2. कीटनाशी नियम, 1971 के नियम 11 के खंड (क) में दूसरे परंतुक के पश्चात् निम्नलिखित परंतुक रखा जाएगा, अर्थात्:-
" परंतु यह और कि घरेलू कीटनाशी के फुटकर विक्रय के लिए अनुज्ञप्ति दस वर्ष की कालावधि के लिए जारी होगी " ।

टिप्पण: मूल नियम भारत के राजपत्र, असाधारण, भाग II , खण्ड 3 , उप-खण्ड ( i ) में अधिसूचना संख्यांक सा.का.नि. 1650( अ) , तारीख 19 अक्तूबर, 1971 को प्रकाशित किए गए और उसमें निम्न द्वारा पश्चात्वर्ती संशोधन हुए :-
सा.का.नि. 75(अ).-केन्द्रीय सरकार कीटनाशी अधिनियम, 1968 (1968 का 46 ) की धारा 36 द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए , केन्द्रीय कीटनाशी बोर्ड के परामर्श से कीटनाशी अधिनियम, 1971 का और संशोधन करने के लिए निम्नलिखित प्रारूप नियम, उक्त अधिनियम के अधीन यथा अपेक्षित ऐसे सभी व्यक्तियों की जानकारी के लिए प्रकाशित किया जाता है जिनके उससे प्रभावित होने की संभावना है और यह सूचना दी जाती है कि उक्त प्रारूप नियम पर उस तारीख से, जिसको भारत के राजपत्र में यथाप्रकाशित इस अधिसूचना की प्रतियां जनता को उपलब्ध करा दी जाती हैं, पैंतालीस दिन की समाप्ति के पश्चात् विचार किया जाएगा;
1. सा.का.नि. 474( अ) , तारीख 24 जुलाई, 1976,
2. सा.का.नि. 736( अ ) , तारीख 9 दिसम्बर, 1977 , उक्त प्रारूप नियमों के संबंध में किसी व्यक्ति से प्राप्त आक्षेपों या सुझावों पर पूर्वोक्त अवधि की समाप्ति से पूर्व केन्द्रीय सरकार द्वारा विचार किया जाएगा;
3. सा.का.नि. 1064( अ ) , तारीख 7 नवम्बर, 1988 ,
4. सा.का.नि. 533 (अ ) , तारीख 6 अगस्त, 1993 ,
5. सा.का.नि. 371 ( अ ) , तारीख 20 मई, 1999,

NOTIFICATION
New Delhi , the 12th February, 2013
GS.R. 75 (E) . The followingdraft rule to further amend the Insecticides Rules , 1971 , which the Central Government proposes to make in exercise of the powers conferred by Section 36 of the Insecticides Act , 1968 (46 of 1968) in consultation with the Central Insecticides Board, is hereby published , as required by said Section , for information of all persons likely to be affected thereby ; and notice is hereby given that the said draft rule shall be taken into consideration after the expiry of forty five days from the date on which copies of this notification as published in the Gazette of India are made available to the public;
The objections or suggestions which may be received from any person in respect of the said draft rules before the expiry ofthe period aforesaid will be considered by the Central Government ;
Objections and suggestions in respect to these draft rules may be forwarded to the Joint Secretary (PlantProtection ) , Ministry of Agriculture , Department of Agriculture and Co - operation , Krishi Bhawan , New Delhi - 110001 .
DRAFT RULE
1. (1 ) These rules may be called the Insecticides (Amendment) Rules, 2013 .
(2) They shall come into force on the date of their final publication in the Official Gazette .
2. In the Insecticides Rules , 1971 , in clause ( a ) of rule 11 , after the second proviso , the following proviso shall be inserted namely :-
"Provided also that a license for retail selling of household insecticides shall be issued for a period of ten calendar years .".
