अधिसूचना नई दिल्ली, 3 जनवरी , 2013 01/2013-स्वापक नियंत्रण-1

सा.का.नि. 5(अ).-इस मंत्रालय की सं. सा.का.नि. 707 ( अ) , दिनांक 21 सितम्बर , 2012 , के पैरा 5 (v ) में आंशिक संशोधन के साथ उसे निम्न प्रकार से पढ़ा जाए:-
GS.R. 5 (E). In partial modification ofthe Ministry's Notification issued vide No. G.S.R. 707 (E ) , dated the 21st September, 2012 , para 5( v) of the same may be read as under:-
"Cultivators whose opium for the crop year 2012-13 is found to be adulterated or classified as ' inferior' by the Government Opium & Alkaloid Works, Neemuch or Ghazipur will not be eligible for licence in the next crop year 2013-14 . The Government Opium & Alkaloid Works , Neemuch orGhazipur will declare the opium to be ' inferior ' on any of the following three grounds :-
" ऐसे खेतिहर जिनकी वर्ष 2012-13 की अफीम को सरकारी अफीम तथा अल्कोलॉयड फैक्ट्री, नीमच अथवा • गाजीपुर द्वारा अपमिश्रित पाया गया अथवा ' घटिया गुणवत्ता ' वाली के रूप में वर्गीकृत किया गया हो वे अगली फसल वर्ष 2013-14 के लिए लाइसेंस हेतु पात्र नहीं होंगे । सरकारी अफीम तथा अल्कोलॉयड फैक्ट्री , नीमच अथवा गाजीपुर निम्न 3 में से किन्हीं भी कारणों के आधार पर अफीम को ' घटिया गुणवत्ता ' वाली घोषित करेगी " :-
(a) ifthe morphine strength of opium is less than 9% on dry basis ,
(क) यदि अफीम की मॉर्फीन सघनता शुष्क आधार पर 9 प्रतिशत से कम हो ,
(b) if the opium has ash content of over 4.5%, (ख) यदि अफीम में राख 4.5 प्रतिशत से अधिक हो,
(c) if there is any amount of starch , sugar, gum, tannin , milk powder, etc. present in the opium .
( ग ) यदि अफीम में स्टॉर्च , चीनी , गोंद, टेनिन , मिल्क पाउडर आदि मौजूद हो ।
