फा.फा.फा.फा. सं.सं.सं.सं. पी.15025पी.15025पी.15025पी.15025////262262262262////2013201320132013----पीए/एफएसएसएआईपीए/एफएसएसएआईपीए/एफएसएसएआईपीए/एफएसएसएआई.—खाद्य सुरक्षा और मानक (खाद्य उत्पाद मानक और खाद्य सहयोज्य) िविनयम, 2011 का संशोधन करने के िलए कितपय िवनियमों का प्रारूप, खाद्य सुरक्षा और मानक अिधिनयम, 2006 (2006 का 34) की धारा 92 की उप-धारा (1) की अपेक्षानुसार (भारतीय खाद्य सुरक्षा और मानक प्राधिकरण) की अिधसूचना सं. फा. सं. पी.15025/262/2013-पीए/एफएसएसएआई तारीख 2 जून, 2014 द्वारा भारत के राजपत्र, असाधारण, भाग III, खंड 4 में तारीख 2 जून, 2014 को उन सभी (क्तियों से, िजनका उनसे प्रभावित होना संभा( हैं, उस तारीख से, िजसको उक्त अिधसूचना वाली राजपत्र की प्रतियां जनता को उपलब्ध करवाई गई थी, तीस दिन की अविध की समाप्ति से पूर्व आक्षेप और सुझाव आमंत्रित करने के िलए प्रकाशित किया गया था ;
और उक्त राजपत्र की प्रतियां 2 जून, 2014 को जनता को उपलब्ध करा दी गई थी ;
और उक्त प्रारूप विनियमों पर जनता से प्राप्त आक्षेपों और सुझावों पर भारतीय खाद्य सुरक्षा और मानक प्राधिकरण द्वारा िवचार कर िलया गया है ;
अतः, अब, भारतीय खाद्य सुरक्षा और मानक प्राधिकरण, उक्त अिधिनयम की धारा 92 की उप-धारा (2) के खंड (ड़) द्वारा प्रदत्त शक्तियों का प्रयोग करते 8ए खाद्य सुरक्षा और मानक (खाद्य उत्पाद मानक और खाद्य सहयोज्य) िविनयम, 2011 का और संशोधन करने के िलए िनम्निलिखत िविनयम बनाता है, अर्थात् :-
1. (1) इन विनियमों का संक्षिप्त नाम सुरक्षा और मानक (खाद्य उत्पाद मानक और खाद्य सहयोज्य) संशोधन विनियम, 2014 है ।

(2) ये राजपत्र में अंतिम प्रकाशन की तारीख को प्रवृत होंगे ।
2. खाG सुरक्षा और मानक (खाद्य उत्पाद मानक और खाद्य सहयोज्य) विनियम, 2011 में सामान्य खाद्य नमक से संबंिधत विनियम 2.9.30 के उपविनियम (5) में,-
(क) "शुष्क आधार पर न्यूनतम 99.0 प्रतिशत सोडियम क्लोराइड" शब्दों और अंकों के पश्चात् जब सुदृढीकरण के लिेए लौह सल्फे ट का उपयोग किया जाता है, जब सुदृढीकरण के लिए संपुटित Wप में लौह Xयूमरेट का उपयोग किया जाता है शुष्क भार के आधार पर न्यूनतम 98 प्रतिशत सोडियम क्लोराइड अंतर्वस्तु शब्द और अंक अंतःस्थापित किए जाएंगे ।
(ख) उसमें विनि\दष्ट मानकों में,-
(i) 'P2O5 के रूप में फास्फोरस' से संबंधित प्रविष्टियों के सामने निम्नलिखित प्रविष्टि रखी जाएगी, अर्थात्ः-
"प्रति दस लाख में 3100 भाग से अधिक नह'" शब्द रखे जाएंगे ।
(ii) '5 प्रतिशत जलीय विलयन में पीएच मूल्य' के सामने प्रविष्टियों के स्थान पर निम्नलिखित प्रविष्टि रखी जाएगी ।
"3.5 से 7.5"
(ग) परंतुक के स्थान पर, निम्नलिखित परंतुक रखा जाएगा, अर्थात :--
''परंतु परिशिष्ट क में अनुbात खाद्य खाG योजक और हाइcोक्सिड प्रोफिल मिथाइल सेलूलोज । टाइटेनियम डाइआक्साइड, पूरी तरह से हाइcोजनिकृ त सोयाबीन तेल तथा सोडियम हेक्सामेटाफास्फे ट (सभी खाद्य dेणियां) जीएमपी से अनधिक संके न्eित तथा शुष्क भार आधार पर दो प्रतिशत से अनधिक एंटिके fकग एजेंट और जल में घुलनशील पदार्थ जहां एंटीके fकग एजेंट का उपयोग किया जाता है 2.2 प्रतिशत से अधिक नह' होगा''।

No. P. 15025/262/2013-PA/FSSAI.- Whereas the draft of certain regulation to amend the Food Safety and Standards (Food Products Standards and Food Additives) Regulations, 2011, were published as required under sub- section (1) of Section 92 of the Food Safety and Standards Act, 2006 (34 of 2006), vide notification of the Food Safety and Standards Authority of India number F. No. P. 15025/262/2013-PA/FSSAI dated the 2nd June, 2014 in the Gazette of India, Extraordinary, Part III, Section 4, dated the 2nd June, 2014, inviting objections and suggestions from the persons likely to be affected thereby, before the expiry of the period of thirty days from the date on which the copies of the Official Gazette containing the said notification were made available to the public;
And whereas the copies of the said Gazette were made available to the public on the 2nd June, 2014;
And whereas the objections and suggestions received from the public in respect of the said draft regulations have been considered by the Food Safety and Standards Authority of India;

Now, therefore, in exercise of the powers conferred by clause (e) of sub-section (2) of Section 92 read with Section 16 of the said Act, the Food Safety and Standards Authority of India hereby makes the following regulations further to amend the Food Safety and Standards (Food Products Standards and Food Additives) Regulations, 2011, namely:-
1 (1) These regulations may be called the Food Safety and Standards (Food Products Standards and Food Additives) Amendment Regulations, 2014.
(2) They shall come into force on the date of their final publication in the Official Gazette.
2. In the Food Safety and Standards (Food Products Standards and Food Additives) Regulations, 2011, in regulation 2.9.30 relating to 'EDIBLE COMMON SALT', in sub-regulation (5),-
(a) after the figures and words, "99.0 percent sodium chloride content on dry weight basis", the words and figures "when ferrous sulphate is used for fortification; minimum 98 per cent sodium chloride content on dry weight basis when ferrous fumarate in encapsulated form is used for fortification" shall be inserted;
(b) in the standards specified therein,-
(i) for the entry against 'Phosphorous as P2O5', the following entry shall be substituted, namely:-
"not more than 3100 parts per million" shall be substituted;
(ii) for the entry against 'pH value in 5% aqueous solution', the following entry shall be shall be substituted;
"3.5 to 7.5"
(c) for the proviso, the following proviso shall be substituted, namely
"Provided that double fortified salt may contain food additives permitted in Appendix A and Hydroxy Propyl Methyl Cellulose, Titanium dioxide, fully Hydrogenated Soyabean oil and Sodium hexametaphosphate (all food grades) at concentration of not more than GMP and anti-caking agent not more than 2.0 per cent on dry weight basis, and the water insoluble matter wherein anti-caking agent is used shall not exceed 2.2 percent"
