सा.का.नि. 120(अ).-केन्द्रीय सरकार , केन्द्रीय मोटर यान नियम , 1989 का और संशोधन करने के लिए मोटर यान अधिनियम , 1988 ( 1988 का 59 ) की धारा 212 की उप - धारा ( 1 ) द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए , कतिपय नियमों का निम्नलिखित प्रारूप , अधिनियम की धारा 27 , 41 , 50 और 110 की अपेक्षानुसार उन लोगों को सूचना के लिए जिनका उसके द्वारा प्रभावित होना संभाव्य है , प्रकाशित करती है और यह सूचना दी जाती है कि उक्त प्रारूप नियमों पर उस तारीख से , जिसको भारत के राजपत्र में यथा प्रकाशित इस अधिसूचना की प्रतियां जनता को उपलब्ध कराई जाती हैं, तीस दिन की अवधि की समाप्ति के पश्चात् विचार किया जाएगा ।

2. ऐसे आक्षेपों या सुझावों पर , जो किसी व्यक्ति से उपरोक्त अवधि की समाप्ति से पूर्व उक्त प्रारूप नियमों की बाबत प्राप्त होते हैं , केन्द्रीय सरकार द्वारा विचार किया जाएगा .।

3. आक्षेप या सुझाव , यदि कोई हों, संयुक्त सचिव ( परिवहन ) भूतल परिवहन और राजमार्ग मंत्रालय , परिवहन भवन , पार्लियामेंट स्ट्रीट , नई दिल्ली -110001 को भेजे जा सकेंगे ।

प्रारूप नियम

1. ( 1 ) इन नियमों का संक्षिप्त नाम केन्द्रीय मोटर यान ( संशोधन ) नियम , 2013 है ।

(2 ) विशिष्ट रूप से अन्यथा उपबंधित के सिवाय ये राजपत्र में अंतिम प्रकाशन की तारीख को प्रवृत्त होंगे ।

2. केन्द्रीय मोटर यान नियम , 1989 में ( जिसे इसमें इसके पश्चात् उक्त नियम कहा गया है ) के नियम 2 के खंड ( प ) में परंतुक के स्थान पर निम्नलिखित परंतुक रखा जाएगा , अर्थात्

"परंतु कोई दुपहिया बैटरी प्रचालित यान को तब तक कोई मोटर यान नहीं समझा जाएगा जब तक उक्त नियमों के नियम 126 में विनिर्दिष्ट किसी परीक्षण अभिकरण द्वारा निम्नलिखित सभी शर्तें सत्यापित और प्राधिकृत नहीं कर दी जाए, अर्थात् : -

(क) यान 0.25के डब्लयू से कम की तीस मिनट शक्ति रखने वाली विद्युत मोटर से सुसज्जित है ;

(ख) यान की अधिकतम गति 25 किलोमीटर प्रति घंटा से कम है ;

(ग) यान में यथोचित ब्रेक और प्रति- परावर्तित युक्ति अर्थात्, एक सफेद परावर्तक आगे और एक लाल परावर्तक पीछे फिट है ;

(घ) यान का बिना लदे वजन (बैटरी के वजन को छोड़कर) 60 किलोग्राम से अधिक नहीं है ;

(ङ) पैडल सहायता प्राप्त यान की दशा में उपरोक्त 30 मिनट शक्ति रखने वाली 25 के डब्लयू से कम की मोटर के अतिरिक्त सहायक विद्युत मोटर से सुसज्जित हो जो यदि साईकिल चालक पैडल चलाना बंद कर दें तो यान के 25 किलो मीटर प्रति घंटा की गति पर पहुंचने तक या उससे पहले उत्तरोत्तर कम निर्गम होता हो और अंततः बंद हो जाता हो ।"

3. उक्त नियमों के नियम 33 में " व्यौहारी (डीलर) " शब्दों के स्थान पर " मोटरगाड़ी या मोटरगाड़ी के अनुषंगी सामान का व्यौहारी (डीलर) या विनिर्माता या नियम 126 में विनिर्दिष्ट कोई परीक्षण अभिकरण " शब्द रखे जाएंगे ।

4. उक्त नियमों के नियम 35 के उप नियम (1 ) में "व्यौहारी (डीलर) " शब्दों के स्थान पर "मोटरगाड़ी या मोटरगाड़ी के अनुषंगी सामान का व्यौहारी (डीलर) या विनिर्माता या नियम 126 में विनिर्दिष्ट कोई परीक्षण अभिकरण " शब्द रखे जाएंगे ।

5. उक्त नियमों के नियम 39 के उप नियम (1 ) में "व्यवहारी " शब्द के स्थान पर "मोटरगाड़ी या मोटरगाड़ी के अनुषंगी सामान का व्यौहारी या विनिर्माता या नियम 126 में विनिर्दिष्ट कोई परीक्षण अभिकरण " शब्द रखे जाएंगे ।

6. उक्त नियमों के नियम 101 में, -

(क) 1 अप्रैल, 2013 को और उसके पश्चात् उप नियम (2) में "एआईएस 019/ 2001 " और " एआईएस 011 / 2001 " शब्दों और अंकों के स्थान पर क्रमशः "आईएस : 15804-2008 " और " आईएस : 15802-2008 " शब्द और अंक रखे जाएंगे ।

(ख) उप नियम (2क) के पश्चात् निम्नलिखित उप नियम अंतःस्थापित किया जाएगा, अर्थात्:-

" (2ख) 1 अप्रैल, 2013 को और उसके पश्चात् हवा रोक शीशा लगे हुए सभी कृषि ट्रैक्टर भारतीय मानक ब्यूरो अधिनियम, 1986 (1986 का 63) के अधीन तत्स्थानी भारतीय मानक ब्यूरो विशिष्टताओं के अधिसूचित किए जाने के समय तक समय- समय पर यथा संशोधित एआईएस 011/2001 के अनुरूप होंगे " ।

7. उक्त नियमों में, नियम 104 ग के पश्चात् निम्नलिखित नियम अंतःस्थापित किया जाएगा, अर्थात् : -

" 104 घ. पीछे की नंबर प्लेट फिट करना

1 अप्रैल, 2013 को या उसके पश्चात् विनिर्मित निम्नलिखित प्रवर्ग के यानों पर भारतीय मानक ब्यूरो अधिनियम, 1986 (1986 का 63) के अधीन तत्स्थानी भारतीय मानक ब्यूरो विशिष्टताओं के अधिसूचित किए जाने के समय तक समय - समय पर यथा संशोधित एआईएस 011/ 2001 के अनुरूप पीछे की नंबर प्लेट फिट की जाएगी :-

(क) 7.5टन से अधिक यान के कुल वजन सहित एन2 और अर्ध- ट्रैलरों के लिए ट्रैक्टरों के अपवाद सहित एन3 ;

(ख) 10 टन से अनधिक कुल वजन वाले ट्रैलर और अर्ध-ट्रैलर जिनकी लंबाई 8 मीटर से अधिक है ;

(ग) 10टन से अधिक कुल वज्रन वाले ट्रैलर ;

(घ) संलग्न बसें ।'

8. उक्त नियमों के नियम 106 में, -

(

अ) उप नियम (1 ) के स्थान पर निम्नलिखित उप नियम रखा जाएगा, अर्थात् : -

"संनिर्माण उपस्कर यान सहित किसी भी मोटर यान पर आगे बत्ती दर्शाने वाले किसी भी लैंप का प्रयोग (चाहे एकल लैंप से फिट हो या दोहरे लैंप से) तब तक नहीं किया जाएगा जब तक ऐसा लैंप इस प्रकार से संनिर्मित, फिट या अनुरक्षित नहीं हो कि उससे उत्सर्जित प्रकाश का किरण पुंज उनको लागू समय- समय पर यथा संशोधित एआईएस- 008: 2001 , एआईएस -009: 2001 , एआईएस -010: 2004, एआईएस- 4

"( 1 क) यान के दौड़ते समय पीछे की सुरक्षा युक्ति की साधारण अपेक्षाएं और यान के पार्श्व सुरक्षा की तकनीकी अपेक्षाएं, उसमे उल्लिखित प्रवर्गों के यानों के लिए समय- समय पर यथा संशोधित भारतीय मानक ब्यूरो द्वारा विनिर्दिष्ट क्रमशः आईएस : 14812-2005 के अनुसार और आईएस : 14682-2004 के अनुसार होगी । " ।

(आ) उक्त नियमों के नियम 124क में, -

(i) उप नियम (1) में " आईएस : 1606-1979 " शब्दों और अंकों के स्थान पर "एआईएस : 034-2004 " शब्द और अंक रखे जाएंगे ।

( ii ) 1 अक्तूबर, 2013 को और उसके पश्चात् उप नियम (3 ) में " आईएस : 7079-1995 " शब्दों और अंकों के स्थान पर "आईएस : 7079-2008 " शब्द और अंक रखे जाएंगे ।

(iii) 1 अक्तूबर, 2013 को और उसके पश्चात् उप नियम (6) के स्थान पर निम्नलिखित उप नियम रखा जाएगा, अर्थात् : -

66 (6) कृषि ट्रैक्टरों की ईंधन टंकी समय - समय पर यथा संशोधित एआईएस : 104-2008 के अनुरूप होगी । " ।

(iv) उप नियम (12) के पश्चात् निम्नलिखित उप नियम अंतःस्थापित किया जाएगा, अर्थात् : -

66 (13) 1 अक्तूबर, 2012 को और उसके पश्चात् कृषि ट्रैक्टर 37 के डब्ल्यू के लिए और 1 अप्रैल, 2013 को और उसके पश्चात् कृषि ट्रैक्टर > 37 के डब्ल्यू के लिए अधिकतम डिजाईन गति एआईएस - 116-2009 के अनुसार होगी । " ।

14. उक्त नियमों के नियम 125 में उप नियम (6) के पश्चात् निम्नलिखित अंतःस्थापित किया जाएगा, अर्थात् : -

66 (7) 1 अक्तूबर, 2014 को और उसके पश्चात् विनिर्माता, लोक सेवा यान को छोड़कर एम 1 प्रवर्ग के प्रत्येक मोटर यान को भारतीय मानक ब्यूरो अधिनियम, 1986 ( 1986 का 63) के अधीन तत्स्थानी भारतीय मानक ब्यूरो विशिष्टताओं के अधिसूचित किए जाने तक समय -समय पर यथासंशोधित एआईएस : 072-2009 में यथा विनिर्दिष्ट कम से कम एक बैठक स्थान पर सभी वजन समूहों के लिए किसी भी प्रकार की बालक अवरोध प्रणाली लगाने की व्यवस्था से सुसज्जित किया जाएगा :

परंतु 1 अक्तूबर, 2014 को और उसके पश्चात् मोटर यान का विनिर्माता या आयातकर्ता या व्यौहारी , ऐसे यानों के खरीददारों को, सिफारिश की गई स्थिति के लिए , [ भाग II-खण्ड 3 ( i) ]

* एआईएस -115 (भाग 1 ) -2009 के उपाबंध I के अनुसार

** एआईएस -115 (भाग ) 1-2009 के उपाबंध II के अनुसार

कृषि ट्रैक्टर विनिर्माता परीक्षण के लिए उपाबंध I या उपाबंध II का विकल्प दे सकते है ।

12. 1 अक्तूबर, 2013 को या उसके पश्चात् उक्त नियमों के नियम 122 में उप नियम ( 1 क) के स्थान पर निम्नलिखित रखा जाएगा, अर्थात् : -

66 ( 1 क) प्रत्येक कृषि ट्रैक्टर और संनिर्माण उपस्कर यान पर, उस पर समुद्धृत या निक्षारित या पंच किए हुए विनिर्माण के मास और वर्ष सहित पहचान संख्या लगी होगी :

परंतु कृषि ट्रैक्टर की दशा में उस पर समुद्धृत' या निक्षारित या पंच किए हुए विनिर्माण के मास और वर्ष सहित पहचान संख्या, भारतीय मानक ब्यूरो अधिनियम, 1986 (1986 का 63) के अधीन तत्स्थानी भारतीय मानक ब्यूरो विशिष्टताओं को अधिसूचित किए जाने तक समय- समय पर यथा संशोधित एआईएस 117-2011 के अनुसार होगी । " |

13. 1 अप्रैल, 2013 को या उसके पश्चात् उक्त नियमों के नियम 124 के उप नियम (1 क) के स्थान पर निम्नलिखित उप नियम रखा जाएगा, अर्थात् : -

(आ) उक्त नियमों के नियम 124क में, -

(i) उप नियम (1 ) में " आईएस : 1606-1979 " शब्दों और अंकों के स्थान पर "एआईएस : 034-2004 " शब्द और अंक रखे जाएंगे ।

(ii ) 1 अक्तूबर, 2013 को और उसके पश्चात् उप नियम (3) में " आईएस : 7079-1995" शब्दों और अंकों के स्थान पर " आईएस : 7079-2008 " शब्द और अंक रखे जाएंगे ।

( iii) 1 अक्तूबर, 2013 को और उसके पश्चात् उप नियम (6) के स्थान पर निम्नलिखित उप नियम रखा जाएगा, अर्थात् : -

66 (6) कृषि ट्रैक्टरों की ईंधन टंकी समय- समय पर यथा संशोधित एआईएस : 104-2008 के अनुरूप होगी । " ।

(iv) उप नियम (12) के पश्चात् निम्नलिखित उप नियम अंतःस्थापित किया जाएगा, अर्थात् :-

" ( 13 ) 1 अक्तूबर, 2012 को और उसके पश्चात् कृषि ट्रैक्टर < 37 के डब्ल्यू के लिए और 1 अप्रैल, 2013 को और उसके पश्चात् कृषि ट्रैक्टर > 37 के डब्ल्यू के लिए अधिकतम डिजाईन गति एआईएस - 116-2009 के अनुसार होगी । " ।

66 (7) 1 अक्तूबर, 2014 को और उसके पश्चात् विनिर्माता, लोक सेवा यान को छोड़कर एम 1 प्रवर्ग के प्रत्येक मोटर यान को भारतीय मानक ब्यूरो अधिनियम, 1986 (1986 का 63) के अधीन तत्स्थानी भारतीय मानक ब्यूरो विशिष्टताओं के अधिसूचित किए जाने तक समय - समय पर यथासंशोधित एआईएस : 072-2009 में यथा विनिर्दिष्ट कम से कम एक बैठक स्थान पर सभी वजन समूहों के लिए किसी भी प्रकार की बालक अवरोध प्रणाली लगाने की व्यवस्था से सुसज्जित किया जाएगा :

मार्गदर्शन सिद्धांतों के साथ ही साथ ऐसी प्रणाली को फिट करने और उसका उपयोग करने के लिए मार्गदर्शन सिद्धांत उपलब्ध कराएगा । " ।

15. उक्त नियमों के नियम 138 में, -

(अ) उप नियम (4) में खंड (क) के स्थान पर निम्नलिखित खंड रखा जाएगा, अर्थात् : -

(क) मोटर साईकिल से भिन्न यानों की दशा में उपयोग के लिए तैयार एक अतिरिक्त पहिया ; "

(आ) उप नियम (4) के खंड (घ) का लोप किया जाएगा । " ।

(इ) उप नियम (5) के पश्चात् निम्नलिखित उप नियम अंतःस्थापित किया जाएगा, अर्थात् : -

66 (6) 1 अप्रैल, 2015 को या उसके पश्चात् लोक सेवा यान को छोड़कर एम 1 प्रवर्ग के प्रत्येक मोटर यान का चालक यह सुनिश्चित करेगा कि किसी यान में ले जाया जा रहा बारह वर्ष तक की आयु का कोई बालक उक्त नियमों के नियम 125 के उप नियम (7) के अनुरूप किसी यथोचित बालक अवरोध प्रणाली के अनुसार बैठा है ।

16. उक्त नियमों के प्ररूप 16 में क्रम संख्या 4 में "विनिर्माता या व्यौहारी " शब्दों के स्थान पर " मोटरगाड़ी या मोटरगाड़ी के अनुषंगी सामान का विनिर्माता या व्यौहारी या उक्त नियमों के नियम 126 में विनिर्दिष्ट कोई परीक्षण अभिकरण " शब्द रखे जाएंगे ।

NOTIFICATION

New Delhi , the 22nd February, 2013

GS.R. 120 (E ) . The following draft of certain rules further to amend the Central Motor Vehicles Rules , 1989, which the Central Government propose to make in exercise of the powers conferred by sections 27, 41, 50 and 110 of the Motor Vehicles Act, 1988 (59 of 1988) , is hereby published, as required by sub- section (1) of section 212 of the said Act, for information of all persons likely to be affected thereby; and notice is hereby given that the said draft rules shall be taken into consideration after the expiry of sixty days from the date on which the copies of this notification as published in the Gazette of India , are made available to the public;

2. The objections or suggestions which may be received from any person in respect of the said draft rules before the expiry of the aforesaid period will be considered by the Central Government ;

3. Objections and suggestions to these draft rules, if any , may be sent to the Joint Secretary (Transport) , Ministry of Road Transport and Highways , Transport Bhawan , Parliament Street, New Delhi - 110 001 .

Draft Rules

1. (1) These rules may be called the Central Motor Vehicles (Amendment) Rules, 2013 .

(2) Save as otherwise specially provided, they shall come into force on the date of their final publication in the Official Gazette .

2. In the Central Motor Vehicles Rules , 1989 (hereinafter referred to as the said rules ) , in rule 2, in clause (u) , for the proviso , the following proviso shall be substituted , namely: -

" Provided that a two wheeled battery operated vehicle shall not be deemed to be a motor vehicle unless all the following conditions are verified and authorised by any testing agency specified in rule 126 of these rules , namely: - भारत का राजपत्र असाधारण

(a) vehicle is equipped with an electric motor having thirty minute power less than 0.25 KW;.

(b) maximum speed of the vehicle is less than 25 km / hr .;

(c) vehicle is fitted with suitable brakes and retro- reflective devices , i.e. one white reflector in the front and one red reflector at the rear;

(d) unladen weight (excluding battery weight) of the vehicle is not more than 60 kg.;

(e) in case of pedal assisted vehicle equipped with an auxiliary electric motor, in addition to above, the thirty minute power of the motor is less than 0.25 kW, whose output is progressively reduced and finally cut off as the vehicle reaches a speed of 25 km/ hr , or sooner , if the cyclist stops pedaling.

3. In the said rules , in rule 33, for the words " dealer " the words " dealer or manufacturer of automobiles or automobile ancillaries or a test agency specified in rule 126 " shall be substituted.

4. In the said rules, in rule 35, in sub- rule (1) , for the words " dealer " the words " dealer or manufacturer of automobile or automobiles ancillary or a test agency specified in rule 126 " shall be substituted.

5. In the said rules , in rule 39, sub- rule (1) for the word " dealer" the words " dealer or manufacturer of automobile or automobile ancillaries or a test agency" specified in rules 126" shall be substituted .

6. In the said rules, in rule 101

(a) In sub- rule (2) , on and after the 1st April, 2013, for the words and figures " AIS 019/2001 " and " AIS 011/2001 " the words and figures " IS: 15804- 2008" and " IS: 15802-2008 " respectively, shall be substituted;

(b) after sub- rule (2 A), the following sub - rule shall be inserted namely: -

" (2 B) On and after the 1st April , 2013, all agricultural tractors having wind screen shall conform to AIS 011/2001, as amended from time to time till such time the corresponding Bureau of Indian Standards specifications are notified under the Bureau of Indian Standards Act, 1986 (63 of 1986) " .

7. In the said rules, after rule 104 (C) the following rule shall be inserted, namely:-

The following categories of vehicles , manufactured on and after the 1st April, 2013, shall be fitted with rear marking plate , conforming to 089-2005, as amended from time to time , till such time the corresponding Bureau of Indian Standards specifications are notified under the Bureau of Indian Standards Act, 1986 (63 of 1986): -

(a) N2 with gross vehicle weight exceeding 7.5 ton and N3 with the exception of tractors for semi trailers ;

(b) trailers and semi -trailers having gross weight not exceeding 10 ton and whose length exceeds 8m;

(d) articulated buses" .

8. In the said rules , in rule 106 , -

(A) for sub - rule (1 ) , the following sub- rule shall be substituted , namely: -

" No lamp showing a light to the front shall be used on any motor vehicle including construction equipment vehicle (whether fitted with single or dual head lamp ) unless such lamp is so constructed, fitted and maintained that the beam of light emitted there from meet the requirements of AIS- 008 :2001 , AIS- 009: 2001 , AIS- 010: 2004 , AIS- 012 : 2004 , AIS- 030: 2001 , AIS- 062: 2004 and Safety Standard 15.1 as applicable , as amended from time to time;

(B) sub-rule (2) shall be omitted.

9. In the said rules , in rule 117, for sub- rule (2) , the following sub- rule shall be substituted, namely: -

"(2) On and after the 1st April , 2014, every motor vehicle shall be fitted with a speedometer conforming to the requirements of IS: 11827 - 2008 , specified by the Bureau of Indian Standards, as amended from time to time. " .

10. In the said rules , in rule 119 , in sub-rule (1) , for the proviso, the following proviso shall be substituted, namely: -

"Provided that on and from the 1st October , 2013 , the horn installation requirements for motor vehicles shall be as per IS: 15796-2008 , specified by the Bureau of Indian Standards , as amended from time to time. " .

11 . In the said rules , in rule 120, for sub- rule (3 ) , the following sub- rule shall be substituted , namely: - 11

" In the case of Agricultural Tractor , the measurement test for driver perceived noise level and permissible sound level at bystander shall be carried out as per AIS- 115 (Part 1)-2009 and AIS- 115 (Part 2))- 2009 respectively, as amended from time to time till such time the corresponding Bureau of Indian Standards specifications are notified under the Bureau of Indian Standards Act, 1986 (63 of 1986) and shall conform to the levels as specified in the Table 1 and Table 2 below respectively:

12. On and after the 1st October , 2013, in the said rules , in rule 122, for sub- rule (1A) , the following shall be substituted, namely: -

"(1A) Every agricultural tractor and construction equipment vehicle shall bear the identification number including month and year of manufacture, embossed or etched or punched on it:

Provided that in case of agricultural tractor the identification number including month and year of manufacture, embossed or etched or

punched on it shall be in accordance with AIS 117- 2011 , as amended from time to time till the corresponding Bureau of Indian Standards specifications are notified under the Bureau of Indian Standards Act ,1986 (63 of 1986) ." .

13. On and after the 1st April , 2013, in the said rules, in rule 124, for sub- rule (1 A) , the following sub- rule shall be substituted, namely: -

"(1A) the general requirements of vehicle rear under run protecting device and the technical requirements of vehicle lateral protection side shall be as per IS: 14812-2005 and as per IS: 14682-2004, specified by Bureau of Indian Standards , respectively, as amended from time to time, for the motor vehicles of categories mentioned therein. " .

(B) In the said rules, in rule 124 A , -

(i) in sub -rule (1) , for the words and figures " IS: 1606-1979 " the words and figures " AIS:034-2004 " shall be substituted.

(ii) On and after the 1st October , 2013, in sub-rule (3) for the words and figures " IS: 7079-1995 " , the words and figures " IS:7079-2008 " shall be substituted .

(iii) On and after the 1st October, 2013, for sub - rule (6) , the following sub- rule shall be substituted, namely: -

"(6) The fuel tanks of agricultural tractors shall conform to AIS: 104-2008, as amended from time to time . " .

(iv) after sub- rule ( 12), the following sub- rule shall be inserted namely: -

"(13) On and after the 1st October 2012, for agricultural tractors < 37 kW and on and after the 1st April 2013 for agricultural tractors ≥ 37 kW, the maximum design speed shall be in accordance with AIS- 116-2009.".

14. In the said rules , in rule 125, after sub- rule (6), the following shall be inserted, namely: -

"(7) On and after the 1st October, 2014, the manufacturer shall equip every motor vehicle of M1 category , excluding public service vehicle, a provision for installation of any type of Child Restraint System for all weight groups on at least one of the seating positions , as specified in AIS: 072-2009, as amended from time to time till the corresponding Bureau of Indian [भाग II-खण्ड 3 (i ) ]

Standards specifications are notified under the Bureau of Indian Standards Act, 1986 (63 of 1986) :

Provided that on and after the 1st October, 2014, the manufacturer or importer or the dealer of the motor vehicle shall provide the guidelines for recommended position as well as the guidelines for fitment and use of such system to the buyer of such vehicles ." .

15. In the said rules , in rule 138,

(A) in sub- rule (4) , for clause (a) , the following clause shall be substituted, namely:-

(a) in case of vehicles other than motorcycles , a spare wheel ready for use; "

(B) in sub-rule (4) , clause ( d) shall be omitted. " .

"(6) On and after the 1st April, 2015, the driver of every motor vehicle of M1 category, excluding public service vehicle shall ensure that a child, up to age of twelve years, carried in a vehicle is seated in an appropriate Child Restraint System conforming to sub- rule (7) of rule 125 of these rules .

16. In the said rules, in Form 16 , in Serial No. 4 , for the words "manufacturer or dealer" the words " manufacturer or dealer of automobiles or automobile ancillaries or a test agency specified under rule 126 of the said ruler " shall be substituted.
