सा.का.नि. 848(अ).--महा पतन न्यास अधिनियम 1963, (1963 का 38) की धारा 124 की उपधारा (1) जो धारा 132 की उप धारा (1) के साथ पठित है, द्वारा प्रदत्त 'ाक्तियों का प्रयोग करते हुए कोचिन पोर्ट के न्यासी बोर्ड द्वारा बनाए गए कोचिन पोर्ट कर्मचारी (आचरण) संशोधन विनियम, 2014 केन्द्रीय सरकार एतद्द्वारा अनुमोदित किया जाता है और इस अधिसूचना के संलग्न अनुसूची में दिया जाता है ।
उक्त संशोधन विनियम भारत राजपत्र में प्रकाशन की तारीख से प्रवृत्त होंगे ।

कोचिन पोर्ट कर्मचारी (आचरण) संशोधन विनियम, 2014
महा पत्तन न्यास अधिनियम 1963 (1963 का 38) की धारा 28 द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए कोचिन पोर्ट ट्रस्ट एतद्द्वारा निम्न विनियम कोचिन पोर्ट कर्मचारी (आचरण) विनियम 1964 में संशोधन लाने के लिए केंद्र सरकार के अनुमोदन के शर्त पर बनायी है तथा उक्त अधिनियम की धारा 124 के अधीन सरकारी राजपत्र में उसी का प्रकाशन किया है ।
1. लघु शीर्ष (i) इन विनियमों का नाम कोचिन पोर्ट कर्मचारी (आचरण) संशोधन विनियम, 2014 है । (ii) ये महा पत्तन न्यास अधिनियम 1963 की धारा 124 और 132 के उपबंध के अधीन केंद्रीय सरकार के अनुमोदन के अनुसार सरकारी राजपत्र में प्रकाशन की तारीख से प्रवृत्त होंगे ।
2. कोचिन पोर्ट कर्मचारी (आचरण) विनियम 1964 में, निम्नलिखित संशोधन बनाया जाएगा :-
(i) विनियम 15 में-
(क) उप विनियम 2 निम्न प्रकार प्रतिस्थापित किया जाएगा :

''यदि कोई कर्मचारी, अपने या अपने परिवार के किसी सदस्य के नाम से चल संपत्ति का कोई लेन-देन करता है वह इस लेन. देन की तारीख से एक महीने के अंदर इस लेन-देन की सूचना विहित प्राधिकारी को देगा, यदि इस संपत्ति का मूल्य उस कर्मचारी के दो महीने के मूल वेतन के ज्यादा हो ।
बशर्ते कि विहित प्राधिकारी की पूर्व स्वीकृति तभी ली जाएगी यदि वह लेन-देन किसी ऐसे व्यक्ति के साथ ही है, जिसके साथ कर्मचारी का सरकारी तौर पर व्यवहार हो ।''
(ख ), उप विनियम 2, स्पष्टीकरण (1) (क), निम्न प्रकार प्रतिस्थापित किया जाएगा :-
''(क) जवाहरात, बीमा पोलिसियां, कर्मचारी के वार्षिक प्रीमियम जो दो महीने के मूल वेतन से ज्यादा हो, शेयर, प्रतिभूतियां और डिबेंचर ।''
(ग) उप विनियम (3) इन विनियमों से संलग्न अनुबंध ''घ'' के शीर्ष में/''चिह्न 'नियुक्ति' शब्द के बाद प्रतिस्थापित किया जाएगा ।

एन. मुरूगानन्दम, संयुक्त सिचव पाद टिप्पणी : दिनांक 24-2-1964 के सा.का.नि. संख्या : 313 (अ). द्वारा मुख्य विनियम सरकारी राजपत्र में अधिसूचित किया गया है और निम्न प्रकार तदनन्तर संशोधित किया गया है :
(i) अधिसूचना सं. पी. आर.-12013 (1 ). पीई . 1 दिनांक 3-2-88 के सा.का.नि. संख्या : 76 (अ). ।
(ii) पोत परिवहन और सडक परिवहन मंत्रालय के अधिसूचना सं. पीईएक्स. 34/77 दिनांक 20-05-77 द्वारा दिनांक 4-6-77 के सा.का.नि. संख्या 701 द्वारा प्रकाशित किया गया ।
(iii) मंत्रालय के अधिसूचना एफ सं. पी आर 12016/6/95 पीई.-1 तथा दिनांक 19-8-1996 के सा.का.नि.
संख्या 366(अ) द्वारा प्रकाशित किया गया ।

NOTIFICATION
New Delhi, the 22nd November, 2014
G.S.R. 848(E)—In exercise of the powers conferred under sub-section (1) of section 124, read with sub-section (1) of section 132 of the Major Port Trusts Act, 1963 (38 of 1963), the Central Government hereby approves the Cochin Port Employees (Conduct) Amendment Regulations, 2014, made by the Board of Trustees of Port of Cochin and set out in the Schedule annexed to this notification.
The said amendment regulations shall come into force on the date of their publication in the Gazette of India.
SCHEDULE
THE COCHIN PORT EMPLOYEES (CONDUCT) AMENDMENT REGULATIONS, 2014 In exercise of the powers conferred by section 28 of the Major Port Trusts Act, 1963 (38 of 1963), the Cochin Port Trust hereby makes the following Regulations to amend the Cochin Port Employees (Conduct) Regulations, 1964, subject to approval of the Central Government under Section 124 of the said Act and publication in the Official Gazette.
1. Short Title:
(i) These Regulations may be called the Cochin Port Employees (Conduct) Amendment Regulations, 2014.
(ii) They shall come into force on the date of publication of the approval of the Central Government as required under the provisions of Section 124 and 132 of the MPT Act, 1963 in the Gazette of India.

2. In the Cochin Port Employees (Conduct) Regulations, 1964, the following amendments shall be made:-
(i) In Regulation 15-
(a) Sub Regulation 2 shall be substituted as under:-
"Where an employee enters into a transaction in respect of movable property either in his own name or in the name of the member of his family, he shall, within one month from the date of such transaction, report the same to the prescribed authority, if the value of such property exceeds two months' basic pay of the employee.
Provided that previous sanction of the prescribed authority shall be obtained by the employee, if any such transaction is with a person having official dealings with him."
(b) In sub regulations 2, Explanation (1) (a) shall be substituted as under:-
" (a) Jewellery, insurance policies, the annual premia of which exceeds two months' basic pay of the employee, shares, securities and debentures."
(c) In Annexure "D", referred in sub-regulation (3) and annexed to these regulations, in the heading, the sign"/" shall be inserted after the word "appointment".
