और जबकि, के न्* सरकार को प्रतीत होता है कि इसकी जांच करना और इस गंभीर घटना के कारकों एवं सहायक कारकों को सुनि2ित करना और ऐसी सिफारिशें करना समीचीन है ताकि भविष्य में इस तरह की दुर्घटना की पुनरावृत्ति से बचा जा सके ।
अब, के न्* सरकार वायुयान (घटनाओं और दुर्घटनाओं की जांच) िनयमावली, 2012 के िनयम 11(1) द्वारा प्रदत्त शक्तियों का प्रयोग करते =ए एतदद्वारा उपयु र्क्त दुर्घटना की औपचारिक जांच किए जाने का निदेश देती है।
के न्* सरकार ने निम्नलिखित सदस्यों सहित Bी ए एक्स जोसफ, सहायक िनदेशक, एएआईबी की अध्यक्षता में एक जांच समिति नियुक्त की है:-
(i) Bी के रामचन्*न, हवाई संरक्षा अधिकारी, एएआईबी
समिति आवश्यकतानुसार अन्य विशेषJों/एजेंसियों की सहायता भी लेगी।
समिति का मुख्यालय नई दिल्ली में होगा।
सिमित अपनी जांच-पड़ताल पूरी कर इसकी रिपोर्ट के न्* सरकार को अिधमानत: तीन महीने के भीतर सुपुर्द करेगी।

New Delhi, the 8th December, 2014
S.O. 3186(E).—Whereas M/s. Garg Aviation Ltd. Cessna 152 aircraft VT-SGN was involved in an accident while carrying out a solo training flight of circuit and landing at Kanpur on 03.09.2014.
And whereas, it appears to the Central Government that it is expedient to investigate and determine the causes and contributory factors leading to the serious incident and make recommendations to avoid recurrence of such accident in future.
Now, in the exercise of the powers conferred by the Rules 11(1) of the Aircraft (Investigation of Accidents and Incidents) Rules, 2012, the Central Government hereby directs that a formal inquiry of the said accident be held.
The Central Government is pleased to appoint a Committee of Inquiry headed by Shri A.X. Joseph, Assistant Director, AAIB with the following members:
(i) Shri K. Ramachandran, Air Safety Officer, AAIB
The Committee will also take the assistance of other experts/agencies whenever required.
The headquarters of the Committee will be at New Delhi.
The Committee will complete its inquiry and submit its report to the Central Government preferably within three months.
