संसंसंसं. . . . एमओईएसएमओईएसएमओईएसएमओईएस////27/01/201427/01/201427/01/201427/01/2014----स्थास्थास्थास्था....—पृथ्वी वि(cid:17)ान अध्ययन कें (cid:24) (सीईएसएस) की स्थापना वर्ष 1978 में के रल सरकार द्वारा पृथ्वी वि(cid:17)ान के क्षेत्र में मूल और अनुप्रयुक्त अनुसंधान हेतु करने के लिए की गई थी। वर्ष 2003 में सीईएसएस को के रल वि(cid:17)ान, प्रौद्योगिकी और पर्यावरण राज्य परिषद (के एससीएसटीई) के अधीन लाया गया जो कि के रल सरकार के वि(cid:17)ान एवं प्रौद्योगिकी विभाग के अधीन सोसाइटी के रूप में पंजीकृ त है । दिनांक 23.11.2012 के जीओ (एमएस) सं. 04/2012/एसएंडटी के अनुसार के रल सरकार ने पृथ्वी वि(cid:17)ान मंत्रालय, भारत सरकार द्वारा सीईएसएस के अधि=हण हेतु सै>ांतिक रूप से अनुमोदन दे दिया और दिनांक 19.12.2012 के जीओ (एमएस) सं 05/2012/एसएंडटी के अनुसार मसौदा एमओयू को भी अनुमोदन प्रदान कर दिया था ।
(i) दिनांक 19.12.2013 को मंत्रिमंडल की बैठक में लिए गए निर्णय के अनुसरण में पृथ्वी वि(cid:17)ान मंत्रालय, भारत सरकार ने ईएसएसओ-एमओईएस के अधीन एक स्वायतशासी संस्थान के रूप में पृथ्वी वि(cid:17)ान अध्ययन कें (cid:24) का अधि=हण किया और 1 जनवरी, 2014 को पृथ्वी वि(cid:17)ान मंत्रालय, भारत सरकार (एमओईएस) और वि(cid:17)ान एवं प्रौद्योगिकी विभाग, के रल सरकार (जीओके ) एवं त्रावणकोर-कोचिन साहित्यिक वै(cid:17)ानिक और चेरीटेबल सोसाइटीज अधिनियम, 1955 के तहत के रल वि(cid:17)ान, प्रौद्योगिकी और पर्यावरण राज्य परिषद (के एससीएसटीई), नामक सोसाइटी के बीच समझौता (cid:17)ापन पर हस्ताक्षर किए गए ।
(ii) पृथ्वी वि(cid:17)ान अध्ययन कें (cid:24) (सीईएसएस) को राष्ट्रीय पृथ्वी वि(cid:17)ान अध्ययन कें (cid:24) (एनसेस) के नाम से 12वG त्रावणकोर- कोचीन साहित्यिक वै(cid:17)ानिक और चेरीटेबल सोसाइटीज अधिनियम, 1955 के अधीन एक सोसाइटी के रूप में 25 जनवरी, 2014 को पंजीकृ त किया गया। एनसेस एक स्वायत्तशासी संस्थान, एक पंजीकृ त सोसाइटी है जो कि ठोस पृथ्वी पर बH- विधात्मक अध्ययनों से संबंधित परियोजनाओं पर कार्य करती है । एनसेस, पृथ्वी वि(cid:17)ान मंत्रालय के प्रशासनिक नियंत्रण में
5057 GI/2014 (1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART I—SEC. 1] रहेगा तथा मंत्रालय के निर्णयानुसार उसे ठोस पृथ्वी के ऐसे क्षेत्रों में आवश्यक प्रौद्योगिकीय सूचना उपलब्ध करवाएगा। एनसेस सार्वजनिक एवं निजी क्षेत्र दोनों के उद्योग से परामर्शी सेवाएं भी स्वीकार करेगा और अपने आंतरिक संसाधनों का सृजन करेगा । एनसेस का पंजीकृ त कार्यालय राष्ट्रीय पृथ्वी वि(cid:17)ान अध्ययन कें (cid:24), पोस्ट बॉक्स सं 7250, अक्कु लम, तिरूवनन्तपुरम 695011, के रल में होगा ।
2. राष्ट्रीय पृथ्वी वि(cid:17)ान अध्ययन कें (cid:24) (एनसेस) के मुख्य उद्देश्य इस प्रकार से हैं :
• ठोस पृथ्वी पर बH विधात्मक अध्ययन करने हेतु नोडल कें (cid:24) के रूप में विकसित होना।
• भारत के Vे टॉनिक ब्लॉकों तथा 3000 एमए की भौगोलिक इतिहास स्पैनिग के साथ संबंधित प्रोट्ररोजिक मोबाइल बेल्टों पर विशेष बल देते Hए ठोस पृथ्वी की विभिन्न गतिशील प्रVियाओं को समझना ।
• भारत के क्वार्टरनरी विनिर्माण की उत्पत्ति और जलवायु एवं समु(cid:24) स्तर परिवर्तनों पर इनके प्रभाव समझाना ।
• भू भाग उत्पत्ति सहित सतह प्रVिया का अध्ययन करना ।
• तटीय जोन और उसकी उपप्रणालियों की तलछटीय और भौतिक रासायनिक प्रVिया को समझना ।
• भू-स्खलन और तटीय कटाव की जांच करना और इनके प्रशमन और प्रबंधन प्रणालियों हेतु कार्य करना ।
• भू-संसाधन मूल्यांकन और पर्यावरणीय संरक्षण हेतु पृथ्वी वि(cid:17)ान संबंधी सूचना को प्रयुक्त करना ।
• सामाजिक लाभ के लिए पृथ्वी वि(cid:17)ान अनुप्रयोगों पर कार्य करना ।
• पृथ्वी वि(cid:17)ान मंत्रालय और देश भर में चल रहे पृथ्वी प्रणाली वि(cid:17)ान कार्यVमों के साथ प्रभावी रूप से एकीकरण करना ।
3. इस स्वायत्तशासी संस्थान के प्रशासन और प्रबंधन की जिम्मेदारी शासी परिषद की होगी। शासी परिषद की संरचना निम्नानुसार होगी, नामत् :
1. सिचव, एमओईएस —अध्यक्ष
2. डॉ. सोमनाथ दास गुप्ता —सदस्य 3. वित्तीय सलाहकार, एमओईएस —सदस्य
4. सलाहकार (एसएंडटी), योजना आयोग —सदस्य
5. संयुक्त सिचव, एमओईएस —सदस्य
6. डॉ. एस.के .दास —सदस्य 7. िनदेशक, एनसीएओआर, गोवा —सदस्य
8. िनेदेशक, एनसेस —सदस्य-सिचव 4. िनदेशक, एनसेस शासी परिषद का सदस्य-सिचव (पदेन) होगा ।
5. सोसाइटी के तकनीकी मामलों के प्रबंधन के लिए एक अनुसंधान परामर्शी समिति (आरएसी) शासी परिषद का सहयोग करेगी । प्रथम आरएसी का गठन किया जा चुका जिसके अध्यक्ष डॉ. सोमनाथ दास गुप्ता हैं।
6. कें (cid:24) की वित्तीय आवश्यकताओं का वहन पृथ्वी वि(cid:17)ान मंत्रालय, भारत सरकार द्वारा किया जाएगा । तथापि, कें (cid:24), अपनी गितिविधयों के लिए अन्य सरकारी तथा गैर-सरकारी [ोतों से निधि प्राप्त करने हेतु भी अिधकृ त है ।

R E S O L U T I O N

No. MoES/27/01/2014-Estt.—Centre for Earth Science Studies (CESS) was established by the Government of Kerala in 1978 for carrying out basic and applied research in Earth Sciences. CESS wasभारत का राजपत्रा : असाधरण [भाग I—खण्ड 1] 3 brought under Kerala State Council for Science, Technology and Environment (KSCSTE) in 2003 which is registered as a Society under the Science and Technology Department of Government of Kerala. As per GO(MS) No. 04/2012/S&T dated 23.11.2012 Government of Kerala accorded in-principle approval for the takeover of CESS by the Ministry of Earth Sciences, Government of India and also approved the draft MoU as per GO (MS) No. 05/2012/S&T dated 19.12.2012.
(i) In pursuance of the decision of the Cabinet in its meeting held on 19.12.2013 the Centre for Earth Science Studies has been taken over by the Ministry of Earth Sciences, Government of India as an autonomous institution under ESSO-MoES and a Memorandum of Understanding (MoU) among the Ministry of Earth Sciences, Government of India (MoES), Science and Technology Department, Government of Kerala (GoK) and Kerala State Council for Science, Technology and Environment (KSCSTE), a society under the Travancore-Cochin Literary Scientific and Charitable Societies Act, 1955 has been signed on 1st January, 2014.
(ii) The Centre for Earth Science Studies (CESS) named as National Centre for Earth Science Studies (NCESS) has been registered as a society under the 12th Travancore-Cochin Literary Scientific and Charitable Societies Act, 1955 on 25th January, 2014. NCESS is an autonomous institute, registered society for undertaking projects relating to multidisciplinary studies on solid earth. The NCESS will be under the administrative control of the Ministry of Earth Sciences and will provide necessary technological inputs in such areas of studies on solid earth as the Ministry may decide. The NCESS would also accept consultancy services from industry, both in public and private sector and generate its internal resources. The NCESS will have its Registered Office at National Centre for Earth Science Studies, Post Box No. 7250, Akkulam, Thiruvananthapuram-695011, Kerala.
2. The main objectives of the National Centre for Earth Science Studies (NCESS) are :-
• To develop as a Nodal Centre for multidisciplinary studies on solid earth. • To understand the various solid earth dynamic processes with special emphasis on cratonic blocks of India and associated Proterozoic mobile belts with geological history spanning 3000 Ma.
• To understand evolution of Quaternary formations of India and their bearing on climate and sea level changes.
• To study the surface process including terrain evolution.
• To understand the sedimentary and physicochemical process of the coastal zone and its subsystems.
• To investigate landslides and coastal erosion and work towards their mitigation and management systems.
• To apply earth science knowledge for geo-resources evaluation and environmental conservation.
• To undertake earth science applications for societal benefit.
• To effectively integrate with the earth system science programs of the Ministry of Earth Sciences and those of the country.
3. The administration and management of the autonomous institute shall vest in the Governing Council. The composition of the Government Council shall be as follows, namely:
1. Secretary, MoES —Chairman 2. Dr. Somnath Dasgupta —Member 3. Finance Advisor, MoES —Member 4. Advisor (S&T), Planning Commission —Member 5. Joint Secretary, MoES —Member 6. Dr. S.K. Das —Member 7. Director, NCAOR, Goa —Member 8. Director, NCESS (Ex-Officio) —Member-Secretary
4. The Director, NCESS shall be the Member-Secretary (Ex-Officio) of the Governing Council.
4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART I—SEC. 1]5. The Governing Council shall be assisted by a Research Advisory Committee (RAC) for the management of the technical affairs of the society. The first RAC has been constituted with Dr. Somnath Dasgupta as Chairman.
6. The financial requirements of the Centre will be borne by the Ministry of Earth Sciences, Government of India. However, the Centre is also empowered to generate funds for its activities from other Government and Non-Governmental sources.
