सासासासा....काकाकाका....िनिनिनिन.... 979979979979((((अअअअ))))....—राष्ट्रपित, संविधान के अनु(cid:24)छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते &ए और स्वापक पदार्थ विभाग (समूह 'ग' पद) भर्ती नियम, 2002 को जहां तक उनका संबंध उपनिरीक्षक, आशुलिपिक 2ेणी-II, कु त्ता संभालने वाला, सह सहायक उपनिरीक्षक, उ6 2ेणी लिपिक, अवर 2ेणी लिपिक और हवलदार के पदों से है, उन बातों के सिवाए अधि8ांत करते &ए जिन्हें ऐसे अधि8मण से पहले किया गया है या करने का लोप किया गया है, वित्त मंत्रालय में, राजस्व विभाग के अधीन के न्=ीय स्वापक पदार्थ ब्यूरों में समूह 'ग' पदों पर भर्ती की पAति का विनियमन करने के लिए निम्नलिखित नियम बनाते हैं, अर्थात् :-

(i) इन नियमों का संक्षिप्त नाम वित्त मंत्रालय, राजस्व विभाग, के न्=ीय स्वापक पदार्थ ब्यूरों, (समूह 'ग' पद) भर्ती नियम 2015 है।
(ii) ये राजपत्र में उनके प्रकाशन की तारीख को प्रवृत्त होंगे।

3333.... िवशेष उपबंध िवशेष उपबंध िवशेष उपबंध िवशेष उपबंध –––– के न्=ीय स्वापक पदार्थ ब्यूरों का अपना काडर होगा जब तक कि राजस्व विभाग, के न्=ीय उत्पाद शुल्क और सीमाशुल्क द्वारा अन्यथा विहित न किया गया हो।
4444.... भर्ती की प"तिभर्ती की प"तिभर्ती की प"तिभर्ती की प"ति, , , , आयु सीमाआयु सीमाआयु सीमाआयु सीमा, , , , अर्हताएं आदि अर्हताएं आदि अर्हताएं आदि अर्हताएं आदि –––– उक्त पदों की भर्ती की पAति, आयु सीमा, अर्हताएं और उससे संबंधित अन्य बातें वे होंगी जो उक्त अनुसूची के स्तंभ (5) से स्तंभ (13) में विनिOदष्ट हैं ।
5555.... निरर्हता निरर्हता निरर्हता निरर्हता : : : : वह Qयक्ति-
(क) जिसने ऐसे Qयक्ति से जिसका पति या जिसकी पत्नी जीवित हैं, विवाह किया है; या
(ख) जिसने अपने पति या अपनी पत्नी के जीवित रहते &ए किसी Qयक्ति से विवाह किया है,
उक्त पद पर नियुक्ति का पात्र नहR होगा:

(1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] परन्तु यदि के न्=ीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह ऐसे Qयक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुSेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी Qयक्ति को इस नियम के प्रवर्तन से छू ट दे सके गी ।
6666.... शिथिल करने की शक्ति शिथिल करने की शक्ति शिथिल करने की शक्ति शिथिल करने की शक्ति : : : : जहां के न्=ीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके िलए जो कारण हैं, उन्हें लेखबA करके , इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के Qयक्तियों की बाबत, आदेश द्वारा शिथिल कर सके गी।
7777.... ,या,या,या,यावृत्ति वृत्ति वृत्ति वृत्ति : : : : इन नियमों की कोई बात, ऐसे आरक्षणों, आयु-सीमा में छू ट और अन्य रियायतों पर प्रभाव नहR डालेगी, िजनका के न्=ीय सरकार द्वारा इस संबंध में समय-समय पर जारी किए गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, अन्य पिछड़े वगW, भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के Qयक्तियों के लिए उपबंध करना अपेक्षित है।

G.S.R. 979(E).—In exercise of the powers conferred by the proviso to article 309 of the Constitution, and in supersession of the Narcotics Department (Group "C"posts) Recruitment Rules,2002, in so far as they relate to Sub- Inspector, Stenographer Grade-II, Dog Handler-cum-Assistant Sub-Inspector, Upper Division Clerk, Lower Division Clerk andHavaldar, except as respects things done or omitted to be done before the such supersession, the President hereby makes the following rules regulating the method of recruitment to Group ''C'' Posts in the Central Bureau of Narcotics under the Department of Revenue in the Ministry of Finance, namely:-
1. Short title and commencement.—(1) These rules may be called the Ministry of Finance, Department of Revenue, Central Bureau of Narcotics (Group 'C' posts) Recruitment Rules, 2015.
(2)They shall come into the force on the date of their publication in the Official Gazette.
2. Number of posts, classification, pay band and Grade pay or scale of pay.—The number of said posts, their classification,the pay band and Grade pay orscale of pay attached thereto shall be as specified in columns(2) to (4) of the said Schedule annexed to these rules.
3. Special Provision.—Central Bureau of Narcotics shall have its own cadre unless other-wise prescribed by the Central Board of Excise and Customs, Department of Revenue.
4. Method of recruitment, age limits, other qualification, etc.—The method of recruitment, age limits, qualification and other matters relating to the said posts shall be as specified in columns (5) to (13) of the said schedule.
5. Disqualification.-No person,-
(a) who has entered into or contracted a marriage with a person having a spouse living; or
(b) who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said posts:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.
6. Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by orders, and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons.
7. Saving.—Nothing in these rules shall affect reservations, relaxation of age limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, Other Backward Classes, Ex-servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.
