2. (cid:7088)ी नीर िकु मार गु(cid:7009)ता,
र्सेा नर्नृत अनधकारी, (cid:7408)द(cid:7016)ली उ(cid:6994)चतर (cid:7008)यानयक र्सेा - सद(cid:7021)य सनर्च
3. (cid:7088)ी संयि कु मार, संयु(cid:6989)त सनर्च

भारत सरकार (cid:7367)ारा या (cid:7079)नतननयुन(cid:6989)त
2. माननीय उ(cid:6994)चतम (cid:7008)यायालय के (cid:7408)दनांक 11 र्न(cid:7013)बर, 2016 के आदेानुसार, सनमनत का काय(cid:6981)(cid:6979)े(cid:7074) नन(cid:7013)र्नत होगा :
(i) सनमनत (cid:7079)(cid:7004)येक हर/संघ रा(cid:6996)य (cid:6979)े(cid:7074) म(cid:7286) हरी बेघर(cid:7298) के नलए उपल(cid:7011)ध आ(cid:7088)य(cid:7298) का भौनतक स(cid:7004)यापन करेगी ।
(ii) यह भी स(cid:7004)यापन करेगी (cid:7408)क (cid:6989)या रा(cid:7020)(cid:7069)ीय हरी आीिर्नका नमन (एनयूएलएम) के अंतग(cid:6981)त हरी बेघर(cid:7298) के नलए आ(cid:7088)य (cid:7021)क(cid:7409)म हेतु (cid:7079)चालना(cid:7004)मक (cid:7408)दा-ननद(cid:7287)(cid:7298) के अनु(cid:7272)प है।
(iii) सनमनत रा(cid:6996)य(cid:7298)/संघ रा(cid:6996)य (cid:6979)े(cid:7074)(cid:7298) (cid:7367)ारा आ(cid:7088)य गृह(cid:7298) क(cid:7409) (cid:7021)ापना करने म(cid:7286) धीमी (cid:7079)गनत के कारण(cid:7298) क(cid:7409) ािंच करेगी ।
(iv) सनमनत इसके अर्लाा, हरी बेघर(cid:7298) को आ(cid:7088)य मुहैया कराने के नलए (cid:7021)क(cid:7409)म हेतु आबं(cid:7407)टत धनरान का उपयोग नह(cid:7277) करने और/र्अा र्र्न(िcid:6981)न/दु(cid:7272)पयोग के बारे म(cid:7286) ािंच करेगी ।
2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART I—SEC. 1] (v) सनमनत यह सुननन(cid:7019)चत करने के नलए रा(cid:6996)य सरकार(cid:7298) को समुनचत नसा(cid:7407)र(cid:7286) करेगी (cid:7408)क हरी (cid:6979)े(cid:7074)(cid:7298) म(cid:7286) बेघर(cid:7298) के नलए सद(cid:6981) ट्टतु के दौरान उनक(cid:7409) र(cid:6979)ा करने हेतु कम से कम अस्ायी र्आास मुहैया कराए ािएं । रा(cid:6996)य सरकार(cid:7286) सनमनत (cid:7367)ारा उन(cid:7016)लनखत समय सीमा सनहत नसा(cid:7407)र(cid:7298) का अनुपालन सुननन(cid:7019)चत कर(cid:7286)गी । कोई काया(cid:6981)(cid:7008र्)यन न होने संबंधी मामले को उ(cid:6994)चतम(cid:7008)यायालय के (cid:7007)यान म(cid:7286) लाया ािएगा ।
3. सनमनत 4 महीने क(cid:7409) र्अनध म(cid:7286) अपनी (cid:7407)रपोट(cid:6981) (cid:7079)(cid:7021)तुत करेगी ।

F.No. N-11018/8/2014-USD(Vol-V) fts 16910.—In pursuance of the Order dated 11th November, 2016 of the Hon'ble Supreme Court of India in Writ Petition(Civil) No. 55 of 2003 and Writ Petition(Civil) No.572 of 2003 , relating to rights to shelter of homeless persons in urban areas, the Central Government hereby constitutes a three Member Committee as follows:
1. Hon'ble Justice Kailash Gambhir - Chairman
Former Judge of the High Court of Delhi
2. Mr. Neeraj Kumar Gupta - Member Secretary
Retired officer of Delhi Higher Judicial Service
3. Shri Sanjay Kumar, Joint Secretary,
Ministry of Housing & Urban Poverty Alleviation - Member
as deputed by the Government of India
2. As per the Order dated 11th November 2016 of the Hon'ble Supreme Court, the scope of work of the Committee shall be as follows:
( i) The Committee shall cause physical verification of the available shelters for urban homeless in each state / UT.
(ii) The Committee shall also verify whether the shelters are in compliance with the operational guidelines for the scheme of Shelters for Urban Homeless under the National Urban Livelihood Mission (NULM).
(iii) The Committee shall enquire into the reasons of the slow progress in setting up of shelter homes by the States / UTs.
(iv) The Committee shall further enquire about non-utilization and / or diversion / misutilisation of the funds allocated for the Scheme for providing shelters to the urban homeless.
(v) The Committee shall issue suitable recommendations to the State Governments to ensure that at least temporary shelters are provided for the homeless in the urban areas to protect them during the winter season. The State Governments shall ensure compliance with the recommendations along the timeframe indicated by the Committee. Any non-implementation shall be drawn to the attention of the Supreme Court.
3. The Committee shall submit its report within a period of four months.
