फाफाफाफा.... संसंसंसं....1111----10101010((((1111)/)/)/)/स्टै(cid:18)ड(cid:20)र्सस्टै(cid:18)ड(cid:20)र्सस्टै(cid:18)ड(cid:20)र्सस्टै(cid:18)ड(cid:20)र्स////एसपीएसपीएसपीएसपी((((फिशफिशफिशफिश एंडएंडएंडएंड फिशरिजफिशरिजफिशरिजफिशरिज प्रोडक्(cid:30)सप्रोडक्(cid:30)सप्रोडक्(cid:30)सप्रोडक्(cid:30)स)/)/)/)/एफएसएसएआईएफएसएसएआईएफएसएसएआईएफएसएसएआई----2013201320132013....————खाद्य सुरक्षा और मानक (खाद्य उत्पाद मानक और खाद्य सहयोज्य) (संशोधन) िविनयम, 2015 का संशोधन करने के िलए, कतिपय विनियमों का प्रारूप, खाद्य सुरक्षा और मानक अिधिनयम, 2006 (2006 का 34) की धारा 92 की उपधारा (1) की अपेक्षानुसार भारतीय खाद्य सुरक्षा और मानक प्राधिकरण द्वारा भारत के राजपत्र, असाधारण, भाग III, खंड 4 में अधिसूचना संख्या फा.सं.1- 10(1)/स्टै0ड2र्स/एसपी(फिश एंड फिशरिज प्रोडक्8स)/एफएसएसएआई-2013, तारीख 5 जून,,,, 2015 को प्रकाशित किया गया था, उन पर उन सभी 9क्तियों से िजनको उससे प्रभावित होने की संभावना है, उक्त अिधसूचना के राजपत्र की प्रतियां जनता को उपलब्ध होने की तारीख से साठ दिनों की अविध के भीतर आक्षेप और सुझाव आमंत्रित किए गए थे;

और राजपत्र की प्रतियां जनता को 7 जुलाई,,,, 2015 को उपलब्ध करा दी गई थ?;

और उक्त प्रारूप विनियमों के संबंध में प्राप्त आक्षेपों और सुझावों पर खाद्य सुरक्षा और मानक प्राधिकरण द्वारा िवचार कर िलया गया है;

अतः, अब खाद्य सुरक्षा और मानक प्राधिकरण उक्त अधिनियम की धारा 16 के साथ पठित धारा 92 की उपधारा (2) के खंड (ङ) द्वारा प्रदत्त शक्तियों का प्रयोग करते Eए, खाद्य सुरक्षा और मानक (खाद्य उत्पाद मानक और खाद्य सहयोज्य) िविनयम, 2011 का और संशोधन करने के िलए निम्नलिखित िविनयम बनाती है, अर्थात् :-

1.1.1.1. संक्षिप्तसंक्षिप्तसंक्षिप्तसंक्षिप्त नामनामनामनाम औरऔरऔरऔर प्रारंभप्रारंभप्रारंभप्रारंभ....————(1) इन िवनियमों का संक्षिप्त नाम खाद्य सुरक्षा और मानक (खाद्य उत्पाद मानक और खाद्य सहयोज्य) संशोधन िविनयम, 2016 है ।

(1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC. 4] 2. खाद्य सुरक्षा और मानक (खाद्य उत्पाद मानक और खाद्य सहयोज्य) िविनयम, 2011 में, ''मछली और मछली उत्पाद'' से संबंिधत िविनयम 2.6 में,—

(क) उपिविनयम 2.6.1 में नमकीन मछली/शुष्कित नमकीन मछली से संबंधित खंड (7) के स्थान पर िनम्निलिखत रखा जाएगा, अर्थात् :—

''7(1) शुष्कित/नमकीन और शुष्कित मछली उत्पाद से ताजी या नमक के साथ या उसके िबना मछली को शुष्कित करने के पश्चात् स्वास्थ्यकर मछली से तैयार उत्पाद अभिप्रेत है ।

(2) मछली नमक लगाने और शुष्क करने से पूर्व रक्तक्षरित, अंतिडया रिहत, मु ंड रिहत, चीरी Eई या कटी Eई और धोई Eई होगी ।

(3) नमकीन मछली बनाने को प्रयुक्त नमक स्वPछ, विजातीय प्रदाथQ से मुक्त, धूल, तेल, नितल या अन्य बाहरी सामSी के संदूषण के दृश्य चिVन दWशत नह? होंगे ।

(4) उत्पाद विजातीय पदार्थ, आपत्तिजनक गंध और सुवास से मुक्त होगा ।

(5) उत्पाद में परिशिष्ट 'क' में अनुXात खाद्य योज्यक अंतWवष्ट हो सकें गे ।

(6) उत्पाद विनियम में अभिकथित सुYम जैविकीय और रासायनिक अपेक्षाओं के अनुरूप होगा ।

(7) उत्पाद निम्नलिखित अपेक्षाओं के अनुरूप होगा ;

* लवण अवयव की अपेक्षा के वल शुष्क नमकीन मछली उत्पाद में लागू होगी ।

** हिस्टामाइन अवयव की अपेक्षा हिस्टामाइन विषाक्ता के साथ सहब^ सूचीब^ मछली प्रजातियों से तैयार के वल शुष्कित/शुष्कित नमकीन मछली उत्पाद के िलए लागू होगी ।"

NOTIFICATION

New Delhi, the 11th January, 2016

F. No. 1-10(1)/Standards/SP(Fish and Fisheries Products)/FSSAI-2013.—Whereas the draft Food Safety and Standards (Food Products Standards and Food Additives) (Amendment) Regulations, 2015, were published as required under sub-section (1) of section 92 of the Food Safety and Standards Act, 2006 (34 of 2006), vide notification of the Food Safety and Standards Authority of India number F.No.1- 10(1)/Standards/SP(Fish and Fisheries Products)/FSSAI-2013 dated 5th June, 2015 in the Gazette of India, Extraordinary, Part III, Section 4 inviting objections and suggestions from the persons likely to be affected thereby, before the expiry of the period of sixty days from the date on which the copies of the Official Gazette containing the said notification were made available to the public;

And whereas the copies of the said Gazette were made available to the public on the 7th July, 2015;

And whereas the objections and suggestions received from the public in respect of the said draft regulations have been considered by the Central Government;

Now, therefore, in exercise of the powers conferred by clause (e) of sub section (2) of section 92 read with section 16 of the said Act, the Food Safety and Standards Authority of India hereby makes the following regulations further to amend the Food Safety and Standards (Food Products Standards and Food Additives) Regulations, 2011, namely:—

Regulations

1. Short title and commencement.—(1) These regulations may be called the Food Safety and Standards (Food Products Standards and Food Additives) Amendment Regulations, 2016.

2. In the Food Safety and Standards (Food Products Standards and Food Additives) Regulations, 2011, in regulation 2.6 relating to "Fish and Fish Products",

(a) in sub-regulation 2.6.1, in clause (7) relating to salted fish/dried salted fish, the following shall be substituted, namely:-

"7 (1) Dried/ salted and dried fishery products means the product prepared from fresh or wholesome fish after drying with or without addition of salt.

(2) The fish shall be bled, gutted, beheaded, split or filleted and washed prior to salting and drying.

(3) Salt used to produce salted fish shall be clean, free from foreign matter, show no visible signs of contamination with dirt, oil, bilge or other extraneous materials.

(4) The product shall be free from foreign matter, objectionable odour and flavour.

(5) The product may contain food additives permitted in Appendix A.

*Requirement of salt content is only applicable to dry salted fishery products.

** Requirement of Histamine content is only applicable for dried/dry-salted fishery products prepared from listed fish species associated with histamine poisoning."
