काकाकाका.... आआआआ.... 44443333((((अअअअ).).).).————मोटर यान अधिनियम, 1988 (1988 का 59) की धाराएं 27, 64, 110 एवं 137 द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए केन्द्र सरकार ने दिनांक 13.01.2015 को अधिसूचना सा.का.नि. 27(अ) एवं तदुपरांत दिनांक 25 जून, 2015 को अधिसूचना सा.का.नि. 1695(अ) जारी किया था। उक्त अधिसूचना के नियम 47 के परन्तुक के स्थान पर निम्नलिखित परन्तुक अंतःस्थापित किया जाएगा, अर्थात् -
"बशर्ते कि केन्द्रीय मोटर यान (सोलहवां संशोधन) नियम, 2014 के प्रकाशन और का.आ. 2590(अ), तारीख 8 अक्तूबर, 2014 द्वारा प्रकाशित अधिसूचना के पहले विद्यमान ई-रिक्सा और ई-कार्ट के मॉडलों के संबंध में केन्द्रीय मोटर यान (संशोधन) नियम, 2015 के प्रकाशन की तारीख से 31 मार्च, 2016 तक पंजीकरण करने वाले प्राधिकारी को, इस उपनियम के अधीन पंजीकरण हेतु, प्रारूप-21 एवं प्रारूप-22 के निर्गत होने के सात दिन की अवधि के भीतर प्ररूप-20 में आवेदन किया जाएगा और उसके साथ निम्नलिखित संलग्न होंगें -
(i) प्रारूप 22 में विनिर्माता या डीलर या पंजीकृृत ई-रिक्सा अथवा ई-कार्ट संध द्वारा जारी किए जाने वाला सड़क योग्यता का प्रमाणपत्र; और
(ii) पंजीकरण के लिए आवेदन के साथ प्रस्तुत किए जाने हेतु प्रारूप-21 में विनिर्माता या डीलर या पंजीकृृत ई-रिक्शा या ई-कार्ट संघ द्वारा जारी किए जाने वाला बिक्रय प्रमाण-पत्र।"।

New Delhi, the 5th January, 2016
S.O. 43(E).— In exercise of the powers conferred by Sections 27, 64, 110 and 137 of the Motor Vehicles Act, 1988 (59 of 1988), the Central Government issued notification G.S.R. 27(E) dated 13.01.2015 and subsequent notification S.O.1695 dated 25.06.2015. For the proviso of rule, 47 of the above notification, the following proviso shall be substituted, namely :—
"provided that upto 31st March, 2016, on and from the date of publication of the Central Motor Vehicles (Amendment) Rule, 2015, in respect of the models of the E-Rickshaws and E-Carts existing prior to publication of Central Motor Vehicles (Sixteenth Amendment) Rules, 2014 and the notification published vide S.O. 2590(E) dated 8th October, 2014, the application for registration under this sub-rule shall be made in Form 20 to the registering authority within a period of 7 days from the date of issue of Form-21 and Form-22 and shall be accompanied by –
(i) Road worthiness certificate in Form-22 to be issued by the manufacturer or dealer or registered E-Rickshaw or E-Cart Association; and
(ii) Sale certificate in Form 21 to be issued by manufacturer or dealer or registered E-Rickshaw or E-Cart Association for presentation along with the application for registration"
