सासासासा....काकाकाका....िनिनिनिन.... 854854854854((((अअअअ))))....—जबकि के न्(cid:16)ीय सरकार द्वारा, पहली अक्तूबर, 2014 को आरंभ होने वाले और 30 सितम्बर, 2015 को समाप्त होने वाले अफीम फसल वर्ष के दौरान के न्(cid:16) सरकार की ओर से अफीम पोस्त की खेती के लिए लाइसेंसों की मंजूरी हेतु सामान्य शत/ को अधिसूचना संख्या सा.का.िन. 679(अ), दिनांक 22 सितम्बर, 2014 के तहत अिधसूिचत किया गया था।
जबकि पूव5क्त अधिसूचना के ख7ड 2 उपख7ड (i) के अनुसार वे किसान जिन्होंने फसल वर्ष 2013-14 के दौरान अफीम पोस्त की खेती की थी और मध्य प्रदेश तथा राजस्थान राज्यों में औसतन अफीम की उपज कम से कम 56 किलो>ाम प्रति हैक्टेयर तथा उत्तर प्रदेश में 52 किलो>ाम प्रति हैक्टेयर की औसत अफीम उपज सBपी थी अफीम पोस्त की खेती के लाइसेंस हेतु पात्र हैं।
जबकि के न्(cid:16) सरकार द्वारा मध्य प्रदेश तथा राजस्थान राज्यों के किसानों से जो कि खराब मौसम की स्थिति जैसे ओलावृष्टि के कारण 56 किलो>ाम प्रति हैक्टेयर की उपज नहG प्रदान कर सके हैं, उक्त 56 किलो>ाम प्रति हैक्टेयर उपज में छू ट प्रदान करने हेतु बIत संख्या में अभिवेदन प्राप्त Iए हैं।
अब इसिलए, इन अLयावेदनों पर विचार करने के बाद, स्वापक औषिध एवं मन:प्रभावी पदार्थ नियमावली,1985 के िनयम 8 के अनुसरण में, कें (cid:16)ीय सरकार एतद्द्वारा, अधिसूचना संख्या सा.का.िन.679(अ)-दिनांक 22 सितम्बर, 2014 में निम्नलिखित संशोधन करती है, अर्थात् :-
(i) ख7ड 2, उपख7ड (i) में आंकड़ा और शब्दों "56 किलो>ाम प्रति हैक्टेयर" के लिए आंकड़ा और शब्द "51 किलो>ाम प्रति हैक्टेयर" प्रतिस्थापित किये जाएंगे।
2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] (ii) ख7ड 4, उपख7ड (i) में निम्नलिखित परन्तुक डाला जाएगा, अर्थात् :-मध्य प्रदेश तथा राजस्थान राज्यों के वे किसान, जिनके द्वारा 51 किलो>ाम प्रति हैक्टेयर से कम नहG लेकिन 56 किलो>ाम प्रति हैक्टेयर से कम की औसत अफीम उपज सBपी गयी है, को 10 आरी के लिए लाइसेंस जारी किया जाएगा।"

NOTIFICATION

G.S.R. 854(E).—Whereas the general conditions for grant of license for cultivation of opium poppy on account of the Central Government during the Opium Crop Year commencing on the 1st day of October, 2014 and ending with the 30th day of September, 2015, were notified vide notification number G.S.R. 679(E), dated 22nd September, 2014.
Whereas clause 2, sub-clause (i), of the aforesaid notification provides that the cultivators who had cultivated opium poppy during the crop year 2013-14 and tendered an average yield of opium of not less than 56 kg/hectare in the States of Madhya Pradesh and Rajasthan are eligible for a license to cultivate opium poppy.
Whereas the Central Government has received a number of representations from the cultivators in the States of Madhya Pradesh and Rajasthan who could not tender 56 kg/hectare on account of bad weather conditions like hailstorm, for relaxation of the aforesaid stipulated yield of 56 kg/hectare.

Now Therefore, after considering the said representations, in exercise of the powers conferred by rule 8 of the Narcotic Drugs and Psychotropic Substances Rules, 1985, the Central Government hereby makes the following amendments in the aforesaid notification number G.S.R. 679(E), dated 22nd September, 2014, namely: -
(i) in clause 2, sub-clause (i), for the figure and words, "56 kg/hectare", the figure and words "51 kg/hectare" shall be substituted.
(ii) in clause 4, after sub-clause (i) the following proviso shall be inserted, namely: -
"Provided that the cultivators who have tendered average yield of not less than 51 kg/ha but less than 56 kg/hectare in the States of Madhya Pradesh and Rajasthan will be issued licenses for 10 Ares."
