी अन्य संवर्ग- बाह्य पद पर प्रतिनियुक्ति की अवधि सहित प्रतिनियुक्ति की अवधि सामान्यतः तीन वर्ष से अधिक नहीं होगी । प्रतिनियुक्ति द्वारा नियुक्ति के लिए अधिकतम आयु सीमा आवेदन प्राप्त होने की अंतिम तारीख को 56 वर्ष से अधिक नहीं होगी । )

जाने की दिनांक से पहले की गई नियमित सेवा को तदनुरूपी ग्रेड पे या वेतनमान में की गई सेवा माना जाएगा सिवाय उसके जहां एक से अधिक पूर्व संशोधित वेतनमान एक साझा ग्रेड में समान ग्रेड पे या वेतनमान में आमेलित कर दिए गए हैं; और जहां यह लाभ केवल उन पदों को मिल रहा है जिनके लिए उक्त ग्रेड पे या वेतनमान बगैर किसी उन्नयन सामान्य प्रतिस्थापना ग्रेड के है ।
यदि विभागीय पदोन्नति समिति विद्यमान है तो उसकी संरचना क्या है ?
भर्ती करते समय किन 'परिस्थितियों में संघ लोक सेवा आयोग से परामर्श किया जाएगा ।

GS.R. 937 (E) .- In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Office of the Registrar General , India and the Offices of the Director of Census Operations in States and Union Territories , [Assistant Director of Census Operations (Technical)] Recruitment Rules , 2001 , except as respects things done or omitted to be done before such supersession , the President hereby makes the following rules regulating the method of recruitmentto the post of Assistant Director of Census Operations (Technical) in the Office of the Registrar General , India and in the Offices of the Director of Census Operations in the States and the Union territories , namely: -
1. Short title and commencement.- ( 1 ) These rules may be called the Office of the Registrar General , India and the Offices of the Directors of Census Operations in the States and the Union Territories , Assistant Director of Census Operations ( Technical ) Recruitment Rules , 2012 .
(2) They shall come into force on the date of their publication in the Official Gazette .
2. Number of post , classification , pay band and grade pay or pay scale.- The number of said post , its classification and the pay band and grade pay or pay scale attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules .
3. Method of recruitment , age limit, educational qualifications , etc.- The method of recruitment to the said post , age limit, educational qualifications and other matters relating to the said post shall be as specified in columns (5) to ( 13 ) of the said Schedule .
4. Disqualification.- No person , -
living, or (a) who has entered into or contracted a marriage with a person, having a spouse (b) who , having a spouse living , has entered into or contracted a marriage with any person ,
shall be eligible for appointment to the said post:
Provided that the Central Government may , if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing , exempt any person from the operation of this rule .
5. Power to relax.- Where the Central Govemment is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing and in consultation with the Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons .

6. Saving.- Nothing in these rules shall affect reservations, relaxation of age limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes , the Other Backward Classes , the Ex-servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard .

Note 2 : For the purpose of computing minimum qualifying service for promotion, the service rendered on a regular basis by an officer prior to 1st January, 2006 , the date from which the revised pay structure based on the 6th Central Pay Commission recommendations has been extended , shall be deemed to be service rendered in the corresponding grade pay or pay scale extended based on the recommendations of the pay Commission.
Deputation:
Officers of the Central Government or State Governments:
(a) (i) holding analogous posts on regular basis in the parent cadre or department ; or
(ii) with three years ' service in the grade rendered after appointment thereto on regular basis in posts in the Pay Band -2 scale of pay of Rs . 9300-34800 plus Grade Pay of Rs.4600 or equivalent in the parent cadre or department ; or
(iii ) with eight years ' service..in the grade rendered after appointment thereto on regular basis in posts in the Pay Band -2 scale of pay of Rs . 9300-34800 plus Grade Pay of Rs.4200 or equivalent in the parent cadre or department ; and
(b)( i ) possessing the educational qualifications and experience prescribed fordirect recruits under column 7; and
(ii ) Three years' experience in collection , compilation , tabulation and analysis of statistical data .

consideration for appointment on deputation. Similarly , deputationists shali not be eligible for consideration for appointment by promotion. )
(Period of deputation including period of deputation in another ex - cadre post heid immediately preceding this appointment in the same or some other Organisation or Department of the Central Govemment shall ordinarily not exceed three years . The maximum age limit for appointment by deputation shall be not exceeding 56 years as on the closing date of receipt of applications) .
Note : For the purpose of appointment on deputation basis , the service rendered on a regular basis by an officer prior to Ist January , 2006 , the date from which the revised pay structure based on the Sixth Central Pay Commission recommendations has been extended, shall be deemed to be service rendered in the corresponding grade pay or pay scale extended based on the recommendations of the Pay Commission except where there has been merger of more than one pre- revised scale of pay into one grade with a common grade pay or pay scale , and where this benefit will extend only for the posts for which that grade pay or pay scale is the normal replacement grade without any upgradation .
