सं. 20(43)/2015सं. 20(43)/2015सं. 20(43)/2015सं. 20(43)/2015---- एस.पी.1एस.पी.1एस.पी.1एस.पी.1---- के न्(cid:5)ीय सरकार चीनी मौसम 2015-16 के लिए चीनी मिलों को गन्ने की लागत की क्षतिपू(cid:22)त और किसानों को गन्ना मूल्य देयों का समय पर भुगतान सरल बनाने के लिए एत"ारा चीनी मिलों को उत्पादन सब्सिडी प्रदान करने की स्कीम को निम्न प्रकार से अधिसूचित करती है:-

इस उत्पादन सब्सिडी का उपयोग चालू चीनी मौसम 2015-16 के गन्ना मूल्य देयों से संबंधित के न्(cid:5)ीय सरकार द्वारा निर्धारित गन्ने की उस चीनी मौसम के लिए गन्ने का उचित और लाभकारी कीमत (एफआरपी) और पिछले चीनी मौसमों के गन्ना मूल्य बकाया का भुगतान करने के लिए किया जाएगा।

i. चीनी उत्पादन के िलए पेराई किए गए गन्ने पर चीनी मिलों द्वारा गन्ने की खरीद पर आई लागत की भरपाई करने के िलए 4.50 रू प्रति क्विटल की दर से उत्पादन सब्सिडी प्रदान की जाएगी। चीनी मिलें 2015-16 के दौरान वास्तविक गन्ना पेराई के अनुरूप या गन्ना पेराई का समानुपातिक परस्पर 255 िमिलयन मी.टन आबंटन के अनुमान (चीनी मौसम 2015-16 के लिए) से उनके पिछले चीनी मौसमों के औसत चीनी उत्पादन के आधार पर, इसमें जो भी कम हो, उत्पादन सब्सिडी पाने के हकदार होंगी। ऐसी चीनी मिल जिसने चीनी मौसम 2015-16 में पहली बार गन्ना पेराई का कार्य आरंभ किया है, वास्तविक गन्ने की पेराई के आधार पर उत्पादन सब्सिडी के िलए हकदार होगी।

ii. इस सब्सिडी को मिलों की ओर से किसानों को सीधे भुगतान किया जाएगा और पिछले वषG के बकायों सहित एफआरपी के रूप में किसानों को गन्ना मूल्य देयों के भुगतान हेतु समायोजित किया जाएगा। इसके बाद बची Hई धनराशि, यदि कोई हो, मिल के खाते में जमा की जाएगी, पिछले वषG की गन्ना बकाया देयों के निराकरण को प्राथमिकता दी जाएगी।

iii. वे मिलें, जिन्होंने दिनांक 18.09.2015 को अधिसूचित न्यूनतम निदLशात्मक निर्यात कोटा (एमआईईक्यू) स्कीम के अंतर्गत शतG के अनुसार कम से कम 80% लMयों को प्राप्त कर लिया हो तथा वे मिलें, िजनके पास एथनाल उत्पादन करने के लिए डिस्टिलेशन की क्षमताएं है, ईबीपी के अंतर्गत दिनांक 16.09.2015 को विभाग द्वारा अिधसूिचत 80% लMय प्राप्त कर लिए हों, उपयु र्क्त उत्पादन सब्सिडी पाने के लिए पात्र होंगी।

iv. चीनी मिलों को उत्पादन सब्सिडी का दावा अधिसूचना के साथ संलग्न निर्धारित प्रपत्र-'क' में उपयु र्क्त पैरा 2 (iii) में संद(cid:22)भत मानदSड के अनुसार पात्रता पूरी करने के उपरांत प्रस्तुत करना होगा।

v. उत्पादन सब्सिडी को सीधे किसानों के खाते में जमा करने को सुनिश्चित किए जाने के Uम में, चीनी मिलों को अलग से नो-िलयन बैंक खाता खोलना होगा और अपने बैंकरों को बैंक खाता विवरणों के साथ किसानों की सूची और चालू चीनी मौसम के लिए उचित और लाभकारी कीमत (एफआरपी) के आधार पर संगणित गन्ना देयों के किए जाने वाले भुगतान की सीमा तथा पिछले चीनी मौसमों के गन्ना मूल्य बकाया का विवरण प्रस्तुत करना होगा।

vi. बैंक खाद्य और सार्वजनिक वितरण विभाग (डीएफपीडी) द्वारा जारी धनराशि को मिलों की ओर से सीधे किसानों के खातों में जमा करेंगे। इसके बाद शेष यदि कोई हो, तो मिल के खाते में जमा किया जाएगा। यदि चीनी मिल के ऊपर कोई गन्ना बकाया देय नहY है तो सब्सिडी की पूरी राशि मिल के खाते में जमा की जाएगी।

vii. वित्तीय सेवाएं विभाग (डीएफएस) बैंकों को यथोचित अनुदेश जारी करेगा।

viii. उत्पादन सब्सिडी पर होने वाले खर्च को शर्क रा विकास निधि (एसडीएफ) से पूरा किया जाएगा।

3. उपयोगिता प्रमाण3. उपयोगिता प्रमाण3. उपयोगिता प्रमाण3. उपयोगिता प्रमाण----पत्र :पत्र :पत्र :पत्र :————संबंधित चीनी मिल को उत्पादन सब्सिडी जारी होने की तारीख से तीन महीने के अंदर यह प्रमाणित करते Hए कि उत्पादन सब्सिडी का उपयोग इस स्कीम में विनिZदष्ट उद्देश्य के लिए कर दिया गया है, इससे संबंधित शर्क रा/गन्ना आयुक्त से इस आशय का विधिवत रूप से प्रतिहस्ताक्षरित प्रमाण-पत्र प्रस्तुत करना होगा। िपछली किस्तों का नियत समय में उपयोगिता प्रमाण-पत्र प्रस्तुत करने में असफल रहने पर मिल को सब्सिडी की अगली किस्तों का लाभ उठाने के िलए वंचित किया जाएगा और पहले जारी की गई राशियों की वसूली के लिए कार्रवाई आरंभ की जाएगी।

4. 4. 4. 4. डीएफपीडी घरेलू और वैश्विक बाजार दोनों में चीनी की कीमतों को नजदीकी से मानिटर करेगा। यदि कीमतों का निर्धारण अधिकांशत: उद्योग की कार्यात्मक _यावहारिकता के लिए आवश्यक स्तर से ऊं चा होता है तो इस स्कीम में संशोधन किया जा सकता है या इसे वापस लिया जा सकता है।

5. 5. 5. 5. जबकि के न्(cid:5)ीय सरकार का विचार है कि यह आवश्यक है या ऐसा करना _यावहारिक हो, तो आदेश द्वारा और उन कारणों को लिखित में रिकार्ड करते Hए इस स्कीम के किसी भी प्रावधान में ढील दी जा सके गी।

2. Modalities and Extent of subsidy:

i. A production subsidy @ of Rs. 4.50 per quintal of cane crushed for the production of sugar shall be provided to offset the cost of cane purchased by the sugar mills. The sugar mills shall be entitled for the production subsidy as per actual cane crushed during 2015-16 sugar season or the proportionate inter-se allocation of estimated 255 million MT of cane crushed (for sugar season 2015-16) on the basis of their average sugar production of last three sugar seasons, whichever is lower. A new sugar mill which has commenced cane crushing for the first time in 2015-16 sugar season, shall be entitled for production subsidy on the basis of actual cane crushed.

ii. The said subsidy shall be paid directly to the farmers on behalf of the mills and be adjusted against the cane price payable due to the farmers against FRP including arrears relating to previous years. Subsequent balance, if any, shall be credited into the mill's account. Priority will be given to settling cane arrears due of the previous years.

iii. Those mills which have achieved at least 80% of the targets as per terms and conditions under the Minimum Indicative Export Quota (MIEQ) scheme notified on 18.09.2015 and in case of mills having distillation capacities to produce ethanol have achieved 80% of the targets notified on 16.09.2015 by the Department under the EBP shall be eligible for the above production subsidy.

iv. Sugar mills shall submit the production subsidy claim in the prescribed Proforma – 'A' annexed with the notification after fulfilling the eligibility criteria as referred in Para 2 (iii) above.

v. In order to ensure that production subsidy is directly credited in to the accounts of farmers, the sugar mills shall open a separate no-lien bank account and furnish to its bankers the list of farmers along with bank account details and the extent of cane dues to be paid computed on the basis of Fair and Remunerative Price (FRP) for the current sugar season and cane price arrears of previous sugar seasons.

vi. The banks shall directly remit the funds released by Department of Food and Public Distribution (DFPD) into the accounts of farmers on behalf of the sugar mill. Subsequent balance, if any, shall be credited into the mill's account. If a sugar mill does not have any cane price arrear due, the entire subsidy amount will be credited into the mill's account.

vii. The Department of Financial Services (DFS) shall issue suitable instructions to the banks.

viii. The expenditure on production subsidy would be met from Sugar Development Fund (SDF).

3. Utilization certificate: The sugar mill concerned shall submit utilization certificate duly counter-signed by the respective sugar/cane commissioner within three months from the date of release of production subsidy certifying that the production subsidy has been utilized for the purpose specified in this scheme. Any failure to submit the utilization certificate of earlier instalment within stipulated time would debar the mill from availing subsequent instalment of subsidy and action would be initiated for recovery of amounts already released.

4. The DFPD shall closely monitor the prices of sugar, both in domestic as well as global markets on monthly basis. In case prices are assessed to be substantially higher than levels required for operational viability of the industry, the scheme may be amended or withdrawn.

5. Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing relax any of the provisions of this scheme.
