3. िजस DयिBत का अपना यांि%क वाहन जो गैर-वािणि/यक +योजन= के िलए पंजीकृ त Jआ हो और वह टोल Sलाजा से 20 (cid:4)कमी तक क(cid:22) दूरी म2 रहता हो, उसके िलए वष(cid:21) 2013-14 के िलए मािसक पास क(cid:22) दर 215.00 (दो सौ पं(cid:12)ह X. मा%) होगी और रा(cid:15)(cid:16)ीय राजमाग(cid:21) शु(cid:6)क (दर= का िनधा(cid:21)रण और सं;हण) िनयम, 2008 के उपबंध= के अनुसार उसम2 +(cid:28)येक वष(cid:21) संशोधन (cid:4)कया जाएगा ।
4. राजमाग(cid:21) खंड पर बJया%ाZ हेतु, िनNनिलिखत दर= पर पास जारी (cid:4)कए जाएंगे, अथा(cid:21)त्:

5. िजस िजले म2 शु(cid:6)क Sलाजा आता है, उस िजले म2 पंजीकृ त वािणि/यक वाहन= (रा(cid:15)(cid:16)ीय परिमट के अंतग(cid:21)त चल रहे वाहन= को छोड़कर) के िलए शु(cid:6)क वाहन क(cid:22) उस Wेणी के िलए िनधा(cid:21)(cid:31)रत दर का 50% होगा बशत_ ऐसे वािणि/यक वाहन= के इ*तेमाल के िलए कोई स3वस रोड अथवा वैकि(cid:6)पक रोड उपलKध न हो ।
6. जो यांि%क वाहन िनयम= के अधीन अपने +वग(cid:21) के िलए िनधा(cid:21)(cid:31)रत अनु\ेय भार क(cid:22) अपेFा अिधक भार से लदे Jए ह=गे, उनको उन दर= पर शु(cid:6)क का भुगतान करना होगा जो उनसे अगली उ`च Wेणी के वाहन= के िलए लागू होता है और उ(cid:11)ह2 तब तक राजमाग(cid:21) खंड का उपयोग करने का अिधकार नहa होगा तब तक (cid:4)क ऐसे यांि%क वाहन से अिधक भार को हटा न (cid:4)दया जाए ।
7. यांि%क वाहन= के +वग(cid:21), उनके िलए अनु\ेय भार, छू ट +ाSत वाहन= के +वग(cid:21), स3वस रोड, वैकि(cid:6)पक सड़क आ(cid:4)द सिहत सभी प(cid:31)रभाषाएं, िनयम= म2 िविनOद(cid:15)ट प(cid:31)रभाषाZ के अनुसार होगी ।
8. उBत िनयम= के िनयम 12 के अनुसार, उपयोगकता(cid:21)Z क(cid:22) जानकारी के िलए शु(cid:6)क क(cid:22) दर= को +द3शत (cid:4)कया जाएगा ।

भाग क(cid:22) लंबाई के आधार पर +ािधकरण -ारा क(cid:22) जाएगी और उसम2 उBत िनयम= के िनयम 5 (cid:31)रयायत करार
के उपबंध= के अनुसार वा3षक तौर पर संशोधन (cid:4)कया जाएगा तथा उसे तदनुसार (cid:31)रयायत अविध के माLयम
से अं;ेजी और *थानीय भाषा के कम से कम एक-एक समाचार प% म2 +कािशत (cid:4)कया जाएगा बशत_ (cid:4)क 6
महीने के अंदर कोई संशोधन नहa (cid:4)कया जाएगा ।

NOTIFICATION
New Delhi, the 7th January, 2014
S.O. 37(E).—Whereas, by the notification of the Government of India in the erstwhile Ministry of Shipping, Road Transport and Highways (Department of Road Transport & Highways), number S.O.1096 (E) dated 4th August 2005 and 1051 (E) dated 24th April 2009 issued under section 5 of the National Highways Act, 1956 (48 of 1956), the Central Government has entrusted National Highway S.O. No.15 in
the State of Rajasthan to the State Government of Rajasthan (hereinafter referred to as the "Authority");
And whereas, the Authority has entered into an Agreement on 09.05.2012 (hereinafter referred to as said "Agreement") with M/s Suratgarh Bikaner Toll Road Company Private Limited, having its Registered Office at 23 A, Netaji Subhash Road, 3rd Floor, Suite No.14, Kolkata-700001, India, (hereinafter referred to as "Concessionaire"), for the bid submitted on 12.12.2011 for the development of the Bikaner –Suratgarh Section of NH-15 from Km 553.869 of NH-11 to Km. 173.000 of NH-15 via km 10.630 of NH-15 (Design Chainage from km 0.000 to 172.384; Design Length - 172.384 Km) by two laning with paved shoulder (hereinafter referred to as the "said section") in the State of Rajasthan on Design, Build, Finance, Operate and Transfer (DBFOT) basis;
Now, therefore, in exercise of the powers conferred by section 8A of the National Highways Act, 1956 (48 of 1956), read with Rule 3 of the National Highways Fee (Determination of Rates and Collection) Rules, 2008 published vide G.S.R. 838 (E) dated 05.12.2008 and Amended upto the date of receipt of the bid (herein referred to as the "Rules"), the Central Government, having regard to the expenditure involved in building, maintenance, management and operation of the said section, interest on the capital invested, reasonable return, the volume of traffic and the period of the Agreement entered into between the Authority and the Concessionaire, hereby notifies that there shall be levied and collected fees on mechanical vehicles for the use of the said section at 60% of the rate specified in column (2) of the Table 1 for net road section length of 162.539 Km for use of the two and more lane sections (hereinafter referred to as "base rate") and at 90% of the base rate on one bypass of length 9.845 Km on the Types of Vehicles specified in column (1) of the Table 1 below, and authorizes the said Concessionaire to collect and retain the fees on and from the date of commercial operation (COD) declared by the Authority and on getting the completion certificate or the provisional certificate, as the case may be, from the Authority or publication of this notification in the Official Gazette, whichever is later, till the termination date as specified in the Agreement;

As per Rule 4(3) of GSR 838 (E) dated 05.12.2008 read with amendment published vide GSR 15(E) dated 12.01.2011, the base rate of fee for use of a section of National Highway having 2-lanes shall be 60% of the rate indicated in the above table.
1. The fee levied and collected hereunder shall be due and payable at the following Toll Plazas for the distance specified for such Toll Plazas:

2. In addition to the above, the following fee shall also be due and payable for the use of following bypass, cost of which is specified hereunder and at the following toll plaza(s):

3. The rate of monthly pass for a person who owns a mechanical vehicle registered for non-commercial purposes and resides within a distance of twenty kilometers from the toll plaza is Rs 215.00 (Rupees Two Hundred Fifteen only) for the year 2013-14 and is subject to revision every year as per the provisions of the National Highway fee (determination of Rates and collection) Rules, 2008.
4. For multiple journeys on the highway section, passes shall be issued at the following rates namely:

where the fee plaza falls shall be 50% of the prescribed rate for that category of vehicle provided no service road or alternative road is available for use of such commercial vehicles.
6. Mechanical vehicle which is loaded in excess of permissible load specified for its category under the Rules, shall be liable to pay fee at such rates which is applicable for the next higher category of the6 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] vehicles and shall not be entitled to make use of the highway section unless the excess load has been removed from such mechanical vehicle.
7. All definitions, category of mechanical vehicles, its permissible load, category of exempted vehicles, service road, alternative road etc. shall be as per definitions specified in the said Rule.
8. The fee rates shall be displayed for information of the users in accordance with rules 12 of the said Rules.
9. Based on the base rate of fee per km for the base year 2007-08 as mentioned in Table-1, the actual amount of fee to be charged from the mechanical vehicles and the discounts will be calculated by the Authority on the basis of the completed portion of the length of the project Highway. The same shall be got published by the Authority in at least one newspaper, each in English and vernacular language through the concessionaire and thereafter revised annually in accordance with the rule 5 of the said rules and provision of Concession Agreement and got published, provided that no revision shall be effected with in a period of six months from the date of the preceding revision of fee.
