(iii ) म#णपुर म6 सुर\ा बल3, पुिलस, सरकार. कमVचा/रय3 तथा कानून का पालन करने वाले नाग/रक3 पर हमला करते रहे हW;
(iv ) अपने संगठन3 के िलए िनिधयां इक]ठ^ करने के िलए नाग/रक3 को डरा-धमका रहे हW, जबरन धन वसूली कर रहे हW तथा लूट-खसोट कर रहे हW;
(v) अपने अलगाववाद. उ:ेँय को पूरा करने के िलए जनता क? राय अपने Dहत म6 बदलने तथा शःऽ और ूिश\ण ूा`त करने के िलए aवदेशी ॐोत3 से संपकV करने का ूयास कर रहे हW;
(vi) आौय, ूिश\ण और गु`त Tप से शःऽ एवं गोला-बाTद ूा`त करने के िलए पड़ोसी देश3 म6 िशaवर बनाए हुए हW;
और यत:, मैतई उमवाद. संगठन3 क? aविधaवef और Dहंसक गितaविधय3 म6 िनम ् निल#खत शािमल हW:-
(i) वषV 2011 म6 202, 2012 म6 401 और 31 अगःत, 2013 तक 99 Dहंसक घटनाओं म6 संिल`तता;
(ii) वषV 2011 म6 14 iयajय3 (2 सुर\ा बल कािमVक3 सDहत), 2012 म6 16 iयajय3 (7 सुर\ा बल कािमVक3 सDहत) और 31 अगःत, 2013 तक 7 iयajय3 (4 सुर\ा बल कािमVक3 सDहत) क? हlया;
और यत:, के *ि सरकार क? राय है Dक उYत कारण3 से मैतई उमवाद. संगठन3 के कायVकलाप भारत क? ूभुसnा और एकता के ूितकू ल हW तथा यह Dक ये aविधaवef संगम हW;
अत:, अब, aविधaवef Dबयाकलाप (िनवारण) अिधिनयम, 1967 (1967 का 37) क? धारा 3 क? उप-धारा (1) pारा ूदn शajय3 का ूयोग करते हुए, के *ि सरकार, एतqpारा मैतई उमवाद. संगठन3 अथाVत ् द पीपOस िलबरेशन आम( #जसे सामा*यत: पी एल ए कहा जाता है तथा इसके राजनीितक ःकं ध, द /रवोOयूशनर. पीपOस ृं ट (आर पी एफ), द यूनाइटेड नेशनल िलबरेशन ृं ट (यू एन एल एफ), द पीपOस /रवोOयूशनर. पाटQ ऑफ कांगलीपाक (पी आर ई पी ए के ) तथा इसके सशःऽ ःकं ध Ôद रैड आम(Õ, द कांगलीपाक कPयूिनःट पाटQ (के सी पी) तथा इसके सशःऽ ःकं ध, #जसे Ôरैड आम(Õ भी कहा जाता है, द कांगली याओल का*बा लुप (के वाई के एल), सम*वय सिमित (छ: घाट.- आधा/रत भूिमगत संगठन3 का समूह) तथा म#णपुर पीपOस िलबरेशन ृं ट (एम पी एल एफ) को उनके सभी गुट3, ःकं ध3 तथा अमणी संगठन3 सDहत aविधaवef संगम घोaषत करती है;
भारत का राजपत्रा : असाधरण [भाग II—खण्ड 3;iiद्ध] 3और, यत:, के *ि सरकार क? यह भी राय है Dक यDद मैतई उमवाद. संगठन3 के aविधaवef Dबयाकलाप3 को रोका नह.ं जाता और तlकाल िनयंaऽत नह.ं Dकया जाता तो वे—
( ) अपने अलगाववाद., aवध ् वंसक, आतंकवाद. तथा Dहंसाlमक कायVकलाप3 को बढ़ाने के िलए अपने काडर3 को जुटाएंगे;
( ) भारत क? ूभुसnा और अखंडता क? aवरोधी ताकत3 के सहयोग से रांश-aवरोधी Dबयाकलाप3 का ूचार कर6गे;
( ) नाग/रक3 क? और अिधक हlयाएं करने तथा पुिलस एवं सुर\ा बल कािमVक3 को िनशाना बनाने म6 संिल`त ह3गे;
( ) अंतराVंश.य सीमा पार से और अिधक अवैध शःऽ तथा गोला-बाTद ूा`त कर6गे;
( ) अपने aविधaवef Dबयाकलाप3 के िलए जनता से जबरन aवपुल धनरािश वसूल कर6गे और इक]ठ^ कर6गे;
और, यत:, के *ि सरकार क? यह भी राय है Dक उ#Oल#खत मैतई उमवाद. संगठन3 के Dबयाकलाप3 के म:ेनज़र यह आवँयक है Dक मैतई उमवाद. संगठन3 अथाVत ् पीपOस िलबरेशन आम( #जसे सामा*यत: पी एल ए कहा जाता है तथा इसके राजनैितक ःकं ध, द /रवोOयूशनर. पीपOस ृं ट (आर पी एफ), द यूनाइटेड नेशनल िलबरेशन ृं ट (यू एन एल एफ), द पीपOस /रवोOयूशनर. पाटQ ऑफ कांगलीपाक (पी आर ई पी ए के ) तथा इसके सशःऽ ःकं ध Ôद रैड आम(Õ, द कांगलीपाक कPयूिनःट पाटQ (के सी पी) तथा इसके सशःऽ ःकं ध, #जसे Ôरैड आम(Õ भी कहा जाता है, द कांगली याओल का*बा लुप (के वाईके एल), सम*वय सिमित (छ: घाट. आधा/रत भूिमगत संगठन3 का समूह) तथा म#णपुर पीपOस िलबरेशन ृं ट (एम पी एल एफ) को उनके सभी गुट3, ःकं ध3 और अमणी संगठन3 सDहत तlकाल ूभाव से Ôaविधaवef संगमÕ घोaषत Dकया जाए, तथा तदनुसार, aविधaवef Dबयाकलाप (िनवारण) अिधिनयम, 1967 (1967 का 37) क? धारा 3 क? उप-धारा (3) के परंतुक pारा ूदn शajय3 का ूयोग करते हुए, के *ि सरकार, एतqpारा िनदेश देती है Dक यह अिधसूचना उYत अिधिनयम क? धारा 4 के अंतगVत Dदए गए Dकसी भी आदेश के अvयधीन, सरकार. राजपऽ म6 इसके ूकाशन क? तार.ख से लागू होगी।

NOTIFICATION
New Delhi, the 13th November, 2013
S.O 3440(E).—Whereas, the Peoples' Liberation Army generally known as PLA, and its political wing, the Revolutionary Peoples' Front (RPF), the United National Liberation Front (UNLF), the Peoples' Revolutionary Party of Kangleipak (PREPAK) and is armed wing, the "Red Army", the Kangleipak Communist Party (KCP) and its armed wing, also called the "Red Army", the Kanglwi Yaol Kanba Lup (KYKL), Coordination Committee ( conglomerate of six valley-based UG outfits) and the Manipur Peoples' Liberation Front (MPLF) (hereinafter collectively referred to as the Meitei Extremist Organisations) have the aim and objective of the formation of an independent Manipur by secession of Manipur State from India and have—
(i) openly declared their objectives as the formation of an independent Manipur by secession of Manipur State from India;
(ii) been employing and engaging in armed means to achieve their aforesaid objective;
(iii) been attacking the Security Forces, the Police, Government employees and law-abiding citizens in Manipur;
(iv) been indulging in acts of intimidation, extortion and looting of civilian population for collection of funds for their Organisation;
(v) been making efforts to establish contacts with sources abroad for influencing public opinion and for securing their assistance by way of arms and training for the purpose of achieving their secessionist objective; and
(vi) been maintaining camps in neighboring countries for the purpose of sanctuary, training and clandestine procurement of arms and ammunition;
And Whereas, the unlawful and violent activities of Meitei Extremist Organisations include-भारत का राजपत्रा : असाधरण [भाग II—खण्ड 3;iiद्ध] 5 (i) Involvement in 202 violent incidents in the year 2011, 401 in 2012 and 99 upto 31st August, 2013;
(ii) Killing of 14 persons (including 2 security force personnel) in the year 2011, 16 persons (including 7 security force personnel) in the year 2012, and 7 persons (including 4 security force personnel) upto 31st August, 2013;
And Whereas, the Central Government is of the opinion that for the aforesaid reasons activities of the Meitei Extremist Organisations are detrimental to the sovereignty and integrity of India and that they are unlawful associations;
Now therefore, in exercise of the powers conferred by sub-section (1) of section 3 of the Unlawful Activities (Prevention) Act, 1967 (37 of 1967),the Central Government hereby declares the Meitei Extremist Organisations, namely, the Peoples' Liberation Army generally known as PLA, and its political wing, the Revolutionary Peoples' Front (RPF), the United National Liberation Front (UNLF), the Peoples' Revolutionary Party of Kangleipak (PREPAK) and its armed wing, the "Red Army", the Kangleipak Communist Party (KCP) and its armed wing, also called the "Red Army" , the Kanglei Yaol Kanba Lup (KYKL), CorCom(conglomerate of six valley-based UG outfits) and the Manipur Peoples' Liberation Front (MPLF) along with all their factions, wings and front organizations, as unlawful associations;
And Whereas, the Central Government is also of the opinion that if the unlawful activities of the Meitei Extremist Organisations are not curbed and controlled immediately, they will take the opportunity of-
(i) mobilizing their cadres for escalating their secessionist, subversive, terrorist and violent activities;
(ii) propagating anti-national activities in collusion with forces inimical to sovereignty and integrity of India;
(iii) indulging in increased killings of civilians and targeting of the police and security force personnel;
(iv) procuring and inducting more illegal arms and ammunitions from across the international border;

And Whereas, the Central Government is further of the opinion that having regard to the activities of Meitei Extremist Organisations mentioned above, it is necessary to declare the Meitei Extremist Organizations viz. Peoples' Liberation army, generally known as the PLA, and its political wing, the Revolutionary Peoples' Front (RPF), the United National Liberation Front (UNLF), the Peoples' Revolutionary Party of Kangleipak (PREPAK) and its armed wing, the "Red Army", the Kangleipak Communist Party (KCP) and its armed wing, also called
(conglomerate of six valley-based UG outfits) and the Manipur Peoples' Liberation Front (MPLF) along with all their factions, wings and front organizations as 'unlawful associations' with immediate effect; and accordingly, in exercise of the powers conferred by the proviso to sub-section (3) of section 3 of the Unlawful Activities (Prevention) Act, 1967 (37 of 1967), the Central Government hereby directs that this notification shall, subject to any order that may be made under section 4 of the said Act, have effect from the date of its publication in the Official Gazette.
