सा.का.नि.10(अ).-कतिपय नियमों के निम्नलिखित प्रारूप को, जिनको केन्द्रीय सरकार कृषि उपज (श्रेणीकरण और चिह्‌नांकन) अधिनियम, 1937 (1937 का 1) की धारा 3 द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए, ईसबगोल भूसी श्रेणीकरण और चिह्‌्‌नांकन नियम, 1982 को, उन बातों के सिवाय अधिक्रमण करते हुए, जिन्हें ऐसे अधिक्रमण से पहले किया गया है या किए जाने का लोप किया गया है, बनाने का प्रस्ताव करती है, उक्त धारा की अपेक्षानुसार ऐसे सभी व्यक्तियों की जानकारी के लिए, जिनके उससे प्रभावित होने की संभावना है, प्रकाषित किया जाता है और यह सूचना दी जाती है कि उक्त प्रारूप नियमों पर उस तारीख से जिसको भारत के राजपत्र की प्रतियां जिसमें यह अधिसूचना है जनता को उपलब्ध करा दी जाती है, पैंतालीस दिन की अवधि के अवसान के पश्चात विचार किया जाएगा;

उपर विनिर्दिष्ट अवधि के अवसान से पूर्व उक्त प्रारूप नियमों के संबंध में किसी व्यक्ति से प्राप्त होने वाले आक्षेपों या सुझावों पर केन्द्रीय सरकार द्वारा विचार किया जाएगा।

आक्षेप या सुझाव, यदि कोई हो, कृषि विपणन सलाहकार, भारत सरकार, विपणन और निरीक्षण निदेषालय, प्रधान कार्यालय, सी.जी.ओ.

प्रारूप नियम

1 संक्षिप्त नाम, लागू होना और प्रारम्भः (1) इन नियमों का संक्षिप्त नाम ईसबगोल भूसी श्रेणीकरण और चिह्‌नांकन नियम, 2014 है।

(2) ये नियम प्लांटागो ओवाता फोस्र्क (फाम. प्लांटाजिनेसिया) से प्राप्त ईसबगोल भूसी पर लागू होंगे।

(3) ये राजपत्र मेें अंतिम प्रकाषन की तारीख से प्रवृत्त होंगे। 2 परिभाषाएंः (1) इन नियमों में, जब तक कि संदर्भ से अन्यथा अपेक्षित न हो :

(क) "कृषि विपणन सलाहकार" से भारत सरकार का कृषि विपणन सलाहकार अभिप्रेत है;

(ख) प्राधिकृत पैकर" से ऐसा व्यक्ति या व्यक्तियों का निकाय अभिप्रेत है जिसे इन नियमों के अधीन श्रेणी मानकों और विहित प्रक्रिया के अनुसार ईसबगोल भूसी का श्रेणीकरण और उन्हें चिह्‌नांकन करने के लिए प्राधिकार प्रमाण-पत्र अनुदत्त किया गया है़;

89 GI/2015THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] 2 (ग) "प्राधिकार प्रमाण पत्र" से किसी व्यक्ति या व्यक्तियों के किसी निकाय को ईसबगोल भूसी का श्रेणीकरण और चिह्‌नांकन करने और उन पर श्रेणी अभिधान चिह्‌न लगाने के लिए प्राधिकृत करते हुए साधारण श्रेणीकरण और चिह्‌नांकन नियम, 1988 के उपबंधोें के अधीन जारी किया गया प्रमाण पत्र अभिप्रेत है;

(घ) "साधारण श्रेणीकरण और चिह्‌नांकन नियम" से कृषि उपज (श्रेणीकरण और चिह्‌नांकन) अधिनियम, 1937 (1937 का 1) की धारा 3 के अधीन बनाए गए साधारण श्रेणीकरण और चिह्‌नांकन नियम, 1988 अभिप्रेत हैं;

(ड) "श्रेणी अभिधान चिह्‌न" से नियम 5 में विनिर्दिष्ट एगमार्क अधिचिह्‌न अभिप्रेत है;

(च) "अनुसूची" से इन नियमों के साथ संलग्न अनुसूची अभिप्रेत है।

(2) उन शब्दों और पदो ंके, जो इन नियमों में प्रयुक्त हैं और परिभाषित नहीं हैं किन्तु कृषि उपज (श्रेणीकरण और चिह्‌नांकन) अधिनियम, 1937 (1937 का 1) में परिभाषित हैं, के अर्थ वह होंगे जो उस अधिनियम और उक्त नियमों में हैं।

श्3. श्रेणी अभिधान : ईसबगोल भूसी को दर्षित करने के लिए श्रेणी अभिधान अनुसूची 2 के तालिका के स्तम्भ 1 में यथा विनिर्दिष्ट के अनुसार होंगे।

4. क्वालिटीः इन नियमों के प्रयोजनों के लिए ईसबगोल भूसी की क्वालिटी अनुसूची 2 में यथा विनिर्दिष्ट के अनुसार होंगीे।

5. श्रेणी अभिधान चिह्‌्‌नः श्रेणी अभिधान चिह्‌न में प्राधिकार प्रमाण पत्र की संख्या, ''एगमार्क'' शब्द, वस्तु का नाम और अनुसूची 1 में वर्णित डिजाइन के स–श श्रेणी अभिधान को सम्मिलित करने वाले डिजाइन से मिलकर बना ''एगमार्क अधिचिह्‌्‌न'' होगा।

6. पैकिंग करने की पद्धतिः(1)ईसबगोल भूसी की पैकिंग नये, साफ और शुष्क जूट के थैलों, कपड़े के थैलों, कागज के थैलों और कार्ड बोर्ड के कार्टूनों जिनकी आंतरिक लाइनिंग फूड ग्रेड पदार्थ की हो, उच्च सघनता पॉलीथिलीन से लेमीनेटिड पेपर के थैलों, फूड ग्रेड प्लास्टिक आधानों या शीषे की बोतलों में या जो कृृषि विपणन सलाहकार द्वारा या साधारण श्रेणीकरण और चिह्‌नांकन नियमों के नियम 11 के अनुसार उनकी ओर से प्राधिकृृत किसी अधिकारी द्वारा अनुमोदित किसी अन्य प्रकार के आधानों में पैक किया जााएगा।

(2) पैकिंग सामग्री कीटों या फफूंद संदूषण से मुक्त होगी और अन्य विषैले पदार्थ या अवांछनीय गंध या उत्पाद के सुवास से मुक्त होगी।

(3) ईसबगोल भूसी की पैकिंग विधिक माप विज्ञान अधिनियम, 2009 (2010 का 1) की धारा 52 की उपधारा (2) के खंड () और (थ) के साथ पठित उपखंड (1) के अंतर्गत बनाए गए विधिक माप विज्ञान (पैक की गई वस्तुएं) नियम, 2011 के अनुसार पैक आकारों में या कृृषि विपणन सलाहकार द्वारा समय-समय पर जारी किए गए अनुदेषों के अनुसार की जाएगी ।

(4) समान लॉट या बैच के छोटे पैक आकारों की श्रेणीकृृत सामग्री और श्रेणी को श्रेणी अभिधान चिह्‌न के साथ उसके सम्पूर्ण ब्यौरों के साथ मास्टर आधान में पैक किया जाएगा।

(5) प्रत्येक पैकेज में समान प्रकार की और समान श्रेणी अभिधान की ईसबगोल भूसी होगी।

(6) प्रत्येक पैकेज उचित रूप से सुरक्षित रूप से बंद और मुहरबंद किया जाएगा।

7. चिह्‌्‌नांकन की पद्धतिः (1) श्रेणी अभिधान चिह्‌न प्रत्येक पैकेज पर कृृषि विपणन सलाहकार या साधारण श्रेणीकरण और चिह्‌नांकन नियम के नियम 11 के अनुसार इस निमित्त उसके द्वारा प्राधिकृृत किसी अधिकारी द्वारा अनुमोदित रीति से सुरक्षित रूप से चिपकाया जाएगा या मुद्रित किया जाएगा।

(2) प्रत्येक पैकेज पर श्रेणी अभिधान चिह्‌न के अतिरिक्त निम्नलिखित विषिष्टियां स्पष्टतः पहचाने जाने योग्य रूप में चिह्‌नांकित की जाएंगीं, अर्थातः-

(क) वस्तु का नाम;

(ख) उदगम का देष;

(ग) श्रेणी;

(घ) किस्म या व्यापार नाम (वैकल्पिक);

(ड.) लॉट या बैच संख्या;

(च) पैकिंग की तारीख;

(छ) शुद्ध भार;

(ज) अधिकतम खुदरा मूल्य (सभी करों सहित);

(झ) प्राधिकृृत पैकर का नाम और पता;

() तारीख........................मास........................वर्ष...................से पूर्व उपयोग के लिए सर्वोत्तम;

(ट) विधिक माप विज्ञान अधिनियम, 2009 (2010 का 1) की धारा 52 की उपधारा (2) के खंड () और (थ) के साथ पठित उपधारा (1) के अंतर्गत बनाए गए विधिक माप विज्ञान (पैक की गई वस्तुएं) नियम, 2011, खाद्य सुरक्षा और मानक अधिनियम, 2006 (2006 का 34), प्रवृृत्त किसी अन्य कानून के अंतर्गत या कृृषि विपणन सलाहकार द्वारा या साधारण श्रेणीकरण और चिह्‌नांकन नियमों के अनुसार उसकी ओर से प्राधिकृृत किसी अधिकारी द्वारा जारी अनुदेषों के अंतर्गत विनिर्दिष्ट कोई अन्य विवरण।

(3) पैकेजों पर चिह्‌नांकन के लिए प्रयुक्त स्याही ऐसी होगी जो ईसबगोल भूसी को संदूषित न कर सके।

(4) प्राधिकृृत पैकर, कृृषि विपणन सलाहकार या इस निमित्त साधारण श्रेणीकरण और चिह्‌नांकन नियमों के नियम 11 के अनुसार उसके द्वारा प्राधिकृृत किसी अधिकारी से पूर्व अनुमोदन अभिप्राप्त करने के पष्चात, श्रेणीकृृत पैकेजों पर अपना निजी व्यापार चिह्‌न या व्यापार ब्रांड चिह्‌नांकित करेगा। परन्तु वह इन नियमों के अनुसार श्रेणीकृृत पैकेजों पर लगाए गए श्रेणी अभिधान चिह्‌न द्वारा उपदर्षित क्वालिटी से भिन्न क्वालिटी उपदर्षित न करता हो।

8. प्राधिकार प्रमाण पत्र की विषेष शर्तेंः (1) साधारण श्रेणीकरण और चिह्‌नांकन नियम के नियम 3 के उपनियम (8) में विनिर्दिष्ट शर्तों के अतिरिक्त प्रत्येक प्राधिकृृत पैकर कृृषि विपणन सलाहकार द्वारा समय-समय पर विनिर्दिष्ट अन्य सभी अनुदेषों का पालन करेगा;

(2) प्राधिकृृत पैकर ईसबगोल भूसी की क्वाािलटी का परीक्षण करने के लिए साधारण श्रेणीकरण और चिह्‌नांकन नियम के नियम 9 के अनुसार कृृषि विपणन सलाहकार या इस निमित्त उसके द्वारा प्राधिकृृत किसी अधिकारी द्वारा अनुमोदित योग्य रसायनज्ञ द्वारा प्रबंध की जा रही अपनी स्वयं की प्रयोगषाला स्थापित करेगा या किसी अनुमोदित राज्य श्रेणीकरण प्रयोगषाला या सहकारी या सहयोजन प्रयोगषाला या निजी वाणिज्यिक प्रयोगषाला के साथ सम्पर्क करेगा;

(3) परिसरों को स्वास्थप्रद और स्वच्छता की दषाओं के साथ उचित संवातन और अच्छे प्रकाष व्यवस्था में रखा जाएगा। इन संक्रियाओं में लगे कार्मिकों का अच्छा स्वास्थ होगा और वे किसी संचारी, संसर्गी या संक्रामक रोग से मुक्त होंगे;

(4) परिसरों में पक्के फर्ष वाली स्वास्थप्रद भंडारण सुविधाएं होंगी और वे कृृन्तक और कीटों के उत्पीड़न से मुक्त होंगे;

(5) प्राधिकृृत पैकर और पूर्वोक्त अनुमोदित रसायनज्ञ, परीक्षण, श्रेणीकरण, पैकिंग, चिह्‌नांकन, सीलबंद और अभिलेखों के अनुरक्षण संबंधी कृृषि विपणन सलाहकार या उसके द्वारा प्राधिकृृत अन्य कोई अधिकारी के द्वारा साधारण श्रेणीकरण और चिह्‌नांकन नियम के अनुसार इस निमित्त समय-समय पर जारी सभी अनुदेषों का अनुपालन करेंगे।

ईसबगोल भूसी का श्रेणी अभिधान और क्वालिटी

1. ईसबगोल भूसी प्लांटागो ओवाटा फोस्र्क (फाम. प्लांटाजिनेसिया) के बीजों के सूखी बीज की उपरी सतह के रूप में मानव उपभोग के प्रयोजन के लिए होगा, जो विनोइंग द्वारा भूसी को अलग कर और बीजों को मसलकर अभिप्राप्त किया जाएगा।

2. न्यूनतम अपेक्षाएं : (iंंंं) ईसबगोल भूसी-

(क) सफेद से हल्के सफेद रंग की होगी;

(ख) गंधरहित और 2 से 3 मि.मि. लंबा और 0.5 से 1.00 मि0मि0 चौड़ी पतली नाव की आकृृति के स्वरूप में होंगी;

(ग) नरम और स्वाद गोंद के होंगे;

(घ) कीट या फफूंद से कीडा़ पड़ना और खमीरी, फफूंदार या दूसरे आपत्तिजनक गंधों से मुक्त होंगे;

(ड.) बाह्‌य दृृष्यमान पदार्थ से मुक्त होंगे;

(ii) घरेलू व्यापार के लिए खाद्य सुरक्षा और मानक अधिनियम, 2006 (2006 का 34ंंंं) के अंतर्गत बनाए गए खाद्य सुरक्षा और मानक (संदूषक, विषैले पदार्थ और अवषेष) विनियम, 2011 और खाद्य सुरक्षा और मानक (खाद्य उत्पाद मानक और खाद्य योजक) विनियम, 2011 में यथा निर्दिष्ट अनुसार धात्विक संदूषकों के अवषेषी स्तरों, कीटनाषक और नाषीजीव नाषक अवषेषों, जीवाणु संबंधी अपेक्षाओं, फसल संदूषकों, प्राकृृतिक रूप से उत्पन्न होने वाले विषैले पदार्थों तथा अन्य खाद्य सुरक्षा संबंधी अपेक्षाओं के मामले में प्रतिबंधों का अनुपालन होगा।

(iii) भारी धातुओं, नाषीजीव दवाओें के अवषेषी सीमाओं और कोडेक्स एलीमेंटेरियस कमीषन द्वारा यथा निर्धारित खाद्य सुरक्षा अपेक्षाओं और निर्यात के लिए आयातक देषों की अपेक्षाओं का अनुपालन होगा।

3. श्रेणी अभिधान के लिए मापदंडः

तालिका

स्पष्टीकरणः (i) कार्बनिक बाह्‌य पदार्थ में खंडित या समूच भ्रूण, एंडोस्पर्म के अंष अथवा ईसबगोल फसल से संबंधित फलों कीे कैप्सूलर भित्ति शामिल है।

(ii) बाह्‌य पदार्थ का अर्थ है, बाह्‌य मूल के अषुद्ध पदार्थ जैसे कि मिट्‌टी, धूलकण या अन्य पदार्थ जो ईसबगोल की फसल से संबंध नहीं हैं।

4. अन्य अपेक्षाएंः

(i) पहचान परीक्षणः

(क) श् षोथ परीक्षणः 1 ग्राम सैंपल को 100 मि.लि. के स्टोपर्ड सिलेंडर जिसमें 90 मि.लि. जल हो, में ट्‌्‌्रांसफर करें, इस मिश्रण को 30 सेकेंड तक अच्छी तरह हिलाएं और उसे 24 घंटे तक स्थिर रहने दें, इस अवधि के दौरान तीन बार उसे धीरे-धीरे हिलाएं। 100 मि.ली. बनाने के लिए पर्याप्त मात्रा में जल मिलाएं, उसे 30 सेकंड तक धीरे-धीरे मिश्रित करें और हवा को प्रवेष न करने दें, 5 घंटे के लिए रखें तथा म्यूसीलेज का आयतन मापें और इस प्रक्रिया को तीन बार दोहराएं। जार प्रक्रियाओं का औसत 40 मि0ली0 से कम नहीं होगा।

(ख) सूक्ष्मदर्षी जांचः सामग्री निम्नलिखित विवरण के अनुरूप होगीः- फैली हुई पोलीगोनल कोषिकाएं, 90 से 120 माइक्रोन लम्बी, 18 से 27 माइक्रोन चौड़ी, सेल्यूलोज वाल्ड, सेकेंडरी डिपाजिट द्वारा सघन हो।

(ii) ईसबगोल की दषा ऐसी होगी जिससे वह यातायात और हैंडलिंग को सह सके और अपने गंतव्य स्थान पर संतोषप्रद ढंग से पहुंच सके।

(iii) ईसबगोल भूसी का भंडारण ठंडे और शुष्क स्थान पर किया जाएगा और उसको स्वच्छ और साफ-सफाई से उसका रख-रखाव किया जाएगा।

NOTIFICATION

New Delhi, the 5th January, 2015

G.S.R. 10 (E).- The following draft of certain rules, which the Central Government proposes to make in exercise of the powers conferred by section 3 of the Agricultural Produce (Grading and Marking) Act, 1937 (1 of 1937) and in supersession of the Isubgol Husk Grading and Marking Rules, 1982, except as respects things done or omitted to be done before such supersession, is hereby published, as required by the said section for information of all persons likely to be affected thereby; and notice is hereby given that the said draft rules shall be taken into consideration after the expiry of a period of forty-five days from the date on which the copies of the Gazette of India containing this notification are made available to the public.

Objections or suggestions which may be received from any person with respect to the said draft rules before the expiry of the aforesaid period shall be taken into consideration by the Central Government.

Objection or suggestion, if any, may be addressed to the Agricultural Marketing Adviser to the Government of India, Directorate of Marketing and Inspection, Head Office, CGO Complex, NH-IV, Faridabad (Haryana)- 121001.

Draft Rules

1. Short title, application and commencement.- (1) These rules may be called the Isabgol Husk Grading and Marking Rules, 2014.

(2) They shall apply to Isabgol Husk obtained from Plantago ovata Forsk (Fam. Plantaginaceae).

(3) They shall come into force on the date of their final publication in the Official Gazette.

2. Definitions.- (1) In these rules, unless the context otherwise requires,-

(a) "Agricultural Marketing Adviser" means the Agricultural Marketing Adviser to the Government of India;

(b) "Authorised packer" means a person or a body of persons who has been granted Certificate of Authorisation to grade and mark Isabgol Husk in accordance with the grade standards and procedure provided under these rules;

(c) "Certificate of Authorization" means a certificate issued under the General Grading and Marking Rules, 1988, authorizing a person or a body of persons to grade and mark Isabgol Husk with the grade designation mark;

(d) "General Grading and Marking Rules" means the General Grading and Marking Rules, 1988 made under section 3 of the Agricultural Produce (Grading and Marking) Act, 1937 (1 of 1937);

(e) "grade designation mark" means the Agmark insignia referred to in rule 5;

(f) "Schedule" means a Schedule appended to these rules.

(2) Words and expressions used in these rules and not defined but defined in the Agricultural Produce (Grading and Marking) Act, 1937 (1 of 1937) and the General Grading and Marking Rules shall have the meanings respectively assigned to them in the said Act and the said rules.

3. Grade designations.- The grade designations to indicate the quality of Isabgol Husk shall be as specified in column 1 of the Table in Schedule II .

4. Quality.- For the purposes of these rules, the quality of Isabgol Husk shall be as specified in Schedule II.

5. Grade designation mark.- The grade designation mark shall consist of "AGMARK insignia" consisting of a design incorporating the Certificate of Authorisation number, the word "AGMARK", name of commodity and grade designation resembling the design as specified in Schedule I.

6. Method of packing.- (1) Isabgol Husk shall be packed in new, clean and dry jute bags, cloth bags, paper bags and card board cartons with inner lining of food grade material, food grade High Density Polyethylene laminated paper bags, food grade plastic containers or in glass bottles or such other type of containers as may be approved by the Agricultural Marketing Adviser or an officer authorised by him in this behalf in accordance with rule 11 of the General Grading and Marking Rules.

(2) The packing material shall be free from insect or fungal infestation and should not impart any toxic substance or undesirable odour or flavour to the product.

(3) Isabgol Husk shall be packed in pack sizes as per provisions of the Legal Metrology (Packaged Commodities) Rules, 2011 made under sub-section (1), read with clauses (j) and (q) of sub-section (2) of section 52 of the Legal Metrology Act, 2009 (1of 2010) or as per the instructions issued by Agricultural Marketing Adviser from time to time.

(4) Graded material of small pack sizes of the same lot or batch and grade shall be packed in a master container with complete details thereon along with grade designation mark.

(5) Each package shall contain Isabgol Husk of the same type and of the same grade designation.

(6) Each package shall be properly and securely closed and sealed.

7. Method of marking.- (1) The grade designation mark shall be securely affixed to or printed on each package in a manner approved by the Agricultural Marketing Adviser or an officer authorised by him in this behalf in accordance with rule 11 of the General Grading and Marking Rules.

(2) In addition to the grade designation mark, following particulars shall be clearly and indelibly marked on each package, namely :—

(a) name of the commodity;

(b) country of origin;

(c) grade;

(d) variety or trade name (optional);

(e) lot or batch number;

(f) date of packing;

(g) net weight;

(h) maximum retail price (inclusive of all taxes);

(i) name and address of the authorised packer;

(j) best before______date______month______year;

(k) any other particulars as may be specified under the Legal Metrology (Packaged Commodities) Rules, 2011 made under sub-section (1), read with clauses (j) and (q) of sub-section (2) of section 52 of the Legal Metrology Act, 2009 (1 of 2010), the Food Safety and Standards Act, 2006 (34 of 2006), any other law for the time being in force or instructions issued by the Agricultural Marketing Adviser or an officer authorised by him in this behalf in accordance with the General Grading and Marking Rules.

(3) The ink used for marking on packages shall not contaminate the Isabgol Husk.

(4) The authorised packer, may, after obtaining prior approval of the Agricultural Marketing Adviser or an officer authorised by him in this behalf in accordance with rule 11 of the General Grading and Marking Rules, mark his private trade mark or trade brand on the graded packages which do not indicate quality other than that indicated by the grade designation mark affixed to the graded packages in accordance with these rules.

8. Special conditions of Certificate of Authorisation.- (1) In addition to the conditions specified in the sub-rule (8) of rule 3 of the General Grading and Marking Rules, every authorised packer shall follow all instructions specified by the Agricultural Marketing Adviser from time to time.

(2) The authorised packer shall either set up his own laboratory or have access to an approved State Grading Laboratory or cooperative or association laboratory or a private commercial laboratory manned by a qualified chemist approved by the Agricultural Marketing Adviser or an officer authorised by him in this behalf in accordance with rule 9 of the General Grading and Marking Rules for testing the quality of Isabgol Husk.

(3) The premises shall be maintained in hygienic and sanitary conditions with proper ventilations and well lighted arrangement and the personnel engaged in these operations should be in sound health and free from any infectious, contagious or communicable diseases.

(4) The premises shall have hygienic storage facilities with pucca floor and free from rodent and insect infestation.

(5) The authorised packer and the aforesaid approved chemist shall comply with all instructions regarding testing, grading, packing, marking, sealing and maintenance of records which may be issued by the Agricultural Marketing Adviser or an officer authorised by him in this behalf in accordance with the General Grading and Marking Rules from time to time.

Grade designation and quality of Isabgol Husk

1. Isabgol Husk shall consist of dry seed coats of the seeds of Plantago ovata Forsk (Fam. Plantaginaceae) meant for human consumption which is obtained by crushing the seeds and separating the husks by winnowing.

2. Minimum requirements: (i) Isabgol Husk shall -

(a) be white to offwhite in colour;

(b) be odourless and have thin boat shaped structures, 2 to 3 mm long and 0.5 to 1 mm wide;

(c) have bland and mucilaginous taste;

(d) be free from insect or fungus infestation and from fermented, musty or other objectionable odours;

(e) be free from any added colours, flavours and harmful foreign materials;

(f) be free from visible extraneous matter.

(ii) It shall comply with the restrictions in regard to the limits for metallic contaminants, crop contaminants, naturally occurring toxic substances, insecticides and pesticides residues, microbial requirements and other food safety requirements as specified under the Food Safety and Standards (Contaminants, Toxins and Residues) Regulations, 2011 and the Food Safety and Standards (Food Products Standards and Food Additives) Regulations, 2011, made under the Food Sefety and Standards Act, 2006 (34 of 2006) for domestic trade.

(iii) It shall comply with the residual limits of heavy metals, pesticides and other food safety requirements as laid down by the Codex Alimentarius Commission, or importing countries requirement for exports.

2. Criteria for grade designation

Explanation:- (i) Organic extraneous matter includes broken or entire embryo, fragments of endosperm or capsular wall of fruits belonging to Isabgol crop.

(ii) Extraneous matter means impurities of extraneous origin like sand, dirt or others which do not belong to the Isabgol crop.

4. Other requirements:

(i) Identification test :

(a) Swelling test: Transfer 1 gm sample to a 100-ml stoppered cylinder containing 90 ml of water, shake well for 30 seconds and allow to stand for 24 hours, shaking gently on three occasions during this period. Add sufficient water to produce 100 ml, mix gently for 30 seconds, avoiding the entrainment of air. Allow to stand for 5 hours and measure the volume of mucilage. Repeat the determination three more times. The average of the four determinations shall not be less than 40 ml.

(b) Microscopic examination: The material shall conform to the following description:- Elongated polygonal cells, 90 to 120 micron long, 18 to 27 micron wide, cellulose walled, thickened by secondary deposit.

(ii) The condition of the Isabgol Husk shall be such so as to enable it to withstand transport and handling and to arrive in satisfactory condition at the place of destination.
