सं. एन-10/2/2013-पीपीसी.—प्रसार भारती ;भारतीय प्रसारण निगमद्ध अध्निियम, 1990 ;1990 का 25द्ध की धरा 33 की उप-धरा ;2द्ध के खंड ;घद्ध के साथ पठित धरा 9 और धरा 11 की उप-धरा ;5द्ध द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए और प्रसार भारती ;भारतीय प्रसारण निगमद्ध ;कनिष्ठ अभियांत्रिाकी पदद्ध सेवा विनियम, 2002 का अध्क्रिमण करते हुए, जहां तक अभियांत्रिाकी सहायक के पद का संबंध् हैं, इस अध्क्रिमण से पूर्व किए गए या छोड़े गए कार्यों के अतिरिक्त, प्रसार भारती ;भारतीय प्रसारण निगमद्ध केंद्र सरकार के पूर्व अनुमोदन से निम्नलिखित विनियम बनाता है अर्थात् :—
1. संक्षिप्त नाम और प्रारंभ.—;iद्ध इन विनियमों का संक्षिप्त नाम प्रसार भारती ;भारतीय प्रसारण निगमद्ध अभियांत्रिाकी सहायक भर्ती विनियम, 2013 है ।
;iiद्ध ये राजपत्रा में प्रकाशन की तारीख से प्रवृत्त होंगे ।
2. पद संख्या, पे बैंड और ग्रेड पे या वेतनमान.—उक्त पद की संख्या, इनका पे बैंड और ग्रेड पे या वेतनमान वह होगा जो इन विनियमों की संलग्न अनुसूची के कालम 2 से 4 में विनिदष्ट हैं ।
3. भर्ती की प(ति, आयु-सीमा, अर्हताएं, आदि.—;iद्ध उक्त पद पर भर्ती की प(ति, आयु-सीमा, अर्हताएं और उनसे संबंधित अन्य बातें वे होंगी जो उक्त अनुसूची के कालम 5 से 12 में विनिदष्ट हैं ।
;iiद्ध अभियांत्रिाकी सहायक संवर्ग की रिक्तियाँ प्रसार भारती भर्ती बोर्ड के परामर्श से प्रसार भारती द्वारा भरी जाएंगी ।
4. वरिष्ठता .—इन विनियमों के अंतर्गत भर्ती होने वाले अभियांत्रिाकी सहायक की पारस्परिक वरिष्ठता कामक एवं प्रशिक्षण विभाग द्वारा समय-समय पर जारी सामान्य अनुदेशों के अनुसार होगी ।
5. निरर्हता.—वह व्यक्ति,—
;iद्ध जिसने ऐसे व्यक्ति से, जिसका पति या जिसकी पत्नी जीवित है, विवाह किया है या
;iiद्ध जिसने अपने पति या अपनी पत्नी के जीवित रहते हुए किसी व्यक्ति से विवाह किया हैऋ
उक्त पद पर नियुक्ति का पात्रा नहीं होगा :
परन्तु यदि निगम का यह समाधन हो जाता है कि ऐसा विवाह ऐसे व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विध् िके अधीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधर हैं तो वह किसी व्यक्ति को इस विनियम के प्रवर्तन से छूट दे सकेगा ।
6. नैमित्तिक कमयों के लिए आयु में छूट.—आकाशवाणी और दूरदर्शन के स्टेशनों या केंद्रों में कार्यरत नैमित्तिक कमयों को अभियांत्रिाकी सहायक के रूप में उनकी नैमित्तिक आधर पर की गई सेवा अवध् ितक सीध्ी भर्ती में आयु-सीमा में छूट दी जाएगी ।
बशर्ते एक कैलेण्डर वर्ष में कम से कम एक सौ बीस दिनों की सेवा को एक वर्ष की सेवा के रूप में गिना जाएगा ।

(1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC. 4] स्पष्टीकरण.—एतद्वारा स्पष्ट किया जाता है कि इस विनियम के उद्देश्य के लिए की गई सेवा सीमा के निर्धरण हेतु नैमित्तिक आधार पर अभियांत्रिाकी सहायक के रूप में एक कैलेण्डर वर्ष में एक सौ बीस दिन की न्यूनतम वुफल अवध् िके लिए अनुबंध् को एक वर्ष गिना जाएगा और एक कैलेण्डर वर्ष में एक सौ बीस दिन की अवध् िसे कम अनुबंध् को इस आयु छूट के योग्य नहीं माना जाएगा ।
7. छूट देने की शक्ति.—जहां निगम की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके लिए जो कारण हैं उन्हें लेखब( करके और केंद्रीय सरकार के पूर्व अनुमोदन और प्रसार भारती भर्ती बोर्ड से परामर्श करके, इन विनियमों के किसी उपबंध् को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत, आदेश द्वारा छूट दे सकेगा ।
8. व्यावृत्ति.—सरकार द्वारा समय-समय पर जारी जिन आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबंध् करना अपेक्षित है । उनसे संबंध्ति आरक्षण, आयु-सीमा में छूट और अन्य रियायतों पर इन विनियमों का कोई प्रभाव नहीं पड़ेगा ।

टिप्पणी : प्रत्येक ग्रेड में पदों की संख्या उस ग्रेड के लिए स्वीकृत पदों की वुफल संख्या होनी चाहिए और किसी भी समय निगम में प्रतिनियुक्तिवत् सरकारी कर्मचारियों और निगम के अध्किारियों और कर्मचारियों की वुफल संख्या से ज्यादा नहीं होनी चाहिए ।

टिप्पणी : आयु-सीमा निर्धरित करने की निर्णायक तारीख भारत के अभ्यथयों से आवेदन पत्रा प्राप्त करने के लिए नियत की गई अंतिम तारीख होगी ;परंतु वे अंतिम तारीख जो कि असम, मेघालय, अरूणाचल प्रदेश, मिजोरम, मणिपुर, नागालैंड, त्रिापुरा, सिक्किम, लद्दाख, जम्मू और कश्मीर राज्य के प्रभाग, हिमाचल प्रदेश के लाहौल और स्पीति जिले और चम्बा जिले के पांगी उप प्रभाग, संघ शासित क्षेत्रा अण्डमान और निकोबार द्वीप समूह या लक्षद्वीप के अभ्यथयों के लिए निर्धरित नहीं होगीद्ध ।
अनिवार्य : ;1द्ध किसी मान्यता प्राप्त विश्वविद्यालय या संस्था से दूरदसंचार या इलैक्ट्रोनिक्स या इलैक्ट्रिकल या सूचना प्रौद्योगिकी या इलैक्ट्रोनिक्स और कम्यूनिवेफशन इंजीनियरग में स्नातक डिग्री, या ;2द्ध किसी मान्यताप्राप्त विश्वविद्यालय से एक विषय के रूप में भौतिकी में स्नातक डिग्री और दूरसंचार या इलैक्ट्रानिक्स या इलैक्ट्रिकल या सूचना प्रौद्द्योगिकी और इलैक्ट्रानिक्स और कम्यूनिकेशन इंजिनियरग के क्षेत्रा में एक साल का अनुभव, या ;3द्ध किसी मान्यताप्राप्त संस्था से रेडियो या दूरसंचार या इलैक्ट्रिकल या इलैक्ट्रानिक्स या सूचना प्रौद्योगिकी या इलैक्ट्रानिक्स और कम्यूनिकेशन इंजीनियरग में तीन साल का डिप्लोमा और संबंध्ति क्षेत्रा में एक साल का अनुभव हो । वांछनीय : वायरलैस रेडियो इंजिनियरग का ज्ञान ।
सीध्ी भर्ती के लिए विनिदष्ट आयु परिवीक्षा अवध्,ि यदि भर्ती की प(ति : चाहे सीध्ी भर्ती से या पदोति से या प्रतिनियुक्ति/आमेलन और शैक्षिक योग्यताएं क्या पदोति कोई है द्वारा और विभि प(तियों से रिक्तियों को भरने का प्रतिशत के मामले में लागू होती हैं

1. अध्यक्ष या अध्यक्ष, प्रसार भारती भर्ती बोर्ड के सदस्यऋ सीमित विभागीय प्रतिस्पर्ध परीक्षा : ;1द्ध वरिष्ठ तकनीशियन जिसने ग्रेड में तीन वर्षों की नियमित सेवा की होऋ या
2. उपनिदेशक ;अभियांत्रिाकीद्ध सदस्यऋ

;2द्ध तकनीशियन और वरिष्ठ तकनीशियन के ग्रेड में पांच वर्षों की संयुक्त नियमित सेवा की होऋ या
स्थायीकरण विचारार्थ विभागीय पदोन्नति समिति :
1. उपमहानिदेशक ;अभियांत्रिाकीद्ध : अध्यक्षऋ ;3द्ध मास्टर तकनीशियन या डीशल तकनीशियन ग्रेड में पांच वर्षों की नियमित सेवा की हो ।
2. निदेशक ;अभियांत्रिाकीद्ध : सदस्यऋ
3. उपमहानिदेशक ;प्रशासनद्ध : सदस्य ।
टिप्पणी : ;1द्ध सीमित विभागीय प्रतिस्पर्ध परीक्षा के लिए योजना की अध्सिूचना निगम द्वारा प्रसार भारती भर्ती बोर्ड के परामर्श से आदेश के माध्यम से की जाएगी ।
;2द्ध जहां कनिष्ठ कमयों ने अपनी अर्हता/योग्यता सेवा पूरी कर ली हो, यदि उन पर विचार किया जा रहा हो तो उनके वरिष्ठ पर भी विचार किया जाएगा बशर्ते कि उनकी सेवा, इन अर्हता/योग्यता सेवा की आध्ी से ज्यादा अपेक्षित अर्हता/योग्यता सेवा से कम न हो या दो साल जो भी कम हो और अगले उच्च ग्रेड में पदोन्नति के लिए अपने कनिष्ठों सहित जिन्होंने ऐसी अर्हता/योग्यता सेवा को पहले से ही पूरा कर लिया हो और परिवीक्षा अवध् िसपफलतापूर्वक पूरी हो गई हो ।

NOTIFICATION
New Delhi, the 20th February, 2013
No. N-10/2/2013-PPC.—In exercise of the powers conferred by section 9 and sub-section (5) of section 11 read with clause (d) of sub-section (2) of section 33 of the Prasar Bharati (Broadcasting Corporation of India) Act, 1990 (25 of 1990) and in supersession of the Prasar Bharati (Broadcasting Corporation of India) (Junior Engineering Posts) Service Regulations, 2002, in so far as it relates to the post of Engineering Assistant, except as respects things done or omitted to be done before such supersession, the Prasar Bharati (Broadcasting Corporation of India), with the prior approval of the Central Government, hereby makes the following regulations, namely :—
1. Short title and commencement.—(1) These regulations may be called the Prasar Bharati (Broadcasting Corpo- ration of India) (Engineering Assistant) Recruitment Regulations, 2013.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Number of posts, Pay Band and Grade Pay or Pay Scale.—The number of said post, its pay band and grade pay or pay scale shall be as specified in columns 2 to 4 of the Schedule annexed to these regulations.
3. Method of recruitment, age limit, qualifications, etc.—The method of recruitment, age limit, qualifications and other matters relating to the said post shall be as specified in columns 5 to 12 of the said Schedule.
4. Seniority.—The inter se seniority of Engineering Assistants who are appointed under these regulations shall be in accordance with the general instructions issued by the Department of Personnel and Training from time to time.
5. Disqualification.—No person,—
(a) who has entered into or contracted a marriage with a person having a spouse living; or
(b) who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said post:
Provided that the Corporation may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage, and that there are grounds for so doing, exempt any person from the operation of this regulation.

Age relaxation for casual assignees.—The casual assignees working in the Stations or Kendras of All India Radio and Doordarshan performing the duties of Engineering Assistant shall be eligible for relaxation of age for direct recruitment to the extent of their services rendered as Engineering Assistant on casual basis;
Provided that a minimum of one hundred and twenty days service in a calendar year shall be reckoned as one year service.
Explanation : It is hereby clarified that for determining the extent of service rendered for the purpose of this regulation, engagement for a total minimum period of one hundred and twenty days in one calendar year as Engineering Assistant on casual basis shall be taken as one year and their engagement for less than one hundred and twenty days in a calendar year shall not qualify for such age relaxation.
7. Power to relax.— Where the Corporation is of the opinion that it is necessary or expedient so to do, it may, by order, for reasons to be recorded in writing, and in consultation with the Prasar Bharati Recruitment Board, and with the prior approval of Central Government, relax any of the provisions of these regulations with respect to any class or category of persons.
8. Saving.—Nothing in these regulations shall affect reservations, relaxation of age limit and other concessions required to be provided for persons belonging to the Scheduled Castes, the Scheduled Tribes, ex-servicemen and other special categories of persons, in accordance with the orders issued by the Government from time to time in this regard.

(i) Bachelor's Degree in Telecommunication or electronics or Electrical or Information Technology or Electronics & Communication Engineering from a recognized University or Institute; or
(ii) Bachelor's Degree in Physics as one of the subjects from a recognized University or Institute and one year's experience in the field of Telecommunication or Electronics or Electrical or Information Technology or Electronics & Communication Engineering; or
(iii) Three years Diploma in Radio or Telecommunication or Electrical or electronics or Information Tecnology or Electronics & Communication Engineering from a recognized Institute and one year experience in the related field.
Desirable : Knowledge of Wireless Radio Engineering.

(ii) with five years combined regular service in the grade of Technician and Senior Technician; or

(iii) Mast Technician or Diesel Technician with five years regular service in the grade.

(The Scheme for the Limited Departmental Competitive Examination shall be notified through an order by the Corporation, in consultation with the Prasar Bharati Recruitment Board.)
Note : Where Juniors who have completed their qualifying/ eligibility service are being considered, their senior would also be considered provided they are not short of the requisite qualifying/eligibility service by more than half of such qualifying/eligibility service or two years, whichever is less, and have successfully completed probation period for promotion to the next higher grade along with their juniors who have already completed such qualifying/eligibility service.
