संसंसंसं. . . . 23232323////47474747////2020202011114444----आर एंड आरआर एंड आरआर एंड आरआर एंड आर((((वाल्यूवाल्यूवाल्यूवाल्यूम म म म III))))....—कें दीय विद्युत प्राधिकरण, विद्युत अधिनियम 2003 (2003 की संख्या 36) धारा 177 की उप धारा (2) के साथ पठित धारा 55 की उप धारा (1) तथा धारा 73 के खंड (ड़) द्वारा प्रदत्त शक्तियों का प्रयोग करते +ए, कें -ीय विद्युत प्राधिकरण (मीटरों का अधिष्ठापन एवं प्रचालन) िविनयम, 2006 का संशोधन करने के लिए निम्निलिखत िविनयम बनाता है, अर्थात् ::::----
1. संक्षिप्तसंक्षिप्तसंक्षिप्तसंक्षिप्त नाम और प्रारंभ नाम और प्रारंभ नाम और प्रारंभ नाम और प्रारंभ –––– (1) इन विनियमों का संक्षिप्त नाम कें -ीय विद्युत प्राधिकरण (मीटरों का अधिष्ठापन एवं प्रचालन) संशोधन िविनयम, 2014 है।
(2) ये विनियम राजपत्र में प्रकाशन की तारीख को लागू होंगे।
2. लागू होनालागू होनालागू होनालागू होना – ये िविनयम (क) 415 वॉट और उससे निम्न वोल्टेज स्तरों (अथवा समय – समय पर यथा संशोधित प्रत्यावर्ती (आल्टरनेAटग) करंट (ए सी) न्यूनतम प्रणाली वोल्टेज की वैल्यूज के लिए प्रासंगिक भारतीय मानक के अनुसार तदनुरूपी वोल्टेज) पर Fिड के साथ कनैक्टिविटी की मांग करने वाले सभी Fिड इंटरएक्टिव नवीकरणीय ऊर्जा संयंत्रों को लागू होंगे।
(ख) 415 वॉट और उससे अधिक वोल्टेज स्तरों (अथवा समय – समय पर यथा संशोधित प्रत्यावर्ती (आल्टरनेAटग) करंट (ए सी) न्यूनतम प्रणाली वोल्टेज के वैल्यूज के लिए प्रासंगिक भारतीय मानक के अनुसार तदनुरूपी वोल्टेज) पर संयोिजत (कनैक्टिड) Fिड इंटरएक्टिव नवीकरणीय ऊर्जा संयंत्र उन्हI मीटAरग प्रबंधों को लागू होंगे जो कें -ीय विद्युत प्राधिकरण (मीटरों का अधिष्ठापन एवं प्रचालन) िविनयम, 2006 में विद्युत उत्पादन कें -ों के लिए निर्धारित किए गए हैं।
(ग) कें -ीय विद्युत प्राधिकरण (मीटरों का अधिष्ठापन और प्रचालन) िविनयम, 2006 में यथा विनिKदष्ट 'उपभोक्ता मीटर' के सभी खंड 'नवीकरणीय ऊर्जा मीटर' के लिए भी लागू होंगे, जब तक कि इन विनियमों में अन्यथा विनिKदष्ट न किया गया हो।
3. कें -ीय विद्युत प्राधिकरण (मीटरों का अधिष्ठापन एवं प्रचालन) िविनयम 2006 (जिसे इसमें इसके पश्चात िविनयम कहा गया है) के िविनयम 2 उप खंड (1) में खंड (भ) के पश्चात निम्निलिखत खंड अंत:स्थापित किया जाएगा, अर्थात्
4776 GI/2014 (1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC. 4] '(म) – 'नवीकरणीय ऊर्जा मीटर' से उपभोक्ता को आपूMत की गई और उसके द्वारा प्राप्त की गई विद्युत के लेखे और बिलिग के लिए प्रयुक्त मीटर से अभिप्रेत है Oकतु इसके अंतर्गत ऐसे मीटर नहI हैं जो इंटरफे स मीटरों के अंतर्गत आते हैं।
4. मूल विनियमों के , िविनयम 7 के उप िविनयम 2 के खंड (ग) के पश्चात निम्निलिखत खंड अंत:स्थापित किया जाएगा, अर्थात्:
'(घ) नवीकरणीय ऊर्जा मीटरों का स्थलन नीचे िविनKदष्ट किए गए अनुसार होगा:-

| श ुR मापन (नेट मीटAरग) :-नवीकरणीय ऊर्जा संयंत्र को, म ुख् यत: संयंत्र के स् वामी द्वारा विद्युत की खपत के लिए स् वामी की 'लोड बस' से संयोजित किया जाता है और अतिरिक् त विद्युत, यदि हो तो, Fिड में अंत:क्षेपित की जाती है। | नवीकरणीय ऊर्जा मापन के प्रयोजनार्थ प्रथम अधिष् ठापन की दशा में 'नवीकरणीय ऊर्जा मीटर' को उपभोक् ता मीटर के लिए विनिKदष् ट स् थल पर अधिष् ठापित किया जाएगा और वतर्मान उपभोक् ताओं की दशा में उपभोक् ता मीटर को 'नवीकरणीय ऊर्जा मीटर' से प्रतिस् थापित किया जाएगा। |
टिप्पटिप्पटिप्पटिप्पणणणण::::----'शुR मापन (नेट मीटAरग) की दशा में, बैटरी वाले नवीकरणीय ऊर्जा संयंत्र, Fिड की खराबी की स्थिति में उपभोक्ता लोड की आपूMत कर सकते हैं। इस दशा में, Fिड की खराबी की स्थिति में, Fिड से उपभोक्ता लोड की आइलैंडिग करने के लिए उचित स्थल पर एक स्वचालित पृथक तंत्र उपलब्ध कराया जाना चािहए।'
5. मूल विनियमों की अनुसूची के भाग- III में
(क) पैरा (1) के उप पैरा (क) के स्थान पर निम्निलिखत उप पैरा रखा जाएगा, अर्थात :
(क) 'उपभोक्ता मीटर, उपभोक्ता द्वारा उपयोग की गई संचयी सVिय ऊर्जा को मापने के लिए उचित होगा और नवीकरणीय ऊर्जा मीटर Fिड से आहरित और Fिड में अंत:क्षेपित की गई संचयी सVिय ऊर्जा को मापने के लिए उचित होगा।'
(ख) पैरा (3) के पश्चात, निम्निलिखत 'टिप्पणी' को अंत:स्थापित किया जाएगा, अर्थात्:
'टिप्पण:- नवीकरणीय ऊर्जा मीटर द्वि-दिशात्मक हैं और अत: ऊपर (3) (ड़) में नियत छेड़ छाड़ रोधी (एंटी टैम्पर) कारक नवीकरणीय ऊर्जा मीटर की दशा में लागू नहI होगा।
संबंधित अनुYप्तिधारी समुचित आयोग के विनियमों या निदZशों के अनुसार उचित छेड़- छाड़ रोधी समाधान अपना सकें गे।'

NOTIFICATION
New Delhi, the 26th November, 2014
No. 23/47/2014-R&R (Vol. III).—In exercise of the powers conferred by the sub-Section (1) of Section 55 and clause (e) of section 73 read with sub-section (2) of Section 177 of the Electricity Act, 2003 (No. 36 of 2003), the Central Electricity Authority, hereby makes the following regulations to amend the Central Electricity Authority (Installation and Operation of Meters) Regulations, 2006, namely:—
1. Short title and commencement.—(1) These regulations may be called the Central Electricity Authority (Installation and Operation of Meters) Amendment Regulations, 2014.
(2) These regulations shall come into force on the date of their publication in the Official Gazette.
2. Application.—These Regulations shall be applicable for (a) all Grid Interactive Renewable Energy Plants seeking the connectivity with the grid at 415 V ( or corresponding voltage as per relevant Indian Standard for values of alternating current(AC) nominal system voltage, as amended from time to time) and below Voltage Levels.
(b) Grid interactive Renewable Energy Plants connected at above 415 V (or corresponding voltage as per relevant Indian Standard for values of alternating current(AC) nominal system voltage, as amended from time to time) would follow the same metering arrangement as stipulated for Generating Stations in Central Electricity Authority (Installation and Operation of Meters) Regulations, 2006.
(c) all the clauses of 'Consumer Meters' as specified in Central Electricity Authority (Installation and Operation of Meters) Regulations, 2006, would also be applicable for 'Renewable Energy Meter', unless specified in these Regulations.
3. In the Central Electricity Authority (Installation and Operation of Meters) Regulations, 2006 (hereinafter referred to as the principal regulations), in Regulation 2, in sub-section (1), after clause(x), the following clause shall be inserted, namely:—
''(y) Renewable Energy Meter means a meter used for accounting and billing of electricity supplied to and from the consumer but excluding those covered under Interface Meters."
4. In the principal regulations, in regulation 7, in sub regulation 2, after clause (c), the following clause shall be inserted, namely:-
"(d) The location of Renewable Energy Meters shall be as specified below:

| Feed in Tariff metering:- Renewable Energy Plant is connected to the grid to inject the entire electricity generated to the grid | Out going feeder from Renewable Energy Plant |
| Net metering :- Renewable Energy Plant is connected to the load bus of the owner to consume electricity generated primarily by the owner of the Plant and excess electricity, if any, is injected to the grid | In case of first installation for the purpose of Renewable Energy Metering, the 'Renewable Energy Meter' shall be installed at the location specified for consumer meter and in case of existing consumers, the consumer meter shall be replaced with 'Renewable Energy Meter'. |
Note : In case of Net metering, Renewable Energy Plants with battery can supply the consumer load in the event of grid failure. In this case, an automatic isolating mechanism has to be provided at appropriate location to make islanding of the consumer load from the grid at the event of grid failure."
5. In the principal regulations, in the Schedule, in Part III—
(a) In paragraph (1), for sub-paragraph (a), the following sub-paragraph shall be substituted, namely:—
4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC. 4]"(a) The Consumer meter shall be suitable for measurement of cumulative active energy utilized by the consumer and the Renewable Energy Meter shall be suitable for measurement of cumulative active energy drawn from the grid and injected into the grid.".
(b) After paragraph(3), at the end, the following ''Note'' shall be inserted, namely :—
"NOTE – Renewable Energy Meter is bi-directional and therefore anti tamper feature stipulated at (3) (e) above shall not be applicable in case of Renewable Energy Meter. Respective licensee may adopt appropriate anti tampering solutions as per regulations or directions of appropriate Commission."
