सासासासा....काकाकाका....निनिनिनि.... 860(अ)860(अ)860(अ)860(अ)....----केन्द्रीय सरकार, भारत-तिब्बत सीमा पुलिस बल अधिनियम, 1992 (1992 का 35) की धारा 156 की उपधारा (2) के खंड (ख) द्वारा प्रदत्त षक्तियों का प्रयोग करते हुए और भारत-तिब्बत सीमा पुलिस बल, पशु चिकित्सा काडर (समूह 'ख' और 'ग' पद) भर्ती नियम, 2010 को उन बातों के सिवाय अधिक्रान्त करते हुए जिन्हें ऐसे अधिक्रमण से पहले किया गया है या करने का लोप किया गया है, भारत-तिब्बत सीमा पुलिस बल में निरीक्षक (ड्रेसर पशु चिकित्सा), उप-निरीक्षक (ड्रेसर पशु चिकित्सा), उप-निरीक्षक (प्रयोगशाला तकनीशियन पशु चिकित्सा), हैड कांस्टेबल (ड्रैसर पशु चिकित्सा), हैड कांस्टेबल (पशु चिकित्सा रेडियोग्राफर) और कांस्टेबल (केनल मैन) के पदों पर भर्ती की पद्धति का विनियमन करने के लिए निम्नलिखित नियम बनाती हैं, अर्थात्ः-
1. संक्षिप्त नाम और प्रारंभसंक्षिप्त नाम और प्रारंभसंक्षिप्त नाम और प्रारंभसंक्षिप्त नाम और प्रारंभ—(1) इन नियमों का संक्षिप्त नाम भारत-तिब्बत सीमा पुलिस बल, पशु चिकित्सा काडर (समूह 'ख' और समूह 'ग' पद) भर्ती नियम, 2014 है।
(2) ये राजपत्र में प्रकाशन की तारीख को प्रवृत्त होंगे।
2. लागू होनालागू होनालागू होनालागू होना—ये नियम, इन नियमों से उपाबद्ध अनुसूची के स्तम्भ (1) में विनिर्दिष्ट पदों को लागू होंगे।
पदों की संख्या, वर्गीकरण और वेतन बैंड और ग्रेड वेतन या वेतनमान—पदों की संख्या, उनका वर्गीकरण और उनका 3. पदों की संख्या, वर्गीकरण और वेतन बैंड और ग्रेड वेतन या वेतनमान पदों की संख्या, वर्गीकरण और वेतन बैंड और ग्रेड वेतन या वेतनमान पदों की संख्या, वर्गीकरण और वेतन बैंड और ग्रेड वेतन या वेतनमान वेतन बैंड तथा ग्रेड वेतन या उससे संलग्न वेतनमान वे होंगे, जो इन नियमों से उपाबद्ध अनुसूची के स्तंभ (2) से स्तंभ (4) में विनिर्दिष्ट हैं।
भर्ती की पद्धति, आयु सीमा, अर्हताएं आदि—भर्ती की पद्धति, आयु-सीमा, अर्हताएं और उससे संबंधित अन्य बातें वे होंगी 4. भर्ती की पद्धति, आयु सीमा, अर्हताएं आदि भर्ती की पद्धति, आयु सीमा, अर्हताएं आदि भर्ती की पद्धति, आयु सीमा, अर्हताएं आदि जो उक्त अनुसूची के स्तंभ (5) से (13) में विनिर्दिष्ट हैं।
5. निरर्हतानिरर्हतानिरर्हतानिरर्हता—वह व्यक्ति—
(क) जिसने ऐसे व्यक्ति से जिसका पति या जिसकी पत्नी जीवित है, विवाह किया है ; या
(ख) जिसने अपने पति या अपनी पत्नी के जीवित रहते हुए किसी व्यक्ति से विवाह किया है,
उक्त पदों में से किसी पद पर नियुक्ति का पात्र नहीं होगा :
4751 GI/2014 (1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] परन्तु यदि केन्द्रीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह उस व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छूट दे सकेगी।
चिकित्सा दृष्टया योग्यता—इन नियमों में अन्तर्विष्ट किसी बात के होते हुए भी, केवल वे व्यक्ति जो भारत-तिब्बत सीमा 6. चिकित्सा दृष्टया योग्यता चिकित्सा दृष्टया योग्यता चिकित्सा दृष्टया योग्यता पुलिस बल चिकित्सा मैनुअल खंड-III, में यथा विनिर्दिष्ट चिकित्सा प्रवर्ग शेप-I, में है, इन नियमों के उपबंधों के अधीन प्रोन्नति और नियुक्ति जिसके अन्तर्गत प्रतिनियुक्ति या पुनर्नियोजन पर नियुक्ति भी है, के लिए पात्र होंगे। 7. अन्य देअन्य देअन्य देअन्य देश्श्श्शीय अपात्रता-ाीय अपात्रता-ाीय अपात्रता-ाीय अपात्रता-कोई व्यक्ति जो भारत का नागरिक नही है, लिखित में केन्द्रीय सरकार की पूर्व अनुमति के सिवाय, इन नियमों के अधीन नियुक्त नहीं किया जाएगाः परंतु इस नियम में अंतर्विष्ट कोई बात, बल में नेपाल या भूटान की प्रजा की नियुक्ति या नियोजन को लागू नही होगा। 8. अध्अिध्अिध्अिध्िkofkofkofkof""""kZrkkZrkkZrkkZrk—(1) इन नियमों के अधीन नियुक्त किया गया प्रत्येक व्यक्ति उस मास के जिसमें वह सत्तावन व"ार् की आयु प्राप्त करता है, या ऐसी अन्य आयु जो केन्द्रीय सरकार द्वारा समय-समय पर विनिर्दिष्ट की जा सके, अंतिम दिन के अपरान्ह को सेवानिवृत होगा ;
परन्तु वह व्यक्ति जिसके जन्म की तारीख किसी मास का प्रथम दिन है, अधिवर्षिता की आयु प्राप्त होने पर पूर्व मास के अंतिम दिन के अपरान्ह को सेवा निवृत होगा।
(2) किसी व्यक्ति को अध्िkofषZrk पर सेवानिवृत की विनिर्दिष्ट आयु होने के पश्चात् सेवा में विस्तार मंजूर नहीं किया जाएगा।
9. श्श्श्शििििथिल करने की शक्तिाथिल करने की शक्तिाथिल करने की शक्तिाथिल करने की शक्ति—जहां केन्द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहाँ वह उसके लिए जो कारण हैं, उन्हें लेखब करके, इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत्, आदेश द्वारा शिथिल कर सकेगी।
10. व्यावृतिव्यावृतिव्यावृतिव्यावृति—इन नियमों की कोई बात, ऐसे आरक्षणों, आयु-सीमा में छूट और अन्य रियायतों पर प्रभाव नहीं डालेगी, जिनका केन्द्रीय सरकार द्वारा इस संबंध में समय-समय पर जारी किए गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबंध करना अपेक्षित है।

| भर्ती की पद्धति : भर्ती सीधे होगी या प्रोन्नति द्वारा प्रतिनियुक्ति या आमेलन द्वारा तथा विभिन्न पतियों द्वारा भरे जाने वाले रिक्त पदों की प्रतिशतता (10) | प्रोन्नति या प्रतिनियुक्ति या आमेलन द्वारा भर्ती की दशा में वे श्रेणियां जिनसे प्रोन्नति या प्रतिनियुक्ति या आमेलन किया जाएगा। (11) | NaN | NaN | ||||||
| प्रोन्नति द्वारा जिसके न हो सकने पर प्रतिनियुक्ति द्वारा (जिसमें सशस्त्र बलों क े कार्मिकों की प्रतिनियुक्ति/ पुनःर्नियोजन सम्मिलित है) | प्रोन्नति द्वारा : वेतन बैंड-2; 9300-34800 रु. गे्रड वेतन 4200 रु. में भारत-तिब्बत सीमा पुलिस बल के ऐसे उप-निरीक्षक (ड्रेसर पशु चिकित्सा) जिन्होंने उस श्रेणी में पाँच वर्ष की नियमित सेवा की है, और जिन्होंने यथाविहित पूर्व-प्रोन्नति पाठयक्रम/पाठयक्रमों को सफलतापूर्वक पूरा किया है। टिप्पण 1ः जहां ऐसे कनिष्ठ व्यक्तियों के संबंध में, जिन्होंने अपनी अर्हक या पात्रता सेवा पूरी कर ली है, प्रोन्नति के लिए विचार किया जा रहा हो, वहां उनकेे ज्येष्ठ व्यक्तियों के संबंध में भी विचार किया जाएगा परंतु यह तब जब कि उनके द्वारा की गई ऐसी अर्हक या पात्रता सेवा, अपेक्षित अर्हक या पात्रता सेवा के आधे से अधिक से या दो वर्ष से, इनमें से जो भी कम हो, कम न हो और उन्होंने अपने ऐसे कनिष्ठ व्यक्तियों सहित, जिन्होंने ऐसी अर्हक या पात्रता सेवा पहले ही पूरी कर ली है, अगली उच्चतर श्रेणी में प्रोन्नति के लिए अपनी परिवीक्षा की अवधि सफलतापूर्वक पूरी कर ली हो। टिप्पण 2: प्रोन्नति के लिए न्यूनतम अर्हक सेवा की संगणना करने के प्रयोजन के लिए किसी अधिकारी द्वारा 1 जनवरी, 2006 से पहले या उस तारीख से जिससे छठे केन्द्रीय वेतन आयोग की सिफारिषों पर आधारित पुनरीक्षित वेतन संरचना का विस्तार किया गया है, नियमित आधार पर की गई सेवा को उक्त वेतन आयोग की सिफारिशों पर आधारित विस्तारित तत्स्थानी ग्रेड वेतन या वेतनमान पर की गई सेवा समझी जाएगी। प्रतिनियुक्ति द्वारा : केन्द्रीय सरकार के अधिकारी (क) जो मूल काडर या विभाग में सदृश पद धारण किये हुए है; और (ख) जो निम्नलिखित अर्हताएं और अनुभव रखते होः (i) मान्यताप्राप्त विष्वविद्यालय से स्नातक (ii) मान्यता प्राप्त संस्थान से पशुचिकित्सा, पशुधन सहायक पाठ्यक्रम पास (iii) पशुओं की विभिन्न प्रजातियों विशिष्टतया अष्व और श्वान के उपचार में तीन वर्ष का अनुभव और पशु अस्पताल या औषधालय का प्रबंध कर सकता हो या उसे चला सकता हो। टिप्पण 1: प्रतिनियुक्ति की अवधि, जिसके अन्र्तगत केन्द्रीय सरकार के उसी या किसी अन्य संगठन या विभाग में इस नियुक्ति से ठीक पहले धारित किसी अन्य काडर बाह्य पद पर प्रतिनियुक्ति की अवधि है साधारणतया तीन वर्ष से अधिक नही होगी। टिप्पण 2ः प्रतिनियुक्ति द्वारा नियुक्ति के लिए अधिकतम आयु सीमा आवेदन प्राप्त करने की अंतिम तारीख को 52 व"ार् से अधिक नही होगी। टिप्पण 3ः पोषक प्रवर्ग के ऐसे विभागीय अधिकारी, जो प्रोन्नति की सीधी पंक्ति में है, प्रतिनियुक्ति पर नियुक्ति के लिए विचार किए जाने के पात्र नहीं होंगे। इसी प्रकार प्रतिनियुक्ति व्यक्ति प्रोन्नति द्वारा नियुक्ति के लिए विचार किए जाने के पात्र नहीं होंगे। टिप्पण 4: प्रतिनियुक्ति या आमेलन के आधार पर नियुक्ति के प्रयोजन के लिए किसी अधिकारी द्वारा 1 जनवरी, 2006 से पहले या उस तारीख से जिससे छठे केन्द्रीय वेतन आयोग की सिफारिषों पर आधारित पुनरीक्षित वेतन संरचना का विस्तार किया गया है, नियमित आधार पर की गई सेवा को, सिवाय उस द सिवाय उस दष्ष्ष्षा ाा ाा ाा सिवाय उस द सिवाय उस द के, जहां एक से अधिक पूर्व पुनरीक्षित वेतनमान का साधारण ग्रेड वेतन या वेतनमान सहित एक श्रेणी में विलय हो गया है और वहां यह लाभ केवल उस पद पर विस्तारित होगा जिसके लिए ग्रेड वेतन या विलय हो गया है आ ैर वहां यह लाभ केवल उस पद पर विस्तारित होगा जिसके लिए ग्रेड वेतन या विलय हो गया है आ विलय हो गया है आ ैर वहां यह लाभ केवल उस पद पर विस्तारित होगा जिसके लिए ग्रेड वेतन या वेतनमान बिना किसी उन्नयन का साधारण प्रतिस्थापन गे्रड है उक्त वेतन आयोग की सिफारिषों पर वेतनमान बिना किसी उन्नयन का साधारण प्रतिस्थापन गे्रड है आधारित विस्तारित तत्स्थानी गे्रड वेतन या वेतनमान पर की गई सेवा समझी जाएगी। भूतपूर्व सैनिकों के लिए :- भूतपूर्व सैनिकों के लि भूतपूर्व सैनिकों के लि भूतपूर्व सैनिकों के लि ए :- ए :-ए :- प्रतिनियुक्ति/पुनःर्नियोजनः सशस्त्र बल के ऐसे कार्मिकों के संबंध में भी विचार किया जाएगा जो एक वर्ष की अवधि के भीतर सेवानिवृत होने वाले है या रिजर्व में स्थानान्तरित किए जाने वाले है और जिनके पास कोई अपेक्षित अनुभव और विहित अर्हताएं है। ऐसे व्यक्तियाें को उस तारीख तक प्रतिनियुक्ति के निबंधनों पर रखा जाएगा जिस तारीख से उन्हें सशस्त्र बल से निर्मुक्त किया जाना है; तत्पष्चात् उन्हें पुनर्नियोजन पर बने रहने दिया जा सकता है। | NaN | NaN | ||||||

G.S.R. 860(E).—In exercise of the powers conferred by clause (b) of sub-section (2) of Section 156 of the Indo-Tibetan Border Police Force Act, 1992 (35 of 1992) and in supersession of the Indo-Tibetan Border Police Force, Veterinary Cadre (Group 'B' and 'C' Posts) Recruitment Rules, 2010, except as respects things done or omitted to be done before such supersession, the Central Government hereby makes the following rules regulating the method of recruitment to the posts of Inspector (Dresser Veterinary), Sub Inspector (Dresser Veterinary), Sub Inspector (Lab Technician Veterinary), Head Constable (Dresser Veterinary), Head Constable (Veterinary Radiographer) and Constable (Kennelman) in the Indo-Tibetan Border Police Force, namely :—
1. Short title and commencement.—(1) These rules may be called the Indo-Tibetan Border Police Force, Veterinary Cadre (Group 'B' and Group 'C' Posts) Recruitment Rules, 2014.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Application.—These rules shall apply to the posts specified in column (1) of the Schedule annexed to these rules.
3. Number of posts, classification, pay band and grade pay or pay scale.—The number of posts, their classification, pay band and grade pay or pay scale attached thereto shall be as specified in columns (2) to (4) of the said Schedule.
4. Method of recruitment, age limit, qualifications, etc.— The method of recruitment, age limit, qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the said Schedule.
5. Disqualification.—No person,—
(a) who entered into or contracted a marriage with a person having a spouse living, or
(b) who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said posts :
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.
6. Medical Fitness.—Notwithstanding anything contained in these rules, only those persons who are in medical category SHAPE-I, as specified in the Indo-Tibetan Border Police Force Manual Volume-III, shall be eligible for promotion and appointment including appointment on deputation or re-employment under the provisions of the rules:
7. Ineligibility of aliens.—No person who is not a citizen of India shall, except with the prior permission of Central Government in writing, be appointed under these rules:
Provided that nothing contained in this rule shall debar the appointment or employment of a subject of Nepal or Bhutan in the Force.
14 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)]8. Superannuation.—(1) Every person appointed under these rules shall retire from service on the afternoon of the last day of month in which he or she attains the age of fifty seven years or as prescribed by the Central Government from time to time:
Provided that the person whose date of birth is the first of a month shall retire from service on the afternoon of the last day of the preceding month on attaining the age of superannuation.
(2) No person shall be granted extension in service beyond the prescribed age of retirement on superannuation.
9. Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons.
10. Saving.— Nothing in these rules shall affect reservations, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, Ex-servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

Note 2: The maximum age limit for appointment by deputation shall be not exceeding fifty- two years as on the closing date of receipt of applications.
