का.आ.189(अ).-- के (cid:7008)(cid:7076)ीय सरकार, पया(cid:6981र्)रण (संर(cid:6979)ण) ननयम, 1986 के ननयम 5 के उप-ननयम (4) के सा प(cid:7407)ठत पया(cid:6981र्)रण (संर(cid:6979)ण) अनधननयम, 1986 (1986 का 20) क(cid:7409) धारा 6, 8 और 25 (cid:7367)ारा (cid:7079)द(cid:7275) न(cid:7334)य(cid:7298) का (cid:7079)योग करते (cid:7263)ए प(cid:7407)रसंकटमय अपन(cid:7397) ((cid:7079)बंधन, हालन और सीमा पार संचलन) ननयम, 2008 का और संोधन करने के नलए नन(cid:7388)नलनखत ननयम बनाती है, अा(cid:6981)त्:-
1. (1) संन(cid:6979)(cid:7385) नाम और (cid:7079)ारंभ,- इन ननयम(cid:7298) का संन(cid:6979)(cid:7385) नाम प(cid:7407)रसंकटमय अपन(cid:7397) ((cid:7079)बंधन, हालन और सीमा पार संचलन) संोधन ननयम, 2016 है ।
(2) ये रापि(cid:7074) म(cid:7286) (cid:7079)कान क(cid:7409) तारीख को (cid:7079र्)ृ(cid:7275) ह(cid:7298)गे ।
2. प(cid:7407)रसंकटमय अपन(cid:7397) ((cid:7079)बंधन, हालन और सीमा पार संचलन) ननयम, 2008 क(cid:7409), अनुसूची 3, के भाग ख के , बेसल स. ख1 म(cid:7286) र्नधुत और इलै(cid:6989)(cid:7069)ाननक एसै(cid:7013)बली ि से संबंनधत सं(cid:6990)यांक ख 1110 के सामने, (cid:7079)र्नन(cid:7397) र्"ैधुत और इलै(cid:6989)(cid:7069)ाननक संमकि (मु(cid:7408)(cid:7076)त स(cid:7408)(cid:7059)ट बोड(cid:6981), इलै(cid:6989)(cid:7069)ाननक पु(िcid:7287) और तार सनहत) सीधे पुनः उपभोग के नलए (cid:7412)कतु पुनः च(cid:7059)ण र्अा अंनतम ननपटान के नलए नह(cid:7277) ह(cid:7289) ।" के (cid:7021)ान पर नन(cid:7388)नलनखत (cid:7079)र्नन(cid:7397) रखी ािएगी, अा(cid:6981)त्:-
र्"ैधुत और इलै(cid:6989)(cid:7069)ाननक संमकि (मु(cid:7408)(cid:7076)त स(cid:7408)(cid:7059)ट बोड(cid:6981), इलै(cid:6989)(cid:7069)ाननक पु(िcid:7287) और तार सनहत) सीधे पुनः उपयोग के नलए (cid:7412)कतु पुनः च(cid:7059)ण र्अा अंनतम ननपटान के नलए नह(cid:7277) ह(cid:7289) ले(cid:7408)कन नन(cid:7388)नलनखत को अर्प(cid:7414)ति करते (cid:7263)ए :
(i) (cid:7390)न(cid:7399) (cid:7367)ारा (cid:7390)न(cid:7334)गत उपयोग के नलए आयात क(cid:7409) गई, उपयोग म(cid:7286) ली (cid:7263)ई र्ैधुत और इलै(cid:6989)(cid:7069)ाननक संमकि, य(cid:7408)द ऐसी (cid:7390)न(cid:7334)गत उपयोग के नलए आयानतत मा(cid:7074)ा तीन उ(cid:7004)पाद(cid:7298) से अनधक नह(cid:7277) हो ।
(ii)र् ैधुत और इलै(cid:6989)(cid:7069)ाननक संमकि न(िcid:7008)हे मर(cid:7013)मत के नलए र्नदे म(cid:7286) ननया(cid:6981)त (cid:7408)कया गया है और मर(cid:7013)मत के प(cid:7391)ात् आयात (cid:7408)कया गया है ।"

New Delhi, the 20th Janaury, 2016
S.O. 189(E).—In exercise of the powers conferred by sections 6, 8 and 25 of the Environment (Protection) Act, 1986 (29 of 1986), read with sub-rule (4) of rule 5 of the Environment (Protection) Rules, 1986, the Central Government hereby makes the following rules, further to amend the Hazardous Wastes (Management, Handling and Transboundary Movement) Rules, 2008, namely:—
1. (1) short title and commencement .— These rules may be called the Hazardous Wastes (Management, Handling and Transboundary Movement) Amendment Rules, 2016.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. In the Hazardous Waste (Management, Handling and Transboudary Movement) Rules, 2008, in Schedule III, in Part B, in Basel No. B1, against number B1110 relating to Electrical and electronic assemblies, for the entry "Electrical and electronic assemblies (including printed circuit boards, electronic components and wires) destined for direct reuse and not for recycling or final disposal.", the following entry shall be substituted, namely:—
"Electrical and electronic assemblies (including printed circuit boards, electronic components and wires) destined for direct reuse and not for recycling or final disposal but excluding:
(i) used electrical and electronic assemblies imported by individual for personal use, if the quantity so imported for personal use does not exceed three products; and
(ii) used electrical and electronic assemblies exported for repair abroad and re-imported after repair."
