सा.का.नि. 53(अ).-राष्ट्रपति, संविधान के अनुच्छेद 309 के परंतुक द्वारा प्रदा शक्तियों का प्रयोग करते हुए और पर्यावरण, वन और वन्यजीव विभाग वैज्ञानिक समूह 'क' पद नियम, 1987 को, उन बातों के सिवाय अधिक्रांत करते हुए जिन्हें ऐसे अधिक्रमण से पहले किया गया है और लोप किया जाना है, पर्यावरण, वन और जलवायु परिवर्तन मंत्रालय (जिसके अधीन इसके संबद्ध और अधीनस्थ कार्यालय भी शामिल हैं) में समूह 'क' वैज्ञानिक पदों की भर्ती की पद्धति का विनियमन करते हुए निम्नलिखित नियम बनाते हैं; अर्थात्‌ः- 1. संक्षिप्त नाम और प्रारंभ - (1) इन नियमों का संक्षिप्त नाम पर्यावरण, वन एवं जलवायु परिवर्तन मंत्रालय, समूह 'क' वैज्ञानिक पद भर्ती नियम 2015 है।

(2) ये नियम राजपत्र में प्रकाशन की तारीख को प्रवृा होंगे ।

2. परिभाषाएं-इन नियमों में जब तक कि संदर्भ से अन्यथा अपेक्षित न हो :

(क) वैज्ञानिक 'बी', वैज्ञानिक 'सी', वैज्ञानिक 'डी', वैज्ञानिक 'ई' और वैज्ञानिक 'एफ' के पदों पर नियुक्ति के मामले में ''नियुक्ति प्राधिकारी'' से पर्यावरण, वन और जलवायु परिवर्तन मंत्रालय के भारसाधक मंत्री से अभिप्रेत है और वैज्ञानिक 'जी' के पद पर नियुक्ति के मामले में नियुक्ति प्राधिकरण मंत्रिमंडल की नियुक्ति समिति (एसीसी) होगी।

(ख) ''सक्षम प्राधिकारी'' से पर्यावरण, वन और जलवायु परिवर्तन मंत्रालय का सचिव अभिप्रेत है ;

(ग) "विभागीय निर्धारण समिति' से नियम 13 के उप-नियम (3) में उल्लिखित स्तर-II की विभागीय निर्धारण समिति (बाह्य) अभिप्रेत है;

(घ) "विभागीय पुष्टि समिति' से नियम 13 के उप-नियम (5) में उल्लिखित समिति अभिप्रेत है;

(ड.) "विभागीय प्रोन्नति समिति' से नियम 13 के उप-नियम (6) में उल्लिखित समिति अभिप्रेत है;

(च) "विभागीय पिअर पुनर्विलोकन समिति' से नियम 13 के उप-नियम (4) में उल्लिखित समिति अभिप्रेत है;

(छ) "विशेषज्ञ चयन समिति' से नियम 13 के उप-नियम (1) में उल्लिखित समिति अभिप्रेत है;

(झ) "छानबीन समिति' से नियम 13 के उप-नियम (2) में उल्लिखित स्तर-I की छानबीन समिति (आंतरिक) अभिप्रेत है;

(ट) "अनुसूची' से नियमों से उपाबद्ध अनुसूची अभिप्रेत है;

3. लागू होना - ये नियम, नियम 4 के अधीन सारणी के स्तंम (1) में विनिर्दिष्ट पदों को लागू होंगे।

4. पदनाम, वर्गीकरण, वेतन बैंड और ग्रेड वेतन या वेतनमान- (1) पदों के नाम, उनका वर्गीकरण, वेतन बैंड और ग्रेड वेतन या इससे संबद्ध वेतनमान सारणी में नीचे यथानिर्दिष्ट होंगे :

5. पद की संख्या- (1) मंत्रालय (जिसके अधीन सम्बद्ध तथा अधीनस्थ कार्यालय भी हैं) में पदों की समेकित संख्या अनुसूची -1 की सारणी-1 में यथा निर्दिष्ट होगी ।

(2) मंत्रालय तथा उसके सम्बद्ध और अधीनस्थ कार्यालयों में पदों का वितरण अनुसूची -1 की सारणी 2 से सारणी 8 में यथा निर्दिष्ट होगी ।

6. शैक्षणिक योग्यता तथा अनुभव- इन पदों के लिए अपेक्षित शैक्षणिक अर्हताएं और अनुभव अनुसूची-2 में यथा निर्दिष्ट होगी ।

7. भर्ती की पद्धति- (1) भारतीय वनस्पति सर्वेक्षण और भारतीय प्राणी सर्वेक्षण में वैज्ञानिक 'बी' के पदों को छोड़कर अनुसूची -1 में विनिर्दिष्ट सभी पदों के लिए चयन के प्रयोजन के लिए संघ लोक सेवा आयोग के कार्य-क्षेत्र से छूट होगी ।

(2) भारतीय वनस्पति सर्वेक्षण और भारतीय प्राणी सर्वेक्षण में वैज्ञानिक 'बी' के पदों को छोड़कर सभी पदों के लिए भर्ती सीधी भर्ती या प्रतिनियुक्ति (जिसके अधीन अल्पकालीन संविदा भी है) या आमेलन द्वारा की जाएगी ।

परन्तु यह कि वैज्ञानिक 'बी' के पदों में रिक्तियों के पच्चीस प्रतिशत को नियम 11 में यथानिर्दिष्ट प्रोन्नति द्वारा भरा जाएगा, जिसके न हो सकने पर सीधी भर्ती या प्रतिनियुक्ति द्वारा (जिसके अधीन अल्पकालिक संविदा या आमेलन), जैसा सक्षम अधिकारी द्वारा विनिश्चित किया जाए।

(3) भारतीय वनस्पति सर्वेक्षण और भारतीय प्राणी सर्वेक्षण में वैज्ञानिक 'बी' के पदों की भर्ती उक्त पदों के संबंध में लागू भर्ती नियमों के अनुसार संघ लोक सेवा आयोग द्वारा की जाएगी ।

(4) किसी पद के लिए अपेक्षित न्यूनतम शैक्षणिक अर्हताएं अनुसूची-2 में यथा निर्दिष्ट होंगी और पर्यावरण, वानिकी या वन्यजीव के क्षेत्र में विनिर्दिष्ट विद्याशाखा की शैक्षणिक अर्हता के मंत्रालय की अपेक्षा के अनुसार सक्षम अधिकारी द्वारा विनिश्चित होगी ।

(5) पद के लिए अनुसूची-2 में निर्दिष्ट अनुभव आवेदक द्वारा पद के लिए अपेक्षित न्यूनतम शैक्षणिक अर्हताएं प्राप्त करने के पश्चात किसी औद्योगिक या शैक्षणिक संस्था या वैज्ञानिक और प्रौद्योगिकी संगठन में अनुसंधान और विकास में प्राप्त अनुभव होगा :

परंतु यह कि ऐसे अनुभव, अर्थात्‌ पर्यावरण, वानिकी या वन्यजीव के क्षेत्र में अनुभव पर भर्ती के समय मंत्रालय की आवश्यकतानुसार सक्षम प्राधिकारी द्वारा विनिश्चय किया जाएगा ।

(6) उप-नियम (2) के अधीन भर्ती विशेषज्ञ चयन समिति की सिफारिशों पर की जाएगी ।

(7) विशेषज्ञ चयन समिति साक्षात्कार करेगी और उपर्युक्त उप-नियम (6) के अन्तर्गत सिफारिशें करने से पहले आवेदकों के पिछले कार्यों का मूल्यांकन करेगी ।

(8) सक्षम प्राधिकारी द्वारा उप-नियम (7) के अधीन विशेषज्ञ चयन समिति द्वारा की गई सिफारिशों के आधार पर नियुक्ति की जाएगी ।

8. सीधी भर्ती किए जाने वाले व्यक्तियों के लिए आयु सीमा.- पदों के लिए सीधी भर्ती द्वारा नियुक्ति के लिए ऊपरी आयु सीमा अनुसूची-3 में यथानिर्दिष्ट होगी ।

9. सीधी भर्ती - (1) अनुसूची-2 में यथा विनिर्दिष्ट शैक्षणिक अर्हताओं और अनुभव रखने वाले आवेदक सीधी भर्ती द्वारा पद पर नियुक्ति के लिए पात्र होंगे ।

(2) यदि किसी विभागीय आवेदक का चयन सीधी भर्ती द्वारा नियुक्ति के लिए किया जाता है, तो ऐसे पद को सीधी भर्ती द्वारा भरा हुआ माना जाएगा ।

(3) प्रत्येक वैज्ञानिक, जिसकी निुयक्ति सीधी भर्ती या प्रोन्नति द्वारा की जाती है, दो वर्षों की अवधि के लिए परिवीक्षा पर रहेगा केन्द्रीय सरकार द्वारा समय-समय पर जारी अनुदेशों के अनुसार नियंत्रक प्राधिकारी द्वारा परिवीक्षा अवधि बढ़ाई जा सकती है ।

(4) परिवीक्षाधीन अभ्यर्थी की पुष्टि के संबंध में विभागीय पुष्टि समिति द्वारा विचार किया जाएगा।

10. प्रतिनियुक्ति (जिसके अधीन अल्पकालिक संविदा भी है) या आमेलन द्वारा भर्ती .- (1) केन्द्रीय सरकार या राज्य सरकारों या संघ राज्य क्षेत्र प्रशासन, विश्वविद्यालयों, लोक क्षेत्र के उपक्रमों या सरकार द्वारा विापोषित अर्द्ध-सरकारी कानूनी या स्वायत्त संगठनों के अधीन ऐसे अधिकारियों को नियम 7 के उपनियम (6) उपनियम (7) और उपनियम (8) में विनिर्दिष्ट पद्धति से निम्नलिखित शर्तों के अध्यधीन रहते हुए प्रतिनियुक्ति (जिसके अधीन अल्पकालिक संविदा भी है) या आमेलन आधार पर नियुक्त किया जा सकता है, अर्थात :-

(i) जो, अनुसूची-2 में यथा विनिर्दिष्ट न्यूनतम शैक्षिक अर्हताएं और अनुभव रखते हैं; और

(ii) जो मूल काडर या विभाग में नियमित आधार पर स–श पद धारण किए हुए हैं।

(2) प्रतिनियुक्ति द्वारा नियुक्ति के लिए अधिकतम आयु सीमा आवेदन प्राप्त करने की अंतिम तारीख को 56 वर्ष से अधिक नहीं होगी ।

(3) प्रतिनियुक्ति की अवधि, जिसके अधीन सरकार के उसी या किसी अन्य संगठन या विभाग में इस नियुक्ति से ठीक पहले धारित किसी अन्य काडर बाह्य पद पर प्रतिनियुक्ति की अवधि है साधारणतया 3 वर्ष होगी। जिसे केन्द्रीय सरकार द्वारा समय-समय पर जारी किए गए अनुदेशों और आदेशों के अनुसार सक्षम प्राधिकारी के अनुमोदन से दो वर्ष के लिए और बढ़ाया जा सकेगा।

(4) पोषक प्रवर्ग के ऐसे विभागीय अधिकारी, जो प्रोन्नति की सीधी पंक्ति में हैं, प्रतिनियुक्ति पर नियुक्ति के लिए विचार किए जाने के पात्र नहीं होंगे। इसी प्रकार प्रतिनियुक्त व्यक्ति प्रोन्नति द्वारा नियुक्ति के लिए विचार किए जाने के पात्र नहीं होंगे।

(5) केवल केन्द्रीय सरकार या राज्य सरकार के अधिकारियों के आमेलन के लिए विचार किया जाएगा।

11. प्रोन्नति .-(1) पोषक प्रवर्ग (प्रवर्गों) के पात्र व्यक्ति की वैज्ञानिक 'बी' श्रेणी में प्रोन्नति के लिए न्यूनतम शैक्षिक अर्हताएं दूसरी अनुसूची में यथा विनिर्दिष्ट होगी ।

(2) प्रोन्नति के लिए ऊपरी आयु - सीमा नहीं होगी

(3) अनुसूची-1 की सारणी-2 में विनिर्दिष्ट वैज्ञानिक 'बी' पदों की बाबत प्रोन्नति नियम 7 के उपनियम (2) के परंतुक के अनुसरण में ऐसे अनुसंधान अधिकारी (पर्यावरण) श्रेणी 1 में से चयन के आधार पर की जाएगी, जो वेतन बैंड-2 (9300-34800 रु.) और ग्रेड वेतन 4800 रु. की श्रेणी में दो वर्ष की नियमित सेवा रखते हैं और अनुसूची-2 में यथा विनिर्दिष्ट अर्हताएं और अनुभव रखते हैं और प्रोन्नति के लिए पात्रता सूची उनकी अपनी-अपनी श्रेणी या पद की विहित अर्हक सेवा पूरी करने के प्रति निदेश की तारीख से तैयार की जाएगी।

(4) अनुसूची-1 की सारणी-6 में विनिर्दिष्ट वैज्ञानिक 'बी' के पदों की बाबत प्रोन्नति नियम 7 के उपनियम (2) के परंतुक के अनुसरण में ऐसे टैक्सीडरमिस्ट, ज्येष्ठ शैक्षिक सहायक, प्रकाशन सहायक, ज्येष्ठ तकनीकी सहायक, प्रलेखीकरण सहायक या राष्ट्रीय प्रा—तिक विज्ञान संग्रहालय के पुस्तकालय और सूचना सहायकों में से चयन के आधार पर प्रोन्नति की जाएगी, जो वेतन बैंड-2 (9300-34800 रु.) और ग्रेड वेतन 4200 रु. की श्रेणी में दो वर्ष की नियमित सेवा रखते हैं, और प्रोन्नति के लिए पात्रता सूची उनकी अपनी-अपनी श्रेणी या पद की विहित अर्हक सेवा पूरी करने के प्रति निदेश की तारीख से तैयार की जाएगी।

12. नम्य पूरकता स्कीम के अधीन मूल काडर प्रोन्नति- (1) नम्य पूरकता स्कीम के अधीन मूल काडर प्रोन्नति वैज्ञानिक 'बी' (भारतीय वनस्पति सर्वेक्षण और भारतीय प्राणी विज्ञान सर्वेक्षण के वैज्ञानिक बी सहित), वैज्ञानिक 'सी', वैज्ञानिक 'डी', वैज्ञानिक 'ई' वैज्ञानिक 'एफ' और वैज्ञानिक 'एफ' से वैज्ञानिक 'जी' के श्रेणी के अधिकारियों की प्रोन्नति में लागू होगी :

परंतु यह कि ऐसे अधिकारी जो मंत्रालय में प्रबंध या प्रशासनिक कार्य कर रहे हैं, पर नम्य पूरकता स्कीम के अधीन पदोन्नयन के लिए विचार नहीं किया जाएगा किंतु उन्हें संशोधित सुनिश्चित कैरियर प्रोन्नयन स्कीम के अधीन प्रोन्नयन का फायदा दिया जाएगा ।

(2) प्रतिनियुक्ति (जिसके अधीन अल्पकालिक संविदा भी है) पर नियुक्त वैज्ञानिक नम्य पूरकता स्कीम के लिए पात्र नहीं होंगे ।

(3) अगले ग्रेड में मूल काडर प्रोन्नति के लिए कार्य-निष्पादन से संबद्ध न्यूनतम पदावास अवधि, अनुसूची-4 के स्तंम (4) में यथा विनिर्दिष्ट होगी और ऐसी न्यूनतम पदावास अवधि की संगणना करते समय, सेवा की निम्नलिखित अवधि की अगले उच्चतर श्रेणी में मूल काडर प्रोन्नति के लिए संगणित की जाएगी अर्थात्‌ :-

(i) पद में तदर्थ सेवा या गैर-अर्हक सेवा को छोड़कर की गई नियमित सेवा ;

(ii) अन्य वैज्ञानिक पद में प्रतिनियुक्ति या विदेश सेवा में बिताई गई अवधि ;

परंतु यह कि गैर-वैज्ञानिक पद में प्रतिनियुक्ति या विदेश सेवा में बिताई गई अवधि में न्यूनतम पदावास अवधि की संगणना नहीं की जाएगी;

(iii) शैक्षिक उपलब्धियों में सुधार करने के लिए अध्ययन अवकाश या किसी अन्य अवकाश की अवधि; और

(iv) केन्द्रीय सरकार द्वारा समय-समय पर इस प्रयोजनार्थ जारी किए गए आदेश या अनुदेश द्वारा विहित की गई ऐसे अन्य अवकाश की अवधि ;

(4) नम्य पूरकता स्कीम के अधीन मूल काडर प्रोन्नति के लिए निर्धारण वर्ष में दो बार किया जाएगा; वर्ष के जनवरी से जून के दौरान प्रोन्नति के लिए परिपक्व मामलों को उस वर्ष की जुलाई में निर्धारण के लिए कार्रवाई की जाएगी और वर्ष के जुलाई से दिसम्बर के दौरान प्रोन्नति के लिए परिपक्व होने वाले मामलों अगले वर्ष के जनवरी माह में निर्धारण के लिए कार्रवाई की जाएगी

(5) कार्य-निष्पादन से संबद्ध न्यूनतम पदावास अवधि में सभी वार्षिक गोपनीयता रिपोर्टों र्में 'उत्—ष्ट' ग्रेड पाने वाले अत्यधिक मेधावी अभ्यर्थियों को ऐसी पदावास अवधि में किसी एकल अवसर पर छूट दी जा सकती है जो एक वर्ष से अधिक नहीं होगी और ये छूट उनके संपूर्ण कैरियर में अधिकतम दो अवसरों की अवधि तक सीमित होगी ।

(6) जहां एक पात्र वैज्ञानिक प्रतिनियुक्ति या विदेश सेवा या भारत या विदेश में अध्ययन अवकाश या किसी अन्य कारण से निर्धारण के लिए प्रत्यक्ष रूप से उपस्थित नहीं हो पाता है तब उनकी वापसी के तत्काल पश्चात्‌ निर्धारण में उनके मामले पर विचार किया जाएगा ।

(7) जब कोई वैज्ञानिक नम्य पूरकता स्कीम के अधीन प्रोन्नत होता है तब उसके द्वारा धारित पद का स्वतः उन्नयन हो जाएगा और मूल काडर के प्रोन्नत पद में उसके बने रहने की अवधि के लिए उनका व्यक्तिगत होगा, और परिणामस्वरूप, नीचे की श्रेणी में कोई रिक्ति नहीं होगी ।

(8) नम्य पूरकता स्कीम के अधीन वैज्ञानिक द्वारा धारित पद उस समय प्रारंभिक स्तर पर वापस आयेगा जब वह अपनी अधिवर्षिता आयु या त्यागपत्र या मृत्यु या अन्यथा द्वारा उच्चतर पद को खाली करता है ।

(9) नम्य पूरकता स्कीम के अधीन मूल काडर प्रोन्नति के लिए पात्र सभी वैज्ञानिकों की वार्षिक गोपनीयता रिपोर्ट के साथ अनुसूची-4 के भाग-क में यथा विनिर्दिष्ट वार्षिक कार्य प्रतिवेदन प्रारूप (भाग-क) में अपना स्व-निर्धारण देंगे और प्रतिवेदन अधिकारी जो उसका निर्धारण करेंगे जो अनुसूची-4 में विनिर्दिष्ट भाग-ख प्रारूप में रिपोर्ट देंगे ।

(10) नम्य पूरकता स्कीम के अधीन मूल काडर प्रोन्नति के लिए पात्र सभी वैज्ञानिक और वे वैज्ञानिक जो 'सी' के लिए 'अच्छा' और वैज्ञानिक 'डी' और उसके ऊपर के लिए 'बहुत अच्छा' होने की संदर्भिका को करते हैं, जिसकी छानबीन, छानबीन समिति द्वारा की जाएगी ।

(11) छानबीन समिति सभी पात्र वैज्ञानिकों के वार्षिक कार्य प्रतिवेदनों के मूल्यांकन द्वारा प्रथम स्तरीय आंतरिक छानबीन आयोजित करेगी और ऐसे वैज्ञानिक द्वारा किए गए कार्य की वैज्ञानिक प्रारूप विषय-वस्तु के संबंध में अनुसूची-4 में विनिर्दिष्ट भाग-ग प्रारूप के अनुसार सभी रिपोर्ट देगा और जैसा मामला होगा विभागीय समिति या विभागीय निर्धारण समिति या विभागीय पीअर पुनर्विलोकन समिति को अपनी रिपोर्ट उपलब्ध करायेगा ।

(12) विभागीय निर्धारण समिति वैज्ञानिक श्रेणी के श्रेणी 'बी' से श्रेणी 'सी' तक, श्रेणी 'सी' से श्रेणी 'डी' तक और श्रेणी 'डी से श्रेणी 'ई' तक मूल काडर प्रोन्नति के लिए द्वितीय स्तर की बाह्य छानबीन आयोजित करेगी और नम्य पूरकता स्कीम के अधीन विचार करने के लिए किए गए योग्य कार्य पर एक पृष्ठ के सारांश में एक रिपोर्ट बनायेंगे और प्रमाणित करेंगे कि प्रोन्नति के लिए संस्तुत किए गए वैज्ञानिक नम्य पूरकता स्कीम के अधीन मूल काडर प्रोन्नति के लिए सभी मानदंडों को पूरा करते हैं और तत्पश्चात छानबीन से पाए गए वैज्ञानिकों के अगले उच्चतर श्रेणी में उनकी मूल काडर प्रोन्नति के लिए साक्षात्कार आयोजित करेगा ।

(13) विभागीय पीअर पुनर्विलोकन समिति वैज्ञानिकों को श्रेणी 'ई' से 'एफ' और श्रेणी 'एफ' से 'जी' तक मूल काडर प्रोन्नति के लिए द्वितीय स्तर की बाह्य छानबीन करेगा और यह प्रमाणित करेगा कि नम्य पूरकता स्कीम के अधीन संस्तुत किए गए हैं वैज्ञानिक मूल काडर प्रोन्नति के लिए सभी मानदंड पूरा करते हैं ।

(14) नम्य पूरकता स्कीम (एफसीएस) के अधीन अगले उच्चतर श्रेणी में मूल काडर प्रोन्नति के लिए उपयुक्त पाए गए, पात्र (वैज्ञानिक) के लिए मूल काडर प्रोन्नति की तारीख वह होगी जिस तारीख को सक्षम प्राधिकारी मूल काडर प्रोन्नति का अनुमोदन प्रदान करता है ।

(15) भूतलक्षी प्रभाव से कोई मूल काडर प्रोन्नति नहीं होगी ।

(16) भारत या विदेश में प्रशिक्षणाधीन या अध्ययन अवकाश या प्रतिनियुक्ति पर रहने वाले अधिकारियों के मामलों पर अगले उच्चतर श्रेणी में नम्य पूरकता स्कीम के अधीन मूल काडर प्रोन्नति के लिए उस तारीख से विचार किया जाएगा जिस तारीख को उन्होंने न्यूनतम पदावास अवधि पूरा कर लिया होता यदि उन्हें निम्नलिखित शर्तों की पूर्ति के अध्यधीन प्रशिक्षण या अध्ययन अवकाश या प्रतिनियुक्ति पर नहीं भेेजा गया होता, अर्थात्‌ :-

(i) ऐसे प्रशिक्षण या अध्ययन अवकाश या प्रतिनियुक्ति की अवधि का ड्यूटी के रुप में विवरणित होगी; और

(ii) अगले उच्चतर श्रेणी में नम्य पूरकता स्कीम के अधीन मूल काडर प्रोन्नति के लिए उन्हें अनुमोदित किया गया है ।

(17) पात्र वैज्ञानिक को नम्य पूरकता स्कीम के अधीन अगली श्रेणी में प्रोन्नयन के लिए तीन अवसर दिए जाएंगे और यदि वैज्ञानिक तीन लगातार वर्षों या अवसरों के दौरान अर्हता प्राप्त नहीं करता है, तो अगले श्रेणी में उन्नयन के लिए उपांतरित सुनिश्चित कैरियर प्रोन्नयन स्कीम के अधीन विचार किया जाएगा ।

(18) नम्य पूरकता स्कीम के अधीन मूल काडर प्रोन्नति पर विचार करने के लिए क्षेत्र अनुभव के लिए मानदण्ड अनुसूची-4 के अधीन विनिर्दिष्ट किए गए अनुसार होगा।

13. समितियों का गठन- (1) नीचे सारणी के स्तंम (1) में विनिर्दिष्ट किए गए पदों के संबंध में सीधी भर्ती या समावेशन या प्रतिनियुक्ति द्वारा भर्ती के लिए विशेषज्ञ चयन समिति की संरचना स्तंम (2) में यथाविनिर्दिष्ट होगी, अर्थात्‌ :-

(2) वैज्ञानिकों की नम्य पूरकता स्कीम के अधीन नीचे सारणी के स्तंम (1) में विनिर्दिष्ट निम्नतर ग्रेड में पद से उच्चतर ग्रेड में पद पर प्रोन्नति के लिए आंतरिक छानबीन के लिए छानबीन समिति की संरचना स्तंम (2) में यथाविनिर्दिष्ट होगी, अर्थात्‌ :-

(3) नम्य पूरकता स्कीम के अधीन नीचे सारणी के स्तंम (1) में विनिर्दिष्ट निम्नतर श्रेणी के पद से उच्चतर श्रेणी के पद पर प्रोन्नति के लिए छानबीन से पाए वैज्ञानिकों के विभागीय समिति की संरचना (2) में यथाविनिर्दिष्ट होगी, अर्थात्‌ः-

(4) नम्य पूरकता स्कीम के अधीन नीचे सारणी के स्तंम (1) में विनिर्दिष्ट निम्नतर श्रेणी के पद से उच्चतर श्रेणी के पद पर प्रोन्नति के लिए छानबीन से पाए वैज्ञानिकों के निर्धारण के लिए विभागीय पिअॅर पुनर्विलोकन समिति की संरचना स्तंम (2) में विनिर्दिष्ट किए गए अनुसार होगी, अर्थात्‌ :-

(5) नीचे सारणी के स्तंम (1) में विनिर्दिष्ट पदों के संबंध में सीधी भर्ती के आधार पर भर्ती किए गए वैज्ञानिकों की पुष्टि के लिए विभागीय प्रोन्नति समिति की संरचना स्तंम (2) में यथाविनिर्दिष्ट होगी, अर्थात्‌ :

(6) वैज्ञानिक ''बी'' के पद पर प्रोन्नति के लिए विचार करने के लिए विभागीय प्रोन्नति समिति की संरचना निम्नलिखित प्रकार से होगी, अर्थात्‌ :

1. अध्यक्ष - सक्षम अधिकारी द्वारा अपर सचिव को नामनिर्दिष्ट किया जाएगा ।

2. सदस्य - सक्षम प्राधिकारी द्वारा नामनिर्दिष्ट किया जाने वाला एक वैज्ञानिक ''जी'' या संयुक्त सचिव

3. सदस्य - संयुक्त सचिव (प्रशासन)

टिप्पण (1)- विशेषज्ञ चयन समिति, छानबीन समिति, विभागीय निर्धारण समिति, विभागीय पियर समीक्षा समिति, विभागीय प्रोन्नति समिति और विभागीय पुष्टि समिति की संरचना के लिए प्रत्येक अवसर पर सक्षम प्राधिकारी का विशेष अनुमोदन करेगी ।

(2) अध्यक्ष के अलावा समिति के किसी सदस्य की अनुपस्थिति में समिति की कार्यवाहियां रद्द नहीं होंगी।

14. निर्रहता - वह व्यक्ति,-

(क) जिसने ऐसे व्यक्ति से जिसका पति या पत्नी जीवित हैं, विवाह किया है; या

(ख) जिसने अपने पति या पत्नी के जीवित रहते हुए दूसरे व्यक्ति से विवाह किया है,

उपर्युक्त किसी पद पर नियुक्ति के लिए पात्र नहीं होगाः

परंतु केन्द्रीय सरकार यदि यह समाधान हो जाता है कि ऐसा विवाह ऐसे व्यक्तियों और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधार हैं, तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छूट दे सकेगी।

15. भारत में और भारत के बाहर कहीं भी सेवा करने का दायित्व - (1) इन नियमों के अधीन नियुक्त किए गए वैज्ञानिकों का भ ारत और भ ारत से बाहर कहीं भी सेवा करने का दायित्व होगा ।

(2) नियुक्त किए गए वैज्ञानिकों को सक्षम प्राधिकारी द्वारा समय-समय पर लिए गए विनिश्चय के अनुसार भारत में या विदेश में शिक्षण पाठ्यक्रमों से संबंधित निर्दिष्ट प्रशिक्षण प्राप्त करने के लिए उत्तरदायी होंगे ।

16. शिथिल करने की शक्ति - जहां केन्द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके लिए जो कारण हैं, उन्हें लेखबद्ध करके इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के व्यक्ति की बाबत, आदेश द्वारा शिथिल कर सकेगी।

17. व्यावृाि - इन नियमों की कोई बात, ऐसे आरक्षणों, आयु-सीमा में छूट और अन्य रियायतों पर प्रभाव नहीं डालेगी, जिनका केन्द्रीय सरकार द्वारा इस संबंध में समय-समय पर जारी किए गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबंध करना अपेक्षित है।

टिप्पण-1ः विशेषज्ञ चयन समिति द्वारा उन कारणों के लिए जो लेखबद्ध किए जांच योग्य मामलों में सीधी भर्ती किए जाने वाले अभ्यर्थियों को उनकी नियुक्ति के लिए दिए गए न्यूनतम मान से उच्चतर वेतन की आरंभिक शुरूआत दी जा सकती हैं । तथापि, ऐसी कोई आरंभिक शुरूआत न्यूनतम मान से दो वृद्धियों से अधिक नहीं होगी । टिप्पण-2ः उपर्युक्त सारणी के स्तंम (2) के अधीन उल्लिखित अनुसरण 3; 7; इत्यादि स्तंभ (1) के अधीन उसके सम्मुख उल्लिखित शैक्षिक अर्हताओं के अतिरिक्त अपेक्षित अनुभव की न्यूनतम वर्ष की संख्या को विनिर्दिष्ट करती है । टिप्पण-3ः वानिकी और वन्यजीव के क्षेत्र में प्रदान की गई सेवा को उन पदों के लिए सुसंगत अनुभव के रुप में समझा जाएगा जिनके लिए ऐसे अनुभव को मंत्रालय द्वारा समुचित समझा जा सकेगा । भारतीय वन सेवा से संबंधित आवेदकों के मामले में, ऐसे पदों के लिए निर्धारित शैक्षिक अर्हताओं में मंत्रालय द्वारा छूट दी जा सकती है ।

क. क्षेत्र अनुभव के लिए मानदंड

1. वैज्ञानिक मंत्रालयों या विभागों के सचिवालय में भर्ती किए गए वैज्ञानिकों की नम्य पूरकता स्कीम के अधीन उच्चतर श्रेणियों में प्रोन्नति के लिए उनके पास अनुसंधान और विकास का क्षेत्र-अनुभव तथा ऐसी वैज्ञानिक परियोजनाओं के कार्यान्वयन में अनुभव होना आवश्यक है ।

2. वैज्ञानिक 'एफ' और वैज्ञानिक 'जी' के रूप में प्रोन्नति के लिए संबंधित क्षेत्र में कम से कम क्रमशः दो वर्ष और पांच वर्ष का अनुभव आवश्यक है ।

3. उक्त मानदण्डों में संस्था या संगठन के लक्ष्य और उद्देश्य, कार्मिकों की अर्हताएं, विभिन्न प्रकार के कार्यकलापों के निष्पादन के लिए गुणवाायुक्त अपेक्षाएं आदि शामिल होंगी :

ख. वैज्ञानिक कार्य-कलाप और सेवाएं

(क) आधारभूत या मूलभूत अनुसंधान :

(i) नूतन वैज्ञानिक ज्ञान प्राप्त करने के लिए मूल खोज जिसका लक्ष्य कोई विशिष्ट व्यावहारिक उद्देश्य या अनुप्रयोग से निर्देशित होना आवश्यक नहीं है;

(ii) वैज्ञानिक प्रयोगशालाओं या संस्थानों में किये गये कार्य, किसी संगठन में प्रवेश करने के पश्चात मूलभूत अनुसंधान में डॉक्टोरल या पश्च-डॉक्टोरल उपाधियां प्राप्त करने में लगे समय आदि को नम्य पूरकता स्कीम के प्रयोजनार्थ क्षेत्र अनुभव में शामिल माना जाएगा।

(ख) प्रायोगिक अनुसंधान :

(i) नूतन वैज्ञानिक या तकनीकी ज्ञान प्राप्त करने के लिए मूल खोज जिसका कोई विशिष्ट व्यावहारिक लक्ष्य या उद्देश्य हो;

(ii) वैज्ञानिक प्रयोगशालाओं या संस्थानों में किये गये कार्य, किसी संगठन में प्रवेश करने के पश्चात प्रायोगिक अनुसंधान में डॉक्टोरल या पश्च-डॉक्टोरल उपाधियां प्राप्त करने में लगे समय आदि को नम्य पूरक स्कीम के प्रयोजनार्थ क्षेत्र-अनुभव में शामिल माना जाएगा।

(ग) प्रयोगात्मक विकास :

(i) नई या पर्याप्त उन्नत सामग्रियों के उत्पादन, उपकरणों, उत्पादों, प्रक्रियाओं, प्रणालियां या सेवाओं को लक्ष्य बनाकर वैज्ञानिक ज्ञान का अनुप्रयोग और 'क्षेत्र-अनुभव', विभाग के कार्य की रूपरेखा पर निर्भर करेगा ।

(ii) इसे परिभाषित करने का कारक यह होगा कि कार्य वैज्ञानिक ज्ञान के नेमि प्रयोग का नहीं है अपितु इसमें नवीन और नूतन प्रणालियों, प्रयोगों, नमूनों के सृजन के लिए वैज्ञानिक ज्ञान का अनुप्रयोग भी शामिल है।

(घ) वैज्ञानिक तथा प्रौद्योगिकी कार्यकलापों को बढ़ावा देना :

(i) वैज्ञानिक तथा प्रौद्योगिकी कार्यकलापों और सेवाओं को बढ़ावा देने के संदर्भ में अनुसंधान तथा विकास से प्रत्यक्ष रूप से जुड़े वैज्ञानिक और प्रौद्योगिकी कार्यकलाप ।

(ii) पर्यावरण या वानिकी या वन्यजीव में अनुसंधान और विकास कार्यक्रमों, पर्यावरण या वानिकी या वन्यजीव में राष्ट्रीय और अंतरराष्ट्रीय नेटवर्क परियोजनाओं, मिशन मोड परियोजनाओं, पर्यावरण या वानिकी या वन्यजीव विनियमन तथा ऐसे अन्य कार्यों के समन्वयन को क्षेत्र-अनुभव में शामिल माना जायेगा ।

G.S.R.53(E) .— In exercise of the powers conferred by the proviso to article 309 of the Constitution, and in supersession of the Department of Environment, Forest and Wildlife Scientific Group 'A' Posts Rules, 1987, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the Scientific Group 'A' posts in the Ministry of Environment, Forest and Climate Change (including its attached and subordinate offices), namely:—

1. Short title and commencement.—(1) These rules may be called the Ministry of Environment, Forest and Climate Change, Scientific Group 'A' Posts Recruitment Rules, 2015.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Definitions.—In these rules, unless the context otherwise requires,—

(a) "Appointing Authority", in relation to appointment to the posts of Scientist 'B', Scientist 'C', Scientist 'D', Scientist 'E' and Scientist 'F', means the Minister-in-charge of the Ministry of Environment, Forest and Climate Change, and in relation to appointment to the posts of Scientist 'G', means the Appointments Committee of the Cabinet;

(b) "Competent Authority" means the Secretary in the Ministry of Environment, Forest and Climate Change;

(c) "Departmental Assessment Committee" means the Level-II Departmental Assessment Committee (External) referred to in sub-rule (3) of rule 13;

(d) "Departmental Confirmation Committee" means the committee referred to in sub-rule (5) of rule 13;

(e) "Departmental Promotion Committee" means the committee referred to in sub-rule (6) of rule 13;

(f) "Departmental Peer Review Committee" means the committee referred to in sub-rule (4) of rule 13;

(g) "Expert Selection Committee" means the committee referred to in sub-rule (1) of rule 13;

(h) "Ministry" means the Ministry of Environment, Forest and Climate Change;

(i) "Screening Committee" means the Level-I Screening Committee (Internal) referred to in sub-rule (2) of rule 13;

(j) "Schedule" means the Schedule annexed to these rules;

3. Application.—These rules shall apply to the posts specified in column (1) of the table under rule 4.

4. Name of posts, classification and pay band and grade pay or pay scale.—(1) The name of the posts, their classification and pay band and grade pay or pay scale attached thereto shall be as specified in the table below:—

5. Number of posts.—(1) The consolidated number of posts in the Ministry (including its attached and subordinate offices) shall be as specified in Table-1 of Schedule-I.

(2) The distribution of posts in the Ministry and its attached and subordinate offices shall be as specified in Table-2 to Table-8 of Schedule-I.

6. Educational qualifications and experience.—The educational qualifications and experience required for the posts shall be as specified in Schedule-II.

7. Method of recruitment.—(1) All posts specified in Schedule-I, except the posts of Scientist 'B' in Botanical Survey of India and Zoological Survey of India, shall be exempted from the purview of the Union Public Service Commission for the purposes of recruitment.

(2) The recruitment to all posts, except the posts of Scientist 'B' in Botanical Survey of India and Zoological Survey of India, shall be made either by direct recruitment or by deputation (including short term contract)/absorption:

Provided that twenty-five percent of vacancies in the post of Scientist 'B' shall be filled up by promotion as specified in rule 11, failing which by direct recruitment or deputation (including short term contract)/absorption, as may be decided by the competent authority.

(3) The recruitment to the posts of Scientist 'B' in Botanical Survey of India and Zoological Survey of India shall be made by the Union Public Service Commission as per the applicable recruitment rules relating to the said posts.

(4) The minimum educational qualifications required for a post shall be as specified in Schedule-II and the specific discipline of educational qualification in the area of environment, forestry or wildlife shall be decided by the competent authority as per the requirement of the Ministry.

(5) The experience specified in Schedule-II for the post shall be the experience obtained by the candidate in research and development in an industrial or academic institution or scientific and technological organization after possessing the minimum educational qualifications required for the post:

Provided that the competent authority shall decide on the area of such experience, that is, the experience in the area of environment, forestry or wildlife, as per the requirement of the Ministry at the time of recruitment.

(6) The recruitment under sub-rule (2) shall be made on the recommendations of the Expert Selection Committee.

(7) The Expert Selection Committee shall hold interview and evaluate the past performance of the candidates before making its recommendations under sub-rule (6).

(8) The Competent Authority shall make appointment on the basis of the recommendations made by the Expert Selection Committee under sub-rule (7).

8. Age Limit for direct recruits.- The upper age limit for appointment by direct recruitment to the posts shall be as specified in Schedule-III.

9. Direct recruitment.—(1) The candidates possessing the educational qualifications and experience as specified in the Schedule-II shall be eligible for appointment to the post by direct recruitment.

(2) If a departmental candidate is selected for appointment to any post by direct recruitment, such post shall be deemed to be filled by direct recruitment.

(3) Every Scientist who is appointed to the service either by direct recruitment or by promotion shall be on probation for a period of two years and the period of probation may be extended by the Controlling Authority in accordance with the instructions issued by the Central Government from time to time.

(4) The confirmation of candidates who are on probation shall be considered by the Departmental Confirmation Committee.

10. Recruitment by Deputation (including short-term contract)/absorption.—(1) Officers belonging to any other Ministry or Department of the Central Government or a State Government or Union territories or Universities or public sector undertakings or semi-Government or statutory or autonomous organizations or research organisations or institutions funded by the Government may be appointed on deputation (including short-term contract)/absorption basis in the manner specified in sub-rules (6), (7) and (8) of rule 7, subject to the fulfillment of following requirements, namely :—

(i) possessing minimum educational qualifications and experience as specified in Schedule-II; and

(ii) holding analogous post on regular basis in the parent cadre or department.

(2) The upper age limit shall not exceed fifty-six years.

(3) The period of deputation including the period of deputation in any other ex-cadre post held immediately preceding this appointment in the same or some other organisation or department of the Central Government shall ordinarily be three yearsTHE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] 18 which may be extended for a further period of two years with the approval of the Competent Authority, in accordance with the instructions or orders of the Central Government issued from time to time.

(4) The departmental officers in the feeder category who are in the direct line of promotion shall not be eligible for consideration for appointment on deputation and similarly, the deputationists shall not be eligible for consideration for appointment by promotion.

(5) Only the officers of the Central Government or State Government shall be considered for absorption.

11. Promotion.—(1) The minimum educational qualification for promotion to the grade of Scientist 'B' from the eligible feeder grades shall be as specified in Schedule-II.

(2) There shall be no upper age limit for promotion.

(3) The promotion in respect of the posts of Scientist 'B' specified in Table-2 of Schedule-I shall be made on selection basis from amongst Research Officers (Environment) Grade I having two years' regular service in the grade in Pay Band-2 (Rs. 9300-34800) and Grade Pay of Rs. 4800 and possessing educational qualifications and experience as specified in Schedule-II, in accordance with the proviso to sub-rule (2) of rule 7; and the eligibility list for promotion shall be prepared with reference to the date of completion of the prescribed qualifying service in their respective grade or post.

(4) The promotion in respect of the posts of Scientist 'B' specified in Table-6 of Schedule-I shall be made on selection basis from amongst the Taxidermist, Senior Educational Assistant, Publication Assistant, Senior Technical Assistant, Documentation Assistant or Library and Information Assistant in the National Museum of Natural History, having eight years' regular service in the grade in Pay Band-2 (Rs. 9300-34800) and Grade Pay of Rs. 4200 and possessing the educational qualifications and experience as specified in Schedule-II, in accordance with the proviso to sub-rule (2) of rule 7; and the eligibility list for promotion shall be prepared with reference to the date of completion of the prescribed qualifying service in their respective grade or post.

12. In-situ Promotion under Flexible Complementing Scheme.- (1) In-situ Promotion under the Flexible Complementing Scheme shall be applicable to promotion of officers in the grades of Scientist 'B' (including Scientist 'B' in the Botanical Survey of India and the Zoological Survey of India), Scientist 'C', Scientist 'D', Scientist 'E', Scientist 'F' and Scientist 'F' to 'G'.

Provided that such officers who are doing management or administrative work in the Ministry shall not be considered for upgradation under the Flexible Complementing Scheme, but shall be given the benefit of upgradation under the Modified Assured Career Progression Scheme.

(2) The Scientists appointed on deputation (including short term contract) shall not be eligible for Flexible Complementing Scheme.

(3) The Minimum Residency Period linked to Performance for in-situ promotion to the next grade shall be as specified in column (4) of Schedule-IV and while computing such minimum residency period, the following period of service shall count for in-situ promotion to the next higher grade, namely:-

(i) the regular service rendered in a post, excluding ad-hoc service or non-qualifying service;

(ii) the period spent on deputation or foreign service to another scientific post:

Provided that the period spent on deputation or on foreign service in a non-scientific post shall not count towards the minimum residency period;

(iii) the period of study leave or any other leave taken for improving the academic accomplishment; and

(iv) such other period of leave as may be prescribed by the Central Government for this purpose by order or instruction issued from time to time.

(4) The assessment for in-situ promotion under the Flexible Complementing Scheme shall be done twice a year; the cases maturing for promotion during January to June of a year shall be taken up for assessment in the month of July of that year and the cases maturing for promotion during July to December of a year shall be taken up for assessment in the month of January of the next year:

(5) The exceptionally meritorious candidates having 'Outstanding' gradings in all Annual Confidential Reports in the minimum residency period linked to performance may be given relaxation in such residency period for not more than one year on any single occasion and such relaxation shall be limited to a maximum period of two occasions in their entire career.

(6) Where an eligible scientist is not physically available for assessment on account of him being on deputation or on a foreign service or on study leave in India or abroad or for any other reason, his case shall be considered for promotion in the immediate assessment due on his return.

(7) When a scientist is promoted under the Flexible Complementing Scheme, the post currently held by him shall be upgraded automatically and remain personal to him for the duration of his stay in the in-situ promotion post and consequently, no vacancy shall be caused in the lower grade.

(8) The post held by a Scientist under the Flexible Complementing Scheme shall revert back to the original level only after he vacates the higher post on his superannuation or resignation or death or otherwise.

(9) All scientists eligible for in-situ promotion under the Flexible Complementing Scheme shall give their self-assessment in the Annual Work Report format (Part-A) as specified in Part-A of Schedule-V along with the Annual Confidential Report and the same shall be assessed by the reporting officer who shall give report in Part-B Format specified in Schedule-V.

(10) All scientists eligible for in-situ promotion under the Flexible Complementing Scheme and who meet the benchmark of 'Good' for Scientists 'C' and 'Very Good' for Scientists 'D' and above shall be screened by the Screening Committee.

(11) The Screening Committee shall carry out first level internal screening by evaluating the Annual Work Reports of the eligible Scientist and give its report on the scientific content of the work done by such Scientists as per Part-C Format specified in Schedule-VI and make its report available to the Departmental Assessment Committee or the Departmental Peer Review Committee, as the case may be.

(12) The Departmental Assessment Committee shall carry out second level external screening for in-situ promotion of Scientists from grade 'B' to 'C', grade 'C' to 'D' and grade 'D' to 'E' and make a report in one-page summary on the scientific content of the work done justifying merit for consideration under the Flexible Complementing Scheme and certify that the Scientists recommended for promotion meet all criteria for in-situ promotion under Flexible Complementing Scheme and thereafter hold interview of the screened-in scientists for their in-situ promotion to the next higher grade.

(13) The Departmental Peer Review Committee shall carry out second level external screening for in-situ promotion of Scientists from grade 'E' to 'F' and grade 'F' to 'G' and certify that the Scientists recommended meet with all criteria for in- situ promotion under Flexible Complementing Scheme.

(14) The date of in-situ promotion for those found suitable for in-situ promotion to the next higher grade under the Flexible Complementing Scheme (FCS) shall be the date on which the Competent Authority approves the in-situ promotion.

(15) There shall be no retrospective in-situ promotion.

(16) The cases of officers undergoing training or Study Leave or on deputation in India or abroad shall be considered for in- situ promotion to the next higher grade under the Flexible Complementing Scheme with effect from the date they would have completed the minimum residency period had they not proceeded on training or study leave or on deputation subject to fulfillment of the following conditions, namely:—

(i) the period of such training or study leave or on deputation is stated as on duty; and

(ii) they have been approved for in-situ promotion under Flexible Complementing Scheme to the next higher grade.

(17) The eligible Scientist shall be given three chances for assessment under the Flexible Complementing Scheme for upgradation to the next grade and in case such Scientist does not qualify for three successive years or chances, he shall be considered for upgradation to the next grade under the Modified Assured Career Progression Scheme.

(18) The criteria for field experience for considering in-situ promotion under Flexible Complementing Scheme shall be as specified under the Schedule-VI.

13. Composition of the Committees.- (1) The composition of the Expert Selection Committee for recruitment by direct recruitment or absorption or deputation (including short term contract) in respect of the posts specified in column (1) of the table below shall be as specified in column (2) thereof, namely:—

Note 1.- The composition of the Expert Selection Committee, the Screening Committee, Departmental Assessment Committee, Departmental Peer Review Committee, Departmental Promotion Committee and Departmental Confirmation Committee shall be approved by the Competent Authority on each occasion. (2) The absence of a Member of the Committee other than the Chairman shall not invalidate the proceedings of the Committee. 14. Disqualifications.-No person,-

(a) who has entered into or contracted a marriage with a person having a spouse living, or (b) who having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to any of the said posts: Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such persons and the other party to the marriage and that there are other grounds for doing so, exempt any person from the operation of this rule. 15. Liability to serve anywhere in India and outside.— (1) The Scientists appointed under these rules shall be liable to serve anywhere in India and outside India.

(2) The Scientists appointed shall be liable to undergo such training and be detailed on such courses of instruction in India or abroad as the Competent Authority may decide from time to time. 16. Power to relax. – Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons. 17. Saving .– Nothing in these rules shall affect reservations, relaxation of age limit and other concessions required to be provided for candidates belonging to the Scheduled Castes, Scheduled Tribes, ex-servicemen and other special categories of persons in accordance with orders issued by the Central Government from time to time in this regard.

A. Criteria for Field Experience

1. Field experience in research and development and experience in implementation of such scientific projects is compulsory for promotion of scientists recruited to the posts in the Secretariat of the Scientific Ministries or Departments to higher grades under Flexible Complementing Scheme.

2. Field experience of at least two years and five years respectively shall be essential for promotion to Scientist 'F' and Scientist 'G' grades.

3. The criteria shall cover the aims and objectives of the institution or organisation, qualifications of the personnel, qualitative requirements for performance of various types of activities etc.

B. Scientific Activities and Services

(a) Fundamental or Basic research:

(i) Original investigation to gain new scientific knowledge, not necessarily directed towards any specific practical aim or application;

(ii) Working in scientific laboratories/ institutes, period spent on doctoral or post doctoral degrees in basic research after joining an organisation, etc., shall constitute field experience for the purpose of Flexible Complementing Scheme.

(b) Applied Research:

(i) Original investigation to gain new scientific or technical knowledge directed towards a specific practical aim or objective;

(ii) Working in scientific laboratories/ institutes, period spent on doctoral / post doctoral degrees in applied research after joining an organisation, etc., would constitute field experience for the purpose of Flexible Complementing Scheme.

(c) Experimental Development:

(i) Application of scientific knowledge directed towards producing new or substantially improved materials, devices, products, processes, systems or services; 'field experience' would depend on the work profile of the Department. (ii) The defining factor would be that the work is not of routine use of scientific knowledge but involves application of scientific knowledge for creation of new/innovative systems, practices, models.

(d) Promotion of Science and Technology activities:

(i) Science and Technology activities which are directly linked to Research and Development in terms of promoting the scientific activities and services.

(ii) Coordination of Research and Development programmes in environment or forestry or wildlife, national and international network projects in environment or forestry or wildlife, mission mode projects, environment or forestry or wildlife regulation and such other works would constitute field experience.
