सा.का.नि.७८२(अ).-- केन्द्रीय सरकार, सिक्का-निर्माण अधिनियम, २०११ (२०११ का ११) की धारा २४ की उप-धारा ( २) के खंड (घ) और खंड (ङ) द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए, निम्नलिखित नियम बनाती है, अर्थात् :-- १. संक्षिप्त नाम और प्रारंभ :--(१) इन नियमों का संक्षिप्त नाम "आचार्य तुलसी जन्म शताब्दी" के अवसर पर स्मरणोत्सव मनाने के लिए बीस रुपये और पांच रुपये के सिक्कों का निर्माण नियम, २०१३ है ।
(२) ये राजपत्र में उनके प्रकाशन की तारीख को प्रवृत्त होंगे ।
२. (१) "आचार्य तुलसी जन्म शताब्दी" के अवसर पर स्मरणोत्सव मनाने के लिए केन्द्रीय सरकार के प्राधिकार के अधीन जारी करने के लिए टकसाल में निम्नलिखित अंकित मूल्य के सिक्कों का निर्माण किया जाएगा, अर्थात् :--
(क) बीस रुपये ; (ख) पांच रुपये ;
(२) उपरोक्त अंकित मूल्य के सिक्के, निम्नलिखित विमाओं, डिजाइनों और संघटन के अनुरूप होंगे, अर्थात्:--

5276 GI/2013 (1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] डिजाइन १. बीस रुपये अग्र भाग सिक्के के मुख भाग पर मध्य में अशोक स्तंभ का सिंह शीर्ष होगा, जिसके नीचे "सत्यमेव जयते" मुद्रा-लेख उत्कीर्त होगा, उसकी बांई परिधि पर देवनागरी लिपि में "भारत" शब्द और दाहिनी परिधि पर अंग्रेजी में "INDIA" शब्द होगा। इस पर सिंह शीर्ष के नीचे रुपये का प्रतीक " ` " और अंतर्राष्ट्रीय अंकों में अंकित मूल्य "२०" भी होगा ।
पृष्ठ भाग सिक्के के मुख भाग पर ऊपरी बांई परिधि पर देवनागरी लिपि में उत्कीर्ण "आचार्य तुलसी जन्म शताब्दी" और निचली परिधि पर अंग्रेजी में "ACHARYA TULSI BIRTH CENTENARY" सहित मध्य में "आचार्य तुलसी" का चित्र होगा । "आचार्य तुलसी" चित्र के नीचे वर्ष "१९१४-२०१३" उत्कीर्त होंगे ।
२. पांच रुपये अग्र भाग सिक्के के मुख भाग पर मध्य में अशोक स्तंभ का सिंह शीर्ष होगा जिसके नीचे "सत्यमेव जयते" मुद्रा-लेख उत्कीर्त होगा, उसकी बांई परिधि पर बगल में देवनागरी लिपि में "भारत" शब्द और दांई परिधि पर बगल में अंग्रेजी में "INDIA" शब्द होगा । इस पर सिंह शीर्ष के नीचे रुपये का प्रतीक " ` " और अंतर्राष्ट्रीय अंकों में अंकित मूल्य "5" भी होगा ।
पृष्ठ भाग सिक्के के मुख भाग पर ऊपरी परिधि पर देवनागरी लिपि में उत्कीर्ण "आचार्य तुलसी जन्म शताब्दी" और निचली परिधि पर अंग्रेजी में "ACHARYA TULSI BIRTH CENTENARY" सहित मध्य में "आचार्य तुलसी" का चित्र होगा । "आचार्य तुलसी" चित्र के नीचे वर्ष "१९१४-२०१३" उत्कीर्त होंगे ।
३. मानक वजन तथा अनुज्ञात उपचार :-- "आचार्य तुलसी जन्म शताब्दी" के अवसर पर स्मरणोत्सव मनाने के लिए निम्नलिखित अंकित मूल्य के सिक्कों का मानक वजन और ऐसे सिक्कों को बनाने में अनुज्ञात उपचार निम्नलिखित सारणी में यथाविनिर्दिष्ट रूप में होगा, अर्थात् :--

बीस रुपये ३० ग्राम चांदी में १/५००वां जोड़ कर या घटा कर अर्थात् चांदी में प्रति १००० में ४९८ से ५०२ तक का अंतर हो सकेगा ।
(४) १/१००वां जोड़ कर या घटा कर अर्थात् वजन में २९.७ ग्राम से ३०.३ ग्राम तक का अंतर हो सकता है ।
१/४०वां जोड़ कर या घटा कर अर्थात् वजन से ५.८५ ग्राम से ६.१५ ग्राम तक का अंतर हो सकता है ।
पांच रुपये ६ ग्राम तांबा और जस्ता के लिए १/१००वां कम या ज्यादा अर्थात् तांबे में ७४ से ७६ प्रतिशत तक और जस्ते में १९ प्रतिशत से २१ प्रतिशत तक का अंतर हो सकता है और निकल के लिए १/२००वां तक जोड़ कर या घटा कर अर्थात् निकल में ४.५ प्रतिशत से ५.५ प्रतिशत तक का अंतर हो सकता है ।

NOTIFICATION
New Delhi, the 18th December, 2013
G.S.R. 782 (E).— In exercise of the powers conferred by clause (d) and clause (e) of sub-section (2) of section 24 of the Coinage Act, 2011 (11 of 2011), the Central Government hereby makes the following rules, namely:- 1. Short title and commencement :- (1) These rules may be called "The Coinage of Twenty Rupees and Five Rupees Coins to Commemorate the Occasion of "ACHARYA TULSI BIRTH CENTENARY" Rules, 2013.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. (1) The coins of the following denominations shall be coined at the mint for issue under the authority of the Central Government to commemorate the occasion of "ACHARYA TULSI BIRTH CENTENARY", namely:-
(i) Twenty Rupees;
(ii) Five Rupees.
(2) The coins of the above denominations shall conform to the following dimensions, designs and composition, namely:-

DESIGN
1. Twenty Rupees
OBVERSE
The face of the coin shall bear the Lion Capital of Ashoka Pillar in the centre with the legend "सत्यमेव जयते" inscribed below, flanked on the left periphery with the word "भारत" in Devnagri script and on the right periphery flanked with the word "INDIA" in English. It shall also bear the rupee symbol " ` " and denominational value "20" in International numerals below the Lion Capital.
REVERSE The face of the coin shall bear the picture of "ACHARYA TULSI" in the centre, with inscription "आचार्यआचार्यआचार्यआचार्य तुलसीतुलसीतुलसीतुलसी जन् जन् जन् जन् मममम शताब् शताब् शताब् शताब् दीदीदीदी" in Devnagri script on the left upper periphery and "ACHARYA TULSI BIRTH CENTENARY" in English on lower periphery. The year "1914-2013" shall be inscribed below the picture of "ACHARYA TULSI".
2. FIVE RUPEES
