विषयः विदेष व्यापार नीति (2015-20) के पैरा 2.05 (ग) में संषोधन।
का. आ. 271(अ).—समय-समय पर यथा संषोधित विदेश व्यापार नीति 2015-2020 के पैरा 1.02 और 2.01 के साथ पठित, विदेश व्यापार (विकास एवं विनियमन) अधिनियम, 1992 की धारा 3 द्वारा प्रदा शक्तियं का प्रयग करते हुए केन्द्र सरकार एतदद्वारा विदेष व्यापार नीति (2015-20) के मौजूदा पैरा 2.05 (ग) को संषोधित करती है और पैरा 2.05 के तहत एक नए प्रावधान भाग (घ) की षुरूआत करती है। मौजूदा पैरा को निम्नानुसार पढ़ा जाएगा :
2.05 आयातक-निर्यातक कोड (आईईसी)
(ग) संक्षेप में, आईईसी के लिए आवेदन के साथ प्रस्तुत किए जाने/अपलोड करने के लिए अपेक्षित विवरण/दस्तावेज (स्कैन की गई प्रतियां) निम्नलिखित हैं :
(i) आईईसी के लिए कंपनी का विवरण :
(1) व्यापारिक कंपनी का पैन जिसके नाम पर आयात/निर्यात किया जाएगा (स्वामित्व वाली फर्मों के मामले में एकल आवेदक)।
(2) आवेदक कंपनी के पते का प्रमाण।
(3) एलएलपीआईएन/सीआईएन/पंजीकरण प्रमाण-पत्र संख्या (जो भी लागू हो)।
(4) कंपनी के बैंक खाते का विवरण, निर्धारित प्रपत्र एएनएफ-2क ;प्द्ध में कंपनी का पहले से मुद्रित नाम वाला निरस्त किया हुआ चैक अथवा बैंक का प्रमाण-पत्र।
(ii) सोसाइटी का स्वामी/साझीदार/निदेषक/सचिव अथवा मुख्य कार्यकारी अधिकारी/कंपनी का प्रबंधक न्यासकर्ता :
(1) पैन (सभी श्रेणियों के लिए)
(2) डीआईएन/डीपीआईएन (कंपनी/एलएलपी फर्म के मामले में)

(1) पहचान का प्रमाण
(2) पैन
(3) डिजिटल फोटोग्राफ
2. संषोधन के बाद पैरा 2.05 (ग) को निम्नानुसार पढ़ा जाएगा :
2.05 आयातक-निर्यातक कोड (आईईसी)
(ग) आईईसी के आवेदन-पत्र के साथ केवल निम्नलिखित को तत्काल प्रभाव से अपलोड किया जाना अपेक्षित है :
(1) हस्ताक्षरकर्ता आवेदक का डिजिटल फोटोग्राफ;
(2) व्यापारिक कंपनी का पैन जिसके नाम पर आयात/निर्यात किया जाएगा (स्वामित्व वाली फर्मों के मामले में एकल आवेदक);
(3) निर्धारित प्रपत्र एएनएफ-2क (I) में कंपनी का पहले से मुद्रित नाम वाला निरस्त किया हुआ चैक अथवा बैंक का प्रमाण-पत्र।
3. नई प्रविष्टि, भाग (घ) को पैरा 2.05 के तहत निम्नानुसार पढ़ा जाएगा :
(घ) आवेदकों द्वारा केवल आईईसी/आईईसी में संषोधन के लिए ऑनलाइन आवेदन दिनांक 01.04.2016 से डिजिटल हस्ताक्षर (श्रेणी-II अथवा श्रेणी-III) के माध्यम से किया जा सकता है।
4. इस अधिसूचना का प्रभावः इस अधिसूचना की तारीख से आईईसी के लिए आवेदन/प्रस्तुत करते समय डिजिटल फोटोग्राफ के साथ केवल दो दस्तावेजों को अपलोड किया जाना अपेक्षित होगा। इसके अलावा, आवेदकों द्वारा केवल आईईसी/आईईसी में संषोधन के लिए ऑनलाइन आवेदन दिनांक 01.04.2016 से डिजिटल हस्ताक्षर (श्रेणी-II अथवा श्रेणी-III) के माध्यम से किया जा सकता है।

NOTIFICATION

Subject: Amendment in para 2.05 (c) of Foreign Trade Policy (2015-20)
S.O. 271(E).—In exercise of powers conferred by Section 3 of FT (D&R) Act, 1992, read with paragraph 1.02 and 2.01 of the Foreign Trade Policy, 2015-2020, as amended from time to time, the Central Government hereby amends the existing para 2.05(c) of Foreign Trade Policy (2015-20) and introduces a new provision, part (d) under para 2.05. The existing para reads as under:
2.05 Importer-Exporter Code (IEC)
(c) Briefly, following are the requisite details /documents (scanned copies) to be submitted/uploaded along with the application for IEC:
(i) Details of the entity seeking the IEC:
(1) PAN of the business entity in whose name Import/Export would be done (Applicant individual in case of Proprietorship firms).
(2) Address Proof of the applicant entity.
(3) LLPIN /CIN/ Registration Certification Number (whichever is applicable).
(4) Bank account details of the entity. Cancelled cheque bearing entity's pre-printed name or Bank certificate in prescribed format ANF-2A (I).

(1) Identity proof
(2) PAN
(3) Digital photograph
2. After amendment para 2.05 (c) would read as under:
2.05 Importer-Exporter Code (IEC)
(c) Only the following are required to be uploaded along with the application for IEC with immediate effect:
(1) Digital photograph of the signatory applicant;
(2) Copy of the PAN card of the business entity in whose name Import/Export would be done (Applicant individual in case of Proprietorship firms);
(3) Cancelled cheque bearing entity's pre-printed name or Bank certificate in prescribed format ANF-2A(I)
3. The new insertion, part (d) under Para 2.05 would read as under:
(d) Only online application for IEC /modification in IEC can be made by applicants through digital signature (Class-II or Class-III) with effect from 1.4.2016.
4. Effect of this Notification: From the date of this notification only two documents are required to be uploaded /submitted along with the digital photograph while applying for IEC. Further, applications for IEC/ modification in IEC can be made only in online mode by applicants through digital signatures with effect from 1.4.2016.
