काकाकाका....आआआआ.... 292929297777((((अअअअ).).).).————के न्(cid:9)ीय सरकार, आवश्यक वस्तु अधिनियम, 1955 (1955 का 10) की धारा 3 द्वारा प्रदत्त शक्तियों का प्रयोग करते #ए, उर्वरक (नियंत्रण) आदेश,1985 का और संशोधन करने के िलए निम्निलिखत िनयम बनाती है, अर्थात् :—
1. (1) इस आदेश का संक्षिप्त नाम उर्वरक (नियंत्रण) संशोधन आदेश, 2015 है ।
(2) ये नियम राजपत्र में प्रकाशन की तारीख को प्रवृत्त होंगे ।
2. उर्वरक (नियंत्रण) आदेश, 1985 (जिसे इसमें इसके प7ात् उक्त आदेश कहा गया है),-
(i) की अनुसूची 1, भाग क में, शीर्ष "उर्वरकों के विनिद;श" के अधीन, उपशीर्ष 1(छ) में ''फोरटीफाइड उर्वरक" में, निम्निलिखत ?म संख्यांक और प्रविष्टियां अंतःस्थापित की जाएंगी, अर्थात् :—
'15. बेन्टोनाइट सल्फर जिसमें जिक हो
भार के आधार पर आ(cid:9र्)ता का अधिकतम प्रतिशत 1.0
भार के आधार पर सल्फर (गंधक के रूप में) का अधिकतम प्रतिशत 65.0
भार के आधार पर जिक (जिक के रूप में) का अधिकतम प्रतिशत 18.0
कण आकार – सामGी का 90 प्रतिशत से अन्यून 4 िम.मी. की भारतीय मानक छलनी से आर-पार पारित किया जाएगा और 1 िम.मी. भारतीय मानक छलनी पर रखा जाएगा ।
5 प्रतिशत से अनधिक 1 िम.मी. भारतीय मानक छलनी से नीचे रहेगा ।
(ii) अनुसूची 2 के भाग क में, शीर्ष "उर्वरकों के नमूना लेने की प्र?िया" के पैरा 7 में, "पोतों, खुले वाहकों और खुली बोरियों से खुले उर्वरकों से नमूना लेना" के
(क) मद सं. (i) में "नमूना लेने के उपस्करों, परा (ग) "हत्था (स्कू प)" के स्थान पर निम्निलिखत रखा जाएगा
"(ग) नमूना लेने का कप या हत्था (स्कू प):
पोत या यथास्थिति, साइलो से नमूना लेने, नमूना लेने के कप या स्टैनलेस स्टील या तांबे से निLमत उपयुक्त हत्था (स्कू प) द्वारा एकत्र किया जाएगा";
(ख) मद सं. (ii) में, "नमूना लेने की प्र?िया",
(I) उपमद (क) में, पैरा ख के स्थान पर निम्निलिखत पैरा रखा जाएगा, अर्थात् :—

1. घाट या यथास्थिति, साइलो पर पोत से उतारे गए उर्वरक से, उतारने के पहले और अंतिम दिन पांच घंटे के और मध्यवर्ती दिवसों से तीन घंटे के नियमित अंतराल पर आवधिक रूप से नमूनों को निकाला जाएगा । किसी विशेष दिवस को निकाले गए सभी नमूनों को उस दिवस का सम्मिQ नमूना बनाने के लिए एक दूसरे के साथ मिQित किया जाएगा । यदि किसी दिवस का सम्मिQ नमूना अपेक्षित भाग से अधिक है, तब उसके आकार को अनुसूची 2 के भाग क के पैरा 5 में यथा वLणत चतुथाRश पSति द्वारा कम किया जाएगा ।
2. प्रत्येक दिवस के सम्मिQ अंश को मिQित करते #ए पोत का सम्मिQ तैयार किया जाएगा । अतिरिक्त परीक्षण नमूना और संदर्भ नमूना अनुसूची 2 के भाग क के पैरा 6 में दिए गए रूप में तैयार किया जाएगा ।
(II) उपमद (ग) के प7ात्, निम्नलिखित अंतःस्थापित किया जाएगा, अर्थात् :—
"(घ) बोरियों से नमूनों का निकाला जाना
1. प्रत्येक बोरियों में से यादृTिछक रूप से 5 बोरियों का चयन किया जाएगा ।
2. समरूप पदाथU को अंतLवष्ट करने वाली बोरियों की संख्या अधिक होने की दशा में, निम्नलिखित मानदंड के अनुसार बोरियों का चयन किया जाएगा:—
2 वाहकों के लिए - प्रत्येक वाहक से
3 से 10 वाहक - 03 वाहकों से
10 से अिधक वाहक - 05 वाहकों से
(3) प्रत्येक वाहक से चयन की गई बोरियों से नमूनों को अनुसूची 2 के भाग क के पैरा 4 में दी गई प्र?िया के अनुसार निकाला जाएगा । चयन किए गए वाहक के प्रत्येक बोरी से निकाले गए सभी नमूनों को वाहक का सम्मिQ नमूना बनाने के लिए एक साथ मिQित किया जाएगा । यदि वाहक का सम्मिQ नमूना अपेक्षित भार से अधिक है; तब उसके आकार को अनुसूची 2 के भाग क के पैरा 5 में दिए गए रूप से तैयार किया जाएगा ।
(4) सभी वाहक के सम्मिQण नमूने को एक साथ मिQित किया जाएगा और परीक्षण नमूना तथा संदर्भ नमूना अनुसूची 2 के भाग क के पैरा 6 में दिए गए रूप में तैयार किया जाएगा ।"
(iii) अनुसूची 3 के भाग क में, शीर्ष "जैव उर्वरकों का विनिद;श" के अधीन, "माइकोरिजल जैव उर्वरक" से संबंधित ?म संख्यांक 5 में, मद
(v) और मद (vi) तथा उससे संबंधित प्रविष्टियों के स्थान पर, निम्निलिखत रखा जाएगा, अर्थात् :—
"(iv) 60 मिनट के भीतर प्रतिGाम बीजाणु से तैयार उत्पाद का प्रति 100 Gाम से कु ल प्रोपेगुलस जो जीवनक्षम हो
(v) सं?मण क्षमता = संचारण क्षमता : 1200 आई पी/Gाम (जो 10 गुना
अवमिQण के साथ एम पी एन पSति द्वारा अव- धारित होगा)"।

ORDER
New Delhi, the 31st January, 2015
S.O. 297(E).—In exercise of the powers conferred by section 3 of the Essential Commodities Act, 1955 (10 of 1955), the Central Government hereby makes the following amendments further to amend the Fertiliser (Control) Order, 1985, namely:—
1. (1) This Order may be called the Fertiliser (Control) Amendment Order, 2015.
(2) It shall come into force on the date of its publication in the Official Gazette.
2. In the Fertiliser (Control) Order, 1985 (hereinafter referred as the said Order),—
(i) in Schedule I, in Part A, under the heading "Specification of fertilisers", in sub-heading "1 (g). fortified fertilizers", after serial 14, the following serial number and entries shall be inserted, namely:—
'15. Bentonite Sulphur with Zinc
[भाग II—खण्ड 3 (ii)] भारत का राजपत्रा : असाधरण 3Particle Size - Not less than 90 per cent of the material shall pass through 4 mm IS sieve and be retained on 1 mm IS sieve.
Not more than 5% shall pass through 1 mm IS sieve.';
(ii) in Schedule II, in Part A, under the heading ''Procedure for drawl of sample of fertilisers'', in paragraph 7,—
(A) in item no (i) relating to ''Sampling equipments", for sub-item (c) the following shall be substituted, namely:—
"(c) Sampling cup or scoop:
The samples from the wharf or silo, as the case may be, can be collected by a sampling cup or a suitable scoop made of stainless steel or brass.";
(B) in item no (ii), "Sampling procedure",—
(I) in sub item (a), for paragraph B the following , shall be substituted,namely,—
''B. Sampling from ship
1. Draw the samples, from the fertilizer being discharged from the ship on the wharf or silo as the case may be, periodically at the regular interval of five hours on first and last day of discharge and three hours on intermediate days. All the samples drawn on a particular day shall be mixed together to make day composite sample. If the day composite sample is larger than required weight, its size shall be reduced by method of quartering as described in Paragraph 5 of Schedule II of Part A.
2. Then the ship composite sample shall be prepared by mixing part of each day composite. Further test sample and reference sample shall be prepared as given in Paragraph 6 of Schedule II of Part A.";
(II) after sub-item (c), the following shall be inserted , namely:—
"(d) Drawl of samples from containers
(1) Minimum 5 bags shall be selected randomly from each container.
(2) In case of large number of containers containing similar material, the containers shall be selected randomly as per following criteria:—
Up to 2 containers – From each container
3 - 10 containers – 03 containers
More than 10 containers – 05 containers
(3) The samples shall be drawn from the bags selected from each container as per the procedure given in Paragraph 4 of Schedule II of Part A. All the samples drawn from each bag of the selected container shall be mixed together to make container composite sample. If the container composite sample is larger than required weight, its size shall be reduced by method of quartering as described in Paragraph 5 of Schedule II of Part A.
(4) All the container composite samples shall be mixed together and test sample and reference sample shall be prepared as given in Paragraph 6 of Schedule II of Part A.";
(iii) in Schedule III, in Part A, under the heading "Specification of biofertilisers", in serial no 5, relating to "Mycorrhizal Bio-fertilisers" for items (v) and (vi) and the entries relating thereto, the following shall be substituted, namely:—
"(v) Total viable propagules/gram of product = 100 gm of finished product with minimum 60 spores per gram.
(vi) Infectivity potential = Inoculum Potential : 1200 IP/g
{determined by MPN method with 10 fold
dilution}".
