विषय "व्योश्रेष्ठ सम्मान " वरिष्ठ नागरिकों के लिए राष्ट्रीय पुरुस्कार की एक योजना सं. 15-39(30)/09-10- एजी II. चूंकि 1992 में संयुक्त राष्ट्र महासभा ने वर्ष 1999 को "अंतर्राष्ट्रीय वृद्धजन वर्ष " के रूप में मनाने तथा "सभी आयु वर्गों का एक समाज" शीर्षक को प्रोत्साहित करने का संकल्प लिया । अन्तर्राष्ट्रीय वृद्धजन दिवस ( आईडीओपी) प्रतिवर्ष संसार भर में 1 अक्तूबर को मनाया जाता है । यह दिवस हमारे वरिष्ठ नागरिकों के योगदान, बुद्धिमता, प्रतिष्ठा तथा जरूरतों को समझने तथा उनके कल्याण को सुनिश्चित करने के हमारे प्रयासों को पुनः समर्पित करने का अवसर प्रदान करता है ।

तथा चूंकि सामाजिक न्याय और अधिकारिता मंत्रालय , जो वृद्धजनों के हितों के लिए नोडल मंत्रालय है, प्रतिवर्ष 1 अक्तूबर को अन्तर्राष्ट्रीय वृद्धजन दिवस मनाता है । इसे सक्रिय तथा उत्पादक वृद्धावस्था की संकल्पना को प्रोत्साहन करने का सुअवसर मानते हुए वर्ष 2005 में उन प्रतिष्ठित वरिष्ठ नागरिकों तथा संस्थाओं को व्योश्रेष्ठ सम्मान प्रदान करने का निर्णय लिया गया था जो वृद्धजनों , विशेषकर निराश्रित वरिष्ठ नागरिकों के लिए उनकी सेवाओं के लिए पहचाने गए थे ।

अतः अब वृद्धजनों , विशेषकर निराश्रित वरिष्ठ नागरिकों के हितों के लिए महत्वपूर्ण सेवाएं प्रदान करने में लगे विख्यात वरिष्ठ नागरिकों तथा संस्थाओं के प्रयासों का सम्मान करने के लिए सामाजिक न्याय और अधिकारिता मंत्रालय ( सामाजिक न्याय और अधिकारिता विभाग ) ने विख्यात वरिष्ठ नागरिकों तथा संस्थाओं को राष्ट्रीय पुरस्कार प्रदान करने के लिए निम्नलिखित शीर्षकों के साथ एक योजना का घोषणा की है: -

1. संक्षिप्त नाम : इस योजना को वरिष्ठ नागरिकों के लिए राष्ट्रीय पुरस्कार योजना के नाम दिया गया है ।

2. आवेदनः- यह योजना उन संस्थाओं और व्यक्तियों के लिए है जिन्होंने वृद्धजनों , विशेषकर निराश्रित वरिष्ठ नागरिकों के हितों के लिए उल्लेखनीय कार्य किए हैं ।

3. उद्देश्यः

(क) पिछले दशक में वृद्धावस्था के विषय तथा संबंधित मुद्दों ने अत्यधिक महत्व तथा ध्यान आकर्षित किया है । व्योश्रेष्ठ सम्मान – वरिष्ठ नागरिकों के लिए राष्ट्रीय पुरस्कार की योजना वरिष्ठ नागरिकों के लिए सरकार की चिन्ता तथा समाज में उनके वैध स्थान को सुदृढ़ करने के उद्देश्य के साथ वरिष्ठ नागरिकों की ओर उसकी प्रतिबद्धता को दर्शाएगी । यह युवाओं को समाज तथा राष्ट्र निर्माण में वृद्धजनों के योगदान को समझने का अवसर भी प्रदान करेगी ।

(ख) " वयोश्रेष्ठ सम्मान" वृद्धजनों विशेषकर निराश्रित वरिष्ठ नागरिकों , के हितों के लिए उत्कृष्ट कार्य करने वाले विख्यात वरिष्ठ नागरिकों तथा संस्थाओं को प्रदान किया जाएगा । पुरस्कार प्राप्तकर्ताओं का चयन विभिन्न क्षेत्रों से किया जाएगा तथा नामांकन सरकारी तथा गैर- सरकारी एजेंसियों से आमंत्रित किए जाएंगे । सामाजिक न्याय और अधिकारिता मंत्रालय ( इसके पश्वात् इसे " मंत्रालय" के नाम से जाना जाएगा ) राज्य सरकारों , संघ राज्य क्षेत्र प्रशासनों, संबंधित केन्द्रीय मंत्रालयों , वृद्धजनों के हितार्थ कार्यरत प्रतिष्ठित गैर - सरकारी संगठनों , राष्ट्रीय वृद्धजन परिषद तथा विख्यात व्यापार संघों जैसे फिक्की, भारतीय उद्योग परिसंघ, एसोचैम , आदि के सदस्यों से नामांकन आमंत्रित करेगा ।

4. विवरण

( 1 ) व्योश्रेष्ठ सम्मान प्रतिवर्ष तेरह श्रेणियों के लिए प्रदान किया जाएगा । इस सम्मान के प्राप्तकर्त्ताओं की घोषणा प्रतिवर्ष 1 सितम्बर को की जाएगा तथा 1 अक्तूबर को अन्तर्राष्ट्रीय वृद्धजन दिवस के अवसर पर यह सम्मान प्रदान किया जाएगा । प्रत्येक श्रेणी में पुरस्कार में एक प्रस्शित पत्र, एक फलक तथा समय-2 पर लिए गए निर्णय के अनुसार कुछ श्रेणियों में नकद पुरस्कार भी शामिल है । यह पुरस्कार देश के किसी भी भाग की विख्यात अथवा उत्कृष्ट संस्था अथवा संगठन और व्यक्तियों को प्रदान किया जाएगा ।

वरिष्ठ नागरिकों के लिए उत्कृष्ट कार्य करने वाले नगरपालिका निकाय को वरिष्ठ नागरिकों को सेवाएं तथा सुविधाएं प्रदान करने वाले सर्वश्रेष्ठ शहरी स्थानीय निकाय

भरण-पोषण अधिनियम, एवं 2007 कार्यान्वयन तथा माता-पिता और वरिष्ठ नागरिक कल्याण का वरिष्ठ नागरिकों को सेवाएं एवं सुविधाएं प्रदान करने वाला सर्वश्रेष्ठ राज्य

( क) प्रशस्ति पत्र (ख) प्रशस्ति चिह्न (ग) दस लाख रूपए का नकद पुरस्कार

उक्त अधिनियम के विभिन्न उपबंधों के कार्यान्वयन तथा भरण-पोषण के दावों के निपटान का उच्चतम प्रतिशत अथवा वृद्धजनों के लिए सर्वश्रेष्ठ सुरक्षा कार्यक्रम लागू करने में अग्रणी रहने वाले राज्य अथवा संघ राज्यक्षेत्रको

वरिष्ठ नागरिकों के कुशल क्षेम तथा कल्याण को प्रोत्साहित करने वाले सर्वश्रेष्ठ निजी क्षेत्र के संगठन

(क) प्रशस्ति पत्र (ख) प्रस्ति चिह्न

वृद्धजनों की समस्याओं का या तो लाभप्रद रोजगार प्रदान करके अथवा समाज के लामार्थ उनके कौशलों तथा अनुभव का उपयोग करके अथवा जरा चिकित्सा देखभाल में अवसंरचना का निर्माण करके अपना एक समुदाय के रूप में कठ नागरिकों के लाभार्थ कोई अनन्य ऐसा ही कार्य करके , निवारण करने वाले कारपोरेट घरानों । वरिष्ठ नागरिकों के लाभार्थ किए जाने वाले कार्यकलाप संगठन के मुख्य कार्यों से अलग होने चाहिए ।

वरिष्ठ नागरिकों के कुशल क्षेम तथा कल्याण को प्रोत्साहित करने वाले सर्वश्रेष्ठ सार्वजनिक क्षेत्र के उपक्रम

कारपोरेट सामाजिक उतरदायित्व तथा सेवानिवृत्त कर्मचारियों के लिए कार्यक्रमों के माध्यम से समुदाय को सेवाएं प्रदान करने वाले सार्वजनिक क्षेत्र के उपम

शतवर्षीय पुरस्कार

पुरस्कार ख्यातिप्राप्त उन व्यक्तियों को मिलेगा जो 90 वर्ष से अधिक आयु के है और अभी तक शारीरिक रूप से सक्रिय,

स्वतंत्र और समाज को योगदान दे रहे हो ।

प्रतिष्ठित माता पुरस्कार ( क) प्रशस्ति पत्र

( ख) प्रशस्ति चिह्न

( ग ) 2.5 लाख रूपए का नकद पुरस्कार

पुरस्कार उस वरिष्ठ नागरिक महिला को दिया जाएगा जिसने अत्यधिक विपत्तियों का सामना करते हुए अपने बच्चों का पालन- पोषण किया हो और उन्हें सफल बनने में सहायता की ।

10. आजीवन उपलब्धि पुरस्कार ( क) प्रशस्ति पत्र

( ख ) प्रशस्ति चिह्न

( ग) 2.5 लाख रूपए का नकद पुरस्कार

पुरस्कार उस वरिष्ठ नागरिक , 70 वर्ष से अधिक, को प्रदान किया जाएगा, जिसने समाज में महत्वपूर्ण योगदान विशेषतः वृद्धों के लिए योगदान दिया हो ।

11. सृजनात्मक कला के लिए पुरस्कार

(क) प्रशस्ति पत्र ( ख ) प्रशस्ति चिह्न ( ग) 2.5 लाख रूपए का नकद पुरस्कार

पुरस्कार उन राष्ट्रीय या अंतर्राष्ट्रीय विजेताओं को दिया जाएगा जिन्होंने साहित्य, रंगमंच, सिनेमा, नृत्य, चित्रकला, मूर्तिकला, फोटोग्राफी आदि में अपना योगदान दिया हो और जिन्होंने अपनी वृद्धावस्था में भी सक्रियरूप से अपने क्षेत्र में योगदान जारी रखा हो ।

खेलकूद और साहसिक कार्य के लिए पुरस्कार (पुरुष और महिला दोनों के लिए एक-एक) ( क) प्रशस्ति पत्र

( ख ) प्रशस्ति चिह्न

( ग) 2.5 लाख रूपए का

नकद पुरस्कार

पुरस्कार उन वरिष्ठ नागरिकों को दिया जाएगा जिन्होंने अंतर्राष्ट्रीय योगदान हासिल किया हो और जिनका खेलकूद क्षेत्र में योगदान जारी है ।

13. शौर्य और बहादुरी पुरस्कार (पुरुष और महिला दोनों के लिए एक-एक)

( क) प्रशस्ति पत्र

( ख) प्रशस्ति चिह्न

( ग ) 2.5 लाख रूपए का नकद पुरस्कार

पुरस्कार उस वरिष्ठ नागरिक को दिया जाएगा जिसने भंयकर खतरे का सामना करने में अनुकरणीय साहस दिखाया हो ।

(2 ) सामान्यतयाः यह सम्मान मरणोपरान्त प्रदान नहीं किया जाएगा :

बर्शते कि मृत्यु, इस संहिता में निर्धारित ढंग में निर्णायक मंडल को प्रस्ताव प्रस्तुत करने के बाद हुई हो , ऐसी स्थिति में यह सम्मान मरणोपरान्त प्रदान किया जा सकता है ।

(3) इस प्रयोजनार्थ जांच समिति तथा चयन समिति का गठन किया जाएगा जो निर्धारित प्राधिकरण द्वारा सम्मान हेतु नामित अथवा संस्तुत किए गए संगठनों तथा व्यक्तियों की उपलब्धि पर विचार करेगी । इस क्षेत्र में उत्कृष्ट योगदान सम्मान के प्राप्तकर्ताओं की पहचान करने के लिए महत्वपूर्ण होगा ।

स्पष्टीकरण : - इस उप - पैरा के प्रयोजनार्थ " निर्धारित प्राधिकरण " शब्द से अभिप्राय पैरा 6 में उल्लिखित प्राधिकारी से है ।

5. नामांकन हेतु पात्रता मानदंड

( 1 ) यह सम्मान मूलवंश , लिंग, जाति अथवा सम्प्रदाय के आधार पर किसी भेद अथवा भेदभाव के बिना सभी भारतीय संस्थाओं , संगठनों तथा व्यक्तियों के लिए है ।

(2 ) इस सम्मान हेतु पात्र होने के लिए , सामान्यतया यह आवश्यक है कि नामिती की सिफारिश खंड 5 में उल्लिखित एजेंसी अथवा व्यक्ति द्वारा लिखित में की गई हो । तथापि, अपवादात्मक मामलों में चयन समिति स्व संज्ञान से औचित्य सहित किसी भी व्यक्ति अथवा संस्था की पुरस्कार के लिए सिफारिश कर सकती है ।

(3 ) सम्मान हेतु स्व- नामांकन पर जांच समिति तथा चयन समिति द्वारा विचार नहीं किया जाएगा ।

(4) प्रत्येक श्रेणी के पुरस्कार के लिए पात्रता मानदंड इस प्रकार होंगे:

(क) वृद्धावस्था के क्षेत्र में अनुसंधान तथा ज्ञान के प्रचार - प्रसार हेतु सर्वश्रेष्ठ संस्था

1. यह पुरस्कार उन संस्थाओं को प्रदान किया जाएगा जिन्होंने वृद्धावस्था के क्षेत्र में ज्ञान सृजन तथा प्रचार- प्रसार किया है ।

2. इस पुरस्कार का दावा करने के लिए निम्नलिखित अपेक्षाओं को पूरा किया जाना आवश्यक हैः- (क) संस्था अथवा संगठन एक पंजीकृत निकाय होना चाहिए तथा इसे वृद्धावस्था और संबंधित मुद्दों के क्षेत्र में कम से कम पांच वर्ष का अनुभव होना चाहिए;

(ख ) संस्था की भारत में वृद्धावस्था के क्षेत्र में अनुसंधान अथवा प्रकाशन अथवा ज्ञान के प्रचार- प्रसार में महत्वपूर्ण उपलब्धि होनी चाहिए ।

( म्) वृद्धावस्था अथवा जराचिकित्सा देखभाल के क्षेत्र में शिक्षा अथवा प्रशिक्षण आदि में उत्कृष्ट उपलब्धि;

( घ) संस्था, राज्य अथवा राष्ट्रीय स्तर पर वरिष्ठ नागरिकों के लिए नीतियां बनाने तथा कार्यक्रम तैयार करने में सहायक होनी चाहिए;

(

ड. ) सम्मेलन, सेमिनार , कार्यशालाओं तथा अन्य साधनों के माध्यम से वृद्धावस्था से संबंधित मुद्दों पर ज्ञान का प्रचार- प्रसार करना तथा जागरूकता सृजन;

(

च) समुदाय तथा सिविल सोसाइटी को वृद्धावस्था के क्षेत्र में मुख्य सरोकार के रूप में सहयोगी नेतृत्व ।

(ख) वरिष्ठ नागरिकों को सेवाएं प्रदान करने वाली सर्वश्रेष्ठ संस्था

(1) यह पुरस्कार वृद्धजनों को महत्वपूर्ण सेवाएं प्रदान करने वाली संस्था को प्रदान किया जाएगा ।

(2) इस पुरस्कार को पाने के लिए निम्नलिखित अपेक्षाओं को पूरा किया जाना आवश्यक है: -

(क) संस्था, भारत के ग्रामीण अथवा पहाड़ी क्षेत्रों में वृद्धजनों विशेषकर निराश्रित वरिष्ठ नागरिकों को व्यापक सेवाएं प्रदान करती हो;

( ख) संस्था अथवा संगठन पंजीकृत निकाय हो तथा इसे वृद्धजनों को सेवाएं प्रदान करने के क्षेत्र में न्यूनतम पांच वर्ष का अनुभव हो;

(ग) संस्था ने इस क्षेत्र में उत्कृष्ट योगदान दिया हो तथा इसे व्यापक मान्यता मिली हो;

संस्था ने समाज में वृद्धजनों के जीवन को बेहतर बनाने के लिए विशिष्टीकृत अथवा नवीन सेवाएं तथा (घ) कार्यक्रम संचालित किए हो;

(ड.) समाज में वृद्धजनों की बेहतरी के लिए नवीन तथा प्रभावी पहुंच कार्यनीति अथवा कार्यक्रम उपलब्ध कराने में उत्कृष्ट उपलब्धि रही हो;

(ग) सर्वश्रेष्ठ जिला पंचायत

( 1 ) यह पुरस्कार उन जिला पंचायतों को प्रदान किया जाएगा जिन्होंने वरिष्ठ नागरिकों के लिए महत्वपूर्ण कार्य किया हो;

(2 ) इस पुरस्कार का दावा करने के लिए निम्नलिखित शर्तों को पूरा किया जाना आवश्यक है: - 7

(क) वृद्धजनों के लिए स्वास्थ्य, परामर्श , कानूनी सहायता, जागरूकता सृजन, संस्थागत तथा गैर संस्थागत कार्यक्रमों के क्षेत्र में अनुकरणीय योगदान;

(ख) ग्रामीण स्तर पर वृद्धजनों के सशक्तिकरण में महत्वपूर्ण भूमिका;

(ग) वृद्धजनों के लिए देखभाल को प्रोत्साहित करने के लिए स्थानीय व्यक्तियों अथवा समुदाय की भागीदारी तथा सहयोग में महत्वपूर्ण उपलब्धि;

(घ) पंचायत क्षेत्र में सार्वजनिक भवनों में बाधामुक्त वातावरण को प्रोत्साहन ।

(घ) सर्वश्रेष्ठ शहरी स्थानीय निकाय

(1) पुरस्कार उन नगर निगम निकायों या छावनी बोडों या अन्य सांविधिक शहरी स्थानीय निकायों को दिया जाएगा, जिन्होंने वरिष्ठ नागरिकों के लिए उत्कृष्ट कार्य हो ।

(2) पुरस्कार के दावे के लिए निम्नलिखित शर्तें पूरी होनी चाहिए; नामतः-

(क) वृद्धों के लिए स्वास्थ्य क्षेत्र , परामर्श, कानूनी सहायता, जागरूकता और संस्थागत और गैर- संस्थागत कार्यक्रमों में उल्लेखनीय योगदान;

(ख) नगर निगम स्तर पर वृद्धजनों के सशक्तीकरण में महत्वपूर्ण भूमिका;

)عل( वृद्धों की देखभाल में स्थानीय व्यक्तियों या समुदाय की सहभागिता या भागीदारी में उत्कृष्ट उपलब्धि;

(घ) नगर निगम क्षेत्र में सार्वजनिक भवनों में बाधामुक्त वातावरण को प्रोत्साहन;

(ड.) माता-पिता एवं वरिष्ठ नागरिक भरण- पोषण एवं कल्याण अधिनियम, 2007 के कार्यान्वयन और वरिष्ठ नागरिकों को सेवाओं और सुविधाओं उपलब्ध कराने में सर्वश्रेष्ठ राज्यः-

(1) पुरस्कार उस राज्य या संघ राज्य क्षेत्र को प्रदान किया जाएगा जो अधिनियम के विभिन्न प्रावधानों के कार्यान्वयन में अग्रणी रहे हैं ।

(2) पुरस्कार के दावे के लिए निम्नलिखित शर्तें पूरी करनी होगी, नामतः -

(क) अधिनियम अधिसूचित करना, नियम बनाना भरण-पोषण अधिकारी की नियुक्ति, भरण- पोषण और अपीलीय अधिकरणों का गठन;

[PART I-SEC . 1 भरण-पोषण के दावों के निपटान का उच्च स्तर

( ग ) वरिष्ठ नागरिकों के लिए राज्य परिषद गठित की हो और नियमित अंतराल पर बैठक आयोजित की हो;

(घ) वरिष्ठ नागरिकों की जीवन रक्षा और संपत्ति की रक्षा के लिए व्यापक कार्य योजना की तैयारी और निष्पादनः

(ड. ) वरिष्ठ नागरिकों की चिकित्सीय सहायता के लिए संस्थागत प्रबंध और जरा- चिकित्सा देखभाल के लिए अवसंरचना और सुविधाओं का निर्माण ।

च) वृद्धजनों में गंभीर, लंबे समय तक चलने वाली बीमारी के उपचार के कार्य में अनुसंधान को प्रोत्साहन;

(

(छ) वृद्धाश्रमों , सेवा केन्द्रों, हेल्प लाईनों या स्वैच्छिक ब्यूरों के नेटवर्क की स्थापना ।

(च) वरिष्ठ नागरिकों के कुशल क्षेम और कल्याण प्रोत्साहन के लिए सर्वश्रेष्ठ निजी क्षेत्र संगठनः

( 1 ) पुरस्कार निजी क्षेत्र के उस संगठन को दिया जाएगा जिसने वरिष्ठ नागरिकों के कल्याण के लिए कार्य किया हो ।

(2) पुरस्कार के दावे के लिए निम्नलिखित शर्तें पूरी करनी होगी , नामतः

(क) वृद्धजनों को या तो उन्हें लाभप्रद रोजगार प्रदान करके; या समाज के लाभ के लिए उनके कौशलों और अनुभव के उपयोग द्वारा उनकी समस्याओं को सुलझाना ।

(ख ) समुदाय के रूप में वृद्धजनों के लाभ के लिए जरा - चिकित्सा देखभाल में अवसंरचना का निर्माण या इसके समान कोई अन्य कदम ।

ग) इसके पूर्व ( अधिवर्षिता की आयु प्राप्त करने वाले ) कर्मचारियों की देखभाल के लिए प्रबंध करना ।

(छ)

(1) पुरस्कार सर्वश्रेष्ठ सरकारी क्षेत्र उपक्रम को दिया जाएगा जिसने वरिष्ठ नागरिकों के कल्याण के लिए कार्य किया हो ।

( 2) पुरस्कार के दावे के लिए , निम्नलिखित शर्तों को पूरा करना होगा, नामतः

क) अपने कर्मचारियों के लिए सेवानिवृत्तोर कैरियर नीति बनाना ।

(ख ) समुदाय के रूप में वृद्धजनों के लाभ के लिए जरा - चिकित्सा देखभाल में अवसंरचना का निर्माण या इसके समान कोई अन्य प्रयास ।

(ग) अपने कर्मचारियों के स्वस्थ एवं उत्पादक वृद्धावस्था के लिए प्रबंधन किए गए हो ।

(घ) कार्य स्थल पर वरिष्ठ नागरिकों को बाधा- मुक्त वातारण प्रदान करना ।

(ज) शतवर्षीय पुरस्कार

( 1 ) पुरस्कार ख्यातिप्राप्त उन व्यक्तियों को मिलेगा जो 90 वर्ष से अधिक आयु के है और अभी तक शारीरिक रूप से सक्रिय , स्वतंत्र और समाज को योगदान दे रहे हो ।

( 2 ) पुरस्कार के दावे के लिए निम्नलिखित शर्ते पूरी करनी होगी, नामतः

(क) व्यक्ति 90 वर्ष से अधिक आयु का होना चाहिए ।

(ख) व्यापक रूप से समुदाय और समाज की प्रगति में अनुकरणीय सेवाएं प्रदान की होनी चाहिए ।

(ग) व्यक्ति जिसने सामाजिक कुरीतियों और राष्ट्र की स्वतंत्रता के लिए संघर्ष किया हो ।

(घ) वृद्धजनों के लाभ के लिए या समाज अन्य उपेक्षित वर्गों के लिए अविरत प्रतिबंधता ।

उसके योगदान को समाज से व्यापक मान्यता मिली हो ।

(ड.)

(च) जिसका स्वास्थ्य अच्छा हो और अभी तक सामाजिक के कार्यों के लिए सक्रियता से भागीदारी हो ।

(छ) विभिन्न राज्य और राष्ट्रीय स्तरीय मंचों पर भागीदारी ।

(झ) प्रतिष्ठित माता पुरस्कार

(1) पुरस्कार उस वरिष्ठ नागरिक महिला को दिया जाएगा जिसने अत्यधिक विपत्तियों का सामना करते हुए अपने बच्चों का पालन- पोषण किया हो और उन्हें सफल बनने में सहायता की हो ।

(2) पुरस्कारके दावे के लिए, निम्नलिखित शर्तें पूरी करनी होगी , नामतः

(क) अत्यधिक विपरीत परिस्थितियों में अविचल समर्पण तथा बच्चों को बढ़िया नैतिक मूल्य सिखाए हों;

(ख ) उनके समर्पण , दूरदर्शिता तथा कठिन मेहनत से बच्चों ने समाज में महत्वपूर्ण उपलब्धि हासिल की हो;

(ड. ) आयु 60 वर्ष अथवा इससे अधिक हो ।

(ञ) आजीवन उपलब्धि पुरस्कार

(1) पुरस्कार उस वरिष्ठ नागरिक, 70 वर्ष से अधिक , को प्रदान किया जाएगा, जिसने समाज में महत्वपूर्ण योगदान विशेषतः वृद्धों के लिए योगदान दिया हो;

(2) पुरस्कार के दावे के लिए निम्नलिखित शर्तें पूरी होनी चाहिए, नामतः

(क) समाज में वृद्धों के उत्थान और बेहतरी के लिए कार्य

(ख) शिक्षा या अनुसंधान या प्रकाशन और बेहतरी के लिए कार्य आदि के क्षेत्र में उत्कृष्ट उपलब्धि )عل( सामाजिक कल्याण क्षेत्र में पथप्रदर्शक या प्रगतिशील कार्यक्रम और सेवाएं उपलब्ध कराई हो;

(घ) व्यापक रूप से समुदाय और समाज को अनुकरणीय योगदान के लिए रोल मॉडल के लिए ख्याति प्राप्त हो;

(ड. ) 70 वर्ष या अधिक आयु का होना चाहिए ।

(ट) सृजनात्मक कला के लिए पुरस्कार

(1) पुरस्कार उन राष्ट्रीय या अंतर्राष्ट्रीय विजेताओं को दिया जाएगा जिन्होंने साहित्य, रंगमंच , सिनेमा, नृत्य, चित्रकला , मूर्तिकला, फोटोग्राफी आदि में अपना योगदान दिया हो और जिन्होंने अपनी वृद्धावस्था में भी सक्रियरूप से अपने क्षेत्र में योगदान जारी रखा हो ।

(2) पुरस्कार के दावे के लिए निम्नलिखित शर्तें पूरी करनी होगीः

(क) कला के क्षेत्र में उल्लेखनीय योगदान

(ख) उनकी कला समकालीन मुद्दों पर सामाजिक संदेशों से अभिप्रेरित होनी चाहिए ।

(ग) कला के संर्वधन और प्रसारण में उत्कृष्ट उपलब्धि ।

(घ) उनकी कला व्यापक रूप से जानी जाती हो ।

(ठ) खेल-कूद और साहसिक कार्य के लिए पुरस्कार (पुरुष और महिला)

(1) पुरस्कार उन वरिष्ठ नागरिकों को दिया जाएगा जिन्होंने अंतर्राष्ट्रीय योगदान हासिल किया हो और जिनका खेलकूद क्षेत्र में योगदान जारी है । पुरुष और महिला दोनों को उप- श्रेणी के रूप में एक- एक पुरस्कार दिया जाएगा ।

(2) पुरस्कार के दावे के लिए निम्नलिखित शर्तें पूरी करनी होगी , नामतः-

(क) खेल- कूद के क्षेत्र में योगदान

(ख ) उनकी खेल भावना राज्य या राष्ट्रीय या अंतराष्ट्रीय स्तर पर जानी जाती हो

(ग) खेलकूद के माध्यम से एकता की भावना जागृत, प्रतिबद्धता और सामूहिक प्रयास करना ।

(घ) युवा पीढ़ी में खेल- कूद के संवर्धन और प्रसारण में उत्कृष्ट उपलब्धि ।

(ड) शौर्य और बहादुरी पुरस्कार ( पुरूष और महिला)

et (1) पुरस्कार उस वरिष्ठ नागरिक को दिया जाएगा जिसने भंयकर खतरे का सामना करने में अनुकरणीय साहस दिखाया हो । पुरुष और स्त्री खिलाड़ी दोनों को उप- श्रेणी के रूप में एक- एक पुरस्कार प्रस्तावित है ।

(2) पुरस्कार के दावे के लिए निम्नलिखित शर्तें पूरी होनी चाहिए; नामतः

(क) मानव अधिकारों का संरक्षण, राष्ट्रीय सुरक्षा या सामाजिक बुराईयों का शमन

(ख) समाज में लोगों के जीवन संरक्षण के लिए सतत प्रयास

(6) एजेंसियों या व्यक्ति विशेष जिनका नामांकन और नामांकनों के आमंत्रण की जा सकती है: - सम्मान के लिए नामांकन आमंत्रित हैः-

(क) भारत सरकार के मंत्रालय या विभाग और उनके स्वायत्त संगठन

(ख) राज्य सरकार या केन्द्र राज्य क्षेत्र प्रशासन

(ग) व्यक्ति और संस्था दोनों श्रेणियों में पदम पुरस्कार, वयोश्रेष्ठ सम्मान और अन्य राष्ट्रीय पुरस्कार के पिछले प्राप्तकर्ता ।

(घ) राष्ट्रीय वरिष्ठ नागरिक परिषद ( एन सी एस सी) के सदस्य 12

(8) नामांकनों का अनुवीक्षण

(1) सामाजिक न्याय और अधिकारिता मंत्रालय द्वारा चयन समिति को विचारार्थ पुरस्कारों के लिए प्राप्त नामांकनों की जांच और संक्षिप्त सूची के लिए एक- एक अनुवीक्षण समिति का गठन किया जाएगा ।

) अनुवीक्षण समिति में निम्नलिखित शामिल होंगे : -

(i) संयुक्त सचिव ( समाज रक्षा) सामाजिक न्याय और अधिकारिता मंत्रालय अध्यक्ष, पदेन

(ii)

प्रौढ़ क्षेत्र का एक विशेषज्ञ या अनुभवी व्यक्ति- सदस्य

(iii) वयोवृद्ध कल्याण के लिए कार्यरत एक प्रतिष्ठित वरिष्ठ नागरिक सदस्य

(iv ) प्रादेशिक और संसाधन प्रशिक्षण केन्द्र का प्रमुख ( आवर्ती पर) सदस्य

(v) निदेशक, राष्ट्रीय समाज रक्षा संस्थान सदस्य, पदेन

13 (9) चयन समितिद्वारा पुरस्कार प्राप्तकर्ता का चयन

(1 ) पुरस्कार प्राप्तकर्ता का अंतिम चयन सामाजिक न्याय और अधिकारिता मंत्रालय द्वारा गठित चयन समिति द्वारा अनुवीक्षण समिति की सिफारिशों के आधार पर किया जाएगा । चयन समिति निम्नानुसार होगी: - (i) सामाजिक न्याय और अधिकारिता मंत्री अध्यक्ष, पदेन

(ii) सामाजिक न्याय और अधिकारिता राज्य मंत्री उपाध्यक्ष, पदेन

( viii) कम से कम दो शीर्ष वाणिज्य और औद्योगिक चैम्बरों के प्रतिनिधि– सदस्य, पदेन

( ix ) संयुक्त सचिव ( समाज रक्षा) , सामाजिक न्याय और अधिकारिता मंत्रालय संयोजक, पदेन

( 12 ) अनवीक्षण समिति के गैर- शासकीय सदस्य भारत सरकार में लागू वित्तीय नियमों और कार्य विधियों के अनुसार यात्रा भत्ता/दैनिक भत्ता के हकदार होंगे ।

10. पुरस्कार प्रस्तुतिकरण

( 1 ) प्रत्येक वर्ष 1 अक्तूबर को अंतर्राष्टीय बृद्धजन दिवस के अवसर पर नई दिल्ली में विशेष समारोह/कार्यक्रम आयोजित करके पुरस्कार प्रदान किए जाएंगे । पुरस्कार भारत के राष्ट्रपति द्वारा प्रदान किए जाएंगे ।

( 2) प्रत्येक पुरस्कार प्राप्तकर्ता के एक सहयोगी सहित ठहरने और भोजन व्यवस्था का खर्च केन्द्रीय सरकार द्वारा वहन किया जाएगा ।

( 3 ) इधर- उधर का यात्रा खर्च और सम्मान समारोह के एक दिन पूर्व और एक दिन बाद ( वास्तविक आगमन और प्रस्थान की तिथियों पर निर्भर) तक ठहरने का प्रबंध किया जाएगा और उस पर व्यय की प्रतिपूर्ति केन्द्र सरकार द्वारा की जाएगी ।

(4) पुरस्कार प्राप्तकर्ता और एक सहयोगी के यात्रा भत्ता/दैनिक भत्ता की स्वीकार्यता भारत सरकार के संयुक्त सचिव के समतुल्य होगी ।

( 5 ) पुरस्कार की घोषणा से पूर्व , प्रत्याशित पुरस्कार प्राप्तकर्त्ता या संस्थानों की आवश्यक सहमति सुनिश्चित की जाएगी ।

Subject : ' Vayoshreshtha Sammans '-A Scheme of National Award for Senior Citizens

No. 15-39 (30 )/ 09-10 - AG II . Whereas in 1992, the United Nations General Assembly adopted a resolution to observe the year 1999 as the International Year of Older Persons and to promote the theme, 'a society for all ages ", the International Day of Older Persons ( IDOP) is observed every year, worldwide, on 1st October . This day provides an opportunity to acknowledge the contribution , wisdom , dignity, and needs of our senior citizens and to rededicate our efforts to ensure their well -being.

And whereas, the Ministry of Social Justice and Empowerment, as the Nodal Ministry for the cause of elderly , celebrates International Day of Older Persons every year on 1st October. Taking this as an opportune moment to promote the concept of active and productive ageing, it was decided in the year 2005 to confer Vayoshreshtha Sammans to eminent senior citizens and institutions in recognition for their service towards the elderly persons, especially indigent senior citizens

Now, therefore , In order to recognize the efforts made by eminent senior citizens and Institutions involved in rendering distinguished services for the cause of elderly persons , especially indigent senior citizens , the Ministry of Social Justice and Empowerment (Department of Social Justice and Empowerment) hereby announce the following Scheme for conferring National Awards on eminent Senior Citizens and Institutions, namely:-

1. Short title : This Scheme maybe called the Scheme of National Award for Senior citizens .

2. Application : This Scheme shall be applicable to institutions and individuals who have rendered distinguished services for the cause of elderly persons , especially indigent senior citizens .

3. Objectives

A. Inthe last decade the subject of Ageing and related issues has gained utmost importance and focused attention . 'Vayoshrestha Sammans' A Scheme of National Awards for Senior Citizens shall showcase the Government's concern for senior citizens [भाग 1-खण्ड 1 ]

and its commitment towards senior citizens with the aim of strengthening their legitimate place in the society. It will also provide an opportunity to the younger generations to understand the contribution of the elderly in building of the society and the nation .

B. 'Vayoshreshtha Sammans' would be conferred on eminent senior citizens and Institutions involved in rendering distinguished services for the cause of elderly persons , especially indigent senior citizens. The recipients would be drawn from diverse fields and nominations would be invited from Governmental and non governmental agencies. The Ministry of Social Justice and Empowerment ( herein after referred to as "the Ministry ") would invite nominations from the State Governments, Union Territory Administrations, concerned Central Ministries, reputed Non Government Organisations working for the causeof elderly, members of National Council of Senior Citizens ( NCSrC) and renowned Business associations like Federation of Indian Chambers of Commerce and Industry, Confederation of Indian Industry, Associated Chamber of Commerce and Industry, Confederation of Indian Industry etc.

4. Description

(1) Vayoshrestha Sammans shall be conferred every year in thirteen categories . The recipients of the Sammans shall be declared every year on the 1st September and will be conferred on the 1st October on the occasion of International Day of Older Persons (IDOP). The Award in each category shall carry a Citation , a Plaque and also cash award in some of the categories as decided from time to time. The award would be given to eminent or outstanding Institutions or organisations and individuals from any part of the country.

To senior citizens who have won international acclaim and who continue to contribute in the field of sports and adventure.

13 Courage & Bravery (one each for Male and Female)

To senior citizens who have displayed extra ordinary courage in the face of grave danger.

(2) Normally the Sammans shall not be presented posthumously:

Provided that death occurred subsequent to a proposal having been submitted to the jury in the manner stipulated in this Code, then the Samman may be presented posthumously.

(3) A Screening Committee and Selection Committee would be constituted for the purposewhich shall consider the achievement of the Organisations and the Individuals nominated or recommended for the Sammans by the prescribed authority. The

outstanding contribution in the field shall be the primary consideration in identifying the recipient of Sammans .

Explanation: For the purposes of this sub- paragraph the expression " prescribed authority" means the authority mentioned in paragraph 6.

5. Eligibility Criteria for Nomination

(1) The Sammans are open to all Indian Institutions , organisations and individuals without any distinction or discrimination on grounds of race, sex, caste or creed .

(2) To be eligible for the Sammans , it would ordinarily be necessary that the nominee isrecommended in writing by an agency or individual mentioned in Section 5. However, in exceptional cases , the Selection Committee may also , suo moto , recommend a person or institution for the award , with justification .

(3) Self nominations for the Sammans shall not be considered by the Screening Committee and the Selection Committee .

(4) Theeligibility criteria for each of the Category of Awards shall be as follows:

A. Best Institution for Research and dissemination of Knowledge in the field of Ageing.-

(1) The award shall be given to the institutions which are generating and spreading knowledge in the field of ageing .

(2) To claim the award the award the following requirements shall be fulfilled , namely: -

(a) The Institution or Organisation should be a registered body and should have minimum five years of experience in the field of ageing and related issues ;

(b) The institution should have remarkable achievements in research or publication and spread of knowledge in the field of elderly in India ;

(d) The Institution should have been instrumental in developing and formulating Policies and programmes for Senior Citizens either at the State or National level;

(e) Dissemination of knowledge and creating awareness on the issues relating to elderly through conferences , seminars , workshops and other means ;

(f) Participatory leadership in the community and civil society at large in the field ofageing as prime concern .

B. Best Institution for providing Services to Senior Citizens :

(1) The award shall be given to the institutions which are providing outstanding services to the elderly.

(2) To claim the award, the following requirements shall be fulfilled , namely:-

(a) The institution should be providing comprehensive services for the elderly preferably in rural or hilly areas of India especially to indigent senior citizens;

(b) The Institution or Organisation should be a registered body and should have minimum five years experience in the field of service to elderly;

(d) The institution has undertaken specialised or innovative services and programme for the betterment of life of elderly in the society;

(e) Outstanding achievement to provide new and effective outreach strategy or programmes for the betterment of elderly in the society.

C Best District Panchayat:

(1) The award shall be given to the District Panchayats , which have done outstanding work for senior citizens .

(2) To claim the award the following conditions shall be fulfilled, namely: -

(a) Exemplary contribution in the field of Health , Counselling , Legal aid, awareness , institutional and non institutional programmes for the elderly;

(b) Significant role in the empowerment of elder people at the village level;

(c) Outstanding achievement in the involvement and participation of local people or community in the promotion of care for elderly;

(d) Promotion of barrier free environment in the public buildings in panchayat area .

D Best Urban Local Body:

(1) The award shall be given to Municipal Bodies or Cantonment Boards or Other Statutory Urban Local Bodies , which have done outstanding work for senior citizens.

(2) To claim the award the following conditions shall be fulfilled, namely: -

(a) Exemplary contribution in the field of Health , Counselling , Legal aid, awareness , institutional and non institutional programmes for the elderly;

(b) Significant role in the empowerment of elder people at the municipality level;

(c) Outstanding achievement in the involvement and participation of local people or community in the promotion of care for elderly;

(d) Promotion of barrier free environment in the public buildings in , the municipality area .

E Best State in Implementing the Maintenance and Welfare of Parents and Senior Citizens Act, 2007 and providing services and facilities to Senior Citizens:

(1) The award shall be given to the State or Union Territory which has taken lead in theimplementation of various provisions of the Act.

(2) To claim the award the following conditions shall be fulfilled , namely: -

(a) Notified the Act, framed the Rules , appointed Maintenance Officers , constituted Maintenance and Appellate Tribunals;

(b) High level of settlement of claims of maintenance;

(d) Prepared and executed comprehensive action plan for providing protection to lifeand property of senior citizens;

(e) Institutionalised arrangements for medical support to Senior citizens and created infrastructure and facilities for geriatric health care;

(f) Promoted research work in treatment of chronic, terminal and degenerative diseases common among elderly;

(g) Established a network of old age homes, service centres , help-lines or Volunteer bureaux.

F Best Private Sector_Organisation in promoting the well being and welfareof senior citizens :

(1) Theaward shall be given to a Private Sector Organisation who have done work for thewelfare of senior citizens .

(2) To claim the award , the following conditions shallbe fulfilled , namely: -

(a) Addressing the problems of elderly either by providing them gainful employment , or utilising their skills and experience for the benefit of the society;

(b) Creating infrastructure in geriatric medical care or any other similar step for the benefit of elderly as a community;

(d) Providing barrier free for senior citizens at the work place.

G Best Public Sector Organisation in promoting the well being and welfare of senior citizens:

(1) Theaward shall be given to the Best Public Sector Undertaking who have done work in promoting the welfare of senior citizens.

(2) To claim the award, the following conditions shall be fulfilled, namely: -

(a) Foimating Post retirement career policy for its employees;

(b) Creaung infrastructure in geriatric medical care or any other similar step for thebenefit of elderly as a community;

(d) Providing barrier free for senior citizens at the work place.

H Centenarian Award :

(1) The award shall be given to renowned individuals who are above ninety years of age and are still physically active, independent and contributing to the society.

(2) To claim the award the following conditions shall be fulfilled, namely: -

(a) The individual should be above the age of ninety years ;

(b) Should have rendered exemplary services for the betterment of the community and society at large;

(d) Ongoing commitment especially for the cause of elderly or other marginalised sections of the society;

(e) His or her Contribution should have wide recognition from the society;

(f) Possessing reasonable good health and still actively participating for social causes;

(g) Participation on various State and National level platforms.

I Iconic Mother Award:

(1) The award shall be given to senior citizen women who in the face of great odds, brought up their children and supported them in being high achievers.

( 2) To claim the award, the following conditions shall be fulfilled, namely: -

(a) Unwavering devotion and inculcation of good values and ethics in the children in highly testing circumstances;

(b) Because of her dedication , vision and hard work, children should have made remarkable achievement in the society;

(d) Her contribution commands wide recognition from the society;

(e) Shouldbe of age of sixty years or above .

Lifetime Achievement Award:

(1) The award shall be given to senior citizens, preferably above seventy years , who havemade significant contributions to society, especially for the elderly.

(2) To daim the award, the following conditions shall be fulfilled, namely: -

(a)The upliftment and betterment of the lives of elderly in society;

(0) Outstanding achievement in the field of education or research or publication andwork performance etc;

(d) Recognised as a role model for exemplary contribution to the community and societyat large;

(e) Should be of age of seventy years or above .

K Award for Creative Art:

(1) The award shall be given to winners of National or international acclaim for their contribution to literature, theatre , cinema , music , dance , painting , sculpture, photography, etc. and who continue to be active in their field well into their old age.

(2) To claim the award the following conditions shall be fulfilled , namely: -

(a) Exemplary contribution in the field of Art;

(b) His or her art should be infused with social messages on contemporary issues ;

(d) His or her art should have been recognised widely.

L Award for Sports and Adventure ( Male and Female) :

(1) The award shall be given to senior citizens who have won international acclaim and who continue to contribute in the field of sport . One award each is proposed for maleand female sportsperson as sub - categories.

(2) To claim the award the following conditions shall be fulfilled , namely: -

(a) Exemplary contribution in the field of Sports;

(b) Recognition of his or her sportsmanship at State or National or International level;

(d) Outstanding achievement in the promotion and dissemination of sports to the younger generation ;

M Courage and Bravery Award ( Male and Female) :

(1) The award shall be given to a senior citizen who has displayed exemplary courage in the face of grave danger . One award each is proposed for male and female sportsperson as sub- categories .

(2) To claim the award the following conditions shall be fulfilled, namely: -

(a) The protection of human rights , national security or mitigation of social evils ;

(b) Sustainable efforts for the protection of life of the people in society.

6. Agencies or Individuals which may nominate and procedure of inviting nominations

( 1) . Nominations for the Sammans shall be invited from:

(a) The Ministries or Departments of the Government of India and their autonomous organisations .

(b) The State Governments or Union Territory Administrations .

(c) Past recipients of Padma Award, Vayoshreshtha Samman and other National Awards in both individual and institution categories .

(d) Members of the National Council of Senior Citizens (NCSrC) .

(e) Renowned Apex Chambers like Federation of Indian Chambers of Commerce and Industry, Confederation of Indian Industry , Associated Chamber of Commerce and Industry, National Association of Software and Service Companies , PHD Chamber of Commerce and Industry etc.

(f) Any other category of persons or institutions authorized by the Ministry from time to time.

(2) The nominations should be sent in the prescribed proforma at Annexure I ( for Institutions) and Annexure II ( for Individuals) .

7. Calendar of Activities to be followed each year :

Thecalendar of activities to be followed each year with regard to the awards is given at Annexure III .

8. Screening of Nominations :

(1). AScreening Committee shall be constituted by the Ministry of Social Justice and Empowerment to scrutinize and short list of the nominations received for the Award for consideration of the Selection Committee .

12 Thenon- official members of the Selection Committee shall be entitled to TA/ DA in accordance with the Financial Rules and procedures as applicable in Government of India.

13 Thedecisions of the Selection Committee shall be by a majority vote and in the event of the votes on both sides being equal , the Chairperson presiding over a particular meeting shall have a casting vote.

14 Thedecisions of the Selection Committee shall be final .

10. Presentation of Award

(1) TheAward shall be presented at New Delhi at a special ceremony/function to be held on the occasion of the International Day of Older Persons on the 1st October every 27

year . The Awards shall be presented by the President of India or the Prime Minister of India.

(2) Theboarding and lodging expenses of the awardees including one companion for each awardee shall be borne by the Central Government .

(3) The to and fro travelling expenses and accommodation for up to one day prior and after the date of Samman ceremony (depending upon the actual arrival and departure dates) shall be arranged and the expenditure shall be reimbursed by the Central Government .

(4) The TA/ DA admissibility of the awardees and one companion shall be equivalent to that of Joint Secretary to the Government of India.

(5) Before the announcement of the Award, the concurrence of the prospective awardees or institutions would be suitably ascertained.
