का.आ. 7(अ).—केंद्रीय सरकार, वन (संरक्षण) नियम, 2003 (जिसे इसमें इसके पष्चात् उक्त नियम कहा गया है) के नियम 4क के उपनियम (1) के अनुसरण में; उसमें विनिर्दिष्ट शक्तियों का प्रयोग करने और कृत्यों को करने के लिए, क्षेत्रीय कार्यालय, पूर्व-केंद्रीय जोन, रांची में क्षेत्रीय सषक्त समिति (जिसे इसमें इसके पश्चात् यथा क्षेत्रीय सषक्त समिति कहा गया है) पुनर्गठित करती है, जिसमें निम्नलिखित सदस्य समाविष्ट होंगे, अर्थात् :-
(i) अध्यक्ष क्षेत्रीय कार्यालय, पूर्व-केंद्रीय जोन, रांची
अध्यक्ष
(ii) मुख्य वनपाल या वनपाल, क्षेत्रीय कार्यालय, पूर्व-केंद्रीय सदस्य
जोन, रांची की पंक्ति के अधिकारियों में से ज्येष्ठतम अधिकारी

2. इसके नीचे विनिर्दिष्ट राज्यों के नीचे उल्लिखित अधिकारी उनके अपने-अपने राज्यों में वन भूमि के अपयोजन से संबद्ध प्रस्तावों के परीक्षण के लिए क्षेत्रीय सषक्त समिति की बैठक में हाजिर होने के लिए विषेष आमंत्रित के रुप में आमंत्रित किए जाएंगे, अर्थात् :-
(क) झारखंड सरकारः
(i) मुख्य वन संरक्षक (प्रषासन), पर्यावरण एवं वन विभाग, झारखंड सरकार;
(ii) संयुक्त सचिव, राजस्व और भूमि सुधार विभाग, झारखंड सरकार;
(ख) बिहार सरकारः
(i) मुख्य वन संरक्षक-सह-नोडल अधिकारी (वन संरक्षण), पर्यावरण एवं वन विभाग, बिहार सरकार;
(ii) विषेष सचिव, राजस्व और भूमि सुधार विभाग बिहार सरकार;
3. अषासकीय सदस्यों के नियुक्ति की निबंधनें और षर्तें उक्त नियम के नियम 4 में यथाविनिर्दिष्ट होंगी।

New Delhi, the 2nd January, 2017
S.O. 7(E).—In pursuance of sub-rule (1) of rule 4A of the Forest (Conservation) Rules, 2003 (hereinafter referred to as the said rules), the Central Government hereby re-constitutes the Regional Empowered Committee at Regional Office, East Central Zone, Ranchi (hereinafter referred to as the Regional Empowered Committee) to exercise the powers and perform the functions specified therein, comprising of the following Members, namely:—
(i) Head of the Regional Office, East Central Zone, Ranchi Chairperson
Member (ii) Senior most officer from amongst officers in the rank of Chief Conservator of Forests or Conservator of Forests in the Regional Office, East Central Zone, Ranchi
(iii) Dr. Ashok K. Ghosh,

The officers mentioned below of the States specified hereunder, shall be invited to attend meetings of the Regional Empowered Committee as special invitees, in the examination of the proposals pertaining to the diversion of forest land in their respective States, namely:-
(A) Government of Jharkhand:
(i) Chief Conservator of Forests (Administration), Department of Forests and Environment, Government of Jharkhand;
(ii) Joint Secretary, Department of Revenue and Land Reforms, Government of Jharkhand;
(B) Government of Bihar:
(i) Chief Conservator of Forests-cum-Nodal Officer (Forest Conservation), Department of Environment and Forests, Government of Bihar;
(ii) Special Secretary, Department of Revenue and Land Reforms, Government of Bihar.
3. The terms and conditions of appointment of non-official members shall be as specified in rule 4 of the said rules.
