सं. 5-1/2011/डीपी- II.-जबकि मद्यपान और नशीली दवा पर निर्भर रहने वाले लोगों के पुनर्थास की प्रक्रिया एक अंतर-अनुशासनिक प्रक्रिया है , जिसमें निवारण , शुरूआती पहचान , हस्तक्षेप , शिक्षा, कृतिक प्रशिक्षण , पुनर्बास और सामाजिक एकीकरण आदि जैसे विभिन्न पहलु शामिल होते हैं । संसाधनों के अलावा इसमें विकास की प्रक्रिया में शामिल लोगों के समर्पित प्रयासों की आवश्यकता होती है।
2. और जबकि यह मानते हुए कि मद्यव्यसनिता और नशीली दवा का दुरुपयोग एक मानसिक - सामाजिक- चिकित्सीय समस्या है, इसके आदि लोगों का उपचार और उनके पुनर्वास के लिए गैर - सरकारी संगठनों के जरिए समुदाय आभारित हस्तक्षेप को सर्वोतम अभिगम माना गया है।
3. अतः अब , नशीले पदार्थ दुरुपयोग की रोकथाम और इसके पीड़ितों के पुनर्वास के क्षेत्र में प्रबासों और उत्कृष्टता प्रोत्साहन को मान्यता देने के लिए, सामाजिक न्याय और अधिकारिता विभाग एतद्वारा मन्नपान और नशीले पदार्थ ( दबा ) दुरुपयोग की रोकथाम के क्षेत्र में उत्कृष्ट सेवाओं के लिए राष्ट्रीय पुरस्कारों की निम्नलिखित योजना बनाता है , अर्थात्: -
( 1) संक्षिप्त नाम इस योजना को मद्यपान और नशीले पदार्थ ( दवा ) दुरुपयोग की रोकथाम के क्षेत्र में उत्कृष्ट सेवाओं के लिए राष्ट्रीय पुरस्कार योजना कहा जाए ।
(2) प्रवर्तन यह योजना मद्यपान और नशीले पदार्थ ( दवा ) दुरुपयोग की रोकथाम के क्षेत्र में कार्यरत संस्थाओं और व्यक्तियों के लिए लागू होगी ।
4. उद्देश्य और कार्यक्षेत्र
सामाजिक न्याय और अधिकारिता मंत्रालय नशीली दवा की मांग में कमी लाने के लिए नोडल मंत्रालय है । वह नशीली दबा दुरुपयोग के निवारण के सभी पक्षों का समन्वय और निगरानी करता है जिसमें समस्था की गंभीरता का आकलन , निवारक कार्रवाई , व्यसनी लोगों का उपचार और पुनर्वास , सूचना का प्रसार और जन शिक्षा शामिल है । मंत्रालय स्वयंसेवी संगठनों के माध्यम से व्यसनी लोगों की पहचान , उपचार और उनके पुनर्वास के लिए समुदाय आधारित सेवाएं प्रदान करता है । पदार्थ दुरुपयोग के निवारण तथा इससे

पीड़ित व्यक्तियों के पुनर्वास के लिए किए प्रयासों को मान्यता देने तथा इस क्षेत्र में उत्कृष्ट को प्रोत्साहित करने के लिए व्यक्तियों तथा साथ ही -
(क) शराब
(ख) स्वापक नशीली दवा
(ग) साइकोट्रोपिक पदार्थ
(घ) अन्य व्यसनी पदार्थ ( तम्बाकू और इसके उत्पादों को छोड़कर ) अर्थात कफ सीरप, करेक्शन फ्लूड आदि।
के दुरुपयोग को रोकने में लगे व्यक्तियों तथा संस्थाओं के रूप में अति प्रभावी अथवा उत्कृष्ट सेवाओं के लिए प्रतिवर्ष पुरस्कार दिए जाएंगे ।
5. पुरस्कारों की श्रेणियां
( 1 ) प्रत्येक वर्ष 26 जून, जिसे संयुक्त राष्ट्र संघ द्वारा नशीली दवा दुरुपयोग और इसके गैर- कानूनी व्यापार के विरुद्ध अंतर्राष्ट्रीय दिवस के रूप में मनाया जाता है, को निम्नलिखित पुरस्कार (सामान्यतया प्रत्येक श्रेणी में एक) प्रदान किए जाएंगेः-

5. मद्यपान और पदार्थ (नशीली दवा) दुरुपयोग निवारण के लिए उत्कृष्ट योगदान देने वाला सवोत्तम लाभ निरपेक्ष संस्थान, जो उपर्युक्त क्र.सं .1 , 2, 3 और 4 के अलावा हो
(क) प्रशस्ति पत्र
(ख ) स्मृति चिन्ह
( ग) 4 लाख रुपए का नकद पुरस्कार
स्वयं सहायता समूह, गैर-सरकारी संगठन (एनजीओ) , न्यास अथवा सोसाइटी, समुदाय आधारित संगठन ( सीबीओ ) आदि जैसे लाभ निरपेक्ष संस्थाओं के लिए, जिन्होंने मद्यपान और पदार्थ (नशीली दवा) दुरुपयोग निवारण के लिए उत्कृष्ट योगदान दिया हो।

ऐसी संस्था के लिए जिसने व्यसन से संबंधित मुद्दे पर अनुसंधान किया हो और उपचार तथा निवारक मोड्यूल आदि के संबंध में नई तकनीकी का विकास किया हो और/अथवा व्यसन निवारण के लिए नवोन्मेषी उपाय किए हों और जिसने शुरूआती दौर के व्यसनी लोगों की पहचान के लिए तकनीकी का विकास किया हो।
7. सवोत्तम अभियान जागरूकता

9. गैर-व्यावसायिक द्वारा उत्कृष्ट व्यक्तिगत उपलब्धि ( क) प्रशस्ति पत्र ( ख) स्मृति चिन्ह ( ग) 2 लाख रुपए का नकद पुरस्कार
कार्यकर्ता , छात्र नेता आदि जैसे गैर- व्यावसायिक व्यक्तियों के लिए जिसने मद्यपान और पदार्थ (नशीली दवा) दुरुपयोग निवारण तथा व्यसनी लोगों के पुनर्वास के क्षेत्र में उत्कृष्ट उपलब्धि प्राप्त की हो।
व्यसनी 10. पूर्व जिसने जागरुकता सृजन अथवा व्यसन निवारण या पुनर्वास के क्षेत्र में उत्कृष्ठ कार्य किया हो
(क) प्रशस्ति पत्र ( ख ) स्मृति चिन्ह ( ग) 1 लाख रुपए का नकद पुरस्कार
पूर्व व्यसनी के लिए जिसने कम से कम पांच वर्षों से मद्य त्याग कर रखा हो और जिसने जागरुकता सृजन अथवा व्यसन निवारण या पुनर्वास के क्षेत्र में उत्कृष्ट कार्य किया हो।
(2) ये पुरस्कार किसी भी श्रेणी में मान्यता के हकदार एक से अधिक व्यक्ति या संस्थान को दिए जा सकते हैं, यदि जुरी उनको उस वर्ष में मान्यता दिए जाने के लिए समान हकदार मानती है।
(3) सामान्य रूप से ये पुरस्कार मरणोपरांत नहीं दिए जाएंगे। तथापि , यदि योजना में विहित तरीके से कोई प्रस्ताव जुरी को प्रस्तुत किए जाने के उपरांत मृत्यु होती है, तो ये पुरस्कार मरणोपरांत दिए जा सकते हैं।
(4) इस उद्देश्य के लिए एक जांच समिति तथा चयन समिति गठित की जाएगी जो विहित प्राधिकारी द्वारा पुरस्कार के लिए नामित अथवा अनुशंसित संस्थाओं और व्यक्तियों की उपलब्धियों पर विचार करेगी। इस क्षेत्र में उत्कृष्ट योगदान पुरस्कार प्राप्तकर्ताओं को अमिचिन्हित करने में, प्रारंभिक महत्व का बिन्दु होगा।
स्पष्टीकरण: इस उप पैरा के प्रयोजन के लिए प्राधिकृत अधिकारी का वही अर्थ होगा जो पैरा 8 के उप पैरा ( 1 ) में उल्लिखित है ।

6. पुरस्कार के लिए पात्रता
(1 ) ये राष्ट्रीय पुरस्कार धर्म, जाति, लिंग , वर्ग अथवा मत के आधार पर बिना किसी भेदभाव अथवा पक्षपात के सभी भारतीय संस्थाओं, संगठनों और व्यक्तियों के लिए हैं।
i (2) राष्ट्रीय पुरस्कार हेतु पात्र होने के लिए यह जरूरी होगा कि नामिति की अनुशंसा लिखित में किसी ऐसे व्यक्ति द्वारा की गई हो जो नामांकन की सिफारिश करने के लिए प्राधिकृत हो।
(3) पुरस्कारों के लिए स्वयं के नामांकन पर जांच समिति और चयन समिति द्वारा विचार नहीं किया जाएगा।
7. नामांकन के लिए पात्रता मानदंड
क. शराबियों और नशीली दवा का सेवन करने वाले लोगों को पुनर्वास सेवाएं प्रदान करने के लिए व्यसनी लोगों के लिए सर्वोत्तम एकीकृत पुनर्वास केन्द्र (आईआरसीए) -
(1) शराबियों और नशीली दवा का सेवन करने वाले लोगों को पुनर्वास सेवाएं प्रदान करने में उत्कृष्ट कार्य का रिकार्ड रखने वाली आईआरसीए के लिए।
(2) किसी आईआरसीए को पात्र होने के लिए, उसके पासः
(क) इस क्षेत्र में न्यूनतम पांच वर्ष का अनुभव;
(ख) मद्यपान और नशीली दवा पर निर्भर रहने वाले लोगों के लिए व्यापक उपचार सेवाएं दी हों जिसमें अनुवर्ती कार्रवाई और पुनर्वास के लिए अवसर उपलब्ध कराना शामिल है;
(ग) मौजूदा सेवाओं में सुधार लाने के लिए नई तकनीक अपनाई हो और अथवा नई कार्यनीति का प्रयोग किया हो;
(घ) परामर्श अथवा उपचार या पुनर्वास के क्षेत्रों में उत्कृष्ट उपलब्धियां हासिल की हों ।
(ङ) पारिवारिक चिकित्सा माड्यूल का विकास किया हो अथवा व्यसनी के परिवार की समस्याएं दूर करने हेतु सेवाएं दी हों;
(च) दुबारा रोग ग्रसित लोगों की देखभाल के लिए माड्यूल का विकास किया हो और व्यक्ति के पूर्ण स्वास्थ्य लाभ के लिए निरंतर समर्थन देना जारी रखता हो;

(छ) व्यसनी तथा उनके परिवारों के पुनर्वास के लिए वृत्तिक पुनर्वास केन्द्रों को स्थापित किया हो अथवा तंत्र प्रदान किया हो या उनको भेजा हो;
(ज) गांवों और छोटे कस्बों में कैंप लगाने सहित पहुंच सेवाएं प्रदान की हों तथा यह करना जारी रखता हो ;
(झ) व्यसन के निवारण तथा उपचारित व्यसनी के पुनर्वास और कलंक तथा भेदभाव से संबंधित मामलों की देखरेख के लिए समुदाय को शामिल किया हो तथा ऐसा करना जारी रखा हो ;
(ञ) प्रलेखीकरण तथा आवधिक मूल्यांकन की उत्कृष्ट क्षमता हो और फीडबैक के आधार पर उचित परिवर्तन कर रहा हो;
(ट) मरीजों के विवरण सहित अनुवर्ती कार्रवाई तथा स्वास्थ्य लाभ स्थिति से संबंधित डाटाबेस तैयार करने में विशेषज्ञता तथा ज्ञान हो; और
(ठ) विगत पांच वर्षों के लिए निर्बाध सेवा आपूर्ति के साथ- साथ वित्तीय प्रबंधन दोनों में विश्वसनीयता का प्रमाणित रिकार्ड हो ।
ख. व्यसन निवारण के क्षेत्र में अनुकरणीय योगदान देने वाला सर्वोत्तम क्षेत्रीय संसाधन और प्रशिक्षण केन्द्र (आरआरटीसी) -
(1) व्यसन निवारण के क्षेत्र में अनुकरणीय योगदान प्रदान करने में उत्कृष्ट कार्य का रिकार्ड रखने वाले आरआरटीसी के लिए ।
( 2 ) किसी आरआरटीसी को पात्र होने के लिए उसके पासः
(क) क्षेत्र में पांच वर्षों का अनुभव हो;
(ख) व्यापक प्रशिक्षण कार्यक्रम आयोजित किया हो , जिसमें उपचार, निवारण , प्रलेखन, समुदाय एकत्रीकरण और अनुसंधान के तौर - तरीके शामिल हैं;
( ग ) देखरेख के न्यूनतम मानक - काउंसलिंग , समूह उपचार, पारिवारिक उपचार, दुबारा पतित होने से रोकने आदि द्वारा यथा उल्लिखित उपचार और पुनर्वास संबंधित विशिष्ट मुद्दों को कवर करने वाला व्यापक प्रशिक्षण कार्यक्रम आयोजित किया हो;
( घ) डाक्टरों, नर्सों, वार्ड ब्वाय , अभिजात शिक्षाविदों , काउंसलरों, सामाजिक कार्यकर्ताओं, प्रबंधन कर्मियों आदि जैसे विभिन्न लक्षित समूहों को कवर करने के लिए व्यापक प्रशिक्षण कार्यक्रम आयोजित किया हो;
(ङ) राजनेताओं , गैर- सरकारी और सरकारी उद्यमों , समुदाय आधारित संगठनों (सीबीओ ) , अकादमिशियनों तथा सामाजिक सक्रियतावादियों के मध्य हिमायत किया हो;

(च) विभिन्न लक्षित समूहों के लिए प्रलेखन और मैनुअल , बुकलेट, पत्रक प्रकाशित करने में विशेषज्ञता हो;
(छ) आईआरसीए के कार्यकरण में सुधार लाने के लिए नवोन्मेषी तकनीक और कार्यनीतियों का विकास किया हो;
( ज) अन्य भाषाओं में उनकी आवश्यकता के आधार पर आईईसी सामग्री तैयार करने की क्षमता हो;
(झ) पॉवर प्वाइंट अथवा न्यूजलेटर विकसित करने की क्षमता हो ।
(ञ) व्यसन के क्षेत्र में अनुसंधान करने तथा उसको बढ़ावा देने और व्यावसायिक पत्र- पत्रिकाओं में लेख प्रकाशित करने की क्षमता हो;
(ट) व्यसन के दुष्परिणामों पर चिंता करते हुए इसके कारणों पर सरकारी अथवा गैर-सरकारी एजेंसियों के साथ नेटवर्क बनाने की क्षमता हो;
(ठ) जनता को इस बारे में कि व्यसन एक उपचार योग्य बीमारी है, जागरूक करने के लिए मीडिया अभियान चलाया हो;
(ड) व्यक्तिगत ग्राहकों , एनजीओ के बारे में विवरण आदि का डाटाबेस तैयार करने में विशेषज्ञता तथा ज्ञान हो; और
(ढ) विगत पांच वर्षों के लिए निर्बाध सेवा आपूर्ति के साथ-साथ वित्तीय प्रबंधन दोनों में विश्वसनीयता का प्रमाणित रिकार्ड हो।
ग. मद्यपान और पदार्थ (नशीली दवा) दुरुपयोग निवारण के लिए कार्य कर रहा श्रेष्ठ पंचायती राज अथवा नगरपालिका निकाय-
(1) मद्यपान और पदार्थ (नशीली दवा) दुरुपयोग निवारण के लिए उत्कृष्ट कार्य करने वाले निम्नलिखित ग्रामीण अथवा शहरी स्थानीय निकाय के लिएः
(क) भारत के संविधान के अनुच्छेद 243(घ ) के अंतर्गत यथापरिभाषित तीन स्तरीय पंचायती व्यवस्था में से कोई पंचायत अर्थात ग्राम , मध्य और जिला स्तर;
( ख ) भारत के संविधान के अनुच्छेद 243 पी (ङ) के अंतर्गत यथापरिभाषित कोई नगरपालिका अर्थात नगर पंचायत, नगर परिषद , नगर निगम; और
(ग ) छावनी बोर्ड और अन्य सांविधिक शहरी स्थानीय निकाय।
2. किसी पंचायत अथवा नगरपालिका या छावनी बोर्ड और अन्य सांति शहरी स्थानीय निकाय को पात्र होने के लिए आवश्यक है कि वहः 8

(क) मद्यपान और पदार्थ (नशीली दवा) दुरुपयोग निवारण के क्षेत्र में कम से कम तीन वर्षों से कार्य कर रही हो। ऐसी संस्थाओं को वरीयता दी जाएगी जिनका क्षेत्र में कार्य करना जारी है;
(ख) शैक्षिक संस्थानों, स्व- सहायता समूहों (महिला) युवा समूहों तथा समुदाय के बीच सतत आधार पर जागरूकता बढ़ाने में शामिल रही हों;
( ग) मद्य अथवा नशीली दवा मुक्त गांव या कस्बा बनाने की नीति अपनाई हो;
( घ) नशीली दवा दुरुपयोग निवारण की नीति बनाने तथा इसे अपनाने में समुदाय की सक्रिय सहभागिता रही हो;
(ङ) कलंक और भेदभाव तथा इससे प्रभावित लोगों के इलाज को बढ़ावा देने से संबंधित मुद्दों को संभाला हो ;
(च) समुदाय में शराब और नशीली दवा की उपलब्धता घटाने के लिए सकारात्मक उपाय किया हो जिसके परिणामस्वरूप कुछ गांव अथवा नगरपालिकाएं आदर्श गांव या कस्बों के रूप में उभरे हों; और
(छ) उपचार प्रदाताओं के साथ नेटवर्किंग पेश कर रही हो ।
घ. मद्यपान और पदार्थ (नशीली दवा) दुरुपयोग निवारण और जागरूकता सृजन में उत्कृष्ट कार्य करने वाला सर्वोत्तम शैक्षिक संस्थान-
( 1 ) मैट्रिकोत्तर शिक्षा देने वाले विश्वविद्यालय अथवा कालेज या संस्थान के लिए जिसने जागरूकता बढ़ाने तथा मद्यपान और पदार्थ (नशीली दवा) दुरुपयोग निवारण में उत्कृष्ट योगदान दिया हो ।
(2) किसी शैक्षिक संस्था को पात्र होने के लिए आवश्यक है कि वह:-
(क) इस क्षेत्र में कम से कम पांच वर्षों से कार्य कर रही हो । उन शैक्षिक संस्थाओं को वरीयता दी जाएगी जो इस क्षेत्र में निरंतर कार्य कर रही है ;
(ख) कालेजों अथवा विश्वविद्यालयों में छात्रों, युवकों के मध्य शराब तथा नशीली दवा के दुष्प्रभावों के बारे में नियमित तौर पर जागरुकता बढ़ाने में शामिल रहा हो;
मद्यपान एवं नशीली दवा की मांग कम करने के लिए नीति बनाने हेतु राज्य सरकार अथवा संघ राज्य क्षेत्र प्रशासनों के विभिन्न विभागों के साथ सहयोग कर रही हों; (ग)
(घ) शराब और नशीली दवा से छात्रों और युवकों को दूर रखने के लिए प्रेरित करने में शामिल रही हो;
(ङ) युवा व्यसनी के परिवार को समर्थन दे रही हो;

(च) समुदाय में शराब और नशीली दवा की उपलब्धता घटाने के लिए सकारात्मक उपाय कर रही हो;
(छ) एनजीओ और सीबीओ के साथ नेटवर्किंग में सक्रिय रूप से शामिल रही हो तथा निवारक कार्यक्रमों का क्रियान्वयन सुकर बना रही हो;
( ज) शराब और नशीली दवाओं पर पाठ को अपने पाठ्यक्रम में शामिल किया हो; और
(झ) शराब और नशीली दवा मुक्त जीवन शैली को बढ़ावा देने में मीडिया और अन्य कार्यक्रमों के जरिए दृश्यता का निर्माण किया हो ।
ङ. मद्यपान और पदार्थ ( नशीली दवा) दुरुपयोग निवारण हेतु उत्कृष्ट योगदान देने वाली ऐसी लाभ न कमाने वाली सर्वोत्तम संस्था जिसका उल्लेख पैरा 5.1 , 5.2, 5.3 और 5.4 में न हुआ हो -
(1 ) स्व-सहायता समूह, एनजीओ, न्यास अथवा सोसाइटी, सीबीओ आदि जैसी लाभ न कमाने वाली संस्था के लिए जिन्होंने पदार्थ (नशीली दवा) दुरुपयोग निवारण के लिए उत्कृष्ट योगदान दिया हो।
(
2 ) किसी संस्था को पात्र होने के लिए आवश्यक है कि वहः
(क) इस क्षेत्र में कम से कम पांच वर्षों से कार्य कर रही हो। उन शैक्षिक संस्थाओं को वरीयता दी जाएगी जो इस क्षेत्र में निरंतर कार्य कर रही है;
(ख) अपने नेटवर्क के माध्यम से युवाओं के मध्य शराब और नशीली दवा के दुष्प्रभात के बारे में जागरूकता बढ़ाने में नियमित तौर पर शामिल रही हो;
(ग) व्यसनी लोगों द्वारा सामना की जा रही कलंक और भेदभाव की समस्या को दूर करने की दृष्टि से कार्य कर रही हो;
(घ) व्यसनी के उपचार और पुनर्वास के लिए व्यसनी और उसके परिवार को समर्थन दे रही हो;
(ङ) अपने द्वारा संचालित केन्द्रों में उपान्तीय लोगों के लिए उपचार सुविधाएं प्रदान कर रही हो;
(च) शराब और नशीली दवा सेवन से संबंधित मुद्दों पर प्रवेश कार्यक्रम के भाग के रूप में प्रशिक्षण प्राप्त करने के लिए अपने कर्मचारियों को अवसर प्रदान किया हो; और
(छ) निवारण कार्यक्रमों का क्रियान्वयन सुकर करने के लिए एनजीओ और सीबीओ के साथ नेटवर्किंग में सक्रिय रूप से शामिल रही हो ।

च. सर्वोत्तम अनुसंधान अथवा नवाचार -
( 1 ) ऐसी संस्था के लिए , जिसने व्यसन से संबंधित मुद्दे पर अनुसंधान किया हो तथा उपचार और निवारक माड्यूल आदि पर नई तकनीक विकसित की हो और अथवा व्यसन के निवारण के लिए नवीन उपाय किए हों और शुरुआती दौर में व्यसन की पहचान करने के लिए तकनीकियों का विकास किया हो ।
(2) किसी संस्था को पात्र होने के लिए आवश्यक है कि उसनेः
(क) व्यसन निवारण चिकित्सा, अनुसंधान, मनोवैज्ञानिक उपचार आदि के क्षेत्र में 5 से अधिक वर्षों के लिए उत्कृष्ट योगदान दिया हो उन व्यक्तियों को वरीयता दी जाएगी जो क्षेत्र में लगातार कार्य कर रहे हैं।;
(ख) चिकित्सकीय उपचार अथवा मनोवैज्ञानिक उपचार, पारिवारिक उपचार, बच्चों का उपचार, अनुवर्ती सेवाएं, अनुरक्षण सेवाएं और दुबारा रोगग्रस्त निवारण सुविधा प्रदान करने के लिए उपचार माड्यूल या तौर-तरीकों का निकास किया हो;
(ग) गांवों और दूरस्थ क्षेत्रों में रहने वाले लोगां के उपचार के लिए किफायती उपचार माडल का विकास किया हो:
(घ) निवारक माड्यूल का विकास किया हो जिसे शैक्षिक संस्थाओं अथवा उद्योगों और समुदायों में आसानी से क्रियाणिधा" किया जा सके;
(ङ) नशीली दवाओं का सेवन करने वाले लोगों, महिलाओं तथा बच्चों सहित विभिन्न जनसंख्या समूहों के संबंध में साक्ष्य आधारित अनुसंधान किया हो;
(च) व्यसन के क्षेत्र में अंग्रेजी और अन्य भाषाओं में मैनुअल और बुकलेट तैयार किए हों; और
(छ) व्यसन से संबंधित मुद्दों पर अनुसंधान किया ही जिससे उपचार आपूर्ति अधिक प्रभावी तरीके को बढ़ावा देने में मदद मिले।
छ. सर्वोत्तम जागरूकता अभियान-
( 1 ) किसी शैक्षिक संस्था के अलावा किसी संस्था अथवा संगठन बको पुरस्कृत करने के लि व्यसन से संबंधित मुद्दों पर सतत और व्यापक कवरेज के माध्यम से निरंतर आधार उत्कृष्ट जागरूकता अभियान चलाने के लिए ।
(2) किसी संगठन को पात्र होने के लिए आवश्यक है कि वहः
(क) शराब और नशीली दवा दुरुपयोग को कम करने के लिए जागरूकता कार्यक्रम के निर्माण में नवीनता ले आया हो, 11

(
ख) शराब और नशीली दवा मांग में कमी लाने के लिए किफायती अभियान तरीकों का विकास किया हो जो जनता तक पहुंचे हों और जिसके परिणाम समाज में दृश्य हो;
(ग) शराब और नशीली दवा मुक्त जीवन शैली को बढ़ावा देने से संबंधित मीडिया और अन्य कार्यक्रमों के जरिए निरंतर और व्यापक दृश्यता का निर्माण किया हो;
(घ) शराब और नशीली दवा मुक्त कार्यस्थल बनाने के लिए अपने कर्मचारियों के लिए शराब और नशीली दवा के मुद्दों से संबंधित नीति मौजूद हो;
(
ङ) समाज में मनोदशा परिवर्तित करने में मदद करने के लिए मीडिया के माध्यम से शराब और नशीली दवा के प्रतिकूल प्रभावों के बारे में जागरूकता बढ़ाई हो अथवा जनता को शिक्षित किया हो ।
ज. किसी व्यावसायिक द्वारा उत्कृष्ट व्यक्तिगत उपलब्धि -
(1 ) निम्नलिखित व्यावसायिकों के लिए जिन्होंने मद्यपान और पदार्थ (नशीली दवा) दुरुपयोग निवारण तथा व्यसनी लोगों के पुनर्वास के क्षेत्र में उत्कृष्ट उपलब्धि हासिल की होः
(क) मनोचिकित्सक सहित सामान्य ड्यूटी अथवा विशेषज्ञ मेडिकल डाक्टर ;
(ख) नैदानिक मनोवैज्ञानिक सहित मनोवैज्ञानिक;
(ग) उपचार और पुनर्वास व्यावसायिक; और
घ) व्यावसायिक कौशल प्रशिक्षक सहित कौशल प्रशिक्षक, योग चिकित्सक आदि।
(
(2) किसी व्यक्ति को पात्र होने के लिए आवश्यक है कि उसनेः
(क) व्यसन निवारण के क्षेत्र में पांच से अधिक वर्षों के लिए उत्कृष्ट योगदान दिया हो ।उन व्यक्तियों को वरीयता दी जाएगी जो इस क्षेत्र में कार्य कर रहे हैं।;
(ख) ऐसे लोगों के लिए किफायती उपचार माड्यूल विकसित किया हो , जो गांवों और दूरस्थ क्षेत्रों में रहते हैं;
( ग) IV नशीली दवा का सेवन करने वाले लोगों, बेघर लोगों तथा गलियों में रहने वाले बच्चों और कैदियों के लिए उपचार का व्यापक माडल तैयार किया हो;
(घ) ऐसे निवारक माड्यूलों का विकास किया हो , जिसे शैक्षिक संस्थाओं अथवा उद्योगों तथा समुदायों में आसानी से क्रियान्वित किया जा सके;
(ङ) समुदाय में कलंक और भेदभाव संबंधी मामलों को सुलझाने के लिए कार्य किया हो तथा मरीजों के अधिकार के लिए कार्य किया हो; और THE GAZETTE OF INDIA : EXTRAORDINARY

(च) मद्यपान और नशीली दवाओं पर निर्भरता से प्रभावित व्यक्तियों के कल्याण और संपूर्ण विकास की हिमायत करने में एक उत्कृष्ट व्यक्ति रहा हो तथा मद्यपान और नशीली दवा व्यसन के दुष्प्रभावों के बारे में समुदाय को सुग्राहीकृत किया हो।
झ. गैर -व्यावसायिक द्वारा उत्कृष्ट व्यक्तिगत उपलब्धि
( 1 ) सक्रियतावादी, छात्र नेता आदि जैसे गैर-व्यावसायिक व्यक्ति के लिए जिसने मद्यपान और पदार्थ ( नशीली दवा) दुरुपयोग निवारण तथा व्यसनी लोगों के पुनर्वास के क्षेत्र में उत्कृष्ट उपलब्धि हासिल की हो ।
(2) पात्र होने के लिए किसी व्यक्ति में निम्नलिखित होना चाहिएः
( क) इस क्षेत्र में न्यूनतम पांच वर्षों से जुड़ा हुआ और उसे इस क्षेत्र में अभी भी काम करता हो;
(ख) मद्यपान अथवा नशीली दवामुक्त परिवेश के लिए प्रबंधन और अन्य स्टेकहोल्डरों के साथ मिलकर संस्था के लिए नीति तैयार की हो;
(ग) समाज में शराब के अवैध उत्पादन को दूर करने की दिशा में कार्य करते रहे हों;
(
घ) जो लोग शराब के अवैध व्यापार से जुड़े हों उन्हें आजीविका के वैकल्पिक साधनों को अपनाने में सहायता पहुंचाई हो;
(
ङ) मद्यपान से जुड़ी बदनामी और भेदभाव के संबंध में कार्य किया हो और उन लोगों के लिए सहायता प्राप्त करना सुकर किया हो जिन्हें मद्यपान अथवा नशीली दवा की समस्या हो ;
(च) मद्यपान और नशीली दवाओं के हानिकारक प्रभाव के बारे में समुदाय , स्व- सहायता समूहों और समकक्ष समूहों में जागरूकता ला रहे हों ;
(छ) पोस्टर प्रतियोगिताओं , कार्यशालाओं , परियोजना कार्य , आदि के माध्यम से जागरूकता कार्यक्रमों का नियमित आधार पर आयोजन करते रहे हों; और
(ज) जनता को जानकारी देते रहे हों और समाज , विशेषकर युवा पीढ़ी की जीवन- शैली और मनोवृत्ति में बदलाव लाने की दशा में सहायता कर रहे हों ।
ञ. ऐसे पूर्व-व्यसनी, जिन्होंने जागरूकता लाने अथवा नशा - मुक्ति या पुनर्वास के क्षेत्र में असाधारण कार्य किया हो-
(1 ) ऐसे पूर्व-व्यसनी के लिए जो कम से कम पांच वर्षों से नशा से बिल्कुल दूर रहे हों और जागरूकता लाने अथवा नशा मुक्ति या पुनर्वास के क्षेत्र में असाधारण कार्य किया हो ।

(2) यह पुरस्कार ऐसे व्यक्ति के लिए है जो व्यसन से सफलतापूर्वक बाहर आए हों और अपने आपको जागरूकता लाने अथवा नशा मुक्ति या पुनर्वास के क्षेत्र से जोड़ रखा हो [व्यक्ति विशेष को 5 वर्षों की न्यूनतम अवधि से नशा आदि से मुक्त हुआ होना चाहिए और इस तरह, मदिरा अथवा नशीली दवा मुक्त, अपराध- मुक्त , गुणवत्तापूर्ण जीवन जीया हुआ होना चाहिए । उसके विरुद्ध कोई आपराधिक मुकदमा लंबित नहीं होना चाहिए।।
(3) पात्र होने के लिए किसी व्यक्ति में निम्नलिखित होना चाहिएः
(क) व्यसन के क्षेत्र में पांच वर्षों से अधिक समय से असाधारण योगदान किया हुआ होना चाहिए (तरजीह ऐसे लोगों को दी जाएगी जो इस क्षेत्र से अपना जुड़ाव जारी रखे हुए हो, और रोल माडल के रूप में सामने आए हों और पेशेवर दृष्टिकोण विकसित किया हो] ;
(ख ) अल्कोहलिक्स एनोनिमस और नार्कोटिक्स एनोनिमस तथा अलानॉन ग्रुपों को बढ़ावा दिया हो;
( ग) जो लोग गांवों या दूरवर्ती क्षेत्रों में रहते हैं उनके लिए इलाज हेतु किफायती माडल तैयार किया हो;
(घ) ऐसे निवारण माड्यूलों को तैयार किया हो जिन्हें शैक्षणिक संस्थाओं/उद्योगों और सामाजिक परिवेशों में आसानी से क्रियान्वित किया जा सकता हो;
(ङ) व्यसन के क्षेत्र में अंग्रेजी, हिन्दी और अन्य भाषाओं में कई मैनुअलों और पुस्तिकाओं को तैयार किया हो;
(च ) व्यसनियों के उपचार और पुनर्वास के लिए व्यसनी व्यक्तियों और उनके परिवारों को मदद करता रहा हो;
(छ) पेशेवर व्यक्तियों और आम जनता के लिए जागरूकता कार्यक्रमों तथा प्रशिक्षण कार्यक्रमों का आयोजन किया हो; और
(ज) समाज में इससे जुड़े कलंक और भेदभाव को हटाने की दिशा में कार्य किया हो और रोगियों के अधिकारों के लिए काम किया हो ।
8. नामांकनों को अग्रेषित करने के लिए अधिकृत एजेंसियां और नामांकन आमंत्रित करने की प्रक्रिया
( 1 ) निम्नलिखित एजेंसियां अथवा व्यक्ति पुरस्कारों के लिए पात्र संस्थाओं या व्यक्तियों को नामांकित और अनुशंसित करने लिए अधिकृत हैः
(क) भारत सरकार के संबंधित मंत्रालय अथवा विभाग और उनकी स्वायत्त संस्थाएं मंत्रालय के प्रभारी मंत्री के अनुमोदन से;

(ख) राज्य सरकारें अथवा संघ राज्य क्षेत्र प्रशासन संबंधित मुख्य मंत्री या संघ राज्य क्षेत्र प्रशासनों में उप राज्यपालों के अनुमोदन से;
(ग) नशा- मुक्ति के क्षेत्र में कार्यरत क्षेत्रीय संसाधन एवं प्रशिक्षण केन्द्र अपने स्वयं के क्षेत्राधिकार के भीतर;
(घ) नशा-मुक्ति और पुनर्वास पर राष्ट्रीय परामर्शदात्री समिति ( एनसीसीडीआर ) के सदस्य;
प्रख्यात शीर्षस्थ चैम्बर्स जैसे फिक्की , सीआईआई, एसोचेम, आदि;
(ङ)
पूर्व पुरस्कार प्राप्तकर्ता,
(च)
(
छ) यूजीसी, एआईसीटीई , एमसीआई , एनवाईकेएस, विश्वविद्यालय , सीबीएसई, एनसीईआरटी, केवीएस, एनवीएस , सीएसआईआर, आदि जैसे संगठन; और
उस जिले का जिलाधिकारी जहां संस्था या व्यक्ति विशेष कार्यरत है।
(ज)
(2 ) केवल ऐसे नामांकनों अथवा अनुशंसाओं पर विचार किया जाएगा जो समुचित औचित्यसम्मतता के साथ इस प्रयोजनार्थ निर्धारित अधिकृत एजेंसियों या व्यक्तियों से प्रास होंगे।
(3) अपक्षित जानकारी अनुबंध । (व्यक्ति-विशेष के लिए पर और संस्थाओं के लिए) पर दिए गए विहित प्रपत्र में प्राप्स की जाएगी ।
9. प्रत्येक वर्ष पालन किए जाने वाले कार्यकलापों का कैलेंडर
पुरस्कारों के संबंध में प्रत्येक वर्ष पालन लिए साले डाले कार्यकफापों का कैलेंडर अनुबंध- ॥ पर दिया गया है।
10. प्रस्तावों का मूल्यांकन
कोई भी कार्य , उपलब्धि या योगदान तब तक पुरस्कार का हकदार नहीं होगा जब तक कि वह चयनित क्षेत्रों में संवीक्षा समिति और चयन समिति की राय में नशीली दवा अथवा शराब की लत के संबंध में जानकारी देने को बढ़ावा देने में या उसमें योगदान देने में असाधारण हो या नशीली दवा या शराब के व्यसनी के द्वारा असाधारण वैयक्तिक उपलब्धियों के लिए हो। नामांकनों पर विचार करते समय व्यापक पैरामीटरों , जैसाकि धारा 3, 4 और 5 में दिया गया है , को ध्यान में रखा जाएगा।
11. प्रस्तावों की संवीक्षा
( 1 ) राष्ट्रीय पुरस्कारों की भिन्न- भिन्न श्रेणियों में पुरस्कारों के लिए नामितियों की लघुकृत सूची के लिए संवीक्षा समिति, जिसे प्रत्येक वर्ष गठित किया जाएगा, होनी चाहिए ताकि 15

पुरस्कारके स्वरूप और संगत मेष्टि के संदर्भ में पुरस्कार प्राप्तकर्ताओं का उद्देश्यपरक चयन सुनिश्चित किया जा सके।
(2) संदीक्षा समिति की संरचना निम्नलिखित के अनुसार होगीः

12. राष्ट्रीय चयन समिति द्वारा पुरस्कार प्राप्तकर्ताओं का चयन
(1 ) राष्ट्रीय चयन समिति संवीक्षा समिति की सिफारिशों पर विचार करेगी और पुरस्कार प्राप्तकर्ताओं के नामों का, पुरस्कारों की प्रत्येक श्रेणी के लिए एक अनुमोदन करेगी ।
(2) राष्ट्रीय चयन समिति निम्नलिखित के अनुसार होगीः

पदेन सदस्य दो राज्यों/संघ राज्य क्षेत्रों के प्रधान सचिव/सचिव अध्यक्ष द्वारा नामित किए जाएंगे

पदेन सदस्य निम्नलिखित में से प्रत्येक मंत्रालय से एक प्रतिनिधि (संयुक्त सचिव के रैक से कमतर नहीं):
(i) युवा मामले एवं खेल
स्वास्थ्य एवं परिवार कल्याण

(iii) मानव संसाधन विकास
(iv ) सूचना एवं प्रसारण तथा
महिला एवं बाल विकास

(3) चयन समिति के गैर- सरकारी सदस्य भारत सरकार में यथा-अनुप्रयोज्य वित्तीय नियमों एवं कार्यविधियों के अनुसार टीए/डीए के हकदार होंगे।
(4) राष्ट्रीय चयन समिति के निर्णय बहुमत के मतदान द्वारा लिए जाएंगे । दोनों पक्षों के मंत समान रहने की दशा में बैठक- विशेष की अध्यक्षता कर रहे अध्यक्ष का निर्णायक मत होंगा ।
(5) राष्ट्रीय चयन समिति के निर्णय अंतिम होंगे।

17 13. पुरस्कारवितरण
( 1 ) पुरस्कार प्राप्तकर्ताओं को प्रत्येक वर्ष 26 जून को नई दिल्ली में आयोजित किए जाने वाले समारोह में पुरस्कार दिए जाएंगे । 26 जून को " नशीली दवा दुरुपयोग एवं अवैध व्यापार के विरुद्ध अंतर्राष्ट्रीय दिवस " के तौर पर घोषित किया गया है ।
(2) पुरस्कार भारत के राष्ट्रपति अथवा भारत के प्रधान मंत्री द्वारा दिए जाएंगे ।
(3) प्रत्येक पुरस्कार प्राप्तकर्ता के लिए एक सहचर के सहित पुरस्कार प्राप्तकर्ताओं के लिए भोजन एवं आवास खर्च का वहन सरकार द्वारा किया जाएगा ।

No. 5-1 / 2011 /DP -II .-Whereas the process of rehabilitation of alcohol and drug dependents is an inter- disciplinary process covering various aspects namely, preven- tion , early detection , intervention , education , vocational training , rehabilitation and social integration etc. Apart from resources , it requires dedicated efforts of humans involved in the process of development .
2. And, whereas recognizing that alcoholism and drug abuse is a psycho- social-medical problem, community based intervention through Non- Government Organisations has been considered as the best approach for treatment and rehabilitation of the addicts .
3. Now, therefore, in order to recognise the efforts and encourage excellence in the field of prevention of substance abuse and rehabilitation of its victims , the Department of social Justice and Empowerment hereby makes the following Scheme of National Awards for Outstanding Services in the field of Prevention of Alcoholism and Substance (Drug ) Abuse, namely: -
(1 ) Short Title - This Scheme may be called the scheme of National Awards for outstanding services in the field of Prevention of Alcoholism and Substance (Drug) Abuse .
(2) Application This Scheme shall be applicable to Institutions and individuals working in the field of Prevention of Alcoholism and Substance ( Drug ) Abuse.
4. Objective and Scope -
TheMinistry of Social Justice and Empowerment is the nodal Ministry for drug demand reduction .It coordinates and monitors all aspects of drug abuse prevention which include assessment of the extent of the problem , preventive action, treatment and rehabilitation of addicts , dissemination of information and public education. The Ministry provides community- based services for the identification , treatment and rehabilitation of addicts through voluntary organizations . In order to recognize the efforts , and , encourage excellence in the Prevention of Alcoholism and Substance ( Drugs ) Abuse and rehabilitation of its victims , awards will be presented , every year, for the most effective or outstanding services as individuals as well as institutions in the prevention of abuseof: - [ भाग -खण्ड 1 ]

(2) TheAwards may be presented to more than one individual or institution in any category, deserving of recognition , if the Jury considers them to be equally deserving of recognition in a given year.
(3) TheAwards will not be presented posthumously , Provided that if the death occurs subsequent to a proposal having been submitted to the Jury in the manner stipulated in this Scheme , the Award may be presented posthumously.
(4) A Screening Committee and Selection Committee shall be constituted for the purpose which shall consider the achievements of the Institutions and the Individuals nominated or recommended for the Awards by the prescribed authority and the outstanding contribution in the field shall be the primary consideration in identifying the recipients of Awards.
Explanation: For the purpose of this sub-paragraph , the prescribed authority means the agency or person mentioned in sub paragraph ( 1 ) of the paragraph 7.
6. Eligibility for the Awards -
(1) The National Awards are open to all Indian Institutions, Organisations and Individuals without any distinction or discrimination on grounds of religion , race, sex, caste or creed.
(2) To be eligible for the National Awards , it would be necessary that the nominee is recommended in writing by someone authorized to recommend the nominations.
(3) The Self nominations for the Awards shall not be considered by the ScreeningCommittee and the Selection Committee.
7. Eligibility Criteria for Nominations
A. Best Integrated Rehabilitation Centre for Addicts ( IRCA) for providing rehabilitation services to alcoholics and drug users -
(1) For an IRCA the institute shall have a record of outstanding work in providing rehabilitation services to alcoholics and drug users.

An IRCA , to be eligible shall fulfil the following requirements namely: -

(a) a minimum of five years experience in the field of prevention of Alcoholism as substance (drug) abuse;
(b) delivered comprehensive treatment service for people with alcoholism and drug dependence which includes follow- up and providing opportunities for rehabilitation;
(c) adapted new techniques or undertaken new strategies for improving existing services;
( d ) made outstanding achievements in the areas of counselling or treatment or rehabilitation;
(e) developed a family therapy module or offered services to cater to the problems of families of addicts;
( f) developed a module to deal with relapse and continues to provide continuous support towards whole person recovery;
(g) established or networked or provided referral to vocational rehabilitation centres towards rehabilitation of addicts and their families ;
(h) provided and continues to provide outreach services including conducting camps in villages and in small towns;
(i) made and continues to make use of involvement of the community towards prevention of addiction , rehabilitation of treated addicts and dealing with issues related to stigma and discrimination;
(j ) outstanding ability towards documentation and periodical evaluation and ismaking appropriate changes based on the feedback;
(k) expertise and knowledge in creating database related to details of patients along with follow - up and recovery status ; and
(1 ) a proven record of credibility both in delivery of services as well as in financial management uninterruptedly for the previous five years.
B. exemplary contribution in the field of prevention of addiction - Best Regional Resource and Training Centre (RRTC ) providing (1) providing exemplary contribution in the field of prevention of addiction . For an RRTC the institution shali have a record of outstanding work in
(2) An RRTC , to be eligible , shall fulfil the following requirement namely: -
(a) a minimum of five years experience in the field of Prevention of Alcoholism and Substance ( Drug ) Abuse;
(b) delivered comprehensive training programmes which include treatment , prevention , documentation , community mobilization and research methodology;

(c) delivered comprehensive training programmes covering specific issues related to treatment and rehabilitation as mentioned by MSC counselling , group therapy, family therapy, relapse prevention , etc;
(d) delivered comprehensive training programmes to cover various target groups like doctors , nurses , ward boys , peer educators , counsellors, social workers , management personnel , etc;
(e) carried out advocacy among political leaders , private and public enterprises , Community Based Organisations (CBOs ) , academicians and social activists;
(f) expertise in documentation and in bringing forth manuals , booklets , leaflets for different target groups ;
(g) developed innovative techniques and strategies to improve the functioning ofIRCAS;
(h) capacity to develop information , education and communication ( IEC ) materials in other languages based on their needs;
(i ) capacity to develop power point presentations or newsletters;
(j ) capacity to conduct and promote research in the area of addiction and publishing articles in professional journals;
(k) capacity to network with Government or non Governmental agencies towards promoting the cause of addiction;
(1 ) taken up media campaigns to make public aware that addiction is a treatable disease ;
(m)expertise and knowledge in creating database of individual clients , details aboutNon-Governmental organisations , etc ; and
(n) a proven record of credibility both in delivery of services as well as in financial management uninterruptedly for the previous five years .
C. Best Panchayati Raj or Municipal Body working for prevention of alcoholism and substance (drug) abuse -
(1) The following rural or urban local body which has done outstanding work for prevention of alcoholism and substance (drug) abuse are eligible for the awards -
(a) A Panchayat at any of the three tiers as defined under clause(d ) of article 243 of the Constitution of India , namely, Village , intermediate and District level;
(b) A Municipality as defined under clause (e) of articles 243P of the Constitution of India , namely, Nagar Panchayat, Municipal Council , Municipal Corporation ; and
(c) Cantonment Board and Other Statutory Urban Local Body.
(2) A Panchayat or Municipality or Cantonment Board and Other Statutory Urban Local Body, to be eligible, should have:

(a) been working in the field of prevention of alcoholism and substance (drug ) abuse for at least three years and preference shall be given to those institutions who are continuing in the field ;
(b) been involved in creating awareness among educational institutions , self help groups (women ) , youth groups and community on a continuous basis;
(c) adopted a policy of creating alcohol or drug free villages or town;
(d) had active involvement of the community in creating and adopting policy ofprevention of drug abuse ;
(e) dealt with issues related to stigma and discrimination and promoting treatment for those affected;
(f) taken pro active measures towards reducing the availability of alcohol and drugs in the community, as a result of which some villages or municipalities have emerging as model villages or towns; and
(g) been offering or networking with treatment providers .
D. Best Educational Institution doing outstanding work in awareness generation and prevention of alcoholism and substance ( drug ) abuse -
(1) For a University or College or Institution imparting post- metric education which has made outstanding contribution in awareness generation and prevention of alcoholism and substance ( drug ) abuse is eligible for award .
(2) AnEducational Institution , to be eligible , should have:
(a) been working in the field of prevention of Alcoholism and Substance (Drug) abuse and for at least [five years preference shall be given to those institutions who are continuing in the field] ;
(b) been involved in creating awareness about the ill -effects of alcohol and drugs amongst students , youth in colleges or universities on a regular basis;
(c) been collaborating with various departments of State Government or UT Administration towards developing a policy for alcohol and drug demand reduction;
(d) involved in motivating students and youth to stay away from alcohol and drugs;
(e) been supporting family of youth addicts;
(f) been taking pro active measures towards reducing the availability of alcohol and drugs in the community;
(g) been actively involved in networking with Non-Governmental organisations , and Community based organisations and facilitating implementation of prevention programmes;

(h) adopted in its curriculum lessons on alcohol and drugs; and
(i ) created visibility through media and other programmes in promoting alcohol and drug free life style.
E. Best Non -Profit Institution , other than those mentioned in subparagraph A, B , C and D of paragraph 7, with outstanding contributionto prevention of alcoholism and substance ( drug) abuse -
1. For a Non- Profit Institution such as self help group , Non- Governmental Organisations (NGOs) , trust or society, Community based Organisations , etc. which has made outstanding contribution to Prevention of Alcoholism and Substance ( Drug) Abuse is eligible for award.
2.An Institution , tobe eligible, should have:
(a) been working in the field of prevention of Alcoholism and Substance (Drug) abuse for at least five years [preference shall be given to those institutions who are continuing in the field] ;
(b) been involved in creating awareness about the ill-effects of alcohol and drugs amongst youth through its network on a regular basis ;
(c) been working with addicts with a view to address the stigma and discrimination faced by them;
(d) been supporting the addicts and their family for treatment and rehabilitation of the addicts;
(e) been providing treatment facilities for marginalized people in the centres being run by it;
(f) provided opportunities for its employees to undergo training on issues related to alcohol and drug use as part of induction programme; and
(g) been actively involved in networking with Non-Governmental Organisations and Community Based Organisations for facilitating implementation of prevention programmes .
F. Best Research or Innovation -
(1) For an Institution , which has conducted research on issues related to addiction and has developed new techniques on treatment and preventive modules , etc. or undertaken innovative measures for prevention of addiction and evolved techniques to identify addiction in early phase is eligible for award.
(2) AnInstitution , to be eligible, should have:
(a) made outstanding contribution for more than five years in the field of prevention of addiction medical , research , psychological therapy etc. [Preference shall be given to those individuals who are continuing in the field];

(b) developed treatment modules or methodologies to provide medical treatment or psychological therapy, family therapy , therapy for children , follow- up services , after care services and relapse prevention ;

(d) developed prevention modules which can be readily implemented in educational institutions or industries and communities;
(e) carried out evidence based research on various population groups including drug users , women and children;
(f) developed manuals and booklets in the area of addiction in English and in other languages; and
(g) conducted research on issues related to addiction which help in promoting moreeffective method of treatment delivery.
G. Best Awareness Campaign -
(1) For outstanding awareness campaign through consistent and comprehensive coverage on addiction related issues on a sustained basis the institution or organization other than an educational institution which has made outstanding achievement is eligible for award .
(2) AnOrganisation or institution , to be eligible , should have:
(a) been innovative in creating awareness programmes for reduction of alcohol and drug abuse;
(b) evolved cost-effective campaign methods for alcohol and drug demand reduction reaching masses and results of which are visible in the society;
(c) been consistently and comprehensively created visibility through media and other programmes on promoting alcohol and drug free life style;
(d) existing policy related to alcohol and drug issues for its employees with a view to keep alcohol and drug free workplace ; and
(e) created awareness or educated the public about the adverse impact of alcohol and drugs through the media to help change the mindset in the society.
H. Outstanding individual achievement by a professional -
(1) Following are the professionals who have made outstanding achievement in the field of prevention of alcoholism and substance ( drug ) abuse and rehabilitation of addicts is eligible for award-
(a) General Duty or Specialist medical doctor including psychiatrist;
(b) Psychologist including Clinical psychologist;
(c) Treatment and Rehabilitation professional ; and
(d ) Skill trainer, including vocational skill trainer , Yoga Therapist, etc.

(2) Anindividual , tobe eligible , should have: -
(a) made outstanding contribution for more than five years in the field of prevention of addiction [Preference shall be given to those individuals who are continuing in the field] ;
(b) developed cost effective module of treatment to provide for those who live in villages or in remote areas ;
(c) developed a comprehensive model of treatment for IV drug users , homeless people and children who live on streets and for prison population ;
(d) developed prevention modules which can be readily implemented in educational institutions/ industries and communities ;
(e) worked towards dealing with stigma and discrimination in the community and worked for the rights of the patients ; and
(f) been an outstanding person championing the welfare and overall development of persons affected by alcoholism and drug dependence and sensitizing the community about the ill effects of alcoholism and drug addiction.
1 . Outstanding individual achievement by a non - professional -
(1) Fora non - professional individual such as activist , students leader , etc. who has made outstanding achievement in the field of prevention of alcoholism and substance (drug) abuse and rehabilitation of addicts is eligible for award:
(2) Anindividual , tobe eligible , should have:
(a) a minimum of five years of involvement in the field of Prevention of Alcoholism and Substance ( Drug) Abuse and is continuing to work in the said field;
(b) developed a policy for the institution in collaboration with management and other stakeholders towards alcohol or drug free environment;
(c) been addressing and working towards elimination of illicit alcohol production in the community;
(d) helped those who are involved in illicit liquor trade to have alternative means of livelihood;
(e) been dealing with stigma and discrimination and facilitating those with alcohol or drug problem to access help;
(f) been creating awareness in the community , self help groups and peers aboutthe harmful impact of alcohol and drugs ;
(g) been conducting awareness programmes on a regular basis through poster competitions , workshops , project work , etc .; and
( h) been educating the public and helping towards promoting a change in lifestyle and mindset of society , specially the young generation 32

J. Former Addict, who has done outstanding work in the field of awareness generation or de -addiction or rehabilitation -
(1) For a former addict, who has remained abstinent for at least five years and has done outstanding work in the field of awareness generation orde- addiction or rehabilitation is eligible for award.
(2) This award is meant for an individual who has successfully come out of addiction and has been engaging himself in the field of awareness generation or de- addiction or rehabilitation . [The individual should have been abstinent for a minimum period of five years , leading alcohol or drug-free, crime-free , qualitative life. There should not be any criminal case pending against him or her] .
(3) Anindividual , to be eligible , should have -
(a) made outstanding contribution for more than five years in the field of addiction [ Preference shall be given to those individuals who are continuing in the field , and has emerged as a role model and developed professionalism] .
(b) promoted alcoholics anonymous and narcotics anonymous and al - anon groups;
(c) developed cost effective model of treatment to provide for those who live in villages or in remote areas;
(d) developed prevention modules which can be readily implemented in educational institutions or industries and communities;
(e) developed many manuals and booklets in the area of addiction in English , Hindi and other languages ;
(f) been supporting the addicts and their family for treatment and rehabilitation of the addicts;
(g) conducted awareness programmes and training programmes for professionals and general public; and
( h) worked towards removing stigma and discrimination in the community and worked for the rights of the patients.
8. Agencies Authorized to Forward Nominations and Procedure to invite Nominations -
(1) The following agencies or persons are authorized to nominate and recommend eligible institutions or individuals for the Awards:
(a) Concerned Ministries or Departments of the Government of India and their autonomous institutions with the approval of the Minister - in- charge of the Ministry;
(b) State Governments or Union Territory Administrations with the approval of the concerned Chief Minister or Lt. Governors in Union Territory Administrations ;

(c) Regional Resource and Training Centres working in the field of drug de-addiction within their own jurisdiction;
(d) Members of the National Consultative Committee on De-addiction and Rehabilitation (NCCDR);
(e) Renowned Apex Chambers like Federation of Indian Chambers of Commerce and Industry, Confederation of Indian Industry, The Associated Chambers of Commerce and Industry of India , etc;
(f) PastAwardees .
(g) Organizations like University Grand Commission( UGC ) , All India. Council for Technical Education (AICTE) , Medical Council of India ( MCI ) , Nehru Yuva Kendra Sangathan ( NYKS ) , Universities , Central Board of Secondary Education (CBSE) , National Council of Educational Research and Training ( NCERT) , Kendriya Vidyalaya Sangathan( KVS) , Navodaya Vidyalaya Samiti ( NVS ) , Council of Scientific and Industrial Research (CSIR) , etc; and
(h) Collector of the District in which the Institution or Individual is working .
(2) Only nominations or recommendations emanating from Authorised Agencies or persons , designated for the purpose , supported by adequate justification , shall be considered.
(3) The requisite information shall be obtained in the prescribed form at Annex I ( for individuals ) and Annex II ( for institutions) .
9. Calendar of Activities to be followed each year -
The calendar of activities to be followed each year with regard to the awards is given at Annex -III .
10. Evaluation of proposals -
No work, achievement or contribution shall merit an Award unless in the opinion of the Screening Committee and Selection Committee it is outstanding in promoting or contributing to the cause of drug or alcohol dependent or is for outstanding personal achievements by drug or alcohol dependent, in the selected fields .
(2) While considering the nominations the broad parameters as detailed in paragraph 6 , 7 and 8 shall be kept in view.
11. Screening of Proposals -
(1) There shall be a Screening Committee , which shall be constituted every year for shortlisting of nominees for awards in different categories ofNational Awards to ensure objective selection of the awardees in the context of nature of the award and relative merit .

(1) A National Selection Committee shall consider the recommendations of the Screening Committee and would approve the names of awardees , one for each category of the awards .

4. The decisions of the National Selection Committee shall be taken by a majority vote and in the event of the votes on both sides being equal , the Chairperson presiding over a particular meeting shall have a casting vote.

Presentation of Award -
13.
(1) Theawards shall be conferred on the awardees in a function to be held in New Delhi on the 26th June every year , which has been declared as the " International Day against Drug Abuse and Illicit Trafficking "
(2) The Awards shall be presented by the President of India or the Prime Minister of India .
(3) The boarding and lodging expenses of the awardees including one companion for each awardee shall be borne by the Central Government .
(4) To and fro travelling expenses and accommodation for up to one day prior and after the date of Award ceremony (depending upon the actual arrival and departure dates) shall be arranged or expenditure reimbursed by the Central Government.
(5) Before the announcement of the Awards , the concurrence of the prospective awardees or institutions shall be suitably ascertained.
