इसिलए अब सावधानीपूव(cid:14)क 4वचार करने के पhात ् भारत सरकार, 4व5ुत मंऽालय, 4व5ुत अिधिनयम, 2003 कD धारा 164 के अंतग(cid:14)त, आवेदक को वे सभी श4aयां ूदान करता है जो 4व5ुत के अeतरा(cid:14)dयीय पारेषण हेतु उपरोa व<ण(cid:14)त अeतरा(cid:14)dयीय पारेषण लाइनI कD संःथापना के िलए िन;निल<खत िनबंधनI एवं शतM के अधीन सरकार Hारा ःथा4पत या रख-रखाव (cid:10)कए गए टेलीमाफ या इस ूकार ःथा4पत अथवा रख-रखाव (cid:10)कए जाने वाले टेलीमाफ के उPेँयI के िलए टेलीमाफ लाइनK और ख;बI को लगाने के संबंध मK भारतीय टेलीमाफ अिधिनयम, 1885 के अंतग(cid:14)त टेलीमाफ ूािधकरण के पास होती ह(cid:16), अथा(cid:14)तः—
i. अनुमोदन 25 वष(cid:14) के िलए ूदान (cid:10)कया जाता है; ii. आवेदक को ूःता4वत लाइनI के िनमा(cid:14)ण से पूव(cid:14) संबंिधत ूािधकरणI अथा(cid:14)त्् ःथानीय िनकायI, रेलवे, राjीय राजमागM, राdय राजमागM आ(cid:10)द कD सहमित ूाk करनी होगी;
ँच आ(cid:10)द के संबंध मK उपयुa आयोग के 4विनयमI/सं(cid:10)हताओं का पालन iii. आवेदक को पारेषण, ओ एंड एम, खुली पहु
करना होगा;
iv. आवेदक को पीजीसीआईएल के एलबीपीएल ट%पीएस (2 X 660 मेगावाट) से 765/400 के वी अंगुल पूिलंग ःटेशन तक एक 400 के वी _वाड मूस सम4प(cid:14)त ड%/सी पारेषण लाइन के िनमा(cid:14)ण का उlरदाियFव सmपा गया है। कायM का nयौरा 1 (cid:10)दस;बर—7 (cid:10)दस;बर, 2012 के भारत के राजपऽ मK ूकािशत (cid:10)कया गया है;
v. आवेदक संबंिधत राdयI के मु^य वै5ुत िनर%?क के अनुमोदन के पhात ् लाइनI का ूचालन करेगा; vi. अनुमोदन आवेदक Hारा 4व5ुत अिधिनयम, 2003 के ूावधानI और उसके अंतग(cid:14)त बनाए गए िनयमI कD अपे?ाओं के अऩुपालन के अधीन है।

New Delhi,11th December, 2013
S.O. 3662(E).— Whereas M/s Lanco Babandh Power Limited, the applicant with its Registered Office at Plot No. 4, Software Units Layout, HITEC City, Madhapur, Hyderabad - 500081 has applied for approval under Section 164 of the Electricity Act, 2003 for construction of one number 400kV Quad Moose dedicated D/C transmission line from LBPL TPS (2X660MW) to 765/400kV Angul pooling station of PGCIL.
And whereas Government of India, Ministry of Power vide letter No. 11/2/2011-PG(LBPL), dated 09.06.2011 had granted approval under Section 68 of the Electricity Act, 2003 to M/s Lanco Babandh Power Limited for construction of dedicated transmission line with the following scope of works.
• 400 kV Lanco Babandh TPS - 765/400kV Angul Pooling Station (PGCIL) 2xD/C lines with associated bays to be developed as dedicated lines by the generation developer
And whereas the applicant has now requested to confer upon him all the powers under section 164 of the Electricity Act, 2003 which telegraph authority possess under the Indian Telegraph Act, 1885 with respect to the placing of telegraph lines and posts for the purposes of a telegraph established or maintained by the Government or to be so established or maintained for the works. The transmission line covered under the scheme will pass through, over, around and between the following villages, towns and cities :-

Now, therefore, after careful consideration, Government of India, Ministry of Power, confers, under section 164 of the Electricity Act, 2003, all the powers on the applicant which telegraph authority possesses under the Indian Telegraph Act, 1885 with respect to the placing of telegraph lines and posts for the purposes of a telegraph established or maintained by the Government or to be so established or maintained subject to following terms4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] and conditions for installing the above mentioned inter-state transmission lines for inter-state transmission of electricity, namely :—
(i) the approval is granted for 25 years;
(ii) the Applicant shall have to seek the consent of the concerned authorities i.e. local bodies, Railways, National Highways, State Highways etc. before erection of proposed lines;
(iii) the Applicant shall have to follow regulations
(iv) /codes of the appropriate commission regarding transmission, O&M, open access etc; (v) the Applicant has been entrusted with the responsibility of construction of one number 400kV Quad Moose dedicated D/C transmission line from LBPL TPS (2X660MW) to 765/400kV Angul pooling station of PGCIL. The details of the works are published in the Gazette of India of December 1 – December 7, 2012.
(vi) the Applicant shall operate the lines after approval of Chief Electrical Inspector of respective States;
(vii) the approval is subject to compliance by the Applicant of the requirement of the provisions of The Electricity Act, 2003 and the rules made there under.
